television in Singapore broadcasts in Mandarin and english and is very much a state-controlled affair, with the government owning the only licensed broadcaster, MediaCorp tV, as well as thecountry’s sole cable network, StarHub, which reaches an estimated 80% of homes. Private ownership of satellite dishes is illegal. there was a limited degree of competition allowed for the pro-gramming of cable networks in the early 2000s, when Singapore Press Holdings launched two channels, one in Mandarin and one in english, under the SPH MediaWorks banner. the companywas, however, acquired by the Singapore government in 2005, and normal – i.e. government-controlled – service was restored.

there is access for some viewers to Malaysian and Indonesian channels (Singapore shares a border with the former and is around 150 kilometres from mainland Sumatra), while one channelfrom each of those countries is carried on StarHub cable. Singapore telecommunications body Singtel also runs an IPtV pay service, mio tV, which has around 400,000 subscribers and offers156 channels from asia, the uS and (to a much lesser extent) europe. this includes seven film channels: three in Chinese; three Fox Movie channels (Family, action and Premiere); and theSundance channel. Several Indian channels show movies from time to time and deutsche Welle is also available.

english-language services consist of three main channels: MediaCorp Channel 5; Channel News asia; and a general entertainment channel, Okto. Western movies are rarely shown on the mainSingaporean broadcast and cable channels, although a number of Chinese and Indian movies are sometimes programmed. But non-Hollywood, non-english-language or arthouse films areother wise effectively absent.

From the point of view of a German producer or sales agent, Singapore tV is almost entirely irrelevant: arthouse films are not shown on terrestrial or government-controlled cable tV. any dealsfor films to be shown on pan-asian channels, or international branded channels like Fox and Sundance, will be part of a multi-territory deal – and, with mio tV taken up by only around 10% of theSingapore population, a small part at that.

about average in terms of asia when it comes to connectivity – 1.4 mobile phones per person – but well ahead of other asian countries when it comes to per capita income (according to the Inter -national Monetary Fund, it has the third highest in the world, after Qatar and luxembourg), Singapore is a mecca for electronics manufacture, trading and ownership. a 2009 survey by Nielsenranked the country second in the world for entertainment technology. But recent trends, published in a report by Statistics Singapore, point to a shift in the balance of expenditure in the sector,away from Content (only 3% of total expenditure in 2011, compared with 8% in 2005), and more money being spent on hardware (up from 51% to 62% in the same period). translated into viewershippatterns and coupled with anecdotal evidence of a wholesale migration towards online content reinforces the conclusion that Singapore is in the forefront of countries making the switch fromhard-copy to download. a recent, government-backed scheme to install a series of dVd dispensers in shopping malls, like the very successful redbox dispensers in the uS, collapsed for lack ofuptake.

an analysis of the titles available as ‘International Films’ on local buy-or-rent site Videoezy (see below) reveals a familiar pattern, except that it is not Hollywood that dominates but east asiantitles. under ‘International Films’, 78% of the titles are from the region, with China well out in front (28.5%), followed by Japan (15%), Hong kong (13%), korea (10%) and thailand (5.5%). the onlycountry from outside the region to make an impact is France, with 8% of the titles. there are just six German titles available from Videoezy: daS eXPerIMeNt, dIe GeSCHICHte VOM WeINeNdeNkaMel, GOOd Bye, leNIN!, der HIMMel ÜBer BerlIN, SOPHIe SCHOll- dIe letZteN taGe and daS WeISSe BaNd.

It seems prudent to conclude that the dVd and VOd markets in Singapore for european films in general (and German films in particular) is marginal – not so much niche as semi-underground.this view is supported by the fact that the internet is awash with ways of unblocking access from Singapore to international VOd platforms such as Netflix and amazon. legal access to a widerrange of titles than listed above in the theatrical box office lists may be some time in coming.

GENERAL NOTES

Singapore is a small, extremely wealthy country – think of it as asia’s luxembourg – which has put a considerable amount of money into its media industries and, every year, hosts major industryget-together ScreenSingapore (with a parallel content market, the asia television Forum, brought under the same umbrella from 2012). It has a production industry that punches above itsapparent weight: between six and nine local films open commercially every year, with another three or four playing the festival circuit, including the local yearly Singapore Film Festival. thesecond freest (i.e. unregulated) economy in the world after Hong kong, the island nation as a whole is also the financial hub for the entire South east asia region.

In terms of cinema exhibition, Singapore is well-equipped with modern multiplexes and has a very high per capita attendance rate – an average of four visits per person per year. But, in terms ofthe recorded figures – which cover the main cinema circuits only – that audience has a limited appetite for european fare and an even smaller one for German films. Only nine German films werereleased there in the three years covered above, five of which were english-language. and only two, tHe tHree MuSketeerS and reSIdeNt eVIl: retrIButION, made a significant impact onlocal audiences. even daS WeISSe BaNd, which combined strong ticket sales with excellent reviews on most markets, managed to sell only around 3,000 tickets in Singapore.

there are some subsidised screens, but these tend to come under the ‘Watch local’ campaign whereby the government subsidises local audiences seeing local films. dVd statistics are limitedand unreliable. and, while there is evidence of a growing VOd sector, this seems as yet largely closed to arthouse titles, with little chance of legal inroads being made. and legal they will have tobe, since the service supplier, StarHub, is strictly controlled by the government, while privately owned satellite dishes are banned.
