What is Port State Control

28

Port State Control (PSC) is part of aninternational effort to identify andeliminate substandard ships.

International and local rules apply

Local PSC / Coast Guard will take actionagainst ships that do not in comply withlaws or regulations.

If serious defects are found during aninspection an expanded examination willbe carried out.

Inspections may result in investigationsof violations of laws, some of which carrycriminal sanctions for the crew.

The penalties for safety, security orenvironmental violations can be lesssevere.

PSC GOAL IS TO

IDENTIFY AND

ELIMINATE

SUBSTANDARD

SHIPS

Human Factor and Accidents

35

1. Significant reduction of accidents

2. Better training and performance

3. Rules and procedures development

4. Human related legislation (MLC,STCW,ILO etc)

…but the root cause of almost 90% is Human Factor!!!!!!!

© SQEACADEMY – www.SQEacademy.com - Embracing Knowledge Issue : 2018_01

Human Factor and Accidents

36

1. Number of vessels has been increased

2. New routes have been established (eg Polar)

3. New technologies have been implemented (AIS, ECDIS)

4. Transport demand has been almost doubled since 2000

…but almost 99.9% of shipboard operations is successfully conducted!!!!!!!
