Meeting Minutes Resources Subcommittee Hydro Quebec Place Dupuis 855 St Catherine St East Montreal, Quebec H2L 4P5, Canada Administrative A meeting of the Resources Subcommittee (RS) was held on July 24-25, 2018 in Montreal, Quebec, Canada. The agenda and attendance list are attached as Exhibits A and B, respectively. RS Chair T. Pruitt presided and E. Prince announced that a quorum was present. E. Prince read the applicable Notice of Public Meeting and acknowledged the NERC Antitrust Compliance Guidelines. T. Pruitt reviewed the Participant Conduct Policy and recommended that participants familiarize themselves with the written document. The subcommittee reviewed and revised the RS Organization and Assignments, the RS Roster and the RS Survey Contacts. Resources Subcommittee Action Items List The RS reviewed and updated the action item list. Working Group Reports Frequency Working Group (FWG) –T. Nguyen stepped in on behalf of Chair D. Croop and reported that the FWG met on July 24, 2018. The FWG selected M4 and BAL-003-1 frequency events for March 2018, April 2018, and May 2018 for the Eastern, Texas, Western and Quebec Interconnections. Inadvertent Interchange Working Group (IIWG) – Chair B. Henson reported that the IIWG met on July 24, 2018. The team completed an inadvertent accumulation review. Reserves Working Group (RWG) - Chair T. Nguyen reported that the RWG met on July 24, 2018. The voluntary reporting of BAL-002 data was discussed. Liaison Updates Operating Committee (OC) – S. A meeting of the Resources Subcommittee (RS) was held on July 24-25, 2018 in Montreal, Quebec, Canada. The agenda and attendance list are attached as Exhibits A and B, respectively. RS Chair T. Operating Reliability Subcommittee (ORS) – D. Moore gave an update on the ORS activities.

Planning Committee (PC) – M. Olson gave an update on the PC activities.

Essential Reliability Services Working Group – N. Segal gave an update, the ERSWG was formally disbanded at the June OC-PC meetings, and a summary presentation is attached as Presentation 2.

Quarterly Review of Interconnection Frequency Performance T. Bilke, G. Park, H. Nolet-Cote and S. Sharma presented and led the discussion on the 2Q18 frequency performance for the Eastern, Western, Quebec and ERCOT Interconnections. Quarterly Review of RMS1 Outliers T. Bilke led the discussion on the 2Q18 RMS1 outliers, and it is attached as Presentation 3. Quarterly Review of ERS Measures M. Varghese reviewed the Measure 1 Interconnection Inertia Reports and the Measure 2 RoCoF metrics. W. Wu reviewed Measure 4 Frequency Response. T. Blalock reviewed Measure 6 Ramping, shown in Presentation 4. Enhancement in FRAT tool D. Till and W. Wu provided a suggestion for an enhancement to the FRAT tool to flag the governor dead band. The conversation was welcomed by the team and a sub team was created to help improve the tool. Quarterly Review of Interconnection Inadvertent Interchange B. Henson and G. Park lead the discussions on the Western1, Eastern, Quebec, and ERCOT Interconnections, shown in Presentations 5 and 6.

EI NIA/NIS Error Checking Tool (close session) T. Bilke presented and led discussion on the Eastern Interconnection NIA/NIS error-checking tool. Quarterly Review of Interconnection Time Error For the Eastern, Quebec, ERCOT and Western Interconnections, the discussions were led by D. Kimmel, H. Nolet Cote, S. Sharma and G. Park, which are attached as Presentations 7 and 8.

Quarterly Review of BA Performance Trends (Anonymized) T. Blalock led the discussion on the CPS1/BAAL trends and T. Pruitt led the DCS discussion, attached as Presentation 9. Summary of July 2018 BAL-003 Order 794 Informational Filing C. Castaneda provided an update on the FERC Order No. 794 filing, it was filed on June 29, 2018.

Summary of September 2018 BAL-001 Order 810 Informational Filing C. Castaneda provided a status update on the upcoming Sept 2018 BAL-001 FERC Order No. 810 filing. Normalized IFR Measure Accounting for MW Loss, Starting Frequency, Inertia T. Bilke led the discussion on the normalized IFR measure accounting for MW loss, starting frequency an inertia, attached as Presentation 10. Primary Frequency Control Guideline Vice Chair Sharma led the discussion on the Primary Frequency Control Guideline document. Balancing and Frequency Control Technical Document S. Rugel led the discussion on the Balancing and Frequency Control Technical document. Changes in BA Area Footprints A. Franco led the discussion on changes made to the BA footprint. Updates; Avangrid (AVRN) will be formed on July 31, 2018; OVEC will merge with PJM on Dec 1, 2018. NAGF Generator Report B. Shultz led the discussion on the activities with the NAGF, attached as Presentation 11. Bubble Map Update B. Henson and E. Prince led the discussion on the updates to the Bubble Map. The RS suggested other software such as PLATTS, Google Maps, Visio, and myworld. T. Bilke mentioned the AIE (area interchange survey). PJM Primary Frequency Response Sr. Task Force (PFRSTF) E. Davis provided an update on the activities at the PFRSTF. Improvements of FRO, FBS Tools G. Park and Chair Pruitt described their work to improve the FRO and FBS tools and received unanimous approval from the RS. Optional Annual FRAA T. Bilke explained how we can improve efficiencies by creating a summary page instead of the FRAA report. NERC staff can optimize their schedule and use the annual SOR analysis, details are attached in Presentation 12. GO Survey T. Blalock, S. Rugel, G. Park, H. Nolet-Coté participated in the discussion on the GO survey and the next steps.

Frequency Response: C to B Ratio R. Blohm led the discussion on frequency response and described a statistical analysis on the C to B ratio. Chair Pruitt suggested that the appropriate audience for the presentation is the BAL-003 standard drafting team, details are attached in Presentation 13. Median vs. Regression R. Blohm led the discussion on median vs. regression and explained his position regarding the two approaches to analyze the data. Chair Pruitt suggested that the appropriate audience for the presentation is the FERC, details are attached in Presentation 14. Future Meetings
