• Globaloverview->workinggroupmoredecentralized–doesitwork?TheseexpectationswererevisitedattheendofDay1andendofDay2,toseeifprogresshadbeenmadeorquestionsanswered.Aftertheintroductionsandexpectations,thegroupapprovedtheAmmanmeetingreportandtheBerlinagenda(seebelowinappendix).Thiswasfollowedbybriefupdatesfromthedifferentsubgroupsonaccomplishmentsandchallengesoverthelastsixmonths.

2) Capacitydevelopmentsidemeeting(StephenRichardsonConsultant)StephenRichardson,theconsultantcontractedbyINEEtoconducttheresearchprojectoncapacitydevelopmentmappingandmarketanalysis,heldalunchhourconsultationwith theworkinggroupmemberswhosignedup for theevent.Theconsultantexplained that thepurposeof themappingwasgreaterunderstanding of needs, demands and opportunities. Four very important questions were to posed to members present and these were: 1. Models ofprofessionalization:Whatmodelsofprofessionalizationshouldthesectorexploreconsideringissuesofaccess,time,money,linkageswiththeemployeretc?2.Governance:Whoshouldactuallygovern /overseeaprofessionalizationpathway?Underwhat legalauthoritywould thisgoverningbody reside, ifatall?Whatare the limitations togovernance/ legitimacywith somanydifferentorganizationsandEiE functions? 3.Overcomingexisting challenges:Given theprevious challenges professional development generally, how could a professionalization pathway address/ ameliorate these (e.g. time), if at all. 4.ContextualizationandNuance:Howcouldaprofessionalizationpathwayaddressthecontextualandnuancedneedsthatquitediverseatthefieldlevel?Belowaretheresponsesthatparticipantsgavetothesequestions.Topicfordiscussion SuggestedResponses FollowupdiscussionModelofProfessionalization

jewels’ofINEE.Hence,itisalsoveryimportantnottorushanydecision,especiallyatatimewhentherehasbeennofull-timecoordinatorsinceMayto follow and guide this issue closely, andwhere no funding is apparent. Once the coordinator is back in January, bringingwith her substantialexperienceoftheMS,andoncetheworkofthereviewofthevariouscontextualizationprocessesisavailabletoinformnextsteps(alsoearly2017),thenitwillbepossibletotakethisworkforwardagain,andtofindagroupofcommittedWGmemberstosupportit,underthedirectleadershipoftheSPcoordinator.TheSPWGfeltthatthisisoneofthekeyActionPointsforthecoordinator,oncesheisback.

• ItwasfurtheragreedthatZeynepwillbethecontactpersonforthiswork,supportedbythememberswhohelpeddraftthesurvey/analysisovertheSummer(Barbara/Erin,Ketil,Bente,Suha,Zuzana,Peter,Youmna,Minna).Aclearandcontinuedlinktothesub-grouponContextualisationneedstobemaintained(Ketil,asconvenorofthisgroup,willworkwithZaynep,Peterandthecoordinatortomaintainthislink).

BythetimeofthenextmeetinginPortugal,therewillhopefullybeaclearsuggestionforwhatnextstepsneedstobetaken.AsessionwillthereforeneedtobereservedforthisinPortugal,butthefocuswillbeforward-looking,ratherthanre-statingtheconcernsandrecommendationsairedinBerlin.4) Workingsessionsofthe5sub-groupsOver the course of the two days of WG meetings, four hours were spent in sub-group discussions, which included PSS/SEL, Capacity Development,Contextualization, Conflict Sensitive Education, and Teacher Training. Below are brief summaries or explanatory remakes provided by the sub-groupconveners.Attheendofthereport,theworkplansdevelopedbyallfiveofthesub-groupsarepresented.

- PSS/SEL:DiscussiononthelaunchandthedisseminationoftheBackgroundPaper,tobesharedaftertheBerlinmeetingsthroughINEE’schannels(BWB,commsmessageinallINEElanguages,Facebook,Twitter,website,etc.)butalsothroughmembers’networks.Discussedtheneedforaone-pageAdvocacyBrieftoaccompanytheBackgroundpaper,forthesakeofreachingpolicymakers,etc.Nextstepsaretohireaconsultantforphasetwo,thedevelopmentofthepracticalguidanceonPSS-SEL.AReferenceGroupneedstobesetup(asinphaseone)tofeedintodrafts.Discussionondissemination/needforfundsforprintinghardcopies.Possibleonlinelaunchoncewholepackageisready(backgroundpaperandpracticalguidance).

- CapacityDevelopment:StephenRichardson,theconsultant,clarifiednextstepsonthestudywhichincludefinalizingandanalyzingthesurveyresults,withafinalreportcompletedbytheendoftheyear.Findingsofthereportwillhaveprogrammapping,needsanddemands,andgapsincapacitydevelopmentaswellassomekeyconsiderationsandpossiblerecommendations.Therewasalongdiscussionthenaboutnextstepsoncethestudyiscomplete,aroundsuchissuesas:importanceofthecapacitydevelopmentgrouplinkingwitheducationcluster;INEEparticularcapacitydevelopment;coordinationofglobalEiEtrainings;developingaframeworkforcapacitydevelopment.Therestofthediscussionfocusedon

developingconcretestepstowardwherethegroupwantstobeinsixmonths,withaplantofocusmoreonINEEspecificneedsanddevelopingacapacitydevelopmentstrategy,withagoalofanoutlineofthestrategyforthenextworkinggroupmeeting.

- Contextualisation: inattendance:KetilVass,PeterHyll-Larsen,TylerArnot,BenteSandal-Aasen,ClaudioOsorio,FazleRabbani,DeanBrooks.ThemeetingbeganwithanassessmentthattheworkhadnotprogressedmuchovertheSummer,partlyduetoaslow-nessinfundraisingandpartlydueto the absence of the regular coordinator. Work continues on support for contextualisations in Sudan, Iraq and Latin America, as well as thecontextualizationreview(EastAfrica)andacontinuedattentiontopossibilities forsupportingcontextualization inandaroundSyria,aswellastheintegrationofcontextualisationsintoclusterprocesses.Peter,asconvenorofthesubgroup,saidhehadtoomuchelseonhisplateasco-chairoftheSPWG,soKetilvolunteeredtobethenewconvenor.ParticularattentionneedstobepaidtocoordinateandaligntheworkofthesubgroupwiththeworkaroundtheMS(Zeynep,PeterandKetilarethelinkshere),espthecontextualizationreviewwillbecrucialtoinformtheMSworkingeneral.

thatis,keepingcontentcurrentandrelevant.Additionally,betterwayofaccessinginformation,searchfunctionalities,andengagementneedtobesought.Plansandresearchonhowtodothisaswellasaproposalforanewwebsitearereadybutwhatislackingisthefunding.TheGlobalEducationClusterhaslearntalotfromINEEwithregardsknowledgemanagement,howeverthelinkwiththefieldhashelpedtheclusterreshapeitsresourcesbasedonneedsanddemandsemergingfromthefield.Itwasdiscussedduringthemeetingthatitisnotonlyrelevanttocreateandsharetoolsbutitisalsoimportanttotaketheresponsibilityforthetoolsthathavebeendeveloped.Anotherissuediscussedwasonthemodalityofdeliveringsomeofthetoolsthatwealreadyhavesuchas theMShandbook.Printedcopiesareveryexpensiveandsmallerorganizationsareunabletoaccessthenduetothecostof transportation.Softcopies(downloads) i.e. are awayofmonitoring theusage of theMS for example and INEE can track thenumberof downloads every 6months. Also thenewinnovationcurrentlybeendiscussedwithin theGlobalHumanitarianStandardsPartnershipon thedevelopmentof the standards appcouldhelpwith thedisseminationof theMSand link toother resources. 7)SPWGMeetingClosing(ledbyAnnieandPeter)The final session involved theentireSPWGandaskedmembers to reflectnotonlyon the formatof themeetingbutalsoon theusefulnessandareasofimprovement.Generally,thegroupfeltmoreengagedandproductivethaninpreviousmeetings,andalsoappreciatedtheconceptofspendingmoretimeintheirsubgroups.Thelongsubgroupworkingsessionsmeantthattheycouldactuallyworkasopposedtolisteningtolongpresentations.Theyalsoappreciatedthatthegroupcouldcomebacktogetheratintermittenttimesandreconvene.OneconcernwaswhetherthemembershipoftheSPWGwasappropriate.Lookingaroundtheroomthereisanunder-representationofmembersfromtheglobalSouth,andmostofthemembersmaywereHQorregional/internationalpositions,andabove.Howtogetthefieldperspectivewasdiscussedatlength,including discussion of brining teachers, possibly different teachers each time, to represent their perspectives in discussions. However, there was alsodiscussionofthemeaningof‘field’,andquestionsaboutwhethertheSPWGshouldnecessarilyberepresentativeofSouthandNorth,andwhetherteachers

persearethemissingcategory.Someexpressedthatthisisforemostaworkinggroupbetweenagenciesandthatcontinuityinmembershipisveryimportant.ThepresentWG’smandaterunsuntilmid-2017,andthenextWGmayperhapsbedifferentlycomposed.Another issue raisedwas on the need to keep the group informed ofwhat eachmember is doing in their organization. A 5-minute feedback from eachmember,asdoneinthepast,isreallytimeconsuming.PerhapsmemberswerewillingtowriteabriefupdateontheirorganizationsactivitiesastheyrelatetoINEEandsendthemroundaweekbeforethenextmeeting.Thoseinterestedcouldthenfollowupbilaterallyatthemeetings.OnememberraisedtheconcernoftoomanyemailssentaroundleadingtotheBerlinmeeting.Othersdisagreedandsaiditwasokay,especiallyin,lightofthefactthatAriannawasnotthereandsotheleadershipofthepreparationcamefromdifferentpeople(Cleo,Annie,Peter).However,itisimportanttohaveconcise emails so that themembership can keep track ofwhat needs to be done, however it is also the duty of eachmember to keep updated, all theinformationisusuallythere.Inthisregard,theWGmemberswereencouragedtocommunicatebetterandmoreregularlywiththecoordinatorandco-chairs,andtosendintheirinputforissuestheywouldliketoseeinthemonthlyupdates,tokeepeveryoneinformedwithwhatwillbehappening.Alastproposalwastheneedforthesubgroupconvenerstomeetmoreregularlysothattheykeepwell informedwithwhattheothersubgroupsareworkingonandcantherefore look for synergies.However, itwas also underscored thatALLmembers of theWG should be involved in thework and support the sub-groupconvenors,theWGchairsandthecoordinator-thereshouldbeno-onewhojustcomestothemeetingsandarenotinvolvedduringtheyear.DeaninformedthegroupthattherewouldbenoWGSPcoordinatoruntilJanuary,anduntilthenitwouldbeDeanandothermembersoftheSecretariat,aswellastheco-chairsandconvenors,whowouldback-stoptoWG.Theco-chairsexpressedtheirhappinesstocontinue,ifthegroupwantedit,butalsothatanyconcernscouldalwaysberaisedintheWGordirectlywiththecoordinator/Dean.TheWGthankedtheco-chairsfortheirwork,especiallyinorganizingtheBerlinmeeting,andwelcomedthecontinuedworkbytheco-chairs(for2017).Theco-chairs,onbehalfofeveryone,thankedCleo(andSaveNorway,whosecondedher)forherworkasinterimcoordinatorandwishedherallthebestofluckinNigeria.Everyonegavearoundofapplauseforaproductiveandwell-executedmeeting,andPaulledarelaxationandbreathingexercisetogetusallbacktoreality…Theco-chairs reportedback to theall-INEEsession thatclosedtheBerlinmeeting.Thepresentationwasorderedalong the themesofAdvocacy,CapacityBuildingandQuality(seePoint6above).ThispresentreportwasdraftedbyCleo,AnnieandPeter
