The Draft Conservation and Management Plan for Youghal TownWalls was launched at the Irish Walled Towns Network confer-ence. The consultancy team, headed by ArchaeologicalConsultants & Project Managers Margaret Gowen & Co. Ltd,found that over 700 metres of surviving wall are intact and acces-sible or viewable by the public. Importantly, its former tower sitesand below-ground walls remain identifiable, meaning the con-course of the old town can be traced, marked and marketed -andits story told.
The Plan notes that: The intact walls need urgent remedial work, especially as treeroots and vegetation threaten their stability, while past and inap-propriate building against the structures, cracked masonry fromprevious repairs and some vandalism poses further destabilisation. Within the historic town core, 'potentially immense dividends'may accrue from marrying urban regeneration with support for thetown's heritage. Stone masonry characterises much of Youghal'sheritage structures and the plan advises it be recognised andretained as "a significant heritage resource linked to the town'shistory." In the Market Square, for example, Old Red Sandstoneshould predominate.There is "an opportunity to create a sense of entry into the 'oldtown' at several locations", given appropriate landscaping, trafficcalming and signage. Within the 'old town', the enhancement ofcivic spaces and amenities is considered but materials and signageshould be consistent and linked to the town's heritage identity.(This presumably excludes garish, warnings against dog walkingbeing attached to old, stone walls at the entrance to heritage sites!) Restoration of the walls is a long-term strategy and the consultantswarn against interim dangers from increased public access and
warn against interim dangers from increased public access andindividual development actions without regard to the overall,phased strategy. The Draft Plan advocates further strategic planning prior to takingproposed actions and the sourcing of consistent funding. Mostcrucially, it seeks the vision's "full integration into planning poli-cy and guidelines, including national trends in the preservation,conservation and presentation of town walls".Potential strategies suggested are: Short-term (1-3 years):Undertake detailed wall survey at key locations to monitor futuremovement of the wall; remove vegetation; strengthen and supportthe pedestrian route at the top of the Jail Steps and where the stepscross Ashe Street, plus signage and hard landscaping; prepare anelevation view of the western wall, probably as viewed frominside the town, for consideration in developing wall and treecanopy walks.
Medium-term: (3-10 years): Improve public presentation of thewall and develop car park facilities on Raheen Road; Re-opensome windows of the former hospital to re-establish spectacularview; create an urban park within the College gardens with a smallplayground area for children; improve presentation of MarketSquare by marking the line of the town wall with suitable paving;develop car park at Dominic Collins Place and encourage pedes-trian traffic from there to St. Mary's and College. Long-term (up to 20 years): Create a linear walk to follow thelength of the standing remains of the external face of the wall; usehard landscaping and different paving to identify the location ofthe town wall in public areas, where it is found during archaeolog-ical investigation. The full draft plan will be published in June and can be viewed atthe Town Hall and Library.

Youghal's climb towards national and international recognition asa significant heritage centre received a leg-up when it recentlyhosted the fifth Irish Walled Towns Network (IWTN) conference.Over 100 guests from Ireland and Britain attended the two-dayevent, which was financed and hosted by Youghal Town Councilthrough its heritage steering committee. While the occasion was boosted by the awarding of two grants,totalling €120,000, towards the town's Heritage Plan, it alsoemphasised the many valuable assets Youghal possesses as atourist destination. Delegates resoundingly praised the town's his-torical and scenic attractions, its culture and catering and, repeat-edly, its friendliness. Many vowed to return.The IWTN comprises 20 Irish walled towns and was establishedby the Irish Heritage Council in 2005 'to co-ordinate the efforts oflocal authorities to manage and conserve historic walled towns.'Youghal Town Clerk Liam Ryan is its current chairman. Amongst the distinguished visitors who brought their views andexperience of walled town preservation and marketing, were IanPoole of the English Historic Towns Forum, London planning con-sultant Lia Ghilardi, Anne Marie Caulfield, Principal Officer ofthe Dept of Environment, Heritage and Local Government andMargaret Parker of Chester City Council. They joined DamienO'Brien of Failte Ireland's Culture and Heritage Unit, MichaelStarrett, Chief Executive of the Heritage Council and MaudDuthie-van der Venne, a EU co-ordination Manager who assistsregions to form partnerships and co-operate on common projects. Day1 marked Official Business. There was unanimous praise bothfor the setting of St. Mary's Collegiate Church and the excellenceof those who delivered talks to the attendance. Much informationwas exchanged and future strategies towards walled town preser-vation and promotion suggested. Day2 brought sightseeing and shopping plus an outer harbourcruise aboard a yacht and a catamaran managed by Youghal's newriver service, Aquatrek. Unfortunately, a tempestuous tide meantpassengers experienced something not dissimilar to being drunkon a trampoline. As the view from half way to Capel Islandbecome almost inverted the food of the previous night's welcom-ing dinner threatened to return to Le Gourmet. Ultimately though, the two days threw up only positives. The IrishHeritage Council's €120,000 funding suggests that Youghal's planto secure a more prosperous future by preserving and promotingits past, is viable. The larger, €80,000, grant will meet remedialwork on trees currently endangering sections of the town walls.The remaining €40,000 will benefit a Public Realm Plan to help"improve lighting, flowering, paving, signage and overall presen-tation of the town's historic centre". Sceptics argue that the Heritage trail won't lead to riches.Advocates say it offers a sustainable industry unencumbered bythe whims of foreign investors. Ian Poole of the English HistoricTowns Forum lives in Colchester where, he says, the heritageindustry and its spin-offs "create a few thousand jobs". He spendshis life immersed in heritage across Europe and believes "Youghalhas enormous potential. Heritage accumulates over hundreds andthousands of years. If you retain that core, add in the friendliness,the shops, the services, etc, people will come. I've seen it happen.Your shop front poster will even be going on my wall", he adds. Few towns are as walled as Derry. Tony Monaghan, re-generationofficer with Derry City council, found Youghal "laden with char-acter and potential. Derry is now seeing the benefits of capitalis-ing on the opportunities brought by heritage and so can Youghal. Ireally like this town and I'll certainly be coming back". Betty Quinn and Deirdre Russell are engaged in a similar projectin Drogheda. "The heritage and walls are fantastic. Youghal isbeautiful and we'll definitely return", they agreed. Meddwyn Jones, town clerk of Denbigh in north Wales not just
hopes to return, but to invite us over. Youghal councillors engagedinformally with Mr. Jones, on twinning possibilities with Denbigh,which has a 9,000 population and, though inland, many similari-ties with its east Cork equivalent. Yet, vigilance is needed to prevent vulgarity undermining thevaliant. "How can they promote heritage when they let ugly, tallbuildings go up?", was recently asked. Culture long previously sold out to com-merce when the warehouse at Greens Quay hid Monatrea andnowadays that hideous shed offers a charming hue of running rustfrom an elevated perspective. Some heritage sites are poorly sign-posted. Access to the newtown wall walk via the College gardens is dependant on guess-work at the gate. Instead, visitors meet a jarring, red, authoritarian'No Dogs Allowed' warning, while that warmest of words, 'wel-come', is conspicuously absent. Meanwhile, prior to the bouncy boat trips, the conference greeted5th & 6th class pupils from Youghal's three national schools. Theywere given cameras, courtesy of the council and Irwin's photoshop, with a mandate to capture the town walls imaginatively andcreatively over the coming weeks. There will be five category win-ners as well as entry to a national competition. All photos will bedisplayed in St. Mary's College on August 26th. Like the children,Youghal's heritage is the future.

Report of the Town Clerk on matters arising from the minutes ofthe monthly meeting held on 02nd April 2007.
HOUSING & BUILDING:1. Jennifer Hoare has been appointed as the new Tenant LiaisonOfficer for Youghal. The contract is for an initial 12 months andthe post is 75% funded by the Department of the Environment,Heritage and Local Government. Jennifer's office number is (024)90412 and she is currently working on Estate Enhancement proj-ects for Gallagher's Terrace, Raheen Park and Blackwater Heights.She is also liaising to prepare tender documents for the refurbish-ment works for Council houses at Blackwater Heights. ROADS & FOOTPATHS:1) No submissions were received for the Heritage RegenerationWorks at Church Street. Subsequently, a new tendering procedurewill now have to commence. This will have the effect of delayingthe works programme on the street by a number of months, possi-bly with a start date of Mid-August. The works on the street willbe completed in at least two phases commencing with the westernend of the street first. WATER & SEWERS:1) The reservoirs are at full capacity currently with the averagedaily demand ranging from 570,000 gallons per day. All seweragepumpstations are currently operating to capacity and I am aware ofno problems currently with the drainage system. 2) Minister Roche has approved €14m for the Youghal MainDrainage Scheme under the Department's Water ServicesInvestment Programme 2005 - 2007. The Youghal Scheme willprovide for the repair and upsizing of existing sewers, togetherwith the construction of new pumping stations and rising mains toserve the town and environs. Cork County Council also proposesto build a new wastewater treatment plant for the town, which willsignificantly enhance the local environment by eliminatinguntreated discharges to the Blackwater River. This importantscheme will provide Youghal with a modern wastewater treatmentfacility and collection system. Overall, the scheme will have verypositive environmental benefits locally and will also facilitatefuture residential and commercial development in Youghal foryears to come. Approval of the scheme design now clears the wayfor Cork County Council to prepare contract documents for thescheme, with a view to seeking tenders at the earliest possibledate.
PLANNING & DEVELOPMENT:1. A sub committee meeting of Youghal Town Council will be heldat 7.30 on Monday 28th May to consider the Manager's Section IIReport on the 43 initial submissions received for the YoughalTown Development Plan 2009 - 2016. A detailed presentation willbe given by Mr. Sean Connolly of the Architects Department ofCork County Council. RECREATION & AMENITY:1. The National Walled Towns Conference will be held in Youghalthis week on Thursday and Friday the 17th & 18th of May. Weexpect visitors from 20 towns in Ireland as well as internationalguests from England, Wales and Croatia. A full agenda is attachedfor you and a full information pack is available at registration onThursday morning. 2. National Walled Towns Day is being held this year on 26thAugust during Heritage Week. An Open Medieval Family Day isbeing planned to mark the day in St. Mary's College Gardens andI attach details on same for your information.
MISCELLANEOUS:1. Maria Carney has been appointed on an initial 12 month con-tract to oversee the Youghal Enterprise Centre Project. No submis-sions were received during the advertised tendering process andsubsequently the works will have to be tendered again resulting ina delay in the start date. It is now envisaged that this project willcommence Mid-August and take approximately 6 months.
Cork County Council Items - Report by Cllr. Murray. Cllr. Murray announced the Youghal Library will open at its newlocation in the River Gate Mall on June 5th. On May 16thBealtaine will hold a session of stories and song at the library'scurrent home on May 16th at 3pm. She added that Failte Ireland'sProduct Development funding phase one has started with the clos-ing date for submissions on May 22nd. The Cllr. said. "We wouldhope to have submissions in for phase two." She advised members that the Serviced Land Initiative WaterMain funding has been sanctioned and at present with consultantsbut, 'the process will be slow' and Youghal Sewage Scheme fund-ing of €14m has been sanctioned. "Cork County Council can nowappoint consultants," she concluded.
Other Issues. Cllr. Casey said he cannot source water quality data on the CorkCounty Council website. The Town Engineer informed him that hewas told the information is on the internet. (However, this onlyserves Cork County Council network and not the internet). Cllr.Burke requested information update on blue flag status atRedbarn, the emergency access for Sruthan na Saille, and work onthe sea wall. He also pointed out that a blue 'turn left' sign at thekilleagh side of the by-pass is obscuring the sign for Youghal andsuggested they be placed together. Cllr. Beecher wanted to knowif there is a connection between large articulated trucks usingYoughal landfill and the odour that is currently emanating fromthere. "What's causing this terrible smell. What kind of waste arethey tipping there and where is it coming from?" he asked. TheTown Engineer suggested that the odour could be coming from themud banks of the river. This was dismissed by Councillors offhand. The County Manager interjected that the EnvironmentalProtection Agency monitors the landfills closely. The Cllr. soughtinformation on the incompletion of the pathway by the swimmingpool, the super-loo at Claycastle and the proposed reduction of thespeed limit at the Quarry Road and Cock and Bull area. Cllr.Hennessy asked that Cork County Council investigate the feasibil-ity of putting two more disabled car parking spaces outsideBunscoil Mhuire. Cllr. Savage sought information on the progressof the proposed new fire station. While complimenting the newadvertising signs on the outskirts of town depicting images ofYoughal, he asked, "Is that it?" The Town Clerk responded by say-ing the Council were 'very lucky' to get two signs from the NRAwhen he had asked for six. He assured the Cllr. he will try again inthe future. Cllr. savage also suggested that Youghal Council con-tact Waterford Council with the purpose of improving theRhinecrew roundabout.Mayor's Business.The Mayor asked Councillors for their support in writing a letterto Minister Haughey to secure funding for the ongoing work of theYoughal Youth Project. The group draws its financial dependencefrom the dormant funds. The Mayor announced that Cumman naDaoine have been successful in securing the League of the Crossbuilding as their new home. Motion in the name of Cllr. Burke seconded by Cllr. Casey:"That this Council makes provision in the Draft 2008 Budget inthe sum of €60,000 for the employment of additional outdoorstaff". Speaking on this motion the Cllr. said. "There has been anunprecedented expansion of Youghal. However, the number ofoutdoor staff has remained virtually unchanged. The level of workthat has to be tackled has shown a commensurate increase and thechallenge for the Council has been immense in allocatingresources. The Council has invested in vans and mechanisation inan endeavour to utilise staff to the fullest potential. The people ofYoughal are entitled to the highest level of service and extra staffwill have to be employed. A budget figure of €60,000 wouldemploy two personnel subject to agreement from Cork CountyCouncil. And the Department of the Environment." Cllr. Caseysupported the motion and pointed out that the Council once had astaff of 32 employees. The current figure is 16. "We should pro-vide this funding in the next budget meeting in 2008," he said.

Motion in the name of Cllr. Casey seconded by Cllr. Burke:"That this Council calls on the Office of Public Works to providefunding for a survey on the measures required for flood relief, bar-riers, etc. for Youghal Waterfront from Slob Bank (South) to"White Gables", The Mall". Speaking on this motion the Cllr. said."I have been pushing for this for years. We have to protect our her-itage. We need funding and we need it today as a matter ofurgency." Cllr. Burke supported the motion and added. "It's unre-alistic to ignore rising sea levels. Flooding will damage the worksthat we intend to carry out in the historic core of the town." Cllr.Murray lamented the governments paucity in funding for coastalprotection. "Coastal protection is getting little or no attention; thatis a disgrace," she said. Cllr. Hennessy also offered her support tothe motion. She stated that as a former resident of Shambles Laneshe has experienced floods first hand. "Residents had to buy theirown flood barriers. You cannot get flood insurance. In the early70s a woman died from a freak storm; waters burst into her houseand she died from a heart attack. We don't want that to happenagain," she said.

A currentmembers list will be posted in the clubhouse on the 1st of June COACHING & SUMMER CAMPSOur regular coach, Joanne Williamson has left us at the moment dueto imminent motherhood - we all wish Joanne and her family well. Weare delighted however to welcome our new professional coach -Martin Cusack. Martin will be providing coaching on Sunday morn-ings for the next four weeks starting on the 20/05/07. Martin is plan-ning to run a coaching camp in August - details to be finalised. As theschool year draws to a close the regular Sunday morning junior tour-nament has ceased until September. For the next four weeks, howev-er, professional coaching has been organised instead, as outlinedabove. Unfortunately due to the limited number of places available anumber of our younger players are sure to have been disappointed. Wewill arrange further coaching in the very near future - watch fornotices in the Clubhouse and on Youghal News. Kit Kat in associationwith Parks Tennis Ireland will be running a 2 week tennis summercamp at the Tennis Club from the 2nd to the 13th of July. This campproved very successful last year - participants noticeably improvedover the two weeks and had great fun. Application forms will be dis-tributed through the local schools. Boys and girls between the ages of6 and 15 are eligible. The Cost is €60Sports Grant from Youghal Town CouncilYLTC has been allocated a sport grant of €300 from Youghal TownCouncil - and this is gratefully acknowledged.

SUCCESSFUL YEAR FOR POBALSCOILNA TRÍONÓIDE SCHOOL CHOIR
Cór Phobalscoil na Trionóide has had a very successful year. InFebruary the choir was highly placed in its competition in FeisMaitiú and very much complimented by the adjudicator for itswarm, rich tone and intelligent reading of the music performed.A grade of 92% was awarded to the choir in the Department ofEducation and Science choral examinations. Because the choirachieved such a good result, it has been awarded, along with theThird Year choir (which received a mark of 90%), a four star cer-tificate. Our two school choirs are among the small number ofschool choirs in the country to have reached this level.A great day was had by all on Friday the 4th of May when theSenior Choir represented Pobalscoil na Trionóide in the SchoolsCompetition for equal voices at the Cork International ChoralFestival. This is a competition in which most of the best choirs inthe country compete. The students were extremely proud andpleased to be awarded a mark of distinction there.On Tuesday night, the 15th of May, a successful musical eveningwas held in the music room in the school. The evening openedwith a performance of the "Virgin Slumber Song" and "My
Favourite Things" by the Third Year choir. The Leaving Cert stu-dents then delighted the audience by singing or playing one of thesolo songs/pieces they had performed for their Leaving Cert Musicpractical exam. Claire Flavin, who was first to perform, sang"Nella Fantasia" followed by Julie Grace singing "Sunrise Sunset"and Judy Hackett with "Dream Song." These were followed byJennifer Keane who sang "Can't Help Loving that Man of Mine"and Edel Wilson singing "Only Love." After some very polishedgroup singing, the solo performances continued with NatalieO'Regan singing "All My Trials", Muriel Foley with "Ave Maria"and Sarah Whyte putting us all in the mood for a tango with "LaPaloma." Jenny Watson's playing of Prelude No. 6 from the SixLittle Preludes by Bach was also very accomplished.
The evening finishedwith the SeniorChoir singing "CillChais" and an Israelifolk song, "HavaNageela", which,much to theirdelight, the studentswere requested tosing again as anencore. The eveningwas much enjoyedby all concerned andit was a great oppor-tunity for the parentsof the students tocome and hear thefruits of the year'swork. Well done toall concerned.

Youghal C.Y.M.S. junior players who took part in the end of seasonsnooker finals over the weekendThe end of season junior snooker finals took place over the weekend withmany of the junior players competing. The Hall was a buzz of activitywith the players showing their snooker skills on the four championshiptables in front of the large crowd of spectators. It is great to see the juniorplayers adhering to the society's strict dress code for the finals and welldone to the parents for participating in this important part of the game.Congratulations to all those who entered the competitions throughout theyear and also to the worthy finalists. The Society prides itself on the wellsupervised way it operates, this is in know small way due to the caretak-ers Mr. Ray Phelan, Mr. Christy Hennessy, Mr. Jo Yellop and Mr. SeanMurphy who keep the tables in immaculate condition. The referee's andscorekeepers did a fantastic job and of course the President Mr. WilliamKelly, Mr. Sam Cashman, treasurer, and committee who work tirelesslythroughout, but a special mention to Hon. Vice President Mr. BrendanCooney for his work especially with the junior members. The committeewould also like to thank Mrs. Biddy Phelan for doing the catering at therecent snooker exhibition with former world champion Ken Doherty. Kenand his entourage and the players all enjoyed Biddy's cooking during thebig break! The input from these people and others is what makes the soci-ety such an invaluable institution in our town and should not go unrecog-nised.New members are most welcome both for senior and junior andOAP's are free. Munster Senior League Play OffThe clubs senior team have their final game of the season this Tuesdaynight in Midleton at 7pm. The team are in a relegation play-off againstBallinhassig, and all the support the get would be much appreciated. Thishas come about because the league is in the final year of a three year re-organisation plan. The first division that the lads are in has nine teamswhich four teams have already been relegated. Youghal finished fifth inthe division and are in a play-off with the fifth team in the other first divi-sion Ballinhassig. That will mean that next year the Munster SeniorLeague will be made up of a premier, first and second division all with tenteams in each. Let's hope that Youghal can maintain their status and bestof luck to manager Ken Dempsey and the players involved.Cork Ladies Under 16 TeamWell done to Lisa O'Sullivan and Kate Sheehan who played with the Corkunder 16 team during the year.Cork Inter League Team U-15On behalf of the club I would like to congratulate the Cork under 15 teamthat recently won the inter league competition beating Waterford in thefinal 2-1. The amount of dog foul that ison the clubs pitches and training facilities is totally unacceptable. A lot ofdog owners are bringing there dogs into the grounds and letting them freeand don't seem to care about the fouling. Dog foul is a very serious haz-ard to players who, if they get it in there eyes can be blinded in certain cir-cumstances. Also this goes for our FAS guys who when cutting the grass.Another aspect is that it just isn't nice for an eleven year old to fall on theground while playing a game and, get destroyed in dog foul which hashappened. Also a referee can call off a game if he deems the pitch to be ahealth hazard to the players because of foul. Signs are in the process ofbeing erected notifying people of the ban. Please respect them as it will bestrictly enforced.Advertising SignsThe club are in the process of writing to businesses that don't have anadvertising sign in the club grounds. People are being asked to see if theywould be interested in erecting a sign to advertise there business. The costwill be €150 a year rental charge which is only €3 a week. The first €150would cover the cost of the sign and erecting it. This would allow up tothree main colours on the sign and would be a standard 8 ft by 2 ft. Everyyear there after would be rental charge. The University of Limerick Track proved to be a very successfulplace for Youghal Athletic Club Athletes on Saturday when stu-dents took four individual titles. The best performance came in thePole Vault Competition where Sarah Ryan equalled the MunsterRecord with a clearance of 2.60m. Sarah has shown continualimprovement since her selection of the Irish Team in the SchoolsInternational last July and is now ranked in the top four SeniorWomen in Ireland in her chosen sport. Nikita Savage took her firstMunster Title in the Intermediate Girls Pole Vault with a clearanceof 2.30m. She was very close to equalling her personal best of2.40m. She finished in 6th place in the Javelin Competition. ClaireFlanagan showed a return to form to take the Senior Girls JavelinCompetition, breaking 27m for the first time this season. SarahRyan took the silver in this competition, showing the depth of tal-ent in the field events currently in the school. Claire had a verybusy day taking the silver medal in the Senior High Jump and hada season’s best in the Triple Jump with 9.29m, missing out on aplace in the All-Ireland Finals by only 6cm. Michael Healy tookanother Munster Title when winning the Intermediate Boys HighJump with a best of 1.75m. He also took a silver in the Triple Jumpwith a best of 12.10m. Niamh O’Regan had a brilliant perform-ance in the Senior Girls 3,000m in finishing in 3rd place.Ray Kelly, who was only five days out of plaster, took the bronzemedal in the Senior Boys Pole Vault to qualify for his first IrishSchools Championships. Stephen Orr finished in 5th place in theSenior Boys Long Jump with a best of 5.59m. David Ryan finished5th in the Javelin with a best of 33m and took 6th place in the

Powerboating is a very rewarding and diverse sport. The definitionof a Powerboat is 'Any open boat propelled by mechanical means'.Your speedboat, angling boat, yacht tender, dive boat, sailing clubrescue boat, fishing boat, day trip or sightseeing passenger vesselsare all types of powerboats.
Powerboating is the ability to handle them properly and safelywith due regard for the law, safety and the enjoyment of all.
We encourage you to use your own boat on these courses as awide variety of vessels is always guaranteed.
Should you wish to, you must have the proper insurance andcarry the required safety equipment before we can allow coursesto be run on board.
We will carry out a free safety survey of your boat before thecourse commences. We will discuss your boat’s equipment withyou and provide you with a written report all as a free service inthe promotion of safety.
MAINTENANCEWhen we buy a car we know that we are never far from a maindealer should anything go wrong and the consequences of amechanical failure may be no more serious than being late for anappointment.
Few of us know or even care about what's happening under thebonnet of our cars but such complacency could be fatal if a failurewere to occur at sea. Add to this the high cost of basic maintenancework ashore and you have developed a strong case for doing a lotof the work yourself. Daunting as it may seem at first, doing this work is easy, reward-ing and beneficial. You can learn new skills as well as becomingfamiliar with your boats' temperament, her flaws and how to doquick-fix and get home repairs should the inevitable happen.
Whether there's no sailing today for whatever reason, or evenin the depths of winter, there's always plenty to do on-board.Replacing anodes, servicing the engine/s, effecting basic repairsfrom the knock on the pier last week, installing new electronics orcaring for the tender and its outboard engine... Then there's some-thing in this section for you!
