REPORT OF THE FINANCE COMMITTEE The Finance Committee met on Tuesday, March 15, 2016 at 11:30 AM at the Cincinnati Public Schools Education Center in the Board’s Conference Room. Finance Committee Members Present:

Follow-up from February 2016 Items

Bylaw Revision Approval The Finance Committee agreed with their revisions and will forward the Bylaws to the Policy Committee for its review. Treasurer Updates Jennifer Wagner, Treasurer/CFO Monthly and Year-to-Date Revenue and Expenditures Mrs. Wagner reiterated that due to needed clerical and system modifications, she requested that January 2016 Reports be presented with the February 2016 Reports, in March 2016. She updated the Committee on the following: General Fund: Revenues: Year-to-date totals $589.2M. This includes the Schoolwide pool transfer correction $188.2 that was intended to reverse a transfer journal entry in February 2016 that was booked at the wrong value. The software booked the reversal as a new income item, instead of a reduction of expenditures as intended. Expenditures: Year to date totals $532.6M which includes both the original transfer of $188M and the newly stated transfer to the Schoolwide pool of $120.4M Restated Amounts would be as follows: GF Revenues $ 589.2M - $188.2 = $401M GF Expenditures $ 532.6M – 188.2 = $344.4M Non-General Fund: Revenues: $ 394.9 – 188.2 = 206.6M Expenditures: $ 436.7 – 188.2 = 248.3M Copies of the February 2016 Financial Statements are located in the Board office.

Audit Status Mrs. Wagner updated the Committee on the following audits.

a. State (Financial) - reported mostly complete and needed to ask for an extension due to two issues. The audit will be completed by the end of March 2016.

b. At the request of the Treasurer, Ohio Department of Education (Performance Audit) Reported Audit of Treasury is complete. -The audit focused on Accounts Payable and Payroll. -A Recommendation meeting is scheduled on March 23, 2016

c. Parthenon (Efficiency Study) -Parthenon updated the Financial Efficiency Steering Committee on historical data. -In progress – forecasting forward. -Parthenon may do a presentation at the Board’s March 21, 2016 Regular Board meeting about the work that they are conducting in Treasury, in advance of them releasing their final report.

Committee Chair Bolton inquired about how the study would affect the levy. Superintendent Ronan reported that the work should be completed by the end of March 2016. She also reported that surveys have looked at millage. She has spoken with a number of people regarding chairing or servicing the levy Committee.

ACTION: Superintendent Ronan will provide the Board with a memo with updates on what she has done in

preparation of the levy, in conjunction with the release of the Parthenon report that will help determine the appropriate millage.

Mrs. Wagner reviewed the Community Reinvestment Analysis report with the Committee. The report included a list of active agreements, when they went into effect, the number of years and the amount of money that the District gets annually. She reported that the District would have received fourteen-million dollars, but actually received three-million dollars. Mrs. Wagner and Superintendent Ronan reported that the data shows that the District is losing about five-million dollars per year. General Counsel Dan Hoying will contact attorney David DiMuzio to confirm the appropriate loss. Committee Chair Bolton advised Mrs. Wagner to write a summary of how much the District is not receiving based on the agreements outlined in the report and “tell the story” during the levy campaign.

Facilities Master Plan / Ohio Facilities Construction Commission Update Bill Moehring, Interim Chief Operations Officer Mr. Moehring updated the Committee on the Treasurer’s request to transfer the local share of unused principal out of Segment 3a and 3b. The District entered into a classroom Facilities Assistance Urban Initiative Program in 2002 with the Ohio School Facilities Commission. Fifteen schools were completed in Segment 1. Segment 2a was completed in 2004 and Segment 2b was completed in 2006. Those segments are now ready to be closed out and the District agrees with the State Auditors audit of CPS’ Project Construction Funds (Fund 10). The advanced transfer, prior to those segments being closed, will allow the District to complete needed permanent improvements prior to the schools opening in the Fall of school year 2016-2017. ACTION: The Committee agreed with the Treasure’s request and will recommend approval of the transfer in the form of

a resolution at the Board’s March 21, 2016 Regular meeting. Transportation Contracts Bill Moehring, Interim Chief Operations Officer Mr. Moehring reported that the Request for Proposal (RFP) for bus transportation yielded three bidders: First Student, Peterman and Queen City. Queen City was the lowest bidder and agreed to do 100 routes and Peterman agreed to do 30 routes. First Student will still provide transportation for over half the routes. Mr. Moehring also reported that recovery methods were included in the RFP for the District to charge the bus providers a fee for liquidated damages that occur outside of the RFP. The liquidated damages are itemized in the document. He also reported that the routings will be taken back and he is working with Charter schools to get them in line with the District’s “bell schedule.” Committee members emphasized that the community and the Board are insisting on better customer relations and more District involvement in answering, referring and correcting complaints. Mr. Moerhing advised that he negotiated with Mount Auburn International Academy and they agreed to be in sync with the districts’ “bell schedules.” The Catholic Archdiocese has instructed their schools to also be in line with CPS’ school start times. The change will occur at the beginning of school year 2016-2017. Negotiations are taking place with First Student and Peterman. Queen City will be provided with as many routes as possible and they are purchasing new buses for the entire fleet. Follow-up Questions from Centrally Managed Budgets Jennifer Wagner, Treasurer Treasurer Wagner reported that she is working on the budgets to make them more transparent and readable. Templates have been forwarded to the Central Office as well as the schools and both are due March 18, 2016. Staffing Update at School Sites and Central Office Chandra Brown, Director of Budget and Accounting Chandra Brown reported that the goal for both the Central Office and the schools is to be fiscally responsible, transparent and collaborative in the communication with Central Office and the Schools.

She presented the assumptions at the last Budget Commission meeting. She reviewed the copy clicks, sub-lines, and different non-personnel cost that will be allocated to each school. The Treasurer will provide Finance Committee Members with the Budget Assumptions that she gave to the Budget Commission. Mrs. Brown reported that standing meetings occur with Human Resources, Treasury, the Grants Director, an Assistant Superintendent and herself to make sure that there is accountability in doing the budget. ACTION: Mrs. Brown will update the Board on assumptions that are being made. ACTION: Mrs. Wagner will update the Board on the number of Art related teachers in the District. Mr. McDole reported that after transfers are completed, the District will need to hire approximately 100- 130 hires due to approximately 70 teachers retiring. Lobbying in Columbus Superintendent Mary A. Ronan The District is pursuing lobbying services for the coming fiscal year. At least two providers have contacted the Superintendent. A Request For Proposal will be posted and the Superintendent will keep the Board and Finance Committee informed.

Committee Members emphasized that it is their belief that the Board wants a fuller and present lobbying effort made by the District even if it costs more. The Superintendent will provide copies of proposals to the Board.

ACTION: Legal Counsel will help the Board develop a lobbying plan.

The Administration will do a Request for Proposal to get at least three proposals for lobbyist.

The Administration will work on coordinating agencies that the Board is a part of. (Ohio School Boards Association) (OSBA), The Urban Eight, Council of the Great City Schools, etc.)

Committee Chair Bolton will obtain the list of OBSA Members who are in the Urban Network and provide them to the Superintendent.

Assignments/ Actions The Committee will review their workplan at the April 19, 2016 Finance Committee meeting.

School Social Workers – Cell Phones – Cost Analysis Superintendent Ronan informed the Committee that the Social Workers currently have flip phones and laptops and would like an upgrade to Smart phones. She also reported that she provided the Board with an expense report of what the Smart phones would cost. Ms. Bates expressed if there was a concern about confidential data being jeopardized.

ACTION: Chief Information Officer Sarah Trimble-Oliver will do a report to the Committee about the cost of providing

the smart phones, how many phones, the reasoning and security concerns. She will present the information at the April 19, 2016 Finance Committee meeting.

Group and Voluntary Life Insurance Paul Mcdole, Jr. Director of Human Resources

Mr. Mcdole updated the Committee on the District’s Life Insurance due to the expiration of the current policy.

His written report was as follows:

Current Situation: The Board currently pays Basic Life and AD&D Insurance for approximately 3,000 eligible employees. The approximate annual cost is $172,560. The current Board paid life, Board paid AD&D and employee paid voluntary life insurance is currently up for renewal. The current vendor, Standard Life Insurance is proposing a 2 year rate guarantee for all lines of coverage. For the Board paid Basic Life there will be an increase from .11 per $1,000 to .13 per $1,000. The AD&D rate will remain the same at a cost of .015 per $1,000 and the employee paid voluntary rates will remain the same as well. Recommendation: Based on the above information, the recommendation of the Benefits Committee is to enter into a new contract for the Basic Life, AD&D and Voluntary Life Insurance with AXA Equitable Life Insurance Company. This change will result in a savings to the Cincinnati Public School district of approximately $41,414 over the next 3 years.

ACTION: The Committee agreed with Mr. Mcdole’s recommendation to enter into a contract with Basic Life, AD&D and Voluntary Life Insurance with AXA Equitable Life Insurance Company. The Committee will recommend approval of AXA to the Board at their March 21, 2016 Regular meeting.

Other Business Treasurer Wagner reported that she needs to revise the tax budget due to County Auditor Dusty Rhodes office contacting her about revenue that was targeted towards debt. An entry went to the incorrect fund in 2014. ACTION: Treasurer Wagner will provide the Board with a memo requesting approval to submit a revised tax budget to

Dusty Rhodes office in the form of a possible resolution.

REPORT OF THE COMMITTEE OF THE WHOLE The Committee of the Whole (COW) met on Wednesday, March 16, 2016, at 11:30 AM at the Cincinnati Public Schools (CPS) Education Center in Conference Room 1-A. Magnet Enrollment Update Pat Neal-Miller, Director, Family and Community Engagement Mrs. Neal-Miller updated the Committee on feedback that was received from Town Hall meetings centered on Magnet Enrollment. The report included:

• Strategies that were used to conduct the meetings. • Updates on the demographics of parents who were in attendance at the Town Hall meetings. • Various communication methods that were used to allow parents to participate in the meetings. • Survey results on how parents felt about the current Magnet Enrollment process. • Data on parents preferred programming choices

The following are common themes that came out of the meetings: • First come - first serve isn’t fair. • Everyone can’t stand in line overnight. • Online lottery application is more equal. • Digital divide is still a major concern. • ESL population will require one-on-one assistance to complete the online application process. • Most participants did not know about the online lottery application process. • Perception in the community is that magnet schools are for a select few. • School choice is often decided after family experience (welcoming front office, questions

answered in a timely manner, etc.) • All schools should be high quality. • Neighborhood Schools should provide more ESL services so families don’t have to flood

one or two schools. • More clarity is needed around school options.

The full report is available in the Board office The Committee advised to also have Town Hall meetings around Preschool. Assignment: Board Member Hoffman will assign the Family and Community Engagement Department and Public Affairs,

at the March 21, 2016 Regular Board meeting to do a communication plan on to make sure that families and the community are made aware as to when and where Magnet Enrollment conversations are taking place at the Administrative and Board level. She would also like to see a communication plan on the results of the conversations from the Magnet Engagements.

The plan will also include Board Member Bates request to integrate the timing when information is sent out about Magnet Enrollment.

Assignment: Board member Daniel Minera will assign the Administration at the March 21, 2016 Regular Board meeting to

provide feedback on issues that parents bring up with secretaries in the front offices at the schools.

Mr. Minera will advise the Administration to get feedback from Leadership Scholars on input that they receive from the many parents that they service and data that they provide to school Principals. Feedback should also be gathered from the District’s community partners.

Board Member Bolton advised to combine the Magnet school sign-up with the Neighborhood schools sign-up and to use the Neighborhood Community Councils as the District unveils the changes in the Neighborhood schools. New Magnet Enrollment Policy Policy Committee Chair Elisa Hoffman facilitated and dialogued with the Committee about language to include in the new policy. The goal is to have the policy approved to go into effect for school year 2016-2017. The conversation was focused on the Board continuing with the lottery process and what items will be weighted in that policy and how preschool will play a part in the lottery process. The Board agreed that the lottery was the most equitable way for enrollment and parametesr will need to be set to ensure equity. Board member Bates informed the group that there are legal implications when using the lottery process. She advised that this was based on the Civil Rights Act of 1964, and a decision that was made in a case in Toledo, Ohio. The Committee discussed the following questions in the following areas:

Weight Conditions Lower Income Families The Committee expressed concern on how income data would be collected and how incomes would be determined before consideration of a Weight. They also discussed if lower income families and lower performing schools would get additional Weights. Assistant Superintendent Bill Myles will do research to determine what can and cannot be done as it relates to adding Weights to incomes. By Neighborhoods The Committee discussed if weights should be given to areas where parents would drive pass a magnet school that is in the area of a Neighborhood school. School Tours Board members expressed concern about requiring parents to tour schools. The Board felt that favoritism may be given to certain parents and that this would be an additional layer for enrollment that could possibly be an inconvenience to parents. The Board also agreed that communication efforts are currently in place that outlines the workings of the schools. The Board will learn more about Universal Choice and discuss if there is a need for a Magnet Enrollment Policy. Assignment: The Administration will be assigned to provide data on parents that took tours of the schools after enrolling in

the lottery. The Policy Committee will review the Board’s questions and recommendations for the Magnet Policy at their March 21, 2016 meeting. WHEREAS, the Cincinnati City School District has identified forty (40) pupils bringing our total to one thousand, nine hundred and thirty-seven (1,937) to be residents of this school district and eligible for transportation services; and

WHEREAS, after a careful evaluation of all available options, it has been determined that it is impractical to provide transportation for these students to their selected schools; and

WHEREAS, the following factors as identified in Ohio Revised Code 3327.2 have been considered on a student by student basis:

1. The time and distance required to provide the transportation 2. The number of pupils to be transported 3. The cost of providing transportation in terms of equipment, maintenance, personnel, and administration 4. Whether similar or equivalent service is provided to other pupils eligible for transportation 5. Whether and to what extent the additional service unavoidably disrupts current transportation schedules 6. Whether other reimbursable types of transportation are available; and

WHEREAS, the option of offering Payment in Lieu of Transportation is provided in Ohio Revised Code;

WHEREAS, all construction has been completed and all contractual obligations have been met; and

WHEREAS, the final reconciliation of the Cincinnati Public School District’s Project Construction Fund (Fund 10) for Segments 1, 2a, and 2b with the Ohio School Facilities Commission has been completed; and

WHEREAS, as approved in Ohio House Bill 119 the District's remaining interest can be transferred to a Permanent Improvement Fund (Fund 3);

NOW, THEREFORE BE IT RESOLVED, that the Board of Education of the Cincinnati Public School District, Hamilton County, Ohio approve the Certificate of Project Completion for Segments 1, 2a, 2b and authorize the President and Treasurer to execute the Certificate; and

A RESOLUTION NAMING RISING STARS ACADEMY AT VINE WHEREAS, the Cincinnati Board of Education is committed to expanding the number of quality seats available for preschool students within Cincinnati Public Schools; and WHEREAS, with a child’s former education beginning in preschool, the Preschool to Grade Three Continuum is a vital component to successfully educating Cincinnati’s children, especially with a focus on strengthening reading skills; and

WHEREAS, a strong Preschool to Grade Three Continuum offered through Cincinnati Public Schools will propel our students toward “reading to learn” and beyond “learning to read,;” and WHEREAS, a strong start in preschool will assure our students are prepared to meet Ohio’s Third Grade Guarantee, which mandates that students will read on grade level before moving on to fourth-grade work; and

WHEREAS, the Board of Education has authorized reopening the Vine Street School at the corner of Vine Street and Mulberry Street to accommodate preschool classes; and

WHEREAS, for the 2016-17 school year, the Board of Education is pleased to welcome approximately 200 preschool

students in 10 classrooms into the reopened Vine Street School; and

WHEREAS, substantial renovation and improvements will have been made to the Vine Street building to serve these young students; and

WHEREAS, we see our youngest students as the “rising stars” of our community’s future;

NOW THEREFORE BE IT RESOLVED, that the Cincinnati Board of Education renames the Vine Street School as

the “Rising Stars Academy at Vine,” effective immediately.

INQUIRIES/UPDATES 1. Board – Mrs. Bates proposed to start an ad hoc committee regarding the needs of a government liaison. 2. PPE Committee – provide members with policy draft prior to the meeting.

ASSIGNMENTS Please note the following assignments: 1. Board – Mrs. Bates and Ms. Bolton will serve on an ad hoc committee to research and gather information on the needs of a

government liaison. 2. Administration – submit a list of the current LSDMC membership for each school and their terms. Provide another list for

the members who terms will expire in the 2016-2017 school year. 3. Administration – provide the board members with the nomination process of the Hall of Fame and a list of the nominations

for the 2015-16 school year. 4. FACE Team – (communication plan) provide magnet feedback on how the magnet policy is being developed and any

responses. Provide a timeline for the community of any meetings, etc. 5. Administration – provide information about one timeline for both magnet and neighborhood student enrollments to start at

the same time. How do we showcase our schools to get the best information out to the community and parents. 6. Administration – work with Hyde Park LSDMC to find a way to open up communication, supply answers to whatever

questions they might have, find out what are the goals they want to see at Hyde Park. 7. Administration – provide an update on the quality seats program. 8. Administration – provide an update on Vision 2020 during the next COW Meeting, April 20, 2016.
