A time for change? As we put the finishing touches to oursecond issue in four weeks and prepareto head off to Bauma for the world'slargest and most expensive trade show,it is clear that the industries we coverare at a major crossroads of change.

Steve Shaughnessy a veteran of the crane and access rental industries and now president of aerial lift manufacturer Skyjack,became president of IPAF late last month. In his acceptance speech,he referred to the symbiotic relationship that exists between manufacturers and rental companies, and how each is dependent on the other.

While it is hard to argue with this, the plain facts are that when timesare tough manufacturers are largely on their own, as rental companiesstop buying equipment and shop harder for replacement parts.Conversely, when times are good many manufacturers exploit thesupply-and-demand situation to increase prices and fatten margins.

To be fair, during the last boom many manufacturers did contain theexcesses of previous cycles and strove to absorbe some of the massive hikes in raw material prices by improving productivity. Thesilly financing that had been so prevalent in the late 1990's was alsotempered - a little. And as the slowdown began to bite, most havecut production faster than in prior years.

Given that the majority of crane and aerial lift users will always rent rather than buy, the rental industry is an integral part of a manufacturers' route to market and critical to its success. Somemanufacturers have tried to control this function by acquiring rentalcompanies (the car rental business also went through this phase),however this has not proved a viable solution and most that triedhave retreated.

David Shipman, chairman of UK aerial lift company AFI, and anotherindustry veteran, made a bold speech at last month's IPAF conference calling for the industry as a whole, to speak with onevoice to spread the message that powered access is the safest formof access in most applications, and hopefully to expand the numberof regular access users.

At the same time the mobile crane business is struggling as rentalcompanies find it increasingly difficult to make a living from generaltaxi crane work with the current All Terrain products. Manufacturersare launching new truck cranes as a response - at least to the runningcosts - and yet few hirers seem persuaded that this is the solution.

All of these examples confirm Shaughnessy's point that rental companies and manufacturers must work more closely together andthat it is a life and death situation for each. And yet it looks as faraway as ever. Something has to give.

Sarens to launchheavy-lift craneBelgian-based international lifting specialist Sarens is launching a 3,250 tonne 120,000 tonne/metreheavy-lift crane of its own design, the SGC 120. The crane, whose concept originated with RiggingInternational prior to its acquisition by Sarens, is a classic ringer design slewing on a double ringtrack system which sits on a load-bearing mat. The resulting maximum ground bearing pressures areless than 20 tonnes per square metre, virtually eliminating any special ground preparation requirements.The crane promises some useful capacities and will handle 600 tonnes at up 100 metres radius.

Ausa announces mini telehandler

Chinese crane manufacturerZoomlion has announced that itwill introduce a four model rangeof Rough Terrain cranes withmaximum capacities of up to 100tonnes. The new cranes havebeen designed with the NorthAmerican market and buyers inmind, although it says that itexpects to sell the samemachines on a global basis. As part of its introduction programme the company hassigned a worldwide distributionagreement with Global CraneSales of Houston, Texas. Globalwill also take on the distributionof a number of Zoomlion towercrane models in North America.

The outer ring has a 38.5 metre diameter, which relates to just over44 metres to the edge of the load-bearing mats that the tworings sit upon. The main boom is atwin boom design with a maximumlength of 130 metres, supportedwith twin back masts. A 90 metreluffing jib can be added which features a massive 68 metre jibpendant to ensure good capacitieswhen fully luffed out.

Sarens says that the crane ships in135 standard 40ft containers andwhen in position has up to 3,600tonnes of counterweight which is

made up of specially reinforced 40ftcontainers filled with locallysourced materials.

The SGC120 uses up to six highpower winches, rather than strandjacks, with 61 tonnes of line pulland line speeds of up to 20metres/minute making it more akinto a heavy-lift crane than someother lifting machines of this size.

For applications requiring frequentmovements the crane can be mounted on a dual parallel track railsystem laid out to suit the job site.

Set up requires a 300 tonne and a

200 tonne crawler crane, a100 tonne telescopiccrane, along with a 10 anda 20 metre boom lift, a 10tonne fork truck and ateam of riggers. Timerequired for unloading anderecting is claimed to bearound 20 days. Sarenshas designed the SGC120to European and American crane and lifting standards, including ASCE 7, ASME-B 30,ASME-NQA-1, 2.15 and EN 13001-1& 2. Spanish construction equipmentmanufacturer Ausa will launch theTaurulift T133H mini telehandler atBauma. The new lift is an ultracompact unit with 1,300kg liftcapacity to its maximum lift heightof 2.7 metres.

The company says the new modelfeatures a patented 4x2 hydraulicdrive axle system developed in cooperation with French hydraulicspecialist Poclain. This offers a maximum speed of 20 km per hourand can handle gradients of up to 31percent. Power comes from a 22.4 hpKubota diesel engine and one-gearhydrostatic transmission.Attachments include a fork with sideshift, bucket, grapple, Pelican scoopand Pelican forks.

Shaughnessy takes over as IPAF presidentSteve Shaughnessy of Skyjack has been appointed as the new IPAF president taking over from John Ball who has completed his two year term of office. The hand-over took place at the IPAF AGM and Summit held in London in late March.

Zoomlion currently has two RoughTerrain models ready to ship inmid-July, the 35 tonne RT35 and55 tonne RT55. An RT55 is due tobe displayed at Bauma later thismonth - the crane features a 34metre main boom, plus 10 metreswingaway with additional sevenmetre bi-fold section. Two furthermodels with 75 and 100 tonnecapacities will be launched later inthe year. All are expected to be

n e w sc&aRanger to sellSpiderlift CompanyChesterfield-based Ranger Group, has decided to exit the rental market.The company currently rents tracked spider lifts as the SpiderliftCompany. Andy Bray, Spider Lift's managing director, said that the company has taken the decision in order so that Ranger can concentrate more on its original brief - selling new equipment - withoutthe possible conflict of competing with potential sales customers.

Bray said that he is currently in discussions with several companies withthe possibility of either selling the business as a going concern or selling theplatforms off 'one by one'. The company has around 24 spider lifts in itsfleet, making it one of the top three spider lift specialists in the UK. He saidthat there is no particular deadline to complete the exit and will wait for the'right deal or opportunity'.

The decision may have been brought about by one of Ranger's growingnumber of new equipment franchises which now includes Teupen, PBLifttechnik, Aichi and Giraf Track. To strengthen its sales efforts, Ranger hastaken on Shane Marshall as regional sales rep for eastern England andIreland. Marshall has worked in the access industry since 1988 and waspreviously a district manager with Instant UpRight. Bray plans to remainwith the Ranger group following any sale.

Wemotec and Palfingerto launch spider craneGerman-based crane, access and telehandler rental and engineeringcompany Wemotec, has teamed up with Palfinger to produce a newlong boom specialist spider crane targeted at placing glass panels and steel beams. The new crane, the SMK320.67 (SMK orSpezialMontageKran which translates as 'special installation crane')has stowed dimensions of 4.87 metres long by 1.75 metres wide withan overall height of 1.98 metres. In spite of these relatively compactdimensions it boasts a 32 metre hook height and 6.7 tonne maximumlift capacity.

The articulated boom has two main arms with over-centre articulation, plusa telescopic jib, making it amazingly versatile for reaching difficult areas.Maximum outreach is a remarkable 29 metres. A four-axis manipulator armhas also been integrated into the boom design for use with an RSJ grab orvacuum glass handler, allowing a 1,000kg pane or beam to be installedoverhead or into difficult to reach positions. The new crane incorporates allof Palfinger's latest technology including AOS function damping for smoothoperation and HPLS power boost. Power for the SMK320 comes from both aHatz diesel engine and AC power unit providing indoor and outdoor operation.

Heiko Haase, the man responsible for the development of the new crane atWemotec said: “We have used our first hand experience in this area todevelop this machine along withthe technology and engineeringfrom Palfinger.” He also addsthat the company plans to introduce a further two minicranes later in the year. In themeantime, visitors to Baumacan see the new crane on thePalfinger stand.

Facelift Access Hire is continuing itsinvestment in new equipment takingdelivery of 74 new boom lifts, trailermounts and scissor lifts fromNiftylift and Skyjack. It says theorder reflects its confidence in theaccess market for 2010. The orderincludes 10 new HR21 AWDHybrids. rough terrain. When operating as adiesel under normal conditions themotor converts into agenerator/alternator charging up themachine's battery pack. The HR21'sare also equipped with Nifty's latestbasket, the 'Toughcage' with itsalmost indestructible compositebase and large diameter steel tubeguardrails and the SIOPS safety system. The hybrids will be addedto Facelift's Green Fleet to helpmeet the increasing demand forcleaner, more efficient equipment.

Palfinger entersUS access marketPalfinger has acquired an 80 percent stake in Oklahoma City-basedtruck mounted aerial lift manufacturer ETI (Equipment Technology, LLC).

Palfinger is calling this acquisition a 'strategic partnership' as the currentowners are maintaining a significant shareholding and will continue to runthe company.

ETI makes a range of products, including bucket trucks - both standard andfully insulated - and pick-up service truck cranes. ETI has 190 employees atthree locations, with revenues of around $45 million in 2009.

The deal will boost Palfinger's revenues by around six percent, while itsNorth American revenues will rise from 12 percent to around 18 percent.

Palfinger chief executive Herbert Ortner said: “We have known ETI for a longtime and are excited that the company is becoming part of the PalfingerGroup. ETI allows us to realise our strategy of becoming a truly local playerin one of our strategic core business segments.”

UK-based crane rental company Bronzeshield Lifting has taken deliveryof a new 500 tonne Liebherr LTM 1500-8.1 All Terrain crane. The newcrane tops out the Bronzeshield crane range and joins 30 otherLiebherr cranes in the 60 unit fleet. The company has also placed anew order for a 200 tonne capacity Liebherr LTM 1200-5.1 which willjoin the fleet in May. Bronzeshield, which operates from depots in theSouth and East of England, ordered the eight axle LTM1500 with a fully loaded specification, including a seven section 84 metre mainboom and numerous optional extras including 63 metre offsettable and 93 metre luffing jibs and Y-Guy superlift system.

Bronzeshield's managing director Bill Frost said: “One of the many thingswe like about Liebherr isthat they consistently meettheir delivery schedule -when they give you a date,they stick to it! Couple thatwith the build quality, technology, reliability andsuperb performance rightthrough the duty charts,plus an excellent after-salesproduct support and wehave plenty of reasons tocontinue with this long andfruitful association. Bluelift to launch 22 metre spiderItalian spider lift manufacturer Bluelift will launch a 22 metre, articulatedboom spider lift - the C22/11 - at Bauma. Weighing around 3,000kg it boastsa maximum outreach of 11 metres with 200kg lift capacity. Stowed dimensions are 900 mm wide and 5.2 metres long, but can be reduced to4.5 metres if the basket is removed. (See last minute Bauma)

Prolift takes first SIOP NiftyliftsWellington, Somerset-based Prolift Access has taken delivery of two63ft/19m platform height Nifty HR21s fitted with the SIOPS (SuddenInvoluntary Operation Prevention System) safety system - the first rentalcompany to add them to its fleet. Prolift's owner Andy Pearson said: “Weare always looking to improve safety standards and I believe that Nifty'sSIOPS system is a huge leap forward.” SIOPS won this year's IAPA awardfor the 'best contribution to safe working at height - from a manufacturer'.

Haki and Beaver 84 team upLeading scaffold, temporary fencing and access equipment supplier Beaver84 and system scaffold manufacturer Haki have signed an exclusive rentalpartnership agreement to provide Haki scaffolding systems throughout theUK. Paul Brunt, managing director of Haki said: “The hire partnership agreement is a natural fit between the two companies. With Haki's productexpertise and Beaver 84's unrivalled customer service and nationwide coverage, we have a winning combination.”

BigWolff’sfirstoutingWolffkran's largest luffing jib tower crane, the 1,500 tonne/metre1250B is working on its first major job, a coal fired power stationin Wilhelmshaven, Germany. Hitachi Power Europe is supplying thecore components and subsidiary Donges Steeltec the steel works.The big Wolff is being used for the construction of the boiler support structure. Space around the boiler is very constricted leaving no room for crawler or telescopic cranes - a key reason for the selection of the 1250B which boasts a small 'footprint' forits size and is easy to assemble with no component weighing more than 15 tonnes. The 1250B has been erected with a 110metre tower on foundation anchors and is also anchored to theadjacent stair tower at 50 metres. It will remain in this locationfor the duration of the contract.

More military orders for JLGJLG has received two new orders from the US government worth a totalof $45 million. The latest order is for 26 telehandler-based EngineInstallation and Removal Vehicles (EIRV) for the US Navy. The order is worth around $4 million andfollows a $41 million USArmy order announced aweek earlier for 311 JLG10,000lb/4,500kg All TerrainLifter Army System (ATLASII) telescopic handlers.

The EIRV will be used forplacing or removing engineson many common aircraft. It has a lift height of 12.5metres, a horizontal reach of8.8 metres and a lift capacityof 6,000lbs/2,721kg. Theunits will be manufactured inJLG's McConnellsburg,Pennsylvania.

Grove to go direct in SpainManitowoc has moved to a direct sales operation for its Grove mobilecrane line in Spain, mirroring an arrangement already in place for itsManitowoc crawler cranes. Grove was previously sold in Spain by itslong-serving distributor, Madrid-based Mopsa owned and managed byEnrique Peralta.

The new sales and service team is locally based throughout Spain and willbe managed by Orlando Mota, general manager for Iberia. Back officeservices for the Spanish market, such as administration, will be handledfrom Manitowoc's regional office in Baltar, Portugal. Japanese tyre manufacturer Yokohama is to supplyLiebherr, Ehingen, with its new 445/95 R25 170F

(177E) RB01 tyre for its All Terrain cranes. The RB01 will be available for Liebherr's latest two axle All Terrain and will be shown at Bauma.

The new tyres are rated at 80 km per hour under full load and are said to offer a better ride with reduced rolling resistance leading to improved fuel consumption and less noise through using a new treadpattern and rubber compound. They will be available on the full product range up to 220 tonne five axle models. The three RB01 R25 tyre range includes the 385/95 (170E) 445/95 (177E) and 505/95 (183E) widths.

new plant will be adopted by the company's other production facilities inGermany, Italy, Portugal, China and India.

Philippe Cohet, Manitowoc executive vice president for Europe, Middle Eastand Africa, said: “This is a long-term investment that will modernise ourproduction facilities in France and boost our competitiveness. It is both aresponse to the current low levels of demand and a move to position ourcompany for future growth.”

Isoli announces 22.5metre telescopic Italian truck mounted platform manufacturer Isoli has announced a new22.5 metre telescopic boomed truck mounted lift, the PT 225 HE+HE.The new model will be mounted on a 3.5 tonne Nissan Cabstar chassis, will have 14 metres of outreach and a platform capacity of 230kg. The liftwill also be available on a Mercedes Sprinter and VW Crafter chassis.Gabriele Valli of Isoli said: “The PT225 is lightning fast to set up thanks toits computerised self-levelling system which can be operated from both thebasket and the ground controls. The unit will also be available with 1,000Volt protection or boom fed water and air outlets in the basket.”

Manitou reports full year loss

Company and directorfined for fatal accidentA company director has been ordered to pay £20,000 following thedeath an employee who was also his best friend after an aerial lift toppled over in Manchester city centre in 2007. John Taylor, 65, admitted failing to ensure the safety of his long-serving employee IanGutteridge, 56, when they used the platform - an old Simon Topper - to reach the top of the Prince Albert monument in Albert Square. They were fitting a neon necklace to the 140-year-old statue.

Gutteridge had deliberately disabled an outrigger interlock in order to get the machine closer to the monument. He had also ignored a safety instruction to restrict the outreach. Gutteridge and a photographer whohad been with him crashed to the ground, hitting their heads on the floor.Freelance photographer Jonathan Keenan, escaped with injuries to his head,back and shoulder, but Gutteridge, who had not been wearing a safety helmet, died from critical head and chest injuries.

Manchester's Minshull Street Crown Court was told that Gutteridge's actions in over-riding the safety mechanism had been known to his boss and best friend, Taylor who had beenwith him at the time and should havestopped him operating the machine while it was unsafe.

Taylor was fined £2,000 and the company £10,000, plus £8000 towardscosts. Taylor was told however that thefines were substantially lower thanwould normally be imposed for a case in which a death had occurred, becauseof the exceptional nature of the circumstances.

Blade expands fleetwith spider liftsBradford, UK based Blade Access has added two new 17 metre CTECS170 tracked spider lifts to its fleet. The units are the first in the UK to have full 180 degree platform rotation and a twin drive speeds.

The company also says that it is planning to add at least four new 23 metrespider lifts in 2010. Mark Bell of Blade said: “Track mounted platforms havebeen a preferred choice of our maintenance division for quite a few yearsnow and are increasingly becoming the platform of choice for many reasons.With the ability to work both indoors and outdoors on the same site theyhave helped to reduce costs for our clients on many projects. Both newunits are available for end user hire or cross-hire throughout the UK.”

Market-leading telehandler manufacturer Manitou hasreleased the details of its resultsfor 2009 and reported improvingorder intake for most of its products.

Revenues for 2009 are confirmed at€684.1 million, a fall of 46 percenton 2008, this includes a 10 monthcontribution from Gehl. A like for likecomparison shows revenuesdeclined 54 percent.

Rough Terrain handling equipment -largely telehandlers but also regularRT lift truck sales -were down 53 percent to €485million.

Industrial materialhandling sales -mainly counterbalance fork trucks - weredown 45 percent to €124, whilecompact equipmentrevenues - Gehlskid steers etc - fell 66 percent to€75 million. Thecompany says thatit managed to

maintain its share of the telehandlermarket. During the year the companyalmost halved its net debt to €243million, reducing its gearing to 73percent. It also says that it hasreduced its breakeven point byaround 25 percent.

The company posted a loss for theyear of €131.3 million compared to a profit of €4.1 million last year. This year's loss includes goodwillimpairment and other write-downs ofover €65 million. The company saysthat 2010 has started more stronglythan it anticipated and it is hiringstaff on a temporary basis to meetthe demand. It warns however that itdoes not believe that the level of theupturn is sustainable over the wholeyear and is still predicting single figure growth for the year.

Manitou also announced that Gehlhas adopted a leaner managementstructure with Dan Miller moving upto president and Serge Bosché tovice president, sales & marketing.

New lightweight craneNewport Beach, California-based Smart-Rig Cranes has launched a newbattery powered, ultra-compact pick & carry mini crane that weighsjust 450kg. An additional 180kg of counterweight is added by filling thewater tank counterweight system. The crane features a three section,six metre telescopic boom that can lift just over 1,000kg to a height ofaround three metres and will take 300kg to a 5.8 metre hook height orlift 225kg at its full outreach.

Measuring 2.4 metres long by860mm wide and 950mm high at its most compact, additional stabilityis gained from an extendable watertank counterweight system androlling outriggers/stabilisers that areswung into the forward position formaximum outreach. All capacitiescan be pick & carried.

NY crane inspector gets 2 to 6New York City's former chief cranes' inspector James Delayo haspleaded guilty to various charges and took a two-to-six-year prisonplea. The disgraced 61 year old Department of Buildings inspectoradmitted that he repeatedly sold answers to the crane operator licensing test as well as selling the licenses themselves for around$500 each. He also pleaded guilty to pocketing bribes, although prosecutors were only able to prove that he received around $10,000over a seven year period for clearing cranes through regular inspection.

Delayo was accused of taking such a bribefrom the owner of a Long Island-based crane company, Nu-Way Crane Service. The company's owner, Michael Sackaris, hasbeen charged with bribery as has one of his crane operators, Michael Pascalli, who is said to have paid Delayo to sign off on anoperator's exam that he never took.

The truck crane is by far andaway the most popular type ofmobile crane in the world today,put in that position by the tens ofthousands produced and boughtin the Far East every year. InWestern Europe, there has beenrenewed interest again in thetruck crane, with several manufacturers introducing products, mostly on commercialtruck chassis, rather than theirown or specially built carriers.

But as yet, very few users/rentalcompanies have 'bitten the bullet'and numbers purchased remainsmall. A few months ago,Cranes&Access reviewed the AllTerrain crane market and concludedthat at the lower end of the market -under 35 tonnes - there has been anenormous increase in alternative lifting solutions, such as mini cranes,while the significant investment in atwo axle All Terrain appears too highto make economic rental sense.

With decreasing sales, most majorcrane manufacturers have stoppedor curbed production of All Terraincranes of under 35 tonnes.

With the promise of reduced 'lifetime ownership costs', the marketconditions have been favouring thetruck crane again for some time, butin spite of the additional models andmanufacturers entering or gettingback into the truck crane sector,why are they still a rare sight on our roads?

By using a commercially availablechassis with 'off the shelf’ consumable replacement parts -particularly tyres - the truck craneshould offer significantly lower running costs, particularly beneficialin the UK where most mobile cranestravel far too many road miles insearch of work.

While this is undoubtedly true, theunexpected factor may well be thehigher initial purchase price whichcan be up to 10 percent more thanfor a similar capacity All Terraincrane. Everyone's immediate reaction is that a truck crane mustsurely be cheaper, however the reasons for the opposite are fairlyobvious. Most of the recently introduced truck cranes have twoengines and cabs, while a commercial truck chassis can beexpensive when purchased in relatively small numbers. Add tothis other additional costs whichare not incurred with a specificallydesigned AT chassis, such as building a second chassis/sub-frame and modifying the chassis to accept it and it becomesclear that the overall cost is likely tobe higher. Especially given the lowvolumes.

In numerous parts of the world, the simple 25tonne truck mounted crane is still the preferredmobile lifting choice - with more sold than allof the other types of mobile crane combined.However this is not the case in WesternEurope which for many years has preferred the All Terrain crane. However, the growth of alternative lifting solutions, rising new equipment prices and decreasing rental ratesover the last few years has meant fewer andfewer small All Terrains being sold. But willthis result in resurgence for the truck crane?Cranes&Access investigates.

More manufactures join upTadano Faun sold the first of its newtruck crane range at Vertikal Dayslast summer, but says that it is stilltoo early to know the full 'runningcosts' comparison between a truckand All Terrain crane.

“Running costs need to be measuredover a period such as five years to make meaningful comparisonsand include items such as replacement tyres,” explainedJoe Lyon from Tadano distributor Cranes UK. “Initialfeedback indicates the firstcustomer (John SutchCranes) is happy with thepurchase and the runningcosts are very competitive.However, the jury is stillout on truck cranes butitems such as tyres -R25 AT tyres are about£1,300 while truckcrane tyres run around£300 to £400 - pluslower-cost mass produced truck partsshould all add up tosubstantial annual savings makingthe initial pricepremium worthwhile.”

Manufacturers obviously see thepotential for increasing demand fortruck cranes if new product launchesare anything to go by. Liebherr,Tadano, Ormig and Sennebogen areall introducing new models in thenear future, while Chinese basedproducers such as Zoomlion aremaking sure that their latest designs accommodate European requirements and preferences. Whatis significant is that apart from the120 tonne Zoomlion (which probablywill not be seen in Western Europeanyway) all of the new productshave four or five axles and capacitiesbetween 60 and 80 tonnes - a specification that just happens tocoincide with one of the most popular All Terrain capacity sector at the moment and fails to addressthe bottom end of the market thatused to be dominated by three axle25 tonners.

How do they stack up against AT's?

In the table on page 19, we havecompared three new 'representative'truck cranes - from Tadano, Liebherrand Ormig - with capacities between60 to 80 tonnes to give an indicationof the differing specifications

largest of the truck mounted cranesbut surprisingly smaller than someAll Terrains of the same nominalcapacity.

Of the two German truck cranes,the five axle Tadano Faun HK70 isobviously the longest by almost twometres, has the longer (44 metre)main boom and with 16 metre jibthe highest on board tip height. Thetotal machine weight is 52 tonnesallowing an extra of two tonnes fortackle etc. It can also carry fivetonnes more counterweight at 15.2tonnes. The crane was designed inpartnership with Mammoet - whichtook delivery of the first model inthe UK late last year - and uses thesuccessful ATF 65G upper-structureand up to 61 metres tip height,mounted on a five axle commercialMercedes chassis with rear axlesteering.

The new HK70 is the largest in thethree model Tadano Faun truckcrane line-up. Smallest is the 40tonne HK 40 with a 35.2 metreboom length and 45.4 metres whenequipped with the nine metre extension. It is available either on a three or four axle chassis. Its previous range topper, the 60 tonne

tonne HTT 8675 which has beenlaunched in the UK and the 81.6 tonne HTT 8690. The concept aims to incorporate some of the best features of the All Terrain crane,including large single tyres (albeitstandard truck super singles), all-wheel steer manoeuvrability andgood gradeability up to 58 percentcombined with the road travel characteristics of a truck crane - 90 km per hour top speed, axle loads of less than 10 tonnes and commercial truck running gear.

On the surface the concept is veryattractive, so why has it not taken off?

tonne capacity HPC 40 - with thelarger 60 tonne capacity HPC 60 DSeries to be launched at Bauma.Little information is yet known butthe new design uses a single boomcylinder for its 42 metre main boomand is said to be an extremely stable machine given its 'compactdimensions'.

The Truck Terrain concept- has its time arrived?

One product that ought to be popular, but has yet to make animpression in Europe is Link-Belt'sTruck Terrain concept. The companycurrently offers two models, the 70

available - four and five axle, boomto front and rear, Italian vs Germandesign. Also in the table is an 80tonne All Terrain crane from Terexjust for comparison's sake.

What is immediately clear is thatthe Ormig, although it has a muchshorter main boom, has the biggestlifting capacity from the smallestoverall chassis. The 804AC is significantly shorter, lower andlighter than the others - threemetres shorter, 500mm lower and22 tonnes lighter than the Tadano -although its outrigger spread at7.2metres by 7.4 metres is the

capacity HK 60 mounted on a 4 axlechassis has recently been upgraded.

Liebherr sees its new LTF 1060-4.1truck crane as an 'economical alternative' in the taxi crane class,capable of being driven to site withfull 10.2 tonnes ballast ready towork. Its low operating costs arehelped by using a standard ScaniaCB 8x4 chassis, which it also saysgives low fuel consumption. Thenew crane is the largest truck cranein Liebherr's four model range.

So how do they stack up

One factor that is always mentionedas an attractive feature of All Terraincranes are compact dimensions andat around 14 metres overall lengththe HTT's are a good two metreslonger than an equivalent AT andin the case of the 8675 a boomoverhang of almost 2.5metres may also be anissue. Interestingly the 8690is more compact at 13.89metres long, with less overhang and a longer boomat 42.7 metres. It may well bethat this would have been thebetter of the two to launch inEurope? Most of all perhaps is thatthe concept does not yet have a'champion' or two among the cranerental fraternity proving that it canwork. With some tweaking anddevelopment, could this be a conceptthat has yet to find its time?

Chinese producers build between10,000 and 14,000 three axle 25tonne truck cranes, (on purposebuilt carriers) a year between them,with Terex, Manitowoc and Tadanoall having a finger in this pie, alongwith local producers XCMG andZoomlion. None of the internationalmanufacturers considers that thedesign or quality levels of theseproducts are up to European standards and none have attemptedto introduce them here. The twolocal producers on the other handhave introduced them, with XCMGworking through Belgian-basedMichielsens and Zoomlion havingmost success through UK-basedUniversal Cranes. However in orderto achieve that success Universalhas had to improve certain areas of the crane - the paint finish in particular - for the UK market. PeterIssit of Universal says that Zoomlionhas been increasingly responsiveand has continued to incorporatemany of the changes previously carried out in the UK during production.

Zoomlion claims that its latest 120 tonne capacity 'V' seriesQY120V633 is the largest five axletruck crane in the world. The cranehas an 'on the road' GVW of 55tonnes and features a combinedhydro-pneumatic and leaf springsuspension system. Axles oneand two - which use thehydro-pneumatic suspension - can belocked individually. The crane has threedriven axles (axlestwo, four and five)and three steeredaxles (axles one,two and five). A 58.5 metre

six-section oviform boomwith a patented compactautomatic telescopic system provides a maximum 85metres tip height whenequipped with jib.

XCMG has a 16 model truckcrane range topped by thesix axle, 130 tonneQUY130K. Its cranes look well designed and do sellwell in markets such as theMiddle East, but so far have

not made a great impression inEurope. A number of small Italiancompanies also continue to buildtruck cranes, including familyowned Marchetti, which produces a small range of sturdy truck craneswith capacities ranging from 60 to90 tonnes, all on commercial chassis, but volumes are relativelylow.

So a quick look at the Europeanmarket shows that all of the newtruck cranes have capacities ofmore than 60 tonnes which is perhaps significant and an effort by manufacturers to offer an alternative to the popular sized All Terrains based on lower runningcosts. There appears, however, tobe no attempt to try and cater tousers looking got 25 to 35 tonnecranes. Perhaps the market hasrealised that other less expensiveand lighter weight machines, suchas spider and mini crawler cranes,along with aluminium and loadercranes really can offer a better,

cheaper alternative.Whether customerslooking for a 60 - 80 tonne All Terraincrane will be tempted by the new commercialtruck mountsremains to be seen.

The odd thing is that while the useof mastclimbers has grown steadilyboth in Europe and North America,market penetration is still patchy,both geographically and in terms ofapplications. Mastclimbers areincreasingly being used for trickyjobs or where their unique abilitiesof being able to lift materials as wellas provide a perfect work platform,are particular requirements. When itcomes to bog-standard façade workthough most contractors will stilltend to default to scaffolding. In some places that may even be to the most traditional form of scaffolding, such as tube and fitting or bamboo, both of whichrequire a great deal of labour and a high level of specialist skill to dowell. That combination of hard physical work and high levels ofexperience and knowledge isbecoming increasingly hard tosource so it is surprising that theseforms of access remain competitive.What is even more puzzling is that even large and sophisticated contractors appear to be obliviousto the cost and convenience benefits of mastclimbers for routinework where scaffold is currentlyused.

Take the recent case involved therepainting the windows and someminor façade repairs on a historicfive story Georgian apartment building in the UK. The façadesincluded four floors above street

level and a basement level below.All of the shortlisted painting contractors quoted for the workwith a full façade scaffold itemisedseparately at £22,500 and above.

As the tenants/owners of the apartments are charged by thehousing association for the work,the successful bid was circulatedprior to it being accepted. When analternative form of access was suggested - a couple of boom liftsor a mastclimber for example - itwas dismissed, based on the factthat it was not practical, let alonecost effective. Neither the contractor nor the client would evenconsider the option even though a relatively small and simple mastclimber installation would havebeen ideal for the job as well as

In theearly days a number of powered access rentalcompanies dived into the business and sooneror later regretted it. The fact is that whilemastclimbers are powered, they fit muchmore comfortably alongside their principlecompetition - façade or contract scaffold.

The fact is that particularly for largerjobs, mastclimbers can dramaticallyreduce the cost of the job whileoffering other benefits such as beingaesthetically more attractive duringthe contract, reducing the amount ofclimbing to the work zone, greaterlevels of safety and can save therental of a separate hoist.

Apart from the very smallest towable models, which have yetto catch on, mastclimber rental orcontracting requires a great dealof knowledge and engineeringability, not to mention efficientlogistics and erection skills. The positive aspect of this forrental companies is that clientsare prepared to pay for that know-how and experience - the intellectual capability of the supplier.

Mastclimbers are also considerablysafer to erect - something that safety authorities are increasinglyfocusing on and are faster and lessexpensive to put up. At night andweekends the platform can be disabled to prevent potential intruders climbing it to reach upperfloors and finally it is less prone towind damage. Every year in everycountry there are numerous casesof large expanses of façade scaffoldcollapsing into the street in the faceof strong winds.

In the UK it is estimated that thereare between 2,000 and 2,500 mastclimbers at work, possiblyfewer than in several smaller markets where mastclimbers havealready become more mainstream,such as Holland, Sweden and otherparts of Scandinavia. For anothercomparison there are estimated tobe around 14 to 16,000 units inNorth America which has a slightlybetter penetration level, although itvaries enormously from state tostate. After a few years of stronggrowth, mastclimber adoption hasslowed, although much of this is dueto the fall in high rise construction.Most mastclimber rental contractors are currently runningwith utilisation rates of around 50percent, although feedback suggests that rates have held upbetter than in the aerial lift marketand most companies we spoke toare still making a modest profit.

With pressure on contract pricescontractors ought to be investigating the adoption of moreefficient methods of working whichwould, one assumes, provide anopportunity for mastclimbing companies. And yet the oppositeseems to be the case, with contractors now afraid to try whatthey don't know! There is surely acase for the industry to do something here to spread the word.

A 90 metre high single mastdual platform mastclimbingwork platform has proved idealfor all façade works on a 32storey new build structure inSheffield, England. City Lofts islocated in St Paul's and will bethe tallest tower in Sheffield,designed specifically as aniconic landmark for the city centre. When completed it willincorporate some 22,000 squarefeet/2,100 square metres ofretail and restaurant space, aswell as 316 one and two bedroom apartments, set in two interlinking 12 and 32storey towers.

The mastclimber has been supplied by the Brogan Group formain contractor Shepherd largelyfor cladding works. It includes thesupply and erection of two separate mastclimbing platformsrunning on a single 90 metre highmast. Both mastclimber platformsare fitted with two metre highguard rails and edge protection.The lower platform is also fittedwith an overhead 'roof' protection.

Both platforms were alsoequipped with one metre wraparound cantilever extensions onone end to allow access into thebuilding and for works to be carried out to the corners of thebuilding.

Built-in glass positioner boosts productivityHarsco Infrastructure helped contractors speed up the construction of a Grade A commercial development in the heart of Glasgow last year.Two, West Regent Street is a high-specification 10-storey mixed-usedevelopment comprising nine floors of office accommodation aboveground floor retail units.

In order to achieve efficient progress on the construction programme, maincontractor Taylor Woodrow needed to find an external access system thatwould assist with the rapid installation of the building's glass curtain-wallingfaçade, without monopolising the site's tower crane. The companyapproached Harsco, (SGB as it was then) which devised a solution usingnine mast-climbing work platforms, five of which were specially modifiedwith a custom-made monorail system designed to lift and position the glasspanels against the building's 50 metre high façade.

Working closely with Taylor Woodrow, Harsco engineers attached the horizontal monorail to the top of each pair of mast towers. An electric winch,was then mounted to an under-slung trolley that ran along the monorail, avacuum lifting device was then connected to the hoist line of the remotecontrolled winch to handle the glass panels.

“The system provided us with the equivalent of five cranes”

An additional advantage of the monorail system is that it can continue operating in wind-speeds well above that which shuts down the towercranes on site. Using the system saved approximately four weeks in thecladding schedule.

“The monorail system effectively provided us with the equivalent of fivecranes, which has meant we could really speed up work on site,” said MikeKing, project manager with Taylor Woodrow. “We were therefore able tomaximise installation of large glass units on multiple work faces whichwould otherwise have solely relied on the tower crane thereby limiting theamount of labour we could use.”

“The combination of the monorail with the mast-climbing work platformhelped us get early completion of the building envelope and improve productivity by up to 300 percent. The system itself is far quicker to installthan traditional scaffolding, in this case it took only about a week to install,whereas scaffolding would have taken three or even four weeks.”

Merchant Square is new mixed-use building project in PaddingtonLondon which encompasses sixarchitecturally diverse buildingsset within a high quality publicarea with a major new canal-sidesquare as its focal point. Thescheme will consist of 559 newhomes, shops, almost 100,000square metres of new officespace and substantial undergroundparking. The main contractorCarillion called on the BroganGroup to provide scaffolding,hoists and mastclimbing workplatforms for work on differentparts of the project.

Demolishing a 140 metre power stationchimney/smoke stack is a challenge at the best oftimes. When it's surrounded by the low levelbuildings and offices the factor of difficulty ismagnified many times. Faced with the challengeof bringing such a stack down at the Goose Creekpower station in South Carolina, CommonwealthDynamics and Atlanta-based Mastclimbers LLCworked together to create a method which dramatically increased productivity compared totraditional methods.

A combination of four heavy-duty Fraco mastclimbingwork platforms, connected by curved platforms combined with Commonwealth’s know-how and theuse of a Positioner Actuator Manipulator (PAM unit)to increase the efficiency of the heavy-duty jackhammers brought the stack down in record time.

Brogan was called in tosupply and erect scaffolding toBuilding D (West End Reach) whichrequired initial access to all levels for the structural concrete framework. The scaffolding will thenbe adapted to facilitate the claddingelements required to the buildingincluding glazing and stone finishing. The courtyard arearequires a bespoke scaffold layoutto suite the varying shape and levels of a series of balconies.

Two hoists have also been erectedto service the scaffolding, one tothe canal elevation for the transportation of goods and personnel and the second on thewest elevation to transport materialsand personnel to and from the basement up to the 16th level.

On another part of the building a 26metre high twin mast mastclimber

was provided along with a singlemast, 40 metre high mastclimber tothe Harbet Road elevation. The maston this unit runs from a first floorcantilever deck, leaving street levelunobstructed. The two mastclimbers provide access for

curtain walling, cladding and rendering of the 16 storey building.

As a footnote, the access provisionon this site has won Brogan severalmonthly health & safety awardsfrom Carillion for maintaining a zeroevents record.

The project - which can take up to a year usingtraditional methods - was completed in just 65 days with more than two metres of progress a day.

Mike Pitt of Mastclimbers said: “We set out toachieve maximum productivity and maximumsafety. The mastclimber units had to be speciallyconfigured with connectors to take account ofthe increasing diameter of the stack as it camedown.”The PAM units were brought in to reduce repeti-

tive strain and fatigue and enabled the operator to manipulate the heavy jack-hammer as if it weighed next to nothing.

m a s t c l i m b e r sc&aBridges for APEC 2012Two large suspension bridges are currently being built in the Russian port of Vladivostok to coincide with thestart of the Asia-Pacific Summit (APEC) in 2012. The €6.5 billion project - Russia's largest - includes a four-lane road bridge using 226 metre high pylons, serving the Golden Horn bay area and a second bridge - theRusski Bridge - which takes the route over a stretch of water called the Eastern Bosporus to the offshoreisland of Russki, where the conference will take place. The plan is to build a new town on the island whichwas once declared a restricted area by the military.

When a 100 metre high-rise appartement block was built on the famousVenice Lido in Italy the contractor turned to mastclimbers and hoists tosupply the access and lifting duties.

Building work began on the RusskiBridge in September 2008. The1,885 metre long structure is supported by two, 320 metre highpylons. A tight construction schedule with completion requiredbefore the summit means there ishuge pressure to complete the project on time. Bavarian-basedGeda-Dechentreiter was awardedthe hoist contract for four GedaPH2032 personnel and materialhoists, two of which have been inuse since last year, with anothertwo to be supplied shortly. Themast height of the hoists increasesas the pylons are constructed up totheir full 320 metre height. Thehoists have frequency inverter controlled lift speeds of 65 metres a minute, a maximum lifting heightof 400 metres and can transport 25people or 2,000kg.

The hoist cars are loaded andunloaded at the pylon formworkwork platforms through an additional D-door on the inside ofthe car. Specially designed 4.5metre long anchors maintain themast distance to the pylons - fixedfrom two adjustable assemblyframes that are mounted on theroof. The inclination of the mastincreases as the pylon rises and thishad to be considered in the planning.Another factor that had to be takeninto account was the severe climatic conditions in Vladivostok,including heavy snowfall and freezing temperatures. Every aspectof the special designs for this project had to be accepted andapproved by the Russian authorities.The safety at entry and exit pointsis ensured using Geda CE certifiedlanding gates. Safety features such

as the speed-dependent safety deviceand overload protection, as well asupper and lower limit switches arepart of the standard package.

With a population of 600,000Vladivostok is the most importantRussian port on the Pacific and hasonly been accessible again to foreigners since 1991.

Italian manufacturer Maber won thecontract to supply the equipment,which consited of a large dual mastMB C 3500/120 mastclimbing transport platform with three metreby five metre loading platform, capable of lifting up to 3,000kg. The company says that the platfromsaved at least one tower crane andavoided the need for landing platforms on each of the 25 floors.

Maber also supplied an MB A1400/150 - R single mast passenger and materials hoistwith 1,400kg lift capacity,although it was selected for its 60metres per minute hoist speed.The system was installed with asophisticated call system andlandings on each of the 25 floors.

Finally two twin mast MB P 02/150mastclimbers with 23 metre platformsplus two metre wrap around extensions on each end, were chosenfor the regular façade work such asthe installation of window frames andglass panels. The mastclimbers wereinitially set upto cover twosides and thenrelocated to the ends.

many arborists, often based on negative experiences and/or ignorance of the wide range ofmachines now available. Selectingthe wrong piece of equipment,whatever the job, will often put acompany or user off of the entireconcept. And simply using amachine because it is the only onereadily available or within a nominalbudget is no excuse and a clearindicator of inadequate work planning! There have been and willcontinue to be incidents wherehealth and safety, not to mentionefficiency, is compromised if thewrong type of platform is used.

The introduction of the Work atHeight Regulations 2005 (WAHR)meant that the arboricultural industry needed to rethink itsapproach to tree work and resultedin a number campaigns and clampdown's by the HSE, resulting in anincreasing number of contractors

using powered access. This led tothe publication by the ArboriculturalAssociation of its 'Guide to the useof MEWPs in Arboriculture' inOctober 2008, which follows thebasic principle of doing “all that isreasonably practicable to preventanyone falling…”

Falls from height are the biggestcause of workplace deaths andone of the biggest causes ofmajor injury. In tree work, fallsfrom height are still common inspite of the recent improvementsand the result is often death ormajor injury. According to the UKHSE statistics, around 16 percentof all reported tree work accidents involve falling fromheight while a further six percentare due to uncontrolled swings inthe tree leading to impact withbranches or the trunk whenclimbing using ropes.

But their increasing awareness andacceptance of the access platformhas coincided with the generalgrowth of powered access, theincreasing variety of platforms available and the growing realisation that its is not a pure cost.

Five years ago, it wasn't justarborists that were unaware of thetracked spider lift. While its popularity has grown enormouslysince then, there are still a vastnumber of potential users that arestill blissfully unaware of its existence. To be fair, arborists arenow probably one of the 'betterinformed' sectors when it comes toaccess equipment as it is central totheir day to day operations.Fortunately, platforms - particularlytracked spider lifts - have developedgreatly in recent years. Equipmentis also now appearing that is eitherdesigned specifically for the

arborist, or is far more suited totheir operational needs, than anything that has gone before.

Trees don't stop growing - even in a severe recession - although a lotof tree work is seasonal or has towork around restricted times suchas the bird nesting season. Most of the tree work undertakeninvolves improving the form andremoving defects (formative pruning); the removal of lowerbranches to increase clearancebeneath the canopy (lifting); removing secondary branches fromwithin the crown to reduce densitygiving even growth (thinning);removing defects such as deadwood, diseased, crossing and rubbing branches (crown cleaning)and the removal of outer branchesto suitable growth points to reducethe crown's overall size or removingselected areas to reshape

asymmetrical crowns (crown reduction and reshaping).

The type of client ordering this typeof work ranges from individualhomeowners with a single tree tolarge corporations and LocalAuthorities responsible for wholetree populations. And depending onthe situation and location of thetree, may require a variety of different equipment - or not!

There are several innovative features on the ME12SL primarilythe dynamic self levelling systemand 'foot' controls in the basketalthough other features such asclean lines - uncluttered by cables,pipes or hoses - and 3mm thicksteel covers help to protect the unitfrom falling branches and snagging.

But perhaps the most significantfeature on the Mecaplus machine is its self-levelling system which automatically and constantly levelsthe chassis on side slopes of up to32 percent and up to 15 percentlongitudinally. For the arborist thisovercomes one of the most significant dangers - using equipment on a slope. The unitincludes an oscillating front axlewhich as well as contributing to the machines levelling ability keepsthe drive wheels in permanent contact with the ground. The unitcan also be driven in most positionswhen elevated.

To maintain high productivity, all thecontrols for the machine's boommovements are located on the basket floor and controlled by theoperator's feet, allowing the operator to use both hands for chain saws and other equipment, dramatically increasing productivityand safety. The shrouding around

the foot controls has been improvedrecently to allowing more space tocope with industrial footware. TheME 12SL also has three com-pressed air line outlets in the basketallowing a variety of pneumatictools to be used as well as a 220volt electric outlet.

The platform's maximum outreachof 7.6 metres varies depending onwhether there is one person (120kg)in the basket or two (200kg) cuttingthe outreach to 6.3 metres. With340 degrees slew and 180 degreesbasket rotation, the machine canmanoeuvre itself to deal with most

of the above tasks. Other features of the five tonne platform include an extra large diesel tank allowing all-day operation, oil and temperature alarms, four wheeldrive, rubber tracks or foam filledtyres.

Mecaplus says that it intends to addlarger machines, with 16, 18 and 21metre working heights as well asintroducing telescopic boom and jiboptions. This reflects the increasingdemand from arborists for self propelled lifts with 18 to 23 metreplatform heights. Whilst the specifically designed Mecaplus cancope with all types of tree work, itis particularly beneficial for seriestype work, such as the pruning oflong avenues of trees, orforestry/orchard work. For manyother types of tree work, there arenow plenty of regular types of liftthat are well suited to other applications.

For operations in or alongside thestreet for example, van and truckmounted platforms can be used.Obviously the standard products donot have foot mounted controls andcannot be driven at height, but theyare road going vehicles and areideal where only road registeredvehicles can operate or for work

a r b o r i s t s c&athat does not require constant repositioning. The new electric andsemi-electric powered truck andvan mounted platforms fromVersalift would be ideal in that theyare environmentally friendly (bothemissions and noise) and the electric power is ideally suited forshort distance, stop/start cycleswhere the platform could drive backto its local depot each evening for abattery recharge.

Surprisingly trailer lifts remain popular with arborists. Acceptingtheir manoeuvrability limitations,the platforms are less expensive tohire or buy, easy and quick to setup for short duration work andbeing relatively light, they can beeasily towed behind the tree worker's 4x4 or truck.

Of course for trees in back gardens,areas across soft ground or where awidth restriction limits access,something special is required andthe spider lift fits the bill. The vastmajority of tracked spider lifts soldand available for hire have a working height of between 13 and17 metres although a whole raft ofnew product launches this year willtake the 'mass market' spider up toaround 23 metres. Only a handful ofmanufacturers offer tracked spidersof more than 30 metres and due totheir limited numbers yet highdemand, hiring one often involveslong-term planning or a long wait.

However, the tracked spider lift hasall the features to make it THEaccess platform all-rounder and'jack of all trades'. All are compactfor the working height, usually narrow and low enough to passthrough a standard door openingand therefore can easily track downthe side passage of a house andnegotiate the tight turn at the bottom. Being small they are easyto transport either in the back of avan, on a small truck or with someof the smaller versions - such as the12.7 metre Teupen Leo 13GT withlightweight trailer - can come inunder 1.9 tonnes all up giving aGVW of less than 3.5 tonnes.

As its popularity grows, there isnow a healthy number of machinesavailable for rent in the 13 to 23metre working height range andwith increased competition, ratesare becoming very reasonable. Asmentioned earlier, the larger spidersare still in very thin on the groundbut if needs must, are available upto 50 metres.

One relative newcomer is the GirafTrack, a combination of a trackedexcavator and a telehandler boomresulting in an 18 tonne machinethat has a working height up to 20metres. It can level on slopes up to24 degrees and lift 3.8 tonnes.There is very little if anything on themarket that offers this specificationand with a good size platform couldbe very useful in the arborist'sarmoury.

Another recently launched machinethat may arouse the interest of thetree workers comes from Merlo,which have already touched some parts of the market with its telehandlers - with or without platforms. Following its recent entryinto the spider lift market, the company has yet again pushed theinnovative and usual boat out withits MRP15 and 18. Its four metre bytwo metre platform, 1,000kg liftcapacity, full self propelled ability,lateral outreach, levelling ability,4x4x4 drive and steer and 40 kmper hour road speed could make itabsolutely ideal for Local Authoritytree work in the street for removinglower branches and raising thecanopy or across fields or in otherhard to reach places.

The more affluent or larger treecompanies tend to have a 'go anywhere' Unimog on the fleet -many using its PTO to power alarge chipper to reduce and recycle the cut branches, trunksand stumps to chip. Current Unimog based work platforms (from Versalift and Oil&Steel) arelargely aimed at the power generation sector that needs thevehicle to cross fields to accesselectricity poles - a similar scenarioto some arborists. A less expensiveoption is a Land Rover (or similar)based platform of which there arenow several to choose from withthe latest from Cumberland/Socageand SkyKing.

While there are some tree operations (thinning for example)that are not as easy to carry outwith a platform and may requiresome climbing, it can still beaccomplished using the right platform with adequate workingheight and more importantly, outreach. Small, round single person baskets can also help to getinto the crown of the tree and a gridtype floor in the bottom preventssawdust building up. Speed andsafety are the key words.

Bauma is such an important show- particularly this year wheneveryone hopes that the massivedisplay of new equipment willhelp give the construction equipment industry a boost - thatalmost every manufacturerstrives to have new products ondisplay, with many of them working around the clock to complete prototypes in time tomake it onto their stands.

As a result of this pressure manycompanies do not know if a newproduct will make it to the showuntil the week before. Other manufacturers don't like to 'showtheir hand' too soon before theevent, while others like to keep asurprise or two. All of this adds upto a challenge for publishers likeourselves, with deadlines and shipping times to meet in order toget our publications out in advanceof the show and to have them atthe event.

Visit planningWe are also using this issue to provide you with our detailed andfinal lists of which brands will be on display at the show. Bauma issuch a massive and internationalexhibition with well over 3,200exhibitors and hundreds of differentcategories of equipment, that theofficial guides, even the one onlineis an almost impenetrable maze ofmulti-lingual information. Our editorial staff in both Germany andthe UK have spent weeks siftingthrough them, checking every pressrelease that is issued, as well ascontacting manufacturers and dealers to find out if a company willbe represented or not.

While this might seem easy, many

The biggest challenge is finding a room. If budget isn't anissue then call the most expensivehotels in town such as theKempinski Vier Jahrzeiten. Unlikemost hotels they do not usuallyhave a specially inflated rate forBauma and so for once in threeyears they appear good value andtend to have last minute availability.If you are going to shell out €300 to€500 a night you might just as wellstay somewhere luxurious. If, as formost of us, budget is an issue thencall your equipment suppliers. Wehave heard of several companiesholding more rooms than they needand would be happy to have youtake them off their hands. If none ofthis works then give the Munich

tourist office a try - they can bevery helpful - or the official Baumahotel room service - both availableon the web. Finally follow the railwaylines from the exhibition centre outof town and you will eventually findsomewhere at a reasonable costand being on the railway line, getting into the show will be easy,even if it takes an hour.

Flights? Many companies fly intoMunich, including budget airlinessuch as Easy Jet. If you are flexiblewith your dates you should be ableto find a flight at a reasonable price,if not then look at flying into somewhere with good train connections, such as Stuttgart orFrankfurt and take the train intoMunich.

Last-minuteBauma

Spierings City Boy Spierings new City Boy - SK397-AT3 -mobile self erecting tower crane isstill under construction as the teamrace against the clock to completeit. We now have a much better indication of what it will look likeand a few more details on its capabilities. Not only is this newthree axle single cab crane morecompact than anything that hasgone before, but it also features aradical Eco Drive system, using alithium-ion battery pack for bothdrive and crane functions, with asmaller diesel engine to help powerthe electric motor and recharge the

batteries. AC mainspower is also

possible.

The single cab sits at the front ofthe crane for road travel and oncemoved into the crane position canalso ascend the tower in order toprovide a classic tower crane view

of the job site. The 400kW (540hp)compact electric motor directlydrives the front axles. A frequencycontroller converts acceleratorpedal operation into a continuouslyvariable acceleration of the chassisfrom 0 to 80 km/h. The same electric motor serves as a regenerative electric brake whenslowing, generating power that ispassed back into the batteries. The diesel engine, when used, runsat a constant speed, powering a generator that converts the energyto electrical power to power thedrive motors or keep the batteriestopped up. An auxiliary hydraulicmotor powers the rear axle to provide extra traction when required on site. The crane can also travel with the cab in the craneposition. The three section tower

fully extends before the jib is unfolded to provide 30

metres height underthe horizontal jib.

The jib also luffsto 45 degrees toprovide a maximum tipheight of

55 metres. Maximum capacity at full height and

maximum radius of 36 metres is2,000 kg.

Platform Basket 22.10We now have a picture of PlatformBasket's new 22 mete 22:10 withup to 10 metres outreach and variable outrigger positioning.

Bluelift C22/11The 22 metre, Bluelift C22/11weighs just 3,000kg and offers amaximum outreach of 11 metreswith a 200 kg capacity. The 110degree articulating jib and 160degree platform rotation add to itsversatility. Closed dimensions are900 mm wide, 1.98 metres highand 5.2 metres long, but this can be reduced to 4.5 metres with the basket removed.

Standard features include extendable tracks, radio remotecontrols and three position outriggersettings. The unit is Honda poweredwith AC power motor for indoor use.

Lift capacity is 1,000kg and extended deck 9.6metres.

Two other new telehandlers includethe compact 527-58 and the highcapacity 550-80. The 527-58 is justtwo metres wide and two metreshigh and has a maximum liftingcapacity of 2.7 tonnes, with a liftheight of 5.8 metres.

The 550-80 is JCB's highest capacity Loadall and designed forbulk handling operations with a liftheight of eight metres and liftcapacity of five tonnes.

GGR UnicAnother company showing a workplatform attachment for a crane isGGR Unic which will show a US produced boom nose mounted basket for its larger spider cranes.Intended for occasional use the platform fits easily and is relativelyinexpensive.

AichiAichi is expected to show furtheradditions to its global electric

scissor lift range, included a 32ft/10 metre platform heightmodel. However the company iskeeping tight lipped and only saysthat it has not decided yet on which of its unique products toshow at Bauma.

CTE truck and spiderCTE has confirmed that it will showan extension to its Traccess line inthe 22/23 metre range with a totalweight of less than 3,000 kg. It willalso show a B series truck mountedlift the B-Lift 2010 MP

Liebherr LTC1045-3.1Finally we have obtained final photos of the new Liebherr citycrane, the LTC1045-3.1, which features a traditional drive train but radically new idea for the cranecab. By mounting it on a telescopicboom it can be moved to the frontof the chassis to provide All Terraintype visibility and then retracted tothe traditional superstructure position when on site.

Isoli PT 225 HE+HEItalian truck mounted lift manufacturer Isoli, is continuing itspush to win a larger market sharewith the unveiling of its 22 metretelescopic boom lift, the PT 225HE+HE. Ruthmann to launch 20m telescopicGerman truck mounted lift manufacturer Ruthmann willshow the TBR200, a 20 metre telescopic boom lift with jib,mounted on a 3.5 tonne truck.With 14 metres outreach to theedge of the basket, the jib articulates by 90 degrees - from in line with the boom to 90 degrees below.Maximum capacity is 230kg with 100kg at full outreach. Two new spiders fromPalazzani Palazzani is launching the 22 metreRagno TZX 220 dual telescopic boomspider lift, the second unit in its partnership with Multitel Pagliero.The new model offers dual outriggerpositions with self levelling, automatic working envelope limitervarying according to the load in theplatform and bi-energy, diesel/ACelectric power. The company is alsoshowing the 27 metre Ragno ECO27C battery powered telescopic spider lift with jib. The new unit usesa heavy duty, full-traction batterypack, which according to the company, provides up to six hours of continuous operation. The non marking tracks retract to an overallwidth of just 980mm, while the variable outriggers can set up in aspace as narrow as three metres.Outreach is 12 metres with 200kgand 14 metres with 120kg.

partnership with Wemco. At4.87metres long and 1.75 metreswide and an overall height of lessthan two metres it is compact.However this unit offers a 32 metrehook height and the 6.7 tonnecapacity. The Palfinger boom has

two articulations plus a jib giving it incredible versatility to reach difficult areas and can be fitted with many Palfinger loader crane attachments.

While it is possible to meet therequirements of stage IIIA withengine-based measures alone, technology for stage IIIB will need toinclude exhaust gas after treatmentwith catalysts and/or particulate filters. In engines up to 130 kW thenitrogen oxide limit can easily bemet through engine-based measures.Particulate emissions from theseengines typically have to be reducedby around 40 to 60 percent.

Eaton has introduced a version of its 420 pump with hydro-mechanical torquecontrol which automatically senses heavy loads and adjusts hydraulic fluidflow accordingly. The new pump is intended for moderate-flow, medium-pressure mobile applications such as telehandlers, rough terrain forklifts andtelescopic booms which operate at up to 280 bar continuously. To accommodate

the new torque control, the pump housingwas redesigned and a case-to-inlet checkvalve added to improve cold weather

operation and provide added protection to the seals and rotating group. The new

torque control works in parallel with the standard compensator, using a special mechanism to replace thecontrol piston. Other design changeshave decreased airborne noise to atypical 76 dBA at 1,800 rpm and 207 bar, providing an environmental

benefit both to the operator and those working around the vehicle.

Emitec has developed the PM-Metalit, a continuously regeneratingparticulate filter, which has alreadyproven itself in production cars andtrucks. Thanks to its compact size it can be integrated in the silencerclose to the engine. The all-metal filter has been designed to be maintenance-free for the service lifeof the machine.

At the same timenitrogen oxide (NOx) emissions will be limited to 3.3g/kWh for engines up to 130 kWh and to 2.0 g/kWh forlarger engines, a reduction of 50 percent compared tostage IIIA.

For example, raising a heavy load with a set of forks on a telehandlerplaces a significant demand on the hydraulic pump and system. To preventengine stalls without limiting the telehandler's lifting capacity, manufacturersnot using torque control would be forced to use a smaller displacementpump that significantly slows the operation of the forks. Torque control automatically senses heavy loads and adjusts flow accordingly. Limiting theflow in high pressure situations limits the torque the pump can apply to theengine and, as a result, avoids the corner horsepower point and preventsthe engine from stalling. It also allows for higher flow and quicker operationwhen the set of forks is empty, which means higher productivity.”

The details on the carrier are excellent. Some of the graphics are absolutely tiny and they addgreatly to the realistic look of thecrane. At the rear, there is a toolbox and very fine detailing of thelights and number plate. The carriercab is great too. The hook block tie-down loop for road travel is precisely to scale and tiny, whilethe door steps and handles lookcompletely authentic. A ladder isattached to the underside of the cab in exactly the same manner as

on the real machine. There is alsosome more really good modellingbehind the cab with mesh gridswhich look very authentic.

A particularly nice feature on thismodel are the outriggers. Thecylinder rods are smooth with thescrew mechanism being internalso they look realistic. The padshave a working pinning mechanism which allows them to be fixed in an offset way sothey are within the width of thecrane when the outrigger beamsare retracted. This is the first timethis feature has been replicated on a scale model.

The crane superstructure continues the high level detail with hydraulic hosing and a nicelyreplicated cab interior. The counterweight has been made insections which can be attachedjust like the real crane. Detailingon the boom includes variousspooling drums and cable runs,and looks good. A folding swingaway extension completesthe model, and it can be strippeddown to form an optional assembly jib, although it can notbe set to replicate an offset angle, which is a pity.

A good metal hook is supplied, as is a dummy load with theLiebherr name on it. On the review model the winch was veryloose so it would not hold any significant weight.

This is an excellent mobile cranemodel and WSI can produce it inspecial colours/livery for orders as low as 100 units, so it wouldbe a great promotional model forcrane hire companies. t is available from the Liebherr webshop for €98 and is highly recommended.

The vast majority of Liebherr's models have untilnow been made by the German based companiesConrad and NZG. However for their latest cranemodel they have turned to the Dutch company WSI.The crane in question is the LTM1050-3.1, a 50tonne capacity three axle All Terrain crane with a maximum boom and extension length of 54 metres - comprising, 38 metres of boom and up to 16 metres of extension.The first impression of the model is that it is highly detailed, asmight be expected from WSI.Underneath the chassis it has fullya replicated transmission and suspension system and althoughthese are modelled in plastic, thequality is high. The tyres andwheels are very good with a particularly fine tread pattern onthe tyres. Each axle can steer independently so the crane can be posed with crab steering or co-ordinated if required.

ALLMI focusc&aNew guidance on remotecontrols installations and useAs a result of the recently revised Machinery Directive,ALLMI has provided guidance for its members on an issueconcerning the use of remote controls.The Machinery Directive's Essential Health and Safety Requirement 1.2.1'Safety & Reliability of Control Systems' requires installers to ensure that'reasonably foreseeable human error does not lead to hazardous situations.'This is particularly relevant to remote controls as they are typicallyequipped with functions that can give rise to additional hazards, such asthe provision for user defined switching, increasing and decreasing enginespeed, and starting and stopping the engine.

Remote systems on the increaseThe extended reach and increased lifting capacity of today's loader cranesmeans remotes are more versatile than ever before. These developments in theequipment, together with increasingly complex lifting operations, mean thatgreater vigilance is required on the part of the operator, and the use of remotescan play a major role in enabling duties to be performed in a safer, more efficientmanner; allowing control of the loader crane from greater distances, providingthe operator with a better view of the working area and allowing them to stay in safe visual contact with the load (often negating the need for a signaller).Because of this, and with the developments in technology leading to increasinglysophisticated radio remote systems, it's easy to understand why operators areopting for remote controls when purchasing loader cranes. In fact, their use hasincreased significantly over recent years; in 2004, only 10 percent of new loadercranes were remote controlled, but that figure rose to over 40 percent in 2009.

• User defined switchingcapabilities are normally usedeither for direct control of electricalmachinery, such as a winch; todivert hydraulic functionality toother equipment, such as ramps;or to switch on a function of thetruck, such as engaging the PTO.It's important to recognise thehazards which may result fromthese actions and to implementcontrol measures accordingly.

• Increasing the engine speedmay result in too much flow beingdelivered to the loader crane unlessthe Engine Management Systemis capable of limiting the enginespeed. Excess flow leads tooverheating of the hydraulic systemand so presents a significant risk tothe operator and to the equipment.There have been many cases ofinjury and / or equipment damageresulting from overheating.

• Implementing the functionalityto start and stop the engine mayappear to be low risk with a loadercrane powered by a donkey engine,but significant risks are present ifthe same functionality is

incorporated into a loader cranemounted on a truck. There hasrecently been an incident inGermany caused by the operatorstarting the truck engine from theremote control whilst the truck wasin gear, resulting in the truckmoving and seriously injuring aperson by crushing them againsta wall. A risk analysis would havehighlighted this hazard and suitablecontrol measures, such asinterlocking with the transmission,could have been put in place.

It's therefore important that a riskanalysis is undertaken before suchoptions are implemented.Any measures taken to addressissues such as those above shouldbe recorded in the vehicle buildfile and where appropriate, clearlystated as parameters on the ALLMIEngine Management SystemProgramming Request sheet sentto the truck dealer carrying outthe PDI, in order to ensureclear audit trail.

EN12999 A3 updateAs reported in the previous issue of ALLMI Focus, CENMembers had until 15th March to raise any objectionsrelating to the latest changes to the European Standard for loader cranes,which followed an appeal from the Italian Standards Body, UNI. No objectionswere received and so WG8 members now have until 7th May to take part in a correspondence vote for the approval of the draft Standard.

Cobham Advanced Composites ofGelders Hall Road, Shepshed, hasbeen prosecuted for allowingthree contractors to work on aroof without adequate safetymeasures to prevent them falling.The firm pleaded guilty tobreaching the Health and Safetyat Work Act 1974 and was fined£10,000 plus costs of £4,778.

Cobham employed StreamlineGuttering and Cladding of KirkbyMuxloe, to install new guttering onits seven metre high building inDecember 2008/January 2009. Theworkers accessed the roof via amobile tower at the front of thebuilding, but there was no equipmentto stop the men falling at the back

of the building where work wasunderway.

Streamline was fined at an earlierhearing after pleading guilty tobreaching the Work At HeightRegulations 2005. HSE InspectorMhairi Lockwood said: “Workingon roofs is a high risk activity.There was a foreseeable risk of afall through either fragile roof lightsor from the unprotected edge of thebuilding. Any of the three roofingcontractors could have sufferedserious injuries or worse if they hadfallen. This case shows that it is notonly the responsibility of thecontracting company to ensurethe safety of its workforce, butalso that of its client.”

The UK's Health & SafetyExecutive has issued a SafetyNotice following a recent fatalaccident in Scotland where theoperator of a telehandler wasleaning through the broken rightside window, when he wascrushed and fatally injured by thedescending boom.

The Safety Notice requires thefollowing actions:

• If the side window glass isbroken or missing the telehandlershould be removed from use untilthe screen has been replaced.

• Telehandler owners, users andoperators should be warned of thedangers of operating their machineswith the side screen broken or

missing, and the importance ofreporting such damage as soonas it occurs.

• Users are also reminded of theimportance of carrying out dailychecks of the condition of theirmachines and that the conditionof the cab windows is part ofthese inspections.

“We were amazed when peoplewho had arranged the training withus the week before arrived thatmorning,” said Sandra Franco ofthe Alo Group. “We really had notexpected them to come due to thechaotic situation in the city, butthey braved the mess of theearthquake and crossed the cityto receive IPAF training.”

Claudio Figueroa managed toperform the training. The Alo Groupruns a fleet of 400 aerial lifts witha staff of 70. Its Santiago andAntofagasta branches escapedserious problems, however theConcepción branch - at theepicentre of the earthquake in theSouth - suffered a communicationsblackout. The company sent anemergency group with four wheeldrive vehicles to help in thereconstruction of the branch.

These two were spottedwith their truck mountedalloy tower, almost breakingevery rule of safe workingin the book.

The Alo Group, of Santiago de Chile, delivered anIPAF training course as planned on March first,in spite of the devastating earthquake that had hitthe country that weekend.

Improper work at heightcosts client £15,000 Corus steel has been fined

£100,000 plus almost £10,000 incosts following a crane tippingover at a Rotherham stockyard.Operator Michael Spiewakmanaged to escape through awindow as the reinforced cablanded on a skip and crushedin around him.

Sheffield Crown Court heard thecrane had been fitted with atipping alarm two months earlier,but no-one on the site at AldwarkeSteel Works had been trained touse it. The 10 tonne capacitycrane was used to lift two largecolumns of steel weighing wellmore than 10 tonnes with amagnet. The overload alarm wasin working order but employeeswere only able to switch it on to

make the crane work, but hadno idea of how to set it.

The prosecutor said: "The cabwas entirely crushed but luckilyMr Spiewak escaped through awindow. Corus failed to provideadequate information, instructionand training."

Corus pleaded guilty to breachingthe Health and Safety at Work Act.The court heard the firm had eightprevious convictions since 2004.Judge Roger Keen QC said Coruswas guilty of a "gross dereliction"of its duty of care to employeesand added: "an employee wasextremely fortunate not to havebeen killed. All workers had to dowas press the 'mode' button, that'sthe culpability."

Promote access or perish:Industry pioneer David ShipmanDavid Shipman, chairman of AFI-Uplift, announced that AFI-Uplift wouldcommit £25,000 to a national campaign to promote the benefits of poweredaccess, if other IPAF members would contribute another £75,000. Shipmanwas speaking to more than 200 delegates at the IPAF Summit in London onthe theme of “Safety is a management issue”. Shipman made his challengeafter explaining that access rental demand levels cannot be expected to recoveranytime soon. He estimated that UK activity levels have decreased 15-20percent from their 2008 peak while rental rates have dropped 10-20 percent.

Steve Shaughnessy, president ofSkyjack, was elected president ofIPAF at its Annual General Meetingon 25th March. He brings with hima 32-year career in the accessindustry spanning the US and theUK, in access rentals for the mostpart and more recently inmanufacturing. Shaughnessypraised the “strong, energeticleadership” of outgoing IPAFpresident John Ball, managingdirector of Height for Hire Ireland.

“This is a great responsibility,”said Shaughnessy. “This is not anentitlement. It is an obligation andit will be a privilege to serve theFederation.” He outlined his visionfor IPAF as: serving the interestsof its 720 members, spending theFederation's resources wisely,continuing the commitment todevelop the North American market,growing regional councils to

respond to members' needs andintroducing programmes to supportIPAF services and training incountries that the Federation iscurrently not able to support.

“IPAF is doing well in the crisis,but it has not escaped unscathed,”said Shaughnessy. “TheFederation's members need to succeed and return to better years.It is values like the complete andutter commitment to service thatwill hold us through in this symbiotic relationship betweenmanufacturers, rental companies,media and users.We all live or dietogether.”

Joy Jones, a principal inspector of theHealth & Safety Executive (HSE) forthe past 25 years and a member ofthe Strategic Forum for ConstructionPlant Safety, discussed management'sresponsibilities toward operators ofmobile elevating work platforms(MEWPs).

“The problem is MEWPs are seenonly as a solution when sometimesthey are the problem,” said Jones.She explained that MEWPs are a verysafe and efficient way to work atheight, but they present amanagement issue, in that managersneed to plan the work, select theright equipment, monitor the job andinvolve their employees in adoptingcorrect procedures and safe practices.

The next IPAF Summit, to be directlyfollowed by the International Awardsfor Powered Access, will be held on14 April 2011 in Amsterdam.

Poor planning

Dear Sir,

I am writing in response to your request for additional information inBlock 3 of your accident report form. I put “poor planning” as the causeof my accident. You asked for a fuller explanation and I trust thefollowing details will be sufficient:

I am a bricklayer by trade. On the day of the accident, I was workingalone on the roof of a new six story building. When I completed my work, I found that I had some bricks left over which, when weighed later werefound to be slightly in excess of 500 lbs. Rather than carry the bricksdown by hand, I decided to lower them in a barrel by using a pulley,which was attached to the side of the building on the sixth floor.

Securing the rope at ground level, I went up to the roof, swung the barrelout and loaded the bricks into it. Then I went down and untied the rope,holding it tightly to ensure a slow descent of the bricks.

You will note in Block 11 of the accident report form that I weigh 135 lbs.Due to my surprise at being jerked off the ground so suddenly,I lost my presence of mind and forgot to let go of the rope.Needless to say, I proceeded at a rapid rate up the side of the building.

In the vicinity of the third floor, I met the barrel, which was nowproceeding downward at an equally impressive speed. This explainedthe fractured skull, minor abrasions and the broken collar bone,as listed in section 3 of the accident report form. Slowed only slightly,I continued my rapid ascent, not stopping until the fingers of my righthand were two knuckles deep into the pulley.

Fortunately by this time I had regained my presence of mind and wasable to hold tightly to the rope, in spite of beginning to experience pain.At approximately the same time, however, the barrel of bricks hit theground and the bottom fell out of the barrel. Now devoid of the weightof the bricks (the barrel weighed approximately 50 lbs)I refer you again to my weight.

As you can imagine, I began a rapid descent, down the side of thebuilding. In the vicinity of the third floor, I met the barrel coming up.This accounts for the two fractured ankles, broken tooth and severallacerations of my legs and lower body.

Here my luck began to change slightly. The encounter with the barrelseemed to slow me enough to lessen my injuries when I fell into thebricks and fortunately only three vertebrae were cracked.

I am sorry to report, however, as I lay there on the pile of bricks, in painunable to move, I again lost my composure and presence of mind andlet go of the rope and I lay there watching the empty barrel beginits journey back down onto me. This explains the two broken legs.

Revised business rates are due to comeinto effect in the UK this month (April)following the revaluation carried out in 2008.This will lead to significant cost increases formany small businesses.

As a result, there appears to be an increasing number of unscrupulouscompanies offering to appeal against revised rates on behalf of smallfirms. Some of these companies are charging large sums of money butdeliver very few successful appeals.

These cowboys spring up and start cold calling businesses offering toget them big reductions on their rates. However, in reality, it's often thecase that any savings they make are minimal and are quickly dwarfed bythe fees they charge.

LeaseholdersUnited's list of 150 recommended rating surveyors is available to view for free on its website. The surveyors achieve a reduction in business rates for at least one in three clients - this is theaverage success rate across the industry.

Hi Leigh,

I recently came across a contractor replacing gutteringand soffits on a two storey house close to where I live.They were using three ladders and some planks placedupon brackets hooked onto the ladders, the ladders werenot properly set and there were no guardrails, eventhough they were working at a height of over five metres.

I approached job and personally spoke to the two ladsworking and made them aware of the obvious dangerthey were putting themselves in. The reply was unbelievable. “We always do it like this and anyway aguardrail gives you a false sense of security”. One of thelads declared proudly that he had done a rope accesscourse so knew all about safety.

I pointed out that they would not get a penny (that's ifthey survived a fall) but also their company would beshutdown. The reply to this was “Well they arent going toshut down Nxxxxxxx (edited) are they? - I would guessfrom that they are subcontracting to them? - So whenyou think you have seen and heard it all before!

This year we are covering theevent in two parts with a reviewof the Summit presentations -including a large number of interesting and important issues -published this month, leaving ourpopular photo album and 'tonguein cheek' look at the event for theMay issue.

The 26th AGM The main aim of the Annual GeneralMeeting is of course to get throughthe required business as succinctlyas possible. While this year was not the shortest AGM on record, itwas concise and to the point. Key elements included approving the re-election of officials, approval ofaccounts and the appointment of anew president. Having completedhis two-year term as president,John Ball handed over to the newincumbent Steve Shaughnessy, ofSkyjack. Steve Couling (Versalift)becomes vice president and WayneLawson (JLG) deputy president.

In his handover speech Ball thankedthe staff at IPAF and his fellowdirectors at Height for Hire - Harryand Fergus McArdle - for their support over the past two years. Henoted that IPAF membership nowstands at an all time high of 771and that the Federation is now atruly international organisation. Healso noted the sad and suddendeparture of George Reid who hadbeen a strong and prominent supporter of IPAF's training efforts.

In his acceptance speech he saidthat he was lucky to grow up in hisfamily's crane rental business inBoston. He added that his father,now 83, was a pioneer in theaccess industry and had a completecommitment to service, recallingthat no machine would go outunless it was in the best possiblecondition. He attributed his latersuccess to the early training hereceived from his father. He referredto 'the symbiotic relationshipbetween manufacturers and rentalcompanies' which makes IPAF aspecial association saying: “We alllive or die together.”

New president's commitments As to his vision for the Federation,Steve committed to represent theinterests of members:

• To promote the safe and efficientuse of powered access worldwide

• To continue IPAF's push intoNorth America

• To promote the formation ofnational councils to add furtherservices on a local basis, duplicating what is beingachieved in Italy and Holland

• To support the provision of products and services to developing markets such as therecently launched 'training in abox' package

The Summit IPAF managing director TimWhiteman made a brief introductionbefore handing over to WardBushnell and Roger Brown, co-founders of Genie industries,who talked about the early days ofGenie and the challenges they havefaced through four recessions. Theydetailed the strategies employed

not only to survive such times butalso to grow and benefit from theopportunities that emerge as theyend. They noted that the currentdownturn was the toughest yet,saying: “stay with it - it will end”and asked “What are your plans forthe post recession environment?We are probably on the cusp of itright now”.

The two noted that through most oftheir careers at Genie, the economiccycles meant that they 'built like hellfor seven years then cut for three'.Each time they managed to pullthrough and eventually benefit fromeach recession. The early 1980'sfound the company having justmoved into larger more expensivepremises in Redmond causing it toseek out new products. It combinedan articulated boom design fromEuropean trailer lifts with an electricforklift type chassis to create theGenie Z-30 and the articulated boommarket sector. They noted thatevery time they thought they hadreached a point where they were“bullet proof” a deep recessioncame along and knocked them offtheir perches. The recession of theearly 1990's caused the company tocompletely change its managementprocesses, which they said 'hadgotten sloppy through the years ofrapid growth and pushed it to further expand its product range'.

When the recession of 2000 hit, thecompany had more than 3,000employees, while they knew whatthey had to do to get though it, alack of cash caused a crisis. After

talking to a number of potentialinvestors which would allow it tostay private, Genie received a proposal from a private equity firmbut it was contingent on the company dropping its employeeprofit-sharing programme, something that the owners refusedto do. It was then that they met RonDefeo, of Terex, and recognised thatthey could not only ride out thestorm with Terex. They also likedDefeo's plans for both Genie andDemag cranes to “change the faceof his business” by being a positiveinfluence on the rest of Terex.

Moving on to some of the reasonsfor their success the two talked ofthe importance of values. Theyasked: “Would your employeesknow what your company's valuesare? Would your customers know?And what about your competitors?”

IPAF summitc&aRecords peak atIPAF Summit This year's IPAF Summit and awards dinner held in theCity of London broke all attendance records in terms ofnumbers at the dinner and international delegates andwas arguably the best so far for the quality and contentof the Summit presentations.

These five values became the foundation of the Genie culture.Roger Brown also stressed theimportance of sales leading the company. “Every transaction in business starts with a sale - theaccounts function - everything.Without a sale nothing else happens.”

One line wisdomsThe presentation was full of excellent one-liners, including:

• “Hire the best people you can andlet 'em run”

• “What gets measured gets done -if you can't measure it don't do it”

• “Know when to get out of the way”

• “People will listen to what you saybut will do what they see you do”

• “Take work seriously but not yourself”

• “Take criticism on board”

• “Do not be afraid to fail”

An accident changeseverything

Next up was Simon Rooks of TycoFire Protection and ElectronicSecurity who discussed how a badaccident on the 7th June 2001, critically injured two employees afterthe scissor lift they were using wentover and how it changed everything.He recalled: “It was a beautifulsunny morning yet within hours we

realised that we knew very littleabout the safe use of work platforms, but by 22nd June weknew too much. It was fortunatethat no one died in the accident,there were materials all over theplace, the ground was uneven, thelevels of training were poor.”

“We now use a single supplier for90 percent of our equipment needs.Our relationship with the Health &Safety Executive has becomeproactive and we now treat them as a partner where we used to bescared of them. Having teamed upwith Lavendon for our access needswe came across Blue Sky in 2004and have worked with them to findsolutions for handling the heavysteel sprinkler tubing that weinstall.” Rooks said that theapproach the company now adoptscould not be more different than itwas back in June 2001 and as aresult the company's operations areboth safer and more efficient withfewer employee days lost throughstresses and strains.

State of the industryJenifer Mathis from DruckerResearch provided an overview ofthe preliminary findings from theresearch that the company hasdone for the 2010 IPAF Europeanand US aerial lift rental market

reports which will be published atBauma. It covers a five-year periodfrom 2007 through to 2011, withdata collected from 100 interviewsin the EU and 30 in the USA. Itbelieves that the companies it hascovered make up 42 percent of thetotal market estimating that theEuropean market - worth around€2.2 billion - has fallen by 11 percent while the US market is estimated at $6 billion, after havingfallen by around 25 percent since itspeak in 2008. It predicts that bothmarkets will begin to grow again in2011.

The report looks at 11 EU countries,ranging from Spain as the worstaffected by the downturn to theNetherlands which it says has faredthe best. The presentation also tooka specific look at the French marketas an example of what the reportoffers, including rental rate performance, market maturity andthe split between specialist aeriallift companies and general equipment rental businesses.

Hard-hitting principalinspector

Joy Jones of the HSE surprisedalmost everyone in the audiencewith the delivery of a riveting, hardhitting and analytical look at thecauses behind accidents whileworking at height, and specificallyaccidents with aerial work platforms.

She kicked off with “I don't believeanyone sets out to harm themselves. There are many underlying reasons for accidentsbut knowledge is a key one and inmany, if not most cases, it is a failure of management, with toomuch focus on the written wordand the shifting of responsibilities.”

“MEWPs are increasingly seen asthe solution, when sometimes theyare the problem! For example thereare jobs where a small step ladderis the more appropriate method ofaccess, and not an inappropriatelylarge aerial lift for which no planninghas been carried out, such as looking at ground conditions etc…”

“Few contractors really know howto select a MEWP. Many tend toorder what they are familiar with,regardless of whether it is the righttool or the job. The rental industryhas a major role to play here.”

Jones is a member of the StrategicForum for Construction Plant Safetyand discussed some of the pointsthat have come out of the work thatit has been doing. She talked abouttrapping, such as between platformguardrails and an overhead

obstacle. She pointed out that theseconds or minutes immediately following an operator becomingtrapped are critical and yet almostinvariably no one has a clue of howto rescue them. “This is due to noone taking the risk seriouslyenough, otherwise those on theground would practice using amachine's emergency descent procedures before it goes into use.All too often people turn too quicklytowards PPE when picking the rightwork-at-height equipment will makethe biggest difference.”

Rarely has someone from the HSEbeen listened to so intently at aSummit, leaving the audience in athoughtful mood for the final speaker.

A simple Derbyshire ladThe last speaker of the day, DavidShipman, chairman of UK rentalcompany AFI, introduced himself as'a simple Derbyshire lad who seesthings in simple terms'. He beganhis presentation with a gloomyoverview of the state of the pow-ered access rental industry sayingthat he believes market activity hasfallen between 15 and 20 percentsince its peak in 2008, while rateshave fallen by 10 to 20 percent.“With order book declines at majorcontractors beginning to tail off we are somewhere close to the bottom.”

However he claimed that pricingpressures are not abating as contractors pass on their own pricing pressures - “it's the way ofthe world and it leaves us in a veryuncomfortable position.”

“I don't believe that activity levelswill recover anytime soon; ratepressures will continue to grow,revenues will continue to fall, cashflow pressures will increase andinvestment in new equipment will

remain subdued. Fleets will age andcosts will increase, as we slip intoa prolonged period of stagflation - Ifwe don't do anything, but it doesn'thave to be like that.”

Safety is a good business. The HSEis waging a very effective ShatteredLives campaign in order to cutdown on the 2,000 plus falls and 21fatalities in construction. This is anopportunity”

“I believe that powered access isthe safest form of access in mostapplications, and we must promotethat message as an industry, withone voice - and IPAF should be thatvoice. No one will help us out ofthis mess, we must help ourselves.We need a bigger pie to competeover and we need a commonapproach on critical safety issuessuch as:

• Training

• Familiarisation

• Product standards such as common controls

• The promotion of our industry

We need to get out and sell thestory and IPAF should take the lead.The PAL card has been a great success, but we must promote the training of managers and supervisors.”

He then asked how many trainingcentres represented in the room hadconducted an IPAF 'MEWPs forManagers' course? Just one company in a room full of trainingcentre employees put its hand upleading Shipman to ask: “Why isthis when Joy Jones of the HSEsays that this is the most importantfactor to cutting work at heightaccidents?”

Moving on to machine familiarisation and handovers, hesaid that there is a demand for'proper familiarisation', but acknowledged that it will be expensive, stressing that the onlyway to tackle that problem is eitherto have a sensible pricing policy forit, or to build it into the rental rate.

As far as bolt-on devices for aeriallifts are concerned, Shipmanacknowledged their potential benefits but condemned their fit-ment by third parties which appearsto compromise a machine's CE certification. “Manufacturers oughtto embrace such equipment and beinvolved with its development,” hesaid and called on IPAF to condemnthe third-party fitting, which doesnot involve the manufacturers'approval.

Finally he wrapped up by reiteratinghis point that the industry has agood story to tell and can prosperagain far more quickly if it sells thatstory with a strong single voice. Hethen offered to contribute £25,000to a promotion fund if other companies put up a further £75,000.

“The current picture is bleak, but it does not have to be,” he said.
