REPUBLIC OF THE PHILIPPINES DEPARTMENT OF TRANSPORTATION AND COMMUNICATIONS MARITIME INDUSTRY AUTHORITY STCW ADVISORY NO. 2017 - TO: ALL MARITIME TRAINING INSTITUTIONS (MTIs), MARITIME HIGHER EDUCATION INSTITUTIONS (MHEIs), OTHER STAKEHOLDERS AND PARTIES CONCERNED SUBJECT: MORATORIUM ON THE APPROVAL OF MARITIME TRAINING COURSES Pursuant to P.D 474, Republic Act 10635 and its implementing Rules and Regulations (IRR) and in line with the proposed shift to the new rules and regulations in the accreditation of maritime training institutions, approval of courses and adoption of standards of mandatory training under the STCW Convention, 1978 as amended, a moratorium on the acceptance of applications is hereby imposed. Applications that have already been submitted with the required documents and under process prior to the issuance of this Advisory shall not be prejudiced. All applications which are incomplete as well as letters of intent received prior and after the date of effectivity of the herein moratorium shall be duly returned to the proponent MTI. However, such applications may be re-filed once the new rules and requirements have been duly issued by this Administration. This moratorium shall not cover the following new courses: Electo-Technical Officers Electro-Technical Ratings Able Seafarer Deck Able Seafarer Engine The moratorium herein provided shall take effect fifteen (15) days from the date of publication of this Advisory and shall remain in force until withdrawn or lifted by the Administration.
