And you know what he sought…

Financial plans were mixed with dreams,The structure of his venture,

This rounded out his banking dayYes, it was adventure.

An operation, he’d beginHe let the numbers fly

Through careful thought and plans galoreNo way would he deny.

Hogs were what he planned to raiseFrom “farrowed out” to finish

Each careful step, he walked him throughNo way would it diminish.

And as he slid the numbers byThe banker changed position

He peered above his spectaclesHe heard this proposition.

The presentation came to beAnd Dusty was enlightened

Reluctance he appeared to senseThe banker’s belt did tighten.

He led him through constructionThe barns at every phase

He averaged out productionHe knew how many days…

Until it was time for marketNow with all the money earned

He divvied up the profitsThe banking funds returned.

Then came the banker’s promise,Through the message Dusty seeded,

Teach Your children Well: Basic Financial educaTion (ParT ii)

The future is now Teenagers should be ready to focus on saving for larger goals (e.g., a new computer or a car) and longer-term goals (e.g., college, an apartment). And while bank accounts may still be the primary savings vehicles for them, you might also want to consider introducing your teenagers to the principles of investing.To do this, open investment accounts for them. (If they’re minors, these must be custodial accounts.) Look for accounts that can be opened with low initial contributions at institutions that supply educational materials about basic investment terms and concepts. Helping older children learn about topics such as risk tolerance, time horizons, market volatility, and asset diversification may predispose them to take charge of their financial future.

should you give your child credit? If older children (especially those about to go off to college) are responsible, you may be thinking about getting them a credit card. However, credit card companies cannot issue cards to anyone under 21 unless they can show proof they can repay the debt themselves, or unless an adult cosigns the credit card agreement. If you decide to cosign, keep in mind that you’re taking on legal liability for the debt, and the debt will appear on your credit report.

Also:• Set limits on the card’s use• Ask the credit card company for a low credit limit (e.g., $300) or a secured card to help children learn to

manage credit without getting into serious debt• Make sure children understand the grace period, fee structure, and how interest accrues on the unpaid

balance• Agree on how the bill will be paid, and what will happen if the bill goes unpaid• Make sure children understand how long it takes to pay off a credit card balance if they only make

minimum payments

If putting a credit card in your child’s hands is a scary thought, you may want to start off with a prepaid spending card. A prepaid spending card looks like a credit card, but functions more like a prepaid phone card. The card can be loaded with a predetermined amount that you specify, and generally may be used anywhere credit cards are accepted. Purchases are deducted from the card’s balance, and you can transfer more money to the card’s balance whenever necessary. Although there may be some fees associated with the card, no debt or interest charges accrue; children can only spend what’s loaded onto the card. One thing you might especially like about prepaid spending cards is that they allow children to gradually get the hang of using credit responsibly. Because you can access the account information online or over the phone, you can monitor the spending habits of your children. If need be, you can then sit down with them and discuss their spending behavior and money management skills.

As we get closer to the transmittal deadline at the state legislature, when all the bills that originated in the House pass over to the Senate and vice verse, we are hearing and voting on more and more bills each day in committees and on the House floor.

Here’s just a quick update of a few interesting bills that we’ve considered lately.

Ban on human reproductive cloning (HB 288). We passed it in Judiciary Committee, and then it passed on the House floor 93/7.

Revise Post Adoptive Services Law (HB 367) passed the House 96/4. If enacted, this law will allow private adoption agencies to also provide post-adoptive counseling and support to birth mothers who have relinquished their children for adoption (no cost to the state).

Montana Firearms Freedom Act – Exempt Montana Made Firearms and Ammunition from Commerce Clause (HB 246). This states that a personal firearm, a firearm accessory, or ammunition that is manufactured commercially or privately in Montana and that remains within the borders of Montana is not subject to federal law or federal regulation, including registration, under the authority of Congress to regulate interstate commerce. Passed second reading on the House floor 64/36 and is awaiting third reading before moving on to the

Senate – hopefully!

Authorize Archery Season for Mountain Lion, Bear, and Wolf (HB 74) passed unanimously. This act would grant the Fish, Wildlife & Parks Commission the discretion to set up areas and seasons for archery hunting mountain lion, bear, and wolf in archery hunting seasons. Passed the House unanimously.

Authorize Reciprocal Fishing with Adjoining States on Contiguous Rivers & Streams (HB 366). If this bill becomes law, any person who is properly licensed to fish in a state that borders Montana may fish in any part of a

lake, reservoir, pond, river, stream, or body of water in Montana within 10 miles of the border, if the bordering state grants the same or similar privileges to holders of valid Montana fishing licenses and enters into a reciprocal agreement with Montana. Passed 92/7.

Authorize investor owned livestock slaughter and processing plants (HB 418). This bill will pave the way for a horse processing plant to open in Montana – contributing to the economy and improving the horse market while also providing a humane place for people to take old, injured, or dangerous horses. I am a co-sponsor. The hearing for this bill brought the most people I have yet seen come to Helena to testify. Dozens of proponents came from all over the state to support this bill, with only a handful opposing it. I will let you know if it makes it out of the Agriculture Committee.

I’m pleased to report that my House Joint Resolution 14, supporting the Interior Department in their recent decision to match gun regulations in national parks with the gun laws of the state they are in, passed out of the Judiciary Committee and will soon be heard on the House floor.

Ramblings of a Conservative Cow Doctor

to discuss over dinner.

“Cut the black-baldy steer out of the fat pen. He is finished,” are perfectly clear instructions to anyone raised a farm or ranch kid; for city folk, not so much. Every profession, including politics, has its own peculiar lexicon. On April 15th, after four sessions in Montana’s legislature, I discovered the true definition of a phrase I had misunderstood since I plunged into public service in 2006. The words “getting the money out of politics” did not mean what I thought it did and I feel sheepish discovering I had been wrong for so long. The debate on SB175 and SB375 perfectly focused the phrase I have heard so often. Here is the story.

First some background. SB175 is the big education bill crafted by Senator Jones. As amended, it spends 50 million dollars, drawn mostly from oil and gas production taxes, and fully funds the dreaded national Common Core curriculum. Coupling SB175 with previous K-12 funding increases asks Montana taxpayers to cough up and additional $105 million over the biennium. Do the math; a family of four will be required to donate an additional $420 in taxes over two years from now through perpetuity, or until it is raised yet again. Government never shrinks. Most all Montana school boards and the education union screamed “it is for the children” and SB175 passed the House on a vote of 58 to 41. I voted with the minority.

The second bill’s similarity to the first is apparent only after closer scrutiny. SB375, euphemistically labeled the “dark money bill,” was spun as legislation to clean up political campaigns by increasing transparency and getting the money out of politics. It did neither. This bill was purposely crafted by liberal Republican senators and Montana’s governor to make conservative Republicans an endangered species. Had it passed, progressive Democrats would have controlled Treasure State politics for the next 50 years regardless which party was the majority. Exactly as is happening in Montana’s House during these closing weeks of this 63rd session, 39 Democrats are joined by 19 liberal Republicans to crush the efforts of the 41 conservatives. Government is growing at pathological rates.

SB375 squeezed out of the Senate by a parliamentary sleight of hand and was sent to the House Judiciary Committee

for an objective assessment. After much amending and debate, we tabled it. By a twist of fate, SB175 was discussed on the House floor the same day two liberal Republicans attempted to blast SB375 from the Judiciary Committee. Interestingly, but not atypical, the motion to spend education money on SB175 was supported by nearly the same group voting to remove political dark money in SB375. Because a blast motion requires a 3/5ths super majority, SB375 remains tabled in committee. It wasn’t until 4:30 the following day while on my morning run, did I make the connection regarding the relationship between these two votes. My epiphanies are rare, but this one was a dandy. Getting “the money out of politics” has nothing to do with diminishing fund raising in campaigns; it refers to spending—the faster elected officials can spend tax money the less there is. Supporters of SB175 and SB375 spent 48 million dollars out of politics with a simple push of the green button.

So as we enter the final week of the 63rd session, 39 Democrats and 19 liberal Republicans have spent our budget into structural imbalance just like the big boys in Washington D.C. Bless their hearts. I wonder if the generation being saddled with this debt will blame politicians for overspending or blame school boards, superintendents, and education unions for throwing us under the bus if we did not get the money out of politics and into their general funds.

The above financial imbalance does not consider this session’s final Medicaid expansion bill, HB623, which is projected to cost Montana taxpayers $152 million per year by 2021. With another push of the green button, the Montana Hospital Association and the Chamber of Commerce are asking that same family of four drop an extra $608 into the tax collection kettle so it too can be spent out of politics. With Montana’s budget projected to spend more than 9 billion dollars over the next two years, perhaps getting the money out of politics is not such a good idea after all.

And even then, there’s no reason to raise your lifestyle up to your income. Live on less than you make, Crystal. That’s what enables you to save money and be prepared when Murphy comes knocking on your door! ~DaveDeaR Dave, I’m having trouble making my auto payment. I owe $20,000, and the car is worth $17,000. Should I allow the bank to repossess it, and could they take a lien against my house if they do? ~JoseDear Jose, You bet they could slap a lien on your home. You never want to go through repossession if there’s any way to avoid that scenario. If they repossess, not only does your credit take a huge hit, you also lose control of the price of the car. After a repo, the lender will sell the car and sue you for the difference. But if you sell the car, you might be able to work out a higher price, leaving you a lesser amount you’d owe for the difference. Chances are if your loan is with General Motors, they won’t work with you on the $3,000 difference. In that situation, you can either negotiate with the bank or go to another bank or credit union and get a small loan for the difference. Just make sure you pay the loan off as quickly as possible. Keep in mind, too, that even if the car is worth $17,000, it won’t bring that much on the repo lot. More than likely it would sell for about $11,000, leaving you $9,000 in the hole. By giving up control, you’d create a much bigger financial mess. I wouldn’t do that. ~Dave

Approximately $200,000 in cash and prizes will be awarded nationwide including the Grand Prize of $100,000 cash to the National Winner, presented at the National Final televised special. Designed to find the most promising country music talent in the United States for the past thirty years, the Texaco Country Showdown gives aspiring artists a chance to launch their professional careers. Thousands of performers compete annually for the Country Shodown title. Each spring hometown talent contests sponsored by over five hundred local radio stations across the country pave the road to stardom. Local winners advance to over forty state contests where the prizes include $1,000 in cash and the opportunity to compete at one of five regional contests in the fall. The five regional winners receive an expense-paid trip to the National Final to compete for $100,000 and the coveted National Title. “We consider the Texaco Country Showdown one of the most anticipated

events in country music each year,” said Phyllis Hall, Station Manager. “It is an exciting community event that provides aspiring artists in our area an opportunity for state, regional, and national exposure while promoting a greater appreciation of country music. Acts also must not have performed on a record charted in the top 100 country format of Billboard within eighteen months of preceeding local competition. A $20.00 entry fee is required of all acts entering the Texaco Country Showdown competitions produced by participating country music radio stations.
