BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the implementation of a Saturday and Extended Day Instructional program at Garvin School at a cost of $20,000 to the district. BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. c. Musical Theater Ballet and Modern Dance Instructor – Artist-in-Residence – (Mr. English)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve Dominique Henderson as an artist-in-residence to provide specialized dance and choreography instruction for Tyson musical theater/theater students from March 2020 – May 2020 at a cost to the district of $3,000. BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. d. 2020 Essex County Academic Awards Banquet – (Dr. West)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the participation of EOSD students and staff in the 2020 33rd Annual Essex County Academic Awards Banquet on 5/6/2020 at 6:30pm at Nanina’s in the Park, Belleville, NJ, for the purpose of honoring the top two 12th grade students in each Essex County high school. The cost to the district will not exceed $1,800; $60.00 each for a maximum of 30 attendees – (6) honorees; (20) guests; (1) Board Member; (1) for the Superintendent of Schools; and (2) senior staff members.

e. Amazon Career Choice – (Ms. Champagne/Ms. Tyler)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, permit the partnership of the Amazon Career Choice Program to offer career pathways and tuition assistance through customized programming that leads to vocational certification and/or associates degrees at no cost to the district.

f. Frontline Absence and Time Onsite Training – (Ms. Champagne/Ms. Tyler)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, permit consultants from Frontline Education to conduct an onsite professional development for their absence and time platform for all district administrators and secretaries at a cost to the district not to exceed $4,300. BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. g. 2020-2021 K-12 Math Institute Part 2 – (Ms. Champagne/Ms. Fraser/Mr. Moncur)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the planning and implementation of the EOSD 2020-2021 K-12 Math Institute on July 14, 2020 and July 15, 2020 to instruct 30 teachers (grades 5 and 6) on mathematics content @ 3 hours each @ $35 p/h (total $3,150); and 30 teachers (grades 5 and 6) from September 2020 – March 2021 @ 1.5 hours/month each @ $35 p/h (total $11,025); and to hire 5 teachers to pre-plan and deliver mathematics content @ 2 hours/month @ $35 p/h (total $2,450), to purchase supplies (total $850) and create incentives for student participation (total $600) at a cost not to exceed $18,075. i. CTES Young Chefs Wellness Program – (Dr. Moss-Hasan)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve a health and wellness program on Saturdays on April 25, 2020, May 2, 2020 and May 9, 2020. The program will run from 10am to 12pm all three (3) days. There will be no cost to the district. Funding for this program will be provided by the LINKS Organization.

j. Public Relations Support & Consulting – (Mr. English)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve Mustafa Hooten to provide public relations support and consulting for performances with internship opportunities as an artist-in-residence, whereas specialized instruction will be provided for Tyson students in 10 sessions between March 2020 – June 2020 at a cost to the district not to exceed $3,575. BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve Field Day to be held at Jackson Academy on June 5, 2020 at no cost to the district.

l. 5th Grade Spring Dance 2020 – (Ms. Joseph)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve 51 5th grade students, Ms. Joseph and 10 staff members to attend a Spring Dance at Jackson Academy on 6/11/2020 at no cost to the district.

m. Aveanna Healthcare (One to One Nursing Services) – (Mrs. Santos/Dr. Harvest)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the attached contract with Aveanna Healthcare and the district to provide home to school nursing services for an identified special needs student (J.D.-B. 20190462) who attends Carver Institute. Services will be provided by a certified nurse (LPN). The daily rate for the specialized service will be $360, the cost to the district will be approximately $27,720 for the 2019-2020 school year. BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve Christina Hunt, Assistant School Business Administrator to be reimbursed for her participation in a mentoring program through NJASBO for 145 hours in the following areas: School Finance, Budget Planning and GAAP/Double Entry, Insurance/Risk Management, School Plant Planning, Construction & Maintenance, Labor Relations and Personnel Administration, Pupil Transportation, Food Service Administration, Core Curriculum, and School Law from January 2020 through June 2020 at a cost of $1,260. Mentor fee at a cost of $2,000, total cost not to exceed $3,260. BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. r. The NJASA Education & Research Foundation Mentoring Program – (Ms. Champagne)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve Ms. Anita Champagne, Assistant Superintendent of Curriculum Services to be reimbursed for her participation in a 12-month mentoring program through the NJ Association of School Administrators Education & Research Foundation, which incorporates activities to help each candidate to develop a thorough understanding of the NJ Student Learning Standards, the NJ Professional Standards for Teachers and the NJ Standards for Professional Learning, at a cost to the district no to exceed $2,500.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve 60 hours (2 teachers, 30 hours each @ $35 per hour) for the development of Newcomer Instructional Scaffold Manuals for Newcomer ESL and Newcomer Algebra, at a cost not to exceed $2,100. BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve a new social studies course for high school students in the EOSD entitled, “The Crossroads of New Jersey: A History of East Orange,” to be implemented during the 2020-2021 school year at no cost to the district.

u. 6th Grade Civics Course – (Ms. Champagne/Ms. Richardson)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve a new social studies course for all 6th graders in the EOSD entitled, “Civics,” to be implemented during the 2020-2021 school year at no cost to the district.

v. Renaming of Ethnic Studies Course – (Ms. Champagne/Ms. Richardson)

WHEREAS, N.J.S.A. Title 40 provides for a board of education in a Type I School District to requisition Tax-Levy monies from the municipality in an amount estimated to represent the balance of its projected cash flow needs; and WHEREAS, the Secretary of the Board has determined this amount to be $1,862,022.84 for the month of March 2020;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, authorize and direct the Board Secretary to execute and serve the T-1 Request for Tax-Levy monies from the City of East Orange. (Attachment 3-d)

e. Recommendation to Approve Fund Raising Requests

Rescinding Request for Authorization to Purchase a 2020 Ford Transit Connect Van from Beyer Ford of Morristown, NJ through the Educational Services Commission of New Jersey 2019-2020 SY WHEREAS, the Educational Services Commission of New Jersey is the sponsoring Lead Educational Agency (“LEA”) responsible for the management of the Pricing Cooperative pursuant to NJSA 18A:18A-11 et seq. and NJAC 5:34-7.1 et seq; and

WHEREAS, the Educational Services Commission of New Jersey advertises for bids for various goods and services on an annual basis on behalf of the Pricing Cooperative, reviews the bids and makes recommendations for contract awards to the LEA; and WHEREAS, upon recommendation by the Educational Services Commission of New Jersey adopts a resolution awarding the contracts to the various vendors; and WHEREAS, the East Orange Board of Education has participated and seeks to continue its participation in the cooperative pursuant to NJSA 18A: 18A-11 et seq. and NJAC 5:34-7.1 et seq; and WHEREAS, the bid package was developed and completed by the Educational Services Commission of New Jersey under Cooperative Purchasing and included in the package were specifications for the bid and; WHEREAS, all bids received were opened and publicly read aloud by the Educational Services Commission of New Jersey on various contacts and awards were made by resolution and; WHEREAS, the East Orange School District intends to purchase a 2020 Ford Transit Connect Van (S7E) XL LWB, under the ESC Co-Op #65MCESCCPS – ESCNJ 17/18-21, for an amount not to exceed $27,310.00, and; NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, hereby authorizes the purchase of a 2020 Ford Transit Connect Van from Beyer Ford of Morristown, NJ in connection with our participation in the Educational Services Commission of New Jersey as registered and approved by the Director of the Division of Local Government Services in the Department of Community Affairs.

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, hereby authorizes the purchase of a 2020 Ford Transit Connect Van in an amount not to exceed $24,874.00 from Ditschman Flemington Ford of Flemington, NJ.

j. Recommendation for Extension of Award of Contract – Refuse Collection Services Bid No. 3067 – 12

month Bid.

WHEREAS, pursuant to the Public School contract Law and New Jersey Statutes, Title 18A-18A-37, the Bid for Refuse Collection Services for the East Orange School District (Bid No. 3067) was advertised on February 28, 2019; and; WHEREAS, all Bids received were opened and publicly read aloud by the Purchasing Agent on March 14, 2019; and WHEREAS, the following response was received:

1. Interstate Waste Services of NJ Inc. 300 Frank W. Burr Blvd. Suite 39 Teaneck, NJ 07666

Bid Total: $228,411.83 – for all locations (Special Collection rates: $205. Per haul $86.94 per ton disposal. No rate changes.)

WHEREAS, the bid response was reviewed by the Purchasing Agent and resulted in a recommendation to award a contract to Interstate Waste Services of NJ Inc.; and WHEREAS, the original bid invitation included a written statement with regard to the East Orange School District’s option to extend the bid contract in accordance with 18A:18A-42, and; WHEREAS, funds will be made available from account number 21.11.000.262.420.018.070.4428, with no services or supplies to be ordered until purchase orders are encumbered, authorized and released by the School Business Administrator; NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, awards an extension of contract to Interstate Waste Services for refuse collection services to the East Orange School District. This is a 12 month (1 year) Contract award to commence on April 10, 2020, and expire on April, 9, 2021. Bid No. 3067.

k. Shared Services Agreement between the City of East Orange and the East Orange Board of Education THIS SHARED SERVICE AGREEMENT is effective July 1, 2019 until June 30, 2020 between the CITY OF EAST ORANGE, a body corporate and politic of the State of New Jersey, having offices at 44 City Hall Plaza, East Orange, New Jersey 07018, hereinafter referred to as “City” and the EAST ORANGE BOARD OF EDUCATION, a body corporate and politic of the State of New Jersey, having offices at 199 4th Avenue, East Orange, New Jersey 07017, hereinafter referred to as

3. BUSINESS SERVICES k. Shared Services Agreement between the City of East Orange and the East Orange Board of

Education – Cont’d “BOE.” City and BOE are hereinafter referred to individually as a “Party” and collectively as the “Parties.”

WITNESSETH:

WHEREAS, the BOE desires to contract with the City for the provision of a School Resource Officer(s); and WHEREAS, the City is agreeable to providing a School Resource Officer(s) to the BOE for a fee and certain specified conditions; and WHEREAS, the Uniform Shared Services and Consolidation Act, N.J.S.A. 40A:65-1 et seq. permits local units of this State to enter into a contract with any other local unity for the joint provisions within their combined jurisdictions of any service which any party to the agreement is empowered to render within its jurisdiction; and WHEREAS, the City and the BOE have authorized and approved of this Agreement by resolution duly adopted pursuant to N.J.S.A. 40A:65-5 of the Uniform Shared Services Consolidation Act NOW, THEREFORE, in consideration of the mutual agreements and covenants contained herein, the parties hereto agree as follows:

1. Term/Termination. This agreement shall take effect July 1, 2019 and expire June 30, 2020. Either party shall have the right to immediately terminate this Agreement upon Breach by the other party.

2. Scope of Service. The City agrees to provide the BOE with the services of (8) Police Officers

and (1) Sergeant for the period July 1, 2019 to June 30, 2020. Said police officer(s) shall act as the (SRO) School Resource Officer (SRO) and perform such duties and have those obligations consistent with the SRO position as established by the Chief of Police of the City of East Orange. Although assigned to the BOE on a full-time basis, the SRO so assigned remains an employee of the municipality and its police department. Those officers shall remain subject to all rules and regulations of the police department and shall not be considered an employee of the BOE. The SRO position will be in accordance with any applicable requirements set forth by the City Police Department and/or the PBA contract, and/or any amendments or successor contracts thereto, in accordance with the City’s Laws and policies.

3. Fees. The City shall charge the BOE an amount not to exceed $780,000.00 which is for (8)

SRO’s and (1) Sergeant including 40 percent of employee benefits less employee contributions. The BOE shall not be responsible to pay for any additional benefits the Police Officers are entitled to receive under the PBA Contract or any other City law or policy.

4. Billing and Payments. The City will bill the BOE for said amount not to exceed $780,000.00.

Monthly payment shall be due from the BOE within 30 days of the date of the billing.

k. Shared Services Agreement between the City of East Orange and the East Orange Board of Education – Cont’d

5. Status of Employee. The SRO’s shall remain employees of the City division of Police

throughout the term of this Agreement. 6. Liability. The BOE agrees to hold the City, its officers, employees and agents harmless from

any and all claims of whatever nature or type arising from the provision of services under this Agreement. The BOE shall name the City as an additional insured on its liability insurance. A Certificate of Insurance naming the City as an additional insured shall be provided to the City’s Business Administrator within thirty (30) days of the execution of this agreement by all parties.

7. Modification. This Agreement may not be changed orally, and may be modified or amended

only by a written agreement signed by both Parties. 8. Renewal. Each party shall notify the other in writhing sixty (60) days before expiration of this

agreement if it desires to continue services and negotiate a new contract for the succeeding year.

NOW THEREFORE BE IT RESOLVED, that the East Orange Board of Education accept the proposal from various State Contract and County Co-Operatives approved vendors to upgrade and/or replace technology hardware and security equipment.

o. Designation of Firm to Conduct Superintendent’s Search

RESOLVED: that the Board of Education of the City of East Orange, hereby appoint the New Jersey School Board Association to assist in the search for a Superintendent at a cost of $7,000.

BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant.

p. Recommendation for Proprietary Award – Frontline Education, Software Solutions for the East

Orange School District 2019-2020 SY WHEREAS, pursuant to the Public School Contract Law and New Jersey Statutes Title 18A-18A.5(19) specify exceptions to requirement for advertising for the provision of proprietary computer hardware and software. WHEREAS, The East Orange School District currently utilizes Frontline Time and Attendance Software as a means of timekeeping for various employees throughout the District and; WHEREAS, The District intends to replace current systems with a seamless integration of various modules, for the purpose of using one platform throughout, and; WHEREAS, Frontline Education has manufactured specific products and proposed solutions that meets this requirement and is proprietary in its use, to be integrated with the Frontline Time and Attendance system, for the East Orange School District, and; WHEREAS, various modules will be purchased for specific departments within the District, for new subscriptions, as follows: Frontline Solution Annual Subscription

TOTAL $108,301.89 WHEREAS, the East Orange School District seeks authorization for the following: Frontline Solutions (4 additional modules) $119,140.00 One-Time Service Fee $37, 620.00 Frontline Solutions (2020 Renewals) $108,301.89 WHEREAS, funds will be made available from account lines to be determined and; The East Orange School District seeks to award a renewal of contract to Frontline Education for the existing products in the amount not to exceed $108,301.89 and; Also, the award of contract to Frontline Education for various platforms to be integrated throughout the District in an amount not to exceed $156,760.00, which includes the one-time service fees, and the annual subscription fee and; NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, awards these contracts, to Frontline Education in a total sum not to exceed $265,061.89. Year 1 Contract term: July 1, 2020 – thru – June 30, 2021, with an option of 2, one year renewals, as per NJ PSCL 18A:18A-42.

q. Adoption of the 2020-2021 Budget for the East Orange Board of Education

WHEREAS, N.J.S.A. 18A requires that the Board of Education in Type I School Districts approve and adopt a budget and then have the local tax levy be considered by the Board of School Estimate; and WHEREAS, this budget includes sufficient funds to implement the proposed planning process as described in this District’s Annual Report pursuant to N.J.S.A. 18A: 7A-11 and to provide curriculum and instruction which will enable all students to achieve the NJ Student Learning Standards; and WHEREAS, included in budget, the budgeted withdrawal from Capital Reserve – Excess Cost and other Capital Projects, is $5,433,557 for the following capital Projects: $4,000,000 for roof and HVAC repairs and replacements at various schools on a priority needs basis and $1,433,557 for I.T. Infrastructure and Security upgrades.
