The one-hundred twenty-ninth meeting of The University of Toledo Board of
Trustees was held on Monday, February 10, 2020, in Libbey Hall’s Main Dining
room. Chair Mary Ellen Pisanelli called the meeting to order at 4:25 p.m.

Board Chair Pisanelli requested a motion to waive the reading of the December
2019, January 2019 and February 2020 Board and Committee meeting minutes
and approve them as written. A motion was received from Trustee Kenney,
seconded by Trustee Walinski, and approved by the Board.

President’s Report:
Dashboard Report
In your packet you will find February’s dashboard report. I especially want
to draw your attention to two items:
Enrollment
o For the third consecutive year, more than 90% of new students
enrolled in the fall continued their studies in the spring semester;
o This year’s fall-to-spring retention rate of 91.5% is the highest in at
least a dozen years;
o The number of new transfer students increased 27.1% over last
year;
o And the number of new high school students earning college credit

at UToledo also increased, up 7.2% to 965 students.
Research
o Total research award dollars are at a five-year high at more than
$32.2 million, for the first half of the fiscal year;
o Funding of new competitive awards is also at a five-year peak at
more than $17.3 million.
Student Success
The Counseling Center now offers students expanded hours, until 7 p.m.
on Mondays and Tuesdays. This is the latest service improvement under
new Director Dr. La Tasha Sullivan, whose team includes three new
counselors.
Enrollment, Retention and Graduation
We had more than 1,200 guests sign up for Experience Day on Saturday,
our largest registration since 2016.
o This is the first of three Experience Days this spring to welcome
admitted students and their families to campus to help drive
enrollment.
Applications to our M.D. program are up: the Office of Medical School
Admissions has seen a 48% uptick over the last four application cycles.
Enrollment in the College of Nursing continues to increase—8% higher
this Spring Semester 2020 than Spring 2019.
The RN to BSN Competency-Based Education (CBE) modality launched
in fall 2019 as a pilot program for the University, and, has been a big
success:
o Spring enrollment in the RN to BSN CBE program has more than
doubled over our enrollment in the RN to BSN program last spring.
Academic Affairs
Congratulations to Dr. Karen Bjorkman! On Jan. 13, we were pleased to
announce her as provost and executive vice president for academic affairs,
after serving in the interim role for the past year.
o Under her leadership, we’ll continue to enhance the educational
experience for our students and opportunities for excellence
amongst our faculty and staff.
Lee Strang, the John W. Stoepler Professor of Law and Values in the
College of Law, just released a new book. “Originalism’s Promise: A
Natural Law Account of the American Constitution” examines how the
constitution has been interpreted throughout our country’s history.
This week, we’re excited for the UToledo Law Review to host a lecture
featuring Jim Obergefell (OH-ber-ga-fell) and Rick Hodges, from opposite
sides of the 2015 landmark U.S. Supreme court case on same-sex marriage.

o They’ve since formed an unlikely friendship and will talk about
finding common ground and civility.
Research
Dr. Steven Sucheck and Dr. Katherine Wall have been awarded a $2.3
million grant from the National Institutes of Health to create a synthetic
vaccine against drug-resistant bacteria.
Alumni Relations
Associate vice president of alumni relations, Dan Saevig, will retire on
March 2, after more than 27 years of service to the University.
o On behalf UToledo and our thousands of alumni, I’d like to thank
Dan for his years of dedication and hard work.
o Billy Pierce, currently senior director of alumni engagement, will
be assuming Dan’s role.
Student Life, Campus and Community
This month our campus is celebrating Black History Month. Last week, we
welcomed activist Tiffany Loftin, director of the NAACP’s Youth and
College Division, to campus to give the keynote address and spoke about
advocacy and empowerment for communities of color.

Welcome
On behalf of the Board, I’m pleased to celebrate some of the University’s
achievements during fall semester.
Student success
I was proud to represent the Board during Fall Commencement ceremonies
this past Saturday, when we congratulated more than 2,000 candidates for
degrees!
o Our newest graduates join our growing alumni network of more
than 157,000 around the world.
The University of Toledo was recognized recently by:
o The Military Times in its “Best for Vets” rankings, where the
University jumped 43 places. The annual ranking measures our
support for veteran and military students, and their rates of
academic achievement.
o Princeton Review listed the UToledo College of Law #1 in Ohio
and Michigan for most accessible professors in its “Best Law
Schools 2020” rankings.
Community partnerships
On Dec. 6, student teams from the College of Engineering presented
projects and ideas to the public during the Senior Design Expo.

o One great example is the team that worked with the Toledo
Symphony on a 3D-printed violin to improve access to instruments
for children in low-income and remote areas.
Our Center for the Visual Arts recently completed an exhibition of more
than a dozen panels from the AIDS Memorial Quilt in recognition of
World AIDS Day.
In November, the University and the Ohio State Highway Patrol broke
ground on a shared Public Safety facility at the corner of Dorr Street and
Secor Road.
o This unique partnership offers the university an opportunity to
increase collaboration, public safety and serve the community.
Day of Giving
In October, our third annual Day of Giving, titled “Rocket Forward,”
raised $859,990 from our alumni, faculty, staff, students and supporters
everywhere.
o This amount surpassed our goal by more than $100,000
o and was a nearly 20% improvement over 2018.
Honors
I’d like to congratulate President Gaber, as well as College of Graduate
Studies Dean Amanda Bryant-Friedrich, on being recognized by the
YWCA of Northwest Ohio for their leadership and empowerment of
women.
o President Gaber has been named the recipient of the 2020
Milestone Award for education; and Dr. Bryant-Friedrich is the
recipient for science.
o They will be honored during the Milestone Award ceremony on
March 12, so we look forward sharing in that celebration of their
leadership!
Additionally, on behalf of the entire board, I want to recognize Dr.
Amanda Bryant-Friedrich’s election as a 2019 Fellow of the American
Association for the Advancement of Sciences, the world’s largest general
scientific society.
o This lifetime appointment was awarded to only 443 scientists
worldwide this year, and is a high honor.
o UToledo now has 5 AAAS fellows.
o Dr. Bryant-Friedrich, congratulations on this wonderful
recognition!
Closing
I also want to wish everyone happy holidays, and thank all of you for your
contributions this year.

Trustees was held on Monday, March 9, 2020, in Libbey Hall's main dining
room. Chair Mary Ellen Pisanelli called the meeting to order at 5:30 p.m.

Dr. Sharon Gaber discussed the need to amend the UToledo Board of Trustees
Bylaw 3364-1-11 in order for the board to be able to approve new medical staff
bylaws. Chair Pisanelli requested a motion to approve the amendment to
Board of Trustees bylaw 3364-1-11: “The University of Toledo Medical Center
and Clinical Operations”. The motion was received by Trustee Cole, seconded
by Trustee Baker and approved
Dr. Gaber presented Resolution No. 20-03-05: Amendments to the Medical
Staff Bylaws. She highlighted that the bylaws were approved by the medical
staff and she supports the amendments. Chair Pisanelli requested a motion to
approve Resolution No. 20-03-05: Amendments to the Medical Staff Bylaws.
The motion was received by Trustee Walinski, seconded by Trustee Lucas
and approved.
Chair Pisanelli requested a motion to enter Executive Session to discuss trade
secret under the Ohio Uniform Trade Secret Act, O.R.C. Section 1333.61, et. Seq.
and sale of property.
The motion was received from Trustee Cole, with a second received from Trustee
Lucas. Ms. DeBenedictis took a roll call vote: Ms. Awadalla, yes: Mr. Baker, yes;
Mr. Ciucci, yes; Mr. Guttman, yes; Mr. Kenney, yes; Mr. Lucas, yes; Ms.
Pisanelli, yes; and Mr. Walinski, abstained. Trustee Walinski recused himself
from the executive session due a ruling by the Ohio Ethics Commission.
After the Board exited Executive Session, Chair Pisanelli stated that no action
was taken in Executive Session.
With no further business before the Board, Trustee Pisanelli adjourned the meeting ADJOUNRNMENT
at 8:15 p.m.

Trustee Ciucci requested a motion to waive the reading of the minutes from the
December 16, 2019 committee meeting and approve them as written. A motion
for approval was provided by Trustee Lucas, seconded by Trustee Baker, and
approved by the Committee.
Trustee Ciucci requested a motion to enter Executive Session to discuss privileged
information related to the evaluation of medical staff personnel appointments and
quality reporting. The motion was received from Trustee Lucas, and seconded by
Trustee Walinski. Ms. DeBenedictis took the roll call vote: Mr. Baker, yes; Mr.
Ciucci, yes; Mr. Kenney, yes; Mr. Lucas, yes; and, Mr. Walinski, yes. After
discussions, the Committee exited Executive Session. No action was taken.
Mr. Ciucci requested a motion to approve the Chief of Staff Report as presented in
Executive Session. A motion for approval of the report was received from Trustee
Lucas, seconded by Trustee Walinski, and approved by the Committee. The Chief
of Staff Report follows the minutes.
With no further business before the Committee, Trustee Kenney adjourned

Dr. Karen Bjorkman, Provost and Executive Vice President Academic
Affairs, presented the recommended applicants for 2020-2021 sabbatical
leave. The list of applicants can be found in Attachment 5. Trustee Guttman
requested a motion to approve the recommended applicants for 2020-2021
sabbatical leave and forward these recommendations to the consent agenda
at the next board meeting. A motion was received from trustee Lucas,

2020-2021 SABBATICAL
LEAVES
Dr. Karen Bjorkman, Provost and Executive Vice President Academic
Affairs, presented three recommendations for Distinguished University
Professors. The recommendations were for Dr. Eric Chaffee – College of
Law, Dr. Mohammad Elahinia – College of Engineering, and Dr. Melinda
Reichelt, College of Arts and Letters. This is the highest permanent honor
that can be bestowed upon a faculty member at The University of Toledo.
Trustee Guttman requested a motion to approve the recommended candidates
for Distinguished University Professor and forward these recommendations
to the consent agenda at the next board meeting. A motion was received
from trustee Lucas, seconded by trustee Cole, and approved by the
Committee. Following the approval, the three candidates posed for a picture
with chair Pisanelli and Dr. Gaber.
Dr. Bjorkman introduced Dr. Chris Cooper, Executive Vice President for
Clinical Affairs and Dean of the College of Medicine and Life Sciences, who
introduced the Body Donation Program to the trustees. He also introduced
Diane Durliat, Manager of the Anatomical Donation Program to present on
the program. The Body Donation program began accepting donations in
1969. It is open to any individual older than 18 who has not been diagnosed
with a communicable disease. Approximately 200 donations are received
every year and a memorial service is held yearly to honor the donors. The
program gives students an opportunity to meet their “first patient” and
understand the importance of compassion, humanity ad respect in medicine.
The donor families are given a votive at the memorial service.

Dr. Jim Kleshinski, Senior Associate Dean for Clinical Affiliation, gave an
update on the Academic Affiliation. He began with an overview of the
guiding priciples:

Elevate the stature of Toledo, OH as a strong academic medical
community for training.
Develop Toledo Hospital and Toledo Children’s Hospital into a
premier academic medical center.
Retain high-quality graduating students, residents, fellows and allied

Dr. Kleshinski highlighted the Change MedEd Conference in Chicago, IL

AFFILIATION UPDATE
and the Student National Medical Association Region V Conference in
Toledo, OH. He also introduced Dr. Shonola Da-Silva, Chair of the
Department of Pediatrics and the ProMedica Better Together Scholarship
Recipients. He closed his presentation by showing the current resident/fellow
transitions to ProMedica.

Graduate Student Association Report
February 10, 2020
Thank you to the Board of Trustees and its members for inviting the Graduate Student Association
(GSA) to share its report.
It is my pleasure to share that the 11th annual Midwest Graduate Research Symposium (MGRS) will
be held on the UToledo campus April 4th, 2020. Registration for this day-long event is now open
and will be free of charge until March 13th! This event will feature presentations of the work of
graduate and undergraduate students from across the Midwest and will allow for networking
between student, faculty and community participation. Last year, the UToledo GSA hosted over 200
visitors, including students and faculty from Wayne State, Wright State and Indiana Wesleyan
Universities as well as Lindsey Wilson College, and many more. Students competed for monetary
prizes and awards for excellence in the presentation of their research findings through seminars and
poster presentations.
This year our keynote address that will be delivered by UToledo alum, Dr. Kristen DeVanna Fussell
of the Ohio State University’s Ohio Sea Grant College Program in which she is the Assistant
Director of Administration and Research. Dr. Fussell received her Ph.D. from UToledo in August of
2011, studying the effects of soft sediment quagga mussel clusters on the native burrowing mayfly
population. We are excited to bring back this alumna and look forward to hearing about her journey
through grad school and beyond!

The Graduate Student Association continues to work with the University in its efforts to develop a

the details and specifics continue to develop.

Student Government Report
February 10, 2020
I would like to take the time to welcome everyone back to campus; Student Government is excited
and freshly ready for the new semester, as we hope you all are!
OSGA, the Ohio Student Government Association is coming up on February 22nd. We will be
sending about 6 delegates to Bowling Green State University to attend the conference and speak on
what has affected other Student Governments this year. We hope to bring back some tangible goals
and other things for our Government.
Additionally in February, Student Government along with Green Fund is hosting a Green Forum,
where administrators and students alike will discuss how we can make our campus more sustainable
and Earth friendly.
Our election season has kicked off with two tickets running a campaign for President. We are
hoping to have a clean and friendly election and would appreciate any sort of publicity you all could
give us; voting is in the first week of April.

Faculty Senate Report
December 16, 2019
The Faculty Senate has met twice since our last report to the Board. At our January 21st meeting, we heard from Executive Vice-President for Finance and Administration Matt Schroeder regarding the university budget. His presentation was very informative and he addressed several questions from Senators. Senators are interested about the current budget situation especially as it regards cash on hand balances, taxes on lab fees and the Medical Campus. Our plans are to have budget presentations each semester in the future to help promote transparency and understanding of the university’s budget. We have approved several curricular changes. The name of the BA and BS in Individualized Program in University Studies was changed to the new title “University Studies.” This title better describes the nature of the program and the students' ability to incorporate course work into their program of study from throughout the University. This name change is part of a larger effort in University College to increase enrollment of adult and non-traditional students. We approved two program modifications to Art degrees which changed the concentrations of New Media Design Practices to Graphic and Interactive Design and that of Digital and Photographic Art to Photography and Digital Media. Additional modifications were made to the Art minor and the Political Science minor-- the latter of which will now align with the minor in Public Administration. The BA degree programs for Disability Studies, Philosophy, Psychology, Religious Studies and Liberal Studies were reduced to the state minimum of 120 hours. We also approved 2 new courses and 24 course modifications. Many of the course modifications involved either a course title change or a change regarding a prerequisite to a course. We tabled 3 certificate proposals from the Department of Communication in order to address questions about certificates. Given the types of questions that were asked such as could communication majors take these courses, or can courses overlap between the certificate and the major, we investigated the criteria for certificates. Our investigation found that the last time that Senate had formally reviewed the guidelines for certificates was in April 2008. At our Feb. 4th meeting, we reviewed those guidelines so that there is a common understanding among senators regarding those guidelines and discussed related issues to certificates such as transfer credit, and variable topic courses. It is anticipated that there will be future discussions given some state level initiatives concerning micro-credentials and that this topic is also under examination in the Graduate Council. At our next meeting, we will vote on the 3 certificate proposals from the Department of Communication.
We have provided an update in each of our reports this year regarding the revised Constitution process. Those documents were under review by the Office of Legal Affairs. Just before this meeting, I was told and understand that that review has been completed and that meetings to discuss that review will be arranged soon. We were provided an update on the on-line course evaluation system by Vice-Provost for Faculty Affairs Amy Thompson regarding the expanded pilot study from last fall. Feedback has been positive regarding the new on-line system and we are looking forward to its administration in all courses this Spring semester. Finally, we look forward to having Board of Trustees Chair, Ms. Pisanelli, speak to Faculty Senate. This is tentatively scheduled for our next meeting on Feb. 18th. This concludes the Faculty Senate report.

Graduate Council Report
February 10, 2020
This report includes the activities of Graduate Council (GC) since our last report on December 16,
2019.
Graduate Faculty members across campus have presented many new and innovative programs to
the GC curriculum committee for consideration. In response to this influx, GC continues to
improve the speed and efficiency of the work flow to review and approve graduate courses and
programs. The GC curriculum committee chair Dr. Tim Mueser is on sabbatical for the 2020
Spring semester. Dr. Ozcan Sezer, is interim chair of the committee. During the winter break, GC
members participated in an unprecedented electronic voting process to review and approve a set of
15 proposals from the College of Nursing for their modified Graduate Entry Masters of Science in
Nursing program. This move ensured the program could satisfy suggestions of their accreditation
agency and meet the Ohio Department of Higher Education approval timeline. To clarify for
graduate faculty the process to prepare course and program proposals, we have arranged a
presentation for the Feb 11 GC meeting from Dr. Cyndee Gruden, Associate Dean of COGS, and
Cathy Zimmer, Director for Academic and Curricular Initiatives in the Provost’s office. The
presentation will cover syllabus preparation and use of the new Curricular Inventory Management
System (CIMS). The GC curriculum committee will also present some tips to prevent common
mistakes. We hope these measures will facilitate the preparation and approval of course and
program proposals and support the development of innovative program offerings at the graduate
level.
During our first GC meeting this semester on January 28, Dean Dr. Amanda Bryant-Friedrich
briefed GC about the campus wide adoption of Centralized Application Services (CAS) to improve
the application process for our graduate programs. Dr. Frank Calzonetti, Vice President for
Research, briefed us on the status of applications of internal grants through the URFO program.
Associate Dean Dr. Cyndee Gruden led a discussion on the emerging topic of “microcredentials”
nationwide and called for formation of a working group to study whether and how to offer these
courses at UToledo. Our guests included Sara Clark and Xinren Yu, Director and Assistant Director
of the Center for International Studies and Programs, and Gary Rafe, Compliance Analyst on
Export Control from the Office of Research and Sponsored Programs. They explained the
international travel registry procedures for graduate faculty and answered questions.
The GC will keep enhancing the communication between graduate faculty and various
administrative units on campus. In the near future, Dr. Amy Thompson, Vice Provost for Faculty
Affairs, and Mr. Matt Schroeder, Executive Vice President for Finance and Administration and
CFO, will speak at GC meetings. The GC chair and vice chair also attend monthly meetings with
the Provost to bring the opinions and concerns of graduate faculty to the administration.
The Graduate Council looks forward to continuing our partnerships with the College of Graduate
Studies, the Provost’s office, the Research office, the Graduate Student Association, and UT
faculty, staff and students in supporting our graduate and professional programs.

Mr. Matthew Schroeder presented Resolution No. 20-02-03: “Sister Cities”.
The purpose of this resolution is for approval to enhance the University’s
relationship with the City of Toledo’s sister cities with a request to the Ohio
department of higher education to approve reduction of the out-of-state
surcharge for undergraduate and graduate students whose permanent address is
within one of the sister cities/regions. Trustee Lucas requested a motion for
approval of Resolution No. 20-02-03 and to forward it to the Consent Agenda
at the next Board meeting. A motion was received from Trustee Cole,
seconded by Trustee Guttman, and approved by the Committee. (Note: the
resolution was revised following the meeting to remove a typo. In the final
paragraph, the resolution mistakenly said $100 per semester credit hour. The
words ‘credit hour’ were removed. This was a typo as it was approved as $100
per semester and was written correctly earlier in the resolution.)

Meal Rates”. This resolution was for a rate increase for housing and meal
plans effective Fall 2020. A 3.1% increase was recommended for meal plan
rates and an average rate increase of 2.95% was recommended for housing
fees. Trustee Lucas requested a motion for approval of Resolution No. 20-02-
04 and to forward it to the Consent Agenda at the next Board meeting. A
motion was received from Trustee Baker, seconded by Trustee Cole, and
approved by the Committee.

Upon the recommendation of the Academic Honors Committee of The University of Toledo, I am recommending that the Board of Trustees approve the nomination for an honorary degree for Sayed Amjad Hussain, M.D. This nomination is supported by Dr. Christopher Cooper, Dean, College of Medicine and Life Sciences, who had extended an invitation to Dr. Hussain to serve as Commencement speaker at the College of Medicine and Life Sciences’ spring 2020 Commencement ceremony, although the Commencement has since been postponed due to the coronavirus pandemic.
Dr. Hussain was born and raised in Peshawar City, Pakistan. He received a Faculty of Sciences degree from Islamia College, University of Peshawar, an M.B.B.S. degree with distinction from Khyber Medical College, and honors in Urdu Literature from the Board of Secondary Education in Peshawar. He trained in general surgery at the Medical College of Ohio, and in cardiovascular surgery at Wayne State University in Detroit. He served on the faculty of Khyber Medical College in Pakistan for three years before returning to Toledo to join the Medical College of Ohio as a clinical faculty member in the Department of Surgery.
Dr. Hussain is an award winning writer having written 50 papers published in American and international medical literature. He has authored 19 books on varied subjects such as history, culture and religion. He has been a columnist for the Toledo Blade since 1994. As a freelance writer, he has written over 1,000 newspaper and magazine articles about history, politics, religion and culture in both American and international publications. He was one of the first journalists from the west to enter Afghanistan during the Taliban rule to report for the Blade and Pittsburgh Post Gazette. In 2011, he received the prestigious Cornerstone Award of the Toledo Press Club.
Dr. Hussain is also an award winning photographer whose work has been shown in multiple photographic exhibitions and won numerous competitions. He has led several expeditions to explore and photograph the entire length of the Indus River in Pakistan and its source in the Kailash Mountain range of western Tibet. A PBS documentary based on Dr. Hussain's expeditions, “Indus River: Journey of a Life-Time,” has aired nationally, and his photographs have appeared on 35 magazine covers. Dr. Hussain has also served as a member of multiple international missions. He was inducted into the Medical Mission Hall of Fame in 2012.
In addition, he has given over 100 lectures to civic, service and religious organizations and presented 69 scholarly presentations to academic institutions and “think-tank” organizations. Dr. Hussain has a long history with The University of Toledo. He served as a member of the Board of Trustees from 2007-2016. His philanthropic efforts on behalf of the University include raising money for a visiting professorship between the Khyber Girls Medical College and The University of Toledo’s College of Medicine and Life Sciences. In addition, he raised funds for the naming of the University’s Humanities Institute after its founder, Professor Roger Ray. He also assisted in fundraising for the establishment of the Imam Khattab Chair of Islamic Studies, and helped to finance the S. Amjad Hussain Endowed Professorship in Cardiovascular Surgery. In 2007, he served as Commencement speaker for the University.
Dr. Hussain is the past President of the Islamic Center of Greater Toledo, the Association of Pakistani Physicians of North America, the Toledo Surgical Society, and the Academy of Medicine of Toledo. He currently serves on the advisory boards of WGTE Public Broadcasting in Northwest Ohio, the American College of Surgeons, the Royal College of Surgeons of Canada, the Ohio State Medical Association, the Society of Thoracic Surgeons, the Toledo Surgical Society, and the International Society for Cardiovascular Surgery.

WHEREAS, the Governor of the State of Ohio and the Chancellor of Higher
Education have asked colleges and universities to adopt policies to
provide in-state tuition rates to graduate students who received their
bachelor’s degrees in Ohio; and
WHEREAS, a reduction in the current out-of-state surcharge at the University will
help to attract and retain graduate students in the State of Ohio and
contribute to the State’s economic future; and
WHEREAS, §381.170 of Am. Sub. House Bill 166 of the 133rd General Assembly
requires any waiver of tuition for a student, or class of students, not
otherwise permitted by law at a state-assisted institution of higher
education be approved by the Chancellor of the Ohio Department of
Higher Education; and
WHEREAS, the appropriate analysis, planning, and consultations within The University
of Toledo have been completed; and
WHEREAS, based on that analysis the University has identified a set of graduate
programs as those best suited to satisfy the Governor’s and Chancellor’s
request; and
WHEREAS, the University desires to charge a reduced out-of-state surcharge of $1 per
semester to graduate students who completed their bachelor’s degrees in
Ohio and are enrolled in these select programs; and
WHEREAS, a list of these select graduate programs is included in the attached appendix.
NOW, THEREFORE, BE IT RESOLVED,
that the Board of Trustees of The University of Toledo authorizes the
administration to offer a reduced out-of-state surcharge to graduate
students who completed their bachelor’s degrees in Ohio and are
enrolled in select graduate programs of $1 per semester in the academic
year 2020-21; and
BE IT FURTHER RESOLVED,
that the administration will seek prior approval from the Chancellor of
Higher Education for the associated fee waiver as required by law.

TOLEDO COLLEGE OF BUSINESS AND INNOVATION’S PROGRAMS
WHEREAS, §381.170 of Am. Sub. H.B. 166 of the 133rd General Assembly requires any
waiver of tuition for a student or class of students not otherwise permitted by law
at a state-assisted institution of higher education be approved by the Chancellor of
the Ohio Department of Higher Education; and
WHEREAS, The University of Toledo’s College of Business and Innovation (COBI) has
approved Memorandums of Understanding (MOU) with Vidyalankar
Dnyanapeeth Trust’s Vidyalankar School of Information Technology (VSIT),
India, and Vidyalankar Dnyanapeeth Trust’s Vidyalankar Institute of Technology
(VIT), India; and
WHEREAS, the purpose of these MOUs is to develop academic and cultural exchange, which
has resulted in successful pipeline and partnership programs; and
WHEREAS, these collaborative relationships, and the resulting pipeline and partnership
programs are important from diversity, cultural and enrollment perspectives; and
WHEREAS, the current out-of-state surcharge is a major deterrent to COBI’s efforts to
maintain these programs; and
WHEREAS, reducing the out-of-state surcharge would help sustain these relationships as it
would offer a more competitive price; and
WHEREAS, the University desires to charge a reduced out-of-state surcharge of $100 per
semester to COBI students from VSIT and VIT; and
WHEREAS, the administration anticipates the ongoing fee reduction will affect approximately
20 undergraduates and 20 graduate students per year in which the waiver is in
effect.
NOW, THEREFORE, BE IT RESOLVED,
that the Board of Trustees of The University of Toledo authorizes the
administration to offer a reduced out-of-state surcharge for COBI students from
VSIT and VIT of $100 per semester in academic year 2020-21; and
BE IT FURTHER RESOLVED,
that the administration will seek prior approval from the Chancellor of Higher
Education for the associated fee waiver as required by law.
