I. BACKGROUND INFORMATION ON THE REGIONAL DEVELOPMENT AUTHORITIES (RDAS)

ESTABLISHMENT OF THE AUTHORITIESThe RDAs; 6 no. namely: Tana and Athi Rivers Development Authority (TARDA), Kerio Valley Development Authority (KVDA), Lake Basin Development Authority (LBDA), Ewaso Ng’iro North Development Authority (ENNDA), Ewaso Ng’iro South Development Authority (ENSDA) and Coast Development Authority (CDA) are national state corporation organisations charged with the mandate of spurring socio-economic development in the country through sustainable utilisation and conservation of natural resources by planning, developing and implementing as well as coordinating integrated basin based development programmes and projects such as provision of hydropower; flood control; water supply for irrigation, domestic and industrial use as well as environmental conservation and community livelihoods improvement in their regions. Thus, the RDAs were formed with the overall objective of ensuring optimal exploitation of river basin resources for equitable and sustainable development within their areas of jurisdiction; for the benefit of the communities and the country at large. They also promote resource mobilization and investment in their respective regions.

The authorities function under the national policy for regional development adopted in the country since the time of their establishment in the early 1970s to-date. Currently, RDAs are under the Government’s State Department for Regional and Northern Corridor Development in the Ministry of East African Community and Regional Development; responsible for coordinating functions of these organisations by providing to them policy direction, capacity building and oversight in their management and support; facilitated through the Directorate of Regional Development in the State Department.

AREAS OF COVERAGE Boundaries of individual RDAs are defined based on drainage pattern of the respective major rivers and the large water bodies in the country; hence the authorities’ areas of jurisdiction cut across more than one county and some counties are shared between RDAs.

MILESTONE ACHIEVEMENTSMajor accomplishments by the RDAs from the time of their inception include the following: Prepared Integrated Regional Development Master Plans; 6 no.

Examples are; TARDA: A concept note and Terms of Reference, Tana Basin Tourism Master Plan (2010); and KVDA: Kerio Valley Integrated Regional Development Master plan 2013-2033.

Carried out River profile studies of the major rivers; namely Tana, Athi, Sabaki, Mwache, Kerio, Nzoia, Yala, Sondu Miriu, Nyando, Kuja and the Ewaso Nyiro Rivers. Examples here are: ENNDA: Pre-feasibility study for Chalbi Integrated Development Programme (1,200MW wind power in 5 wind farms – Bubisa, Mt. Kulal, Chalbi Desert, Sibiloi & Hurri Hills) and Ewaso Ng’iro North Integrated Development Programme (Large multipurpose dam – 40MW & 6,400Ha, targeting Isiolo, Samburu, Garissa & Wajir); and TARDA: Tana River Morphological Study Report (1986) and Athi River Pre-investment Study Report (1981).

Established Hydroelectric Power generation stations: Constructed Masinga, Kiambere and Turkwel, and Prepared the Sondu Miriu and Sangoro Hydroelectric power stations. The details are; TARDA: Constructed the Masinga (1982) 40 MW & Kiambere (1988) 168 MW; KVDA: Constructed Turkwel Gorge Multipurpose Project 107MW; and LBDA: Prepared the feasibility studies enabling the construction of Sondu Miriu and Sang’oro Hydroelectric power stations.

Conservation of the water towers; riverine and catchment areas conservation: Mt. Kenya, Aberdares, Mau Complex, Mt. Elgon and Cherangany. Details include: TARDA: establishment of 6 no. tree nurseries in the Tana and Athi rivers regions, and produced and planted 150,000 seedlings per annum on 750 ha within the last 10 years; KVDA: Cherangany

Watershed Rehabilitation Project, had 18 kms of Suam / Arror river banks conserved; and LBDA: Produced 1,677,318 tree seedlings and planted 567,352 tree seedlings.

Constructed mega irrigation schemes: Tana Delta, Yala Swamp, Wei Wei, Kimira-Oluch and Chakama.Examples are: TARDA: Tana Delta 2,000ha design area (1987), 400ha scheduled for rehabilitation FY 2019/2020; KVDA: Wei Wei Integrated Project developed; and LBDA: Yala Swamp area I 2,300 ha and Kimira Oluch Smallholder Farm Improvement Project 1,474ha, headworks and water conveyance irrigation infrastructure developed.

Established Livestock multiplication centres and pasture improvement stations: Emali, Muhuroni, Lichota, Alupe, Sang’alo, Lugari, Kokwanyo.Examples are: TARDA: Emali 659ha launched in (1989); ENSDA: Nkorienito Technology transfer center; and KVDA: Centres in 3 counties: Chesongoch (Elgeiyo-Marakwet) – 77 galla goats bred, Lomotio (Samburu) – 41 Sahiwals bred and Chemiron (Baringo) – 16 Sahiwals bred.

Planned mega transport infrastructure: the Eldoret and Kisumu International Airports, and the LAPSSET Corridor;

Prepared (Feasibility studies, Detailed Designs & Costings) mega multipurpose dams for water storage for hydropower generation, water supply (domestic, industrial & irrigation), flood control, development of fisheries/livestock/tourism sectors as well as environmental conservation: High Grand Falls, Nandi Forest, Magwagwa, Arror, Mwache, Lower EwasoNg’iro South, Lake Challa, Munyu and Lower Murang’a Integrated Irrigation project:Examples are: TARDA: High Grand Falls – 700MW (2012), Lower Murang’a Integrated Irrigation Project - 8,000ha (2018); Munyu Multipurpose Dams (80MW) and the Greater Kibwezi Irrigation Project - 13,000ha (On-going) - Inception and two (2) Interim Reports, Tana Integrated Sugar Project – 20,000ha (2007), Tana Delta River Definite Development Plan 12,000ha (1988), TARDA Integrated Livestock Development (2016), Concept on Upper Hill Development - Resource Centre (1.7ha); KVDA: Arror Multipurpose Project (60MW & 2,500 ha for irrigation) and Lower Turkwel Sugar Irrigation Project to irrigate 22,100 ha of land; and LBDA: Magwagwa Multipurpose Dam Project (120 MW, 445 million m3 reservoir and 13,807 ha for irrigation) and Nandi Forest Multipurpose Dam Project (50 MW, 230 million reservoir and 7,500 ha for irrigation).

Established value addition and technology transfer centres for: rice milling; fingerlings production; honey refineries; housing bricks manufacturing; gums & resins, mango and leather processing; and milk cooling factories, in Garsen, Kibos, Kapsabet, Tot, Wajir, Kitui, Kiambere, Narok and Dhiwa for instance.Examples: TARDA: Tana Delta Rice Mill (7.5 tons/hr), Kiambere Honey Refinery (30 MTS/p.a), Technology Transfer Centres at Emali Livestock Multiplication Project, Kiambere, Kibwezi and Masinga irrigation Projects; KVDA: Mango Value Chain (Mango Factory – capacity; 1,560,000 litres per year; and LBDA: LBDC Rice Mill (3.5 tons/hr), Ndhiwa Honey Refinery (1 ton p.a.), Kibos Integrated Technology Transfer Centre (2,000,000 fingerlings p.a).

Constructed water harvesting /flood mitigation infrastructure such as Bore holes, water pans and small dams: All counties covered:Examples: ENNDA: Constructed 15 Small Dams & Large Pans (5.32MCM) in 8 counties; Isiolo (0.4MCM), Laikipia (0.4), Samburu (0.7MCM), Wajir (1.7MCM), Garissa (0.4MCM), Mandera (1.0MCM), Meru (0.52MCM) and Marsabit (0.4MCM); TARDA: Constructed 77 small dams/water pans to serve 16,960 Households covering 10 Counties: Murang’a, Nyeri, Kiambu, Tharaka Nithi, Machakos, Makueni, Kajiado, Kitui, Embu, and Nyandarua. In 2016/2017 FY TARDA under the Drought Mitigation Programme rehabilitated a total of 67 boreholes to serve 12,430 Households in 10 counties: Nyeri, Kiambu, Tharaka Nithi, Tana River, Machakos, Makueni, Kajiado, Kitui, Embu and Nyandarua. In 2016/2017 FY TARDA constructed a water supply project and a 20.1 km pipeline serving a population of approximately 5,000 people and an access road measuring 34.9 km serving a population of approximately 10,000 people in Kilifi County, Ganze Constituency. TARDA constructed 24kms of flood protection dykes in Tana Delta; KVDA: Rehabilitated / drilled 42 Boreholes in 5 counties; Turkana (21), Baringo (11), Samburu (3), Elgeyo Marakwet (2) and West Pokot (5); and constructed 84 water pans and small dams (1.5MCM); and LBDA:

Constructed 19 water pans (each 0.02 MCM), 4 small dams (0.12 MCM, 0.13 MCM, 0.06 MCM, 0.065 MCM) and 15 boreholes in 11 Counties: Trans-Nzoia, Nandi, Siaya, Migori, Homa Bay, Kisumu, Bungoma, Kericho, Busia, Vihiga, Kakamega Counties.

PLANNED PROGRAMMES AND PROJECTSThe planned programmes and projects fall within the Integrated Regional Development programme, where resources are appropriated towards support of the authorities’ functions. The projects and programmes are all aligned to the Kenya Vision 2030 development blue print, Medium Term Plans, respective RDAs’ Strategic Plans and current international protocols such as the SDGs. The Authorities’ budget structure is such that development expenditures take 70% or more of the total exchequer allocations, leaving the balance 30% or less for recurrent commitments. Mega multipurpose dams, irrigation, renewable energy and value addition infrastructure projects take above 80% of the planned development expenditures, leaving the balance for environmental conservation and short term drought impact mitigations among other priorities.

The projects’ broad goals principally address five (5) core development challenges in the regions and the country at large, namely: wide spread household poverty and low income; food, nutrition and water insecurity; under exploitation of renewable energy resources; low adoption of technological innovations; and environmental degradation.

II. RDAS’ PROJECTS IN FY 2019/2020

SCOPE OF THE PROJECTSCurrently on-going projects and programmes are drawn from the development plans and are integrated in the MTEF (FY 2019/20 – FY 2021/22) on the basis of the fact that the projects/programmes address prevailing development priorities of the Government, namely; realisation of the Big Four Agenda initiatives of Food and Nutrition Security and Manufacturing / Value Addition of which the RDAs are enablers in line with their mandate.

Thrust of the prioritised projects and programmes impacts achievement of food and nutrition security through construction of infrastructure primarily for rehabilitation and expansion of irrigation interventions and few new schemes; which account for nearly half of the total development budget. Other projects involve development in areas of: value addition / manufacturing; construction of strategic water harvesting facilities including multipurpose dams, boreholes, water pans and small scale dams; and water catchment management.

INTERACTIVE E-MODULE

The RDAs’ projects form part of the development initiatives the Government undertakes at the grass roots across the country. In support of such service delivery strategy, communication platform like this interactive e-module adds to enhancing awareness about details of the services. Against such background, it is possible through the module for the public at large to readily access information desired about the projects / programmes such as specific activities involved, the scale of intervention (resource allocation / impact levels) and their spatial distribution across the regions / country in real-time.

Distribution of the RDAs and details of the respective on-going projects including status of implementation are as shown hereunder, Figure 1 and Tables 1 & 2.
