Background
• Citizenship not collected in any UK Census
• Few requests from users for these data• Information on Country of birth used instead
• ONS now required to deliver these data to Eurostat
• Required to baseline ONS Migration statistics
Challenges
• The UK is four countries AND one country
• Testing found that respondents did not understand the difference between terms• i.e. Citizenship, Nationality and National identity
• Large proportion of population refused to answer a question where “United Kingdom” was only relevant response option• Insisted that they were English, Welsh etc
Data Collected
• Question on Passports held asked instead• Can be used as a proxy for citizenship
• Can analyse with Country of birth to derive more accurately

• Derived using information on Passports held and Country of birth
Results
• Analysis shows why data on passports are required to supplement Country of birth
