AP 1. Identification of the problems and

infrastructure needs

Definition of a problem & a need

• Problem – a deficiency in the operation of the energy system in the areas such as security of supply, market integration, competition, and/or sustainability that are (potentially) due to infrastructure shortcomings and that prevent the implementation of a given priority corridor.

• Problems that can be addressed (effectively) by infrastructure, i.e. new transmission, regasification and/or storage capacity. Problems which can be addressed by improved system operation (e.g. better use of existing capacity) and/or optimised application of market and/or technical rules, and/or new legislation, are outside the scope of today's discussion.

• Problems of cross-regional dimension.

• Existence of a problem shall be proven and quantified to an extent possible.

Need - If a PCI type infrastructure could be an adequate solution to address a given problem

infrastructure for the transmission of gas from the Caspian Basin, Central Asia, the Middle East and the Eastern Mediterranean Basin to the Union to enhance diversification of gas supply

infrastructure for North-South gas flows to further diversify routes of supply and for increasing short-term gas deliverability

infrastructure to end the isolation of the three Baltic States and Finland and their dependency on a single supplier, to reinforce internal grid infrastructures accordingly, and to increase diversification and security of supplies in the Baltic Sea region

infrastructure for regional connections between and in the Baltic Sea region, the Adriatic and Aegean Seas, the Eastern Mediterranean Sea and the Black Sea, and for enhancing diversification and security of gas supply

Preparation of today's meeting

• Very good exchanges in the RG meetings (October/November 2016)

• Good overview of the energy problems in every Gas Priority Corridor

• Could a PCI-type transmission infrastructure could be a solution to some problems? –> infrastructure needs

• Ultimately: (a) more detailed definition of Priority Corridor

(b) better understanding of the Corridors

(c) where significant impacts
