Friday, March 30, 2012 HONDURAS (AFP) --At least 13 people were killed Thursday in a Honduras prison fire, officials said, less than two months after a deadly prison blaze killed more than 350. "There are 13 bodies. We have not yet been able to identify the circumstances of the incident" at the San Pedro Sula prison in the north of the country, said Marleny Vane- gas of the city prosecutor's office. "We will have to await the results of the investigation." According to initial re- ports by the authorities, the detainees themselves put out the fire with buckets of water. Earlier, police spokesman Walter Amaya had put the death toll at one. Officials said the fire was rapidly brought under control. "We have regained con- trol of the prison," Amaya said. Amaya said rival groups of detainees seemed to have cause the fire, but cautioned he was awaiting the results of the investigation for further details. Security Minister Pom- peyo Bonilla said the fire at the facility -- which was built for 800 inmates but currently has 2,250 -- had "once again highlighted the critical situa- tion" in the country's prisons. A horrific fire erupted on February 14 at a prison in Comayagua, some 90 kilo- meters (55 miles) north of the capital Tegucigalpa. The incident, in which 361 people were killed, was one of the world's deadliest prison blazes, and high- lighted the problem of over- crowding in Latin American jails. Agents from the US Bu- reau of Alcohol, Tobacco and Firearms (ATF) concluded that the fire was accidental, but US Ambassador to Hon- duras Lisa Kubiske also said official "negligence" and "legal violations" were to blame, due to overcrowding at the facility. In May 2004, another fire at the San Pedro Sula prison left 107 people dead. CARACAS (AFP) - Presi-dent Hugo Chavez returnedto Venezuela yesterday afterspending five days in Cubafor follow-up cancer treat-ment in Cuba.

"I feel fine and will con-tinuing doing so, thank God."

As he returned, the Na-tional Electoral Commissionannounced the date for thepresidential election -- inwhich Chavez is facing astrong challenge to his bid tosecure a third term -- wouldbe October 7.

Chavez, 57, went to Ha-vana late last week for fol-low-up radiation treatment, after his surgery there lastmonth to remove a malignanttumor.

His stay in Havana lastedexactly five days, allowing

him to head off criticism thathe had left Venezuela withoutpermission from the NationalAssembly, which must au-thorize a president's absence ifit exceeds that length of time.

The cancer comes at anawkward time for Chavez, who is in the thick of what isexpected to be a tough reelec-tion campaign. He has ruledout the possibility of a re-placement candidate.

Chavez faces a stiff chal-lenge from 39-year-old stategovernor Henrique Capriles, who was chosen to representa unified opposition in pri-maries earlier this year.

Some 18 million Venezue-lans will be eligible to vote inthe October ballots.

MOSCOW (AFP) - Russianinvestigators on Thursdaycharged four policemen withasphyxiating a witness using agas mask as the force reelsfrom a series of torture allega-tions.

The four officers in thesouthern Siberian city of No-vokuznetsk are accused of de-liberately causing severebodily harm and causing thedeath of a 31-year-old man, theInvestigative Committee saidin a statement.

"The policemen checkingthe man's involvement in acrime, put a gas mask on himand beat him up to try to getevidence. He died from his in-juries," the investigators said.

They added that police at-tempted to cover up the deathin September last year as sui-cide, but pathologists who ex-amined the body found theman had died from asphyxia-tion.

In a separate case on Thurs-day three policemen were ar-rested and charged with

brutally beating a 20-year-oldwoman over several hours inthe city of Orenburg in theUrals mountains.

Reports of brutal treatmentof suspects in police stationshave multiplied after a scandalin the central Russian city ofKazan, where a man died incustody this month after beingbeaten and raped with a cham-pagne bottle.

While officials dismissedthe torture as an isolated inci-dent, rights activists and vic-tims have spoken out, paintinga bleak picture of systematicpolice violence that goeslargely unpunished.

The data issued Thursdaywas based on autism preva-lence estimates from 14 differ-ent areas in the United States.

Rates of autism spectrumdisorder varied widely -- from1 in 210 children in the south-eastern state of Alabama to 1in 47 children in the westernstate of Utah.

The biggest increases werenoted among Hispanic andAfrican-American children.

Early diagnoses were alsoon the rise for children underthree, but a significant 40 per-cent of children in the studywere not diagnosed until aftertheir fourth birthday.

Previous figures had shownthe disorder was found in asmany as one in 110 US chil-dren.

The rise may be due in partto improved identification ofautism cases, particularlyamong children under three, but the extent of that influenceon the overall number of casesis unknown, experts said.

The latest report found thatautism spectrum disorder(ASD) is nearly five timesmore common in boys thangirls, with one in 54 boys iden-tified as having some form ofthe disorder.

The disorder was previ-ously believed to be morecommon in boys than girls bya factor of four to one.

"Study results from the2008 surveillance year show11.3 per 1,000 eight-year-oldchildren have been identifiedas having an ASD," said theCDC's Morbidity and Mortal-ity Weekly Report.

HONG KONG (AFP) - Theman tipped to be China's nextleader has told Apple that for-eign firms should protectworkers, state media saidThursday, as the US giantfends off criticism over fac-tory conditions in China.

International labour watch-dog groups have said workersin Chinese plants run by majorApple supplier Foxconn ofTaiwan are poorly treated, andhave blamed a string of appar-ent suicides on the conditions.

Vice Premier Li Keqiang, who is likely to be China'snext premier, met Tim Cookwhile the new Apple chief ex-ecutive was visiting Beijing

on Tuesday, the official Xin-hua news agency reported.

Li told Cook multinationalcompanies should "pay moreattention to caring for work-ers", the report said.

Cook on Wednesday vis-ited a Foxconn plant employ-ing 120,000 people in China'scentral city of Zhengzhou, where he viewed the produc-tion line, Apple said.

California-based Apple iswildly popular in China, where its products such as theiPhone and iPad are covetedby wealthy consumers.

Greater China -- which in-cludes Hong Kong and Tai-wan -- has become Apple's

fastest growing region, andrevenue from there is secondonly to the United States.

The company declined tocomment on the issues dis-cussed at the meetings with of-ficials, which includedBeijing's mayor.

Apple is still grapplingwith a series of problems fromnegative publicity over its sup-ply chain to a trademark con-test.

Chinese computer firmProview Technology (Shen-zhen) claims it owns the"iPad" trademark, and hassought to block sales of theiconic tablet computer inChina through lawsuits.

Apple says it legallybought the rights to the trade-mark.

Xinhua quoted Li as sayingthat China would "strengthenintellectual property rightsprotection", although the re-port did not say whether hecommented directly on thetrademark dispute.

The Taiwan affiliate ofProview registered "iPad" as atrademark in several countriesincluding China as early as2000 -- years before Applebegan selling its product.

The US titan subsequentlybought the rights for the globaltrademark, but Proview claimsthe Taiwanese affiliate had noright to sell the Chinese rights.

A Chinese court is nowconsidering an appeal byApple after rejecting its earlierlawsuit against Proview fortrademark infringement lastyear due to lack of evidence.

A watchdog group, FairLabor Association, recentlytoured Foxconn facilities andfactories of other Apple sup-pliers in China with Apple'sconsent but has yet to releaseits findings.

Facebook on Tuesday mod-ified its filing with the US Se-curities and ExchangeCommission to warn potentialinvestors that a patent lawsuitagainst the company by Inter-net pioneer Yahoo! could de-liver a significant blow to itsbusiness.

"If an unfavorable outcomewere to occur in this litigation, the impact could be material toour business, financial condi-tion, or results of operations,"Facebook said in amended pa-perwork submitted to the SEC.

Yahoo! filed suit againstFacebook in a US districtcourt in California on March12, accusing the company ofinfringing on 10 of its patentsin several areas including ad-vertising, privacy and messag-ing.

In the suit, Yahoo! said thatFacebook's growth "has beenbased in large part on Face-book's use of Yahoo!'spatented technology."

Facebook in February filedto go public and could raise asmuch as $10 billion in the

largest flotation ever by an In-ternet company on Wall Street.

The paperwork filed for theinitial public offering providedthe first glimpse of the finan-cial details of the web giantlaunched eight years ago byMark Zuckerberg from hisHarvard University dormroom.

Facebook, which is shift-ing operations to a former SunMicrosystems campus in theCalifornia city of Menlo Park, reported net income of $668million last year.

Revenue nearly doubled to$3.7 billion in 2011, with mostof it coming from targeted ad-vertising gleaned from per-sonal information shared bythe hundreds of millions ofusers of the platform.

NEW YORK (AFP) - Theeuro slipped against the dol-lar Thursday ahead of the EUfinance ministers' crucialmeeting on expanding the eu-rozone's emergency interven-tion fund.

With worries aboutSpain's finances also cloud-ing the markets, at 2100GMT the euro traded at$1.3301, down from $1.3316Wednesday.

Eurozone finance minis-ters meet on Friday and Sat-urday in Copenhagen todiscuss expanding the euro-zone's financial firewall bycombining the European Fi-nancial Stability Facility, used to rescue Portugal, Ire-land and Greece, with thepermanent European Stabil-ity Mechanism.

To do so would at leasttemporarily raise the size ofthe rescue mechanism to 940

billion euros ($1.25 billion) -- an amount seen necessary tostem any future contagion infinancial markets driven byweak eurozone governmentfinances.

"Risk aversion drove theeuro-dollar rate lower todaybut the prospect of a largerfirewall that could lift in-vestor confidence and shieldthe region from contagionprevented a steeper slide inthe currency," said KathyLien of GFT.

The yen strengthened afterWednesday's fall: the dollarslipped to 82.42 yen from82.86 yen, while the euromoved to 109.64 yen from110.36.

The dollar gained on theSwiss currency, rising to0.9062 francs from 0.9051.

WASHINGTON (AFP) -Senate Republicans yester-day shot down a proposal toslash subsidies for big oilcompanies, ignoring a pleaby President Barack Obamato end tax breaks for firms"raking in record profits."

A narrow majority voted51-47 for the Democraticmeasure, but 60 votes wereneeded to move it forward.

Obama, under election-year pressure about a surge infuel costs, used a Rose Gar-den address to say the nationcannot afford the subsidies ata time of record budgetdeficits.

"The biggest oil compa-nies are raking in record prof-its -- profits that go up everytime folks pull into a gas sta-tion," Obama said.

"But on top of these recordprofits, oil companies arealso getting billions a year intaxpayer subsidies -- a sub-sidy they've enjoyed yearafter year for the last cen-

tury."Shortly after the measure

failed, the White House de-cried the "unfortunate vote."

Press secretary Jay Carneysaid senators "chose to sidewith oil and gas companiesinstead of the American peo-ple, who overwhelminglysupport the notion that... at atime of record profits... theAmerican taxpayer shouldnot be subsidizing oil and gascompanies."

The measure's main spon-sor, Senator Robert Menen-dez, has said the top fivepetroleum companies made$137 billion last year, whileproducing four percent lessoil than the year before.

Senators urging passage ofthe bill have noted how thebig five earned a combinedtrillion dollars in profits inthe past decade.

"With their votes, Repub-licans said loudly and clearlythat they're on the side of BigOil," Menendez said.

COPENHAGEN (AFP) -Germany's finance ministersaid Thursday the eurozonewould soon have a firewallagainst the debt crisis of"around 800 billion euros",on the eve of a crunch EUmeeting to discuss the issue.

Speaking at a conferenceat Copenhagen Universityahead of a key two-day meet-

ing of European finance min-isters starting Friday, Wolf-gang Schaeuble said thatministers would thrash outwhat he called a "new finan-cial institution".

He explained that along-side the 500 billion eurosmaximum agreed in the newbailout fund that comes intoeffect in July can be added

money already loaned out tocrisis-hit countries, plus some60 billion in European Unionfunds.

The total, he said, was"about 800 billion euros(over $1 trillion) ... to fightcontagion to protect our sta-bility," he said.

"It's convincing, it's suffi-cient. We will have a similarprotection by the IMF as wegot in the last two years andthen I think we can be opti-mistic that it can work."

"It's a good solution and Ithink we should all get be-hind it," he added.

"I think it's enough."Eurozone ministers are set

to bolster their defencesagainst the crisis by increas-ing the volume of their fire-walls to prevent contagion tolarger nations such as Italyand Spain.
