• Willing to Threaten, Rarely

Willing to Kill

• Does not want to be Caught,

Hurt, or Killed

• 80% Flee if you Draw a Gun

• Retreat for you is a Viable

Option

Concealed Carry– .380+ Sufficient

– Non-Lethal Options Viable

Changed Paradigm

• May have Protective Armor

• 3 Kills per Minute

Concealed Carry– Greater Distance – 20+ yds

Soft Target

"a person or thing that is relatively unprotected or

vulnerable, especially to military or terrorist attack.“

aka: The Villages!Terrorist groups overwhelmingly choose “soft” targets

»Generate terror

»Create chaos

» Intimidate the Public

»Gain publicity for cause

Armed Attack Indicators

• Unseasonably heavy clothing, long coat or outer

garment

• Scanning – constantly looking around, side-to-side,

appears to be looking for something

• Target glancing – obvious preoccupation

• Clenching – obvious tension in jaw, fists, overall body

posture

• Eye blinks – either very fast or very slow – normal =

20/min – “Thousand Yard Stare”

Suicide Bomber Detection

• Unseasonably heavy clothing

• Unusual gait, robotic walk

• Tunnel vision, target fixation, no eye contact

• Sweating, nervous movements

• Appearance of being drugged, enlarged pupils, erratic

• Bags or backpacks, holding them tightly or gingerly

Suicide Bomber Detection

• A fresh shave, lighter skin tone on lower face

• Hand always in pocket or holding something

• Evasive movements, avoiding cameras or security

personnel

• Mid-eastern (Arab) male, 18 – 35

• Women considered equals as (and only as) suicide

bombers

Mental Awareness

1. Reading, Sleeping, generally

oblivious to events around you

2. Aware of events around you,

exits, paths of escape, unusual

activity

3. Sense a problem, sight, sound,

ready for action

4. Crisis at hand, execute

personal defense plan

Levels of Awareness

Normalcy Bias

The phenomenon of disbelieving one’s situation when

faced with grave and imminent danger or catastrophe.

• Can cause you to freeze

• Herd mentality

• Tendency to discount visual

and auditory input

WILL GET YOU KILLED IN

A TERRORIST ATTACK

A Time for Action

Clues

• Popping Noises

• Individual(s) that fits the

Profile

• Disturbance in the Area

– Bomb

– People running

Options

Must be Immediate!

Run

Hide

Fight

Run

• Running is the FIRST line of action• Leave premises or area IMMEDIATELY via your

preconceived route

–Move away from the gunfire or disturbance

• Get as far away as possible

• Be wary of multiple shooters to avoid

Run

Keep in Mind:

• Most people won’t want

to leave– Cowed in Fear

– Let Normalcy Bias take over

– Think hiding is 1st recourse

• Try to convince to leave

(briefly) then leave them

Do Not:• Hesitate to gather your

belongings – leave it!

• Stop to assist wounded

Do:

• Keep others from moving

towards the danger area

• Keep hands visible for LEOs

• Run at Angle to shooter(s)

• Take cover if available

Hide

• Running may not be an option…

• Hiding is your SECOND line of action• Find & Hide in a secure location that offers cover or

concealment

• In a room, lock, barricade the door

– Anything heavy

– Turnout lights

– Turn off phone ringer

Hide

• Call 911 – if you cannot speak, leave line open so 911

can hear what’s going on

• DO NOT open door unless absolutely necessary or

you can confirm it’s the authorities

• BE AWARE:

– Shooters will often knock on the door or yell for help to get

you to reveal yourself

• If the opportunity arises, move to even more secure

location or out of the area completely

Fight

• When running or hiding have failed, it’s time to fight for

your life with all of the violence and aggressiveness in

your being!

• Fighting is the LAST line of action

• Get others to help you – the shooter can only aim in one

direction at a time – get control of the gun

• Use anything at hand – attack quickly and devastatingly

Fight

• Will you get shot? Possibly – if you are at this point

you are likely to die anyhow!

• Group actions by the potential victims

• If you are armed, tactics to employ in returning fire

• If you are not armed, there are several principles to

keep in mind:

Fight

Know Your Advantages

• The gunman does not

expect a counter attack by

his intended victims

• Attack will disrupt his plan

• May cause a “uhhh…”

moment

• Can attack from multiple

directions

Be Aggressive & Violent

• Victory will go to the swift

and relentless

• Use lethal force

• Don’t stop until you or the

attacker is dead

• It’s called Survival!!

Fight

Control the Weapon

• When the weapon is under

control, the killing will stop

• Coordinate your attack

– Have 1-2 go for the gun

– Have 1-2 go for the attacker

• Grab the barrel

– Change direction of aim

– Stop the slide from cycling

Improvise Weapons

• Use anything & Everything

– Chairs

– Fire Extinguishers

– Belts

– Coffee Mugs

– Pens

• Throw stuff

• Work as a Team!

When the Police / Swat Arrives

• The actual shooting may be over

• Goal #1 = take down the shooter–Will ignore wounded!

–DO NOT BE CAUGHT WITH A GUN IN YOUR HAND

• EMTs will not enter until site is secure

• Keep hands visible at all times – follow

directions

to change – we are less secure
