It was able to assist our members in getting involved in the electoral process as well as making an informed decision when given the opportunity to vote!

•Oversees the daily operation of the child support office where customer

service is a vital part of her work.

•Works with Tribal, State and Federal officials to improve the quality of

services to Tribal children for the last four years and previously worked with the Mescalero Prosecutor’s Office.

•Has been a member of NCESA for 3 years.

•Committed to bringing State, Federal, and Tribal programs together to

improve child support services to Tribal children.

Scott Cade Deputy Commissioner/IV-D Director,

State of New York

•Served as IV-D Director since September 2005 and previously served in the

New York Office of Federal Affairs and in the Office of Temporary and

Disability Assistance for 12 years.

•Active member of the National Council of Child Support Directors where he is

the Region II representative on the Executive Committee, former Chair of the

Nominating Committee, and serves on the Audit Committee.

•Has been a member of NCSEA for 6 years as New York State’s Agency

Representative.

•Member of the NCSEA Board and its Executive Committee since 2008 where he serves as the 2nd Vice President.

•Served on the committee to select an alternative management structure for

NCSEA and was on the 2008 Nominating Committee.

•Actively work on NCSEA organizational development and sustainability.

•Manages the Office of Planning, Evaluation and Learning which is responsible for

day-to-day operations insuring preparation and implementation of the Strategic Plan

and the creation of project processes.

•Has been with the Department for 39 years and with Oklahoma Child Support Services for 31 years.

•Member of the Oklahoma Child Support Enforcement Association where she

served as the Parliamentarian and on the Location, Program Planning, By-laws and

Exhibits Committees.

•Founding member and OKDHS Representative of the Partners Conference for

Oklahoma Families Planning Board which provides a foundation for sharing,

strengthening and stimulating partnerships across Oklahoma.

•Member of the Oklahoma City Chapter of the Project Management Institute.

•Member of NCSEA since the 1990’s and an active member since 2000. She has served

on the Planning Committees for the Policy Forum and the Annual Conference, the Web-Talk Committee, and is currently the Chair of NCSEA’s Child Support Quarterly.

•Marketing of NCSEA to the child support community and the general public through various methods, including the Child Support Quarterly, Web-Talks, and other electronic technology means, such as podcasts, blogs, etc.

Victoria HarrisonAssistant Director,

Oklahoma Office of Child Support Services

•Responsible for training, quality improvements, grants, resource

management, certification and strategic planning and has been with the

agency for 12 years.

•Active member of the Oklahoma Child Support Enforcement Association where she served as a Board Member.

•Member of the Oklahoma Bar Association and the American Business

Women Association.

• NCSEA member for 4 years and is a current member of the Board of

Directors where she serves as the 1st Vice President.

•Has served as the Chair of the Awards Subcommittee where she has worked

to revise and consolidate awards, Chair of the Communications Committee,

and member of both the Strategic Planning and Certification Committees.

Victoria HarrisonAssistant Director,

Oklahoma Office of Child Support Services

•Work with current management and the rest of the board to ensureNCSEA's governance is appropriate and strategic so we can continue to serve the child support community in these challenging times and into the future.

•Work with NCSEA board and membership to promote the mission and vision of NCSEA, assuring that NCSEA remains the voice of the child support community by increasing public and member awareness.

•Work with the membership committee to assure that all levels of the child support community is represented by NCSEA. Create a system of feedback loops to involve members including member surveys, feedback and action plans to facilitate the changing needs of the program.

Belinda Herrera-MoenSenior Manager, Informatix, Inc.

•Serves as the lead project manager for the customer service and quality

assurance departments where she has worked for 9 ½ years.

•She was previously a Program Analyst for the Contra Costa County

Community Services Department.

• Former Board Member for the Mission Cultural Center for Latino Arts.

•Member of NCSEA since April 2009.

•Interested in participating in program planning, policy, financial development,

membership, and Web-Talks. She would like to work with conference committees and member services.

Belinda Herrera-MoenSenior Manager, Informatix, Inc.

•The priority will be to work with the finance group to keep NCSEA financially stable ensuring that programs implemented are budgeted and managed effectively while still providing quality programs and services.

•Bring in innovative technologies such as social networking websites for outreach and communication for Child Support professionals.

•Work with the membership committee to explore ways of promoting the strengths and values of NCSEA to increase the NCSEA membership, including a special focus among the minority-based Child Support communities.

Pam LowryDirector, Division of Child Support

Enforcement, Illinois Department of Healthcare

and Family Services

• Has held a variety of positions in the Illinois IV-D program with over 20 years of service.

•Active member of NCSEA, National Conference of Child Support Directors,

and the Illinois Family Support Enforcement Association.

•Participated in a Congressional briefing on behalf of the NCSEA Strategic

Partnership mobilization team.

•NCSEA member for 5 years and is a current member of the Board. Served as:

Chair of the Technology Subcommittee, member of the Strategic Partnerships and Mobilization Subcommittee, Chair of the Certification Committee, Co-Chair

of the Policy Forum Planning Committee, and member of the 2008 Nominations

Committee.

• Work with the Board and membership to take full advantage of the unique opportunity to analyze and refine NCSEA's products, structure, and performance during the on-going re-organization afforded by bankruptcy.

• Work with Policy and Government Relations, particularly with the Strategic Partnerships and Mobilization subcommittee, to help NCSEA and partner organizations participate in upcoming policy debates, including those of the new federal administration.

• Continue to promote NCSEA membership and to identify products and opportunities that will benefit IV-D workers, supervisors, and managers in state and county offices and in private sector businesses supporting IV-D work around the nation.

Walley NaylorDirector, Division of Child Support Enforcement

Mississippi Department of Human Services

•Has been with the Department for 5 ½ years and was a business owner prior

to that.

•Has worked to move the Mississippi program forward using automation.

•Serves as a Board Member for The Christmas Village, which is an

organization that houses, provides, and trains single expecting mothers for up

to a year to prepare them for a better life.

•Serves as Vice Chairman of the Mississippi Ethics Commission.

•Member of NCSEA for 5 years and was a member of the conference planning

committee for the 2006 NCSEA conference in Dallas.

• We all know that our responsibility to ensure that families receive child support on a regular basis involves more than monetary support; however there is a need for training as to how to provide quality emotional, physical and psychological support for children and I think that NCSEA should help in that area.

• I would like to see us compliment the excellent technical training that NCSEA provides with more personal development training and leadership training for our members, especially for middle managers.

• It is important that we examine there are many misconceptions that the general public has regarding the child support family. I think that we should explore ways to educate the general public as to the value of the services that Child Support Program provide to families.

Kelly Peiper, J.D., PMPPrincipal Consultant for Policy Studies, Inc.

•Works in child support consulting, business process reengineering, and has

worked for PSI for 14 years.

•Began her career as a IV-D attorney in a local child support office.

•Presented on the issues of IV-D legal ethics and interstate child support

enforcement at numerous NCSEA, ERICSA, and WICSEC annual

conferences, as well as at numerous state conferences and for state and PSI

staff.

•Served as Project Manager for various projects at the Iowa Medicaid

Enterprise.

•Member of NCSEA for 12 years and served on the Interstate, Enforcement

Issues, Federal Legislative/Regulation Tracking and Analysis, and Medical

Support Subcommittees of the Policy and Governmental Relations Committee;

Web-Talk; Annual Conference Planning; and the Federal, Legislation and Regulation Tracking (FLRTA) committees.

•Served as a Track chair for the 2008 Annual Conference.

Vision For NCSEA’s Future

• Develop Web-Talks to provide appeal to a broader audience and develop tracks targeted for specific program areas.

• Continue working with the Federal Legislation/Regulation Tracking and Analysis Subcommittee to inform Congress on the IV-D program and track pending legislation. Explore expanding the educational aspect to assist state IV-D directors who are interested in adapting the Quick Facts for use in their own states.

• Forge new partnerships and increase collaboration with other organizations, such as Medicaid and SCHIP programs, as well as

fatherhood organizations.

•She supervises staff who enforce child support, custody, and parenting time

and also provides training and program improvements in the office.

•She has been with the agency for 3 years but worked in the child support

program for 19 years, including 13 years as an enforcement worker and 3

years as a trainer.

•Current President of the Michigan Family Support Council and has previously

served as Vice President and Program Chair for the Annual Conference.

•Has been a member of NCSEA for 3 years and has served on the Awards

and Membership Committees.

•He has worked in child support enforcement for over ten years and has

represented his firm at conferences and meetings to share best practices with states, territories and tribes.

•Current member of NCSEA and has served as a member of the Conference Planning Committee as the Technology That Works track chair, Web-Talk

Committee, Communications Committee as the Web Site Committee Chair,

and Corporate Associates’ Subcommittee.

•John has worked with his child support clients (Pennsylvania, Indiana,

Massachusetts, Minnesota, and Ohio) to implement technology innovation and

business process improvements.

� Membership – Work with NCSEA leadership and members to continue to improve the services that are offered so that the NCSEA remains strong well into the future.

� Conference Planning – Work with the conference planning leadership and NCSEA members to continue to offer improvements for the annual conference and policy conferences.
