D. PUBLIC INPUT Members of the public are welcome to address the Commission. Individuals wishing to speak on an item (whether on the agenda or not) must sign in prior to the start of the meeting and may speak during the Public Input segment of the meeting. This segment is placed early in the agenda so that the public may make their comments prior to any discussion or action by the Commission or Town Board. Individual comments are limited to no more than three minutes each. The Public Input section is limited to a total of 15 minutes. The Commission/Town Board may suspend this rule if deemed necessary. Once the public input segment ends there will be no additional discussion from the audience. Note regarding non-agendized Town related matters: Pursuant to WI Statutes 19.83(2) and 19.84(2), the public may present matters; however, they cannot be discussed or acted upon until specific notice of the subject matter of the proposed action can be given.

We have been doing general maintenance including grass mowing, grass collection, ball diamonds, and weed spraying along with minor building repairs.
The new Toro Z‐Turn, John Deere XUV, and the enclosed trail have been delivered and are in use.
Arrowhead Park We have $13,500 budgeted to replace the sand around the playground with an ADA
rubber mulch surface. The rubber has doubled in price since last year and at this point I’m unable to find playground certified rubber that fits our budget so it may be delayed until 2018.
Carter Woods Park
The new Carter Woods parks signs have been installed.
The field renovations at Carter Woods have been completed. The infield on the southern diamond had the infield extended to accommodate 80’ and 90’ bases for tournaments. The north diamond had an outfield warning track installed. The batter’s box on the north diamond was also rebuilt with clay bricks. Both diamonds had some dugout work done.
Lecker Park I talked with the trail groomer and he would like to see some areas widened out so he can
get around the corners easier. We will meet him out there to address those areas. I also talked with Josh Ball about the bike trails and we will be making some adjustments to them also.
Lions Park
The new insulated kitchen door has been installed.
Forestry
We started treating our park and Twin Willow Dr. Ash trees last week. There are 45 trees budgeted and the material cost is estimated to be $1,500. There were 100 trees treated in 2016.
We located an additional 143 road side Ash trees that are our responsibility. I didn’t physically check them all but the ones I did check were still in good shape. I figured out the cost of treating them including man hours, equipment and chemicals and it should be $12,000 to $13,000. This includes material cost of $2,500‐$4,000. The cost of removing 143 trees, with man hours and equipment included, should be $53,622 to $76,858 depending on the size of the trees. If we were going to replace the trees it would be an additional $42,900 assuming we can get trees for $300 each.
Trails
We installed 3 pet waste stations on the boardwalk trail that links Arrowhead Park, Natures Ln. and Spencer St. We also installed some new signing reminding people to keep their dogs on the trail. All the comments from the dog walkers so far have been positive.

2. Prairie Hill Park Single Track Grant
The flagging and staking for the new berm is complete. Tom has requested a meeting on site with WDNR to get concurrence on relocation of the north end of the berm. DPW crew will perform the work as time allows.
3. Town Center park update
The Town Board approved award of the bid to James J. Calmes & Sons, Inc. without the alternate for the sunshades (Alternate 4) and alternate roof design (alternate 2). The summary of work suggests a start date of June 19, 2017. We are generating the contracts to send to the contractor and will schedule a preconstruction meeting.
The Plan Commission and Town Board approved a Conditional Use Permit for construction of the entrance, parking, and playground that will be within 300 feet from the centerline of the tributary to mud creek on June 6. This approval is included with the permit application to Outagamie County and is contingent on approval of the Drainage and Erosion Control Plan that is under review by the Towns Engineer (McMahon). The site plan was also approved by Plan Commission and Town Board at their June 6 meeting. The Towns Notice of Intent (NOI) permit for construction site storm water runoff was approved on June 1. I expect to get the State Building Plan approval by the end of the week. State approval for HVAC is scheduled for June 30. The permits for interior and interior and exterior plumbing are outstanding.
4. Carter Woods Pickleball
The Town Board accepted the $25,000 CVB grant for Carter Woods Park (See attached). This is a reimbursement type of grant.
The contractor completed temporary lines for four of the six pickleball courts and staff installed signs that specify “open for temporary play”. The contractor will return in September to complete the resurfacing and final painting. We hope to conduct Pickleball clinics on the temporary courts to increase interest in the sport.

5. Asphalt Parking Lots
The 2017 budget includes $111,600 for paving one of the parking lots at Carter Woods, Arrowhead, and Patriot Parks. The Town is allowed, by state statute, to contract with Outagamie County for maintenance of our parking lots. The cost estimate for County paving and the construction of concrete dumpster pads at Patriot and Arrowhead is $129,500.
During a survey of Arrowhead Park this spring we noted areas of ponding water which I believe has led to delamination of the asphalt surface. The repair proposed would correct the problem but poor drainage would reduce the life of the new pavement. The Director of Public Works and I discussed the need to address the issue that is contributing to the pavement condition prior to repaving. We are proposing to have Town staff address the drainage and delay paving until 2018. We would complete the dumpster pad in 2017. If the paving at Arrowhead Park is not completed we estimate the remaining work will cost $106,500. The additional funds budgeted would be for contingency and restoration from grading work completed by staff
6. Park Commission monthly report to Town Board
The monthly report from the Park Commission will include information on the Town Center Park Fundraising and the Pickleball Courts at Carter Woods Park.
The Town Clerk provided the attached “Parliamentary Procedures for Local Officials” for your review and reference.

Tourism Development Grant Town of Grand Chute
Carter Woods Park Improvements This grant has been reviewed and approved by the Fox Cities Convention & Visitors Bureau’s Tourism Development Grants Committee and Board of Directors. Grantee: Town of Grand Chute Project: Carter Woods Park Improvements Amount of Grant: $25,000
Primary reasons:
The Town of Grand Chute in collaboration with the Appleton West Baseball Club will be making improvements to Carter Woods Park that include new baseball facilities and conversion of tennis courts to pickle ball courts. These improvements, especially the pickle ball courts, provide the opportunity to drive additional sports tourism in the way of baseball and pickle ball tournaments.
Local pickle ball groups plan to host 2 tournaments in the first two years after the improvements are made, 3 tournaments in year 3 and 4 tournaments in years 4 and 5. It is estimated these tournaments will generate 300 hotel room nights.
Appleton West Baseball Club plans to host 3 baseball tournaments in the year after the improvements are completed, 5 tournaments in year 3 and 8 tournaments in years 4 and 5. It is estimated these tournaments will generate 3,480 hotel room nights. Total project costs for the improvements is $446,135.
