keep our current level

of service without

the need to raise the

tax (millage) rate. We

may be among the few 

cities not to raise

taxes this year to

balance its budget. I

am extremely proud of that.

he City’s storm water system has two primary objectives.

Miami Beac is a barrier islan, locate in a FEMA-eine loo zone AE, wit an establise base loo

elevation o eigt eet above sea level. Because o suc,it is practically impossible to esign storm water systemsto protect all properties tat are below tis elevationagainst major rainfall events that on the average occur

once every 10 years,” sai Public Works director FreBeckmann.

Tere are times tat te rainwater cannot be iscargeby gravity alone because o te minimal ierencesin elevations between te street an te bay water.Engineers ten look at oter solutions suc as using pumpstations tat eiter iscarge into Biscayne Bay or belowte grounwater 75 to 100 eet own into te aquier.These “well injection systems” can be rather costly,

but sometimes, tey are te only solution to reuce teetreme amount o looing tat can take place.

As part o te City’s capital improvement program,unres o rainage structures are being installetrougout te islan city. Tese inclue catc basins,wells an seimentation boes, wic serve as “ecantingcambers” tat ol te run-o water so tat seiment anoter eavier material sink into te camber loor beorebeing release troug outall pipes into te bay waters.

Since 2002, te City as built seven storm water pumpstations in areas were te volume o storm water is suctat it cannot be anle troug a gravity system. Teaverage neighborhood improvement project that includes

rainage takes over two years to complete.

The City o Miami Beach has approximately 5,000 catch basins (inlets) which collect storm water runo rom city streets to conit away rom homes and businesses. The collected storm water is then conveyed by gravity through about 61 miles o storm wa

underground piping to 353 outalls, which discharge the storm water into Biscayne Bay. Miami Beach cuenta con aproximadame

2009: Florida’s Year For SolarOne of the biggest obstacles to solar power over theyears has been it’s cost - we all know solar works, it’stechnology that’s been around for decades. In re-cent years the efficiency and the ease of installationhas dramatically improved. Over the past year, asthe econimc crisis has unfolded, the Federal Gov-ernement and state governments have createdincentives for renewables that on a tax basis hasmade solar very affordable.

There are three incentives that are relevant.

1 - 30% of the purchase price of your system is givenas a Federal Tax Credit in year one.

2 - The second credit is applied by the state of Flori-da to your Real Estate taxes. The full purchase priceof the solar system and the installation can be de-ducted from your properties taxable value, for a pe-riod of 10 years.

3 - The third credit is for commercial property only,where the Federal Governemtn allows for the systemto be depreciated at an accelerated 5 year pace(MACRS).

A good photovoltaic system will typically cost about$7 to $10 a watt. With rebates, the final cost is about$4 to $5 a watt.

Entry level systems that will activate the incentivesstart at $20,000.

Renewable energy can be financed, there a num-ber of lenders who, based upon the above incentivestructure, will lend up to 50% of the purchase price.
