Main goal: anticipatory and early co-ordination of uses
Based on Federal Spatial Planning Act (Raumordnungsgesetz) and Spatial Planning Act MV (Landesplanungsgesetz)
Guiding principle: sustainable spatial development – social and economic demands need to be consistent with ecological functions
