The one-off additional refuse collection, organised by your Parish Council on Saturday 2 February 2019, was well used. Many residents dropped their extra rubbish off at one of the three collection points and were thankful to be rid of old doors (26 in total), tumble driers, microwaves, built in wardrobes, tv's, vacuum cleaners, wheelbarrows and a multitude of garden furniture with general household waste that that built up over time. Plenty of garages were cleared out, leaving room for the cars! Thank you to GYB Services, their operatives and Parish Councillors who helped on the day. The cost of this additional service to the Parish Council was £440 and from feedback received from residents, it was well worth the money.

Phoenix Karate Schools Black Belts, Ben Palmer and Billy Baker presented a cheque for £515 to Alison Kerrison Office Manager, Joanne Smith Assistant Practitioner and Staff Nurse Lisa Nettleton of The Sandra Chapman Centre at The James Paget Hospital last week, after funds were raised at the Karate School by a 'Onesie week' donation before Christmas and 'Charlie's Christmas Lights' at Potters Drive in Hopton during December.

Hopton Primary Academy has been revelling in sports glory since Christmas. On Wednesday 30th January 2019, a KS1 and Lower KS2 gymnastics team attended a local competition at Ormiston Venture Academy.

Both teams finished SECOND, a whisker away from first place with Year 2 qualifying for the KS1 County Finals at UEA later on in February. We are so proud of all our young gymnasts.

Gorleston Makes Music

Calling all amateur musicians and a chance to win £250 when you enter Gorleston Makes Music.

Gor les ton Makes Mus i c i s a mus i c competition organised by Gorleston-on-Sea Rotary Club.

2019 will be the 6th year of the competition which is open to amateur musicians. So if you are a singer, instrumentalist, member of a choir, band, rock, jazz, folk performer we would like to see you at our auditions. The auditions will take place at ENSFC on Thursday 11th of July starting at 4 pm when we will select 6 entries to appear at the Finals to be held at Rotary Bandstand on Gorleston sea front on Sunday 18th August starting at 2pm and you will have the chance to win, £250 1st place, £100 for 2nd, 3rd will be £50 and 3 runner ups will receive £25 each.

Hopton Bowls Club

We are now recruiting new members for the coming 2019 season. We play outdoor bowls afternoons and evenings, friendly roll ups and league games . We a re look ing fo r experienced and beginners (coaching can be given). We are a very friendly club and have social activities including BBQ's, fun days, and some lunches and dinners at restaurants.

The club was formed in 1919. We are celebrating our Centenary this year, and looking forward to several events throughout the year.

Hopton on Sea Youth Club

As you are probably aware the Annual Village Litter Pick is on Saturday 6 April 2019, meeting at 10.30am at the Pavilion Building on the Recreation Ground. At this time, it is likely that at least 2 of the adult youth club volunteers will be attending, we would love to see some of our members take part with their families. We hope to see you there.

Just a reminder that items of value (phones/tablets/money) brought to club by the members are done so at their own risk, the youth club is not responsible for any loss or damage. We would recommend such items be left at home. £2 spent at the tuck shop covers the cost of a drink, bag of crisps, chocolate bar and sweets (free tap water is also available).

The youth club will not be open Friday 12th and 19th April due to the Easter Break.

Any adult wishing to support the youth club, be it once a month, on an emergency basis or to help set-up the equipment from 6:30pm before the children arrive, we would love to hear from you.

We are open on Friday evenings in the village hall during school term times, from 7pm until 9pm. Membership is open to youngsters from Hopton, Corton and Blundeston, currently Year 5 up to 17 years of age. We are covered by the current DBS regulations for all of our volunteers.

I am writing this month to ask for your attention and timely response to the process set out below.

The Church of England is established by Parliament and is governed and guided Laws and Measures, one of which is the Synodical Government Measure 1969.

Under the Church Representation Rules, 2019 has been earmarked for the preparation of a New Electoral Roll.

Therefore all persons who wish to have their names entered on the new Roll, whether their names are entered on the present Roll or not, are requested to apply for enrolment.

To this effect, under the Church Representation Rules any lay persons are entitled to have their names entered on the roll if they—

(i) are baptised and aged 16 or over;

(ii) have signed a form of application for enrolment; and either

(iii) are members of the Church of England or of any Church in communion with the Church of England being resident in the parish or (not being resident in the parish) having habitually attended public worship in the parish during the six months prior to the application for enrolment;

or:

(iv) are members in good standing of a Church (not in communion with the Church of England) which subscribes to the doctrine of the Holy Trinity declaring themselves also to be members of the Church of England and having habitually attended public worship in the parish during the period of six months prior to enrolment.

Forms of application for enrolment can be obtained from the Electoral Roll Officer*. In order to be entitled to attend the annual parochial church meeting and to take part in its proceedings, forms of application for enrolment must be returned as soon as is possible.

News from St. Margaret's Church

A very belated thank you to all those who helped to decorate the church at Christmas.

On March 10th and throughout Lent we will be providing Lent Lunches on Sundays after the service which begins at 11.00am, and is approximately one hour long. We will ask for a minimum of £3 towards the Bishop's Lentern charity.

Pam Perry will be running children's activities from 9.00 until 10.30 am for Mums and toddlers on Thursday 14th March and 3.30 'til 5.30 for primary aged children also on 14th March. The theme is Children of the Bible. This will take place in the Vestry at St. Margaret's Church. I am sure that families will enjoy these activities.

STOP Feeding Seagulls in Residential Areas

The Parish Council and GYBC are experiencing a high number of calls regarding the feeding of seagulls in the village. Please stop feeding seagulls in residential areas because:-

It encourages them to steal food and waste.

It makes the gulls aggressive towards humans. There have been several attacks.

It causes a nuisance.

Certain species of seagulls are classified as vermin and will establish a colony if regular feeding takes place. Removal of colonies is an expensive and time consuming business.

Their droppings are corrosive and carry pathogenic bacteria.

These bacteria include E-coli and Cryptococcus. Ingestion of these bacteria can be fatal, especially in the young or elderly.

They are noisy, often starting their cries as the sun rises.

If established, their nests can block gutters and chimneys.

If you wish to feed wildlife please use a bird feeder and offer the correct food.

Your co-operation is greatly appreciated.

Here are just some of the seagull attacks that have been reported in the press: Seagull attack on a 2 year old child. Pet dog pecked to death by seagull. Pensioner breaks pelvis in seagull attack. Boy nearly loses finger in seagull attack. A successful prosecution was reported in another County where a resident was fined £1,850.00.

HOPTON-ON-SEA PARISH COUNCILMinutes of the Parish Council Meeting held on Monday 11 February 2019 at the Village Hall Station Road Hopton-on-Sea Great Yarmouth NR31 9BE commencing at 7pm.

Present: Parish Cllrs: Ian Constable (Chairman), Chris Garratt (Vice-Chairman), Dennis Ball, Andy Petersen, Ruth Straughan, John Tonks.

Also present: B. Cllrs. Sue Hacon and Carl Annison. Julie McNair, Clerk to the Council and nine members of the public.

The Chairman pointed out some housekeeping matters in relation to the fire alarm, emergency exits, mobile phones etc.

Hopton Holiday Village has taken on responsibility for the boat and will be repairing or replacing it shortly. HIB are not giving up completely and will continue to maintain the gardens at the Village Hall and Doctors Surgery for at least the next year. Those areas sponsored. Despite HIB's article in Village News magazine, no volunteers have come forward even though there was plenty of support on social media. After much discussion it was proposed by Cllr. Petersen and seconded by Cllr. Tonks that the Parish Council obtain quotations from gardeners to maintain the planter on Anglian Way, wishing well, wheelbarrow and two planters at the entrance/exit to the village, and to seek sponsorship from local businesses. This was unanimously agreed.

To consider a letter from NCC dated 22 January 2019 proposing the revocation of two existing Traffic Regulation Orders (TROs) relating to the Lowestoft Road, north past Noel Close towards Valley Farm, funded by The Trustees of Edna May Rackham as part of the planning conditions associated with their housing development at Lowestoft Road reference 06/17/0438/O.B. Cllrs. Hacon and Annison advised that the Appeal in relation to the planning permission for 18 bungalows was likely won by the Trustees because GYBC is unable to show it has a five year land supply (currently 2.3 years). Hopton's Borough Cllrs. nor the Parish Council were advised by GYBC of the Appeal decision that took place in September 2018. Sustrans has raised no objection to the lifting of the TRO's but would like a dual purpose pathway along that stretch of road, with a speed limit of 20mph.HPC didn't object to the planning application in 2017, but a two page list of comments were submitted for consideration, which included concerns about the condition of the road, removal of the gate, fly tipping, sewerage system, landscaping and other matters. After much discussion it was proposed by Cllr. Constable and seconded by Cllr. Tonks that the Parish Council respond to NCC, agreeing to the TRO's being lifted, but reiterating the comments made in 2017 regarding that area. The Parish Council will also request that the gate remain in place for access to the site when building starts, which will safeguard the area from fly tippers and travellers. The proposal was unanimously agreed.

To consider street lighting on the Lowestoft Road.The street light outside the Church is very dim. B. Cllr. Annison will send a request to GYBC to better illuminate lamppost LO396R.

To consider matters relating to the Recreation Ground Lowestoft Road.a) Disposal of various equipment stored in the Pavilion Building. It was proposed by Cllr. Constable and seconded by Cllr. Ball to dispose of the lining machine which is faulty and cannot be repaired. Cllr. Constable will action by the end of March 2019. The boot cleaner will be added to next month's Agenda.

To consider matters relating to the Millennium Garden/Ruin.a) Quotation from Norse to carry out an inspection of trees and thereafter submit a written report. The quotation of £332.80 plus VAT was discussed. It was proposed by Cllr. Constable to accept the quotation and carry out an inspection every four years thereafter. This was seconded by Cllr. Petersen and unanimously agreed. b) Request to plant a Golden Rose, with a small plaque, in memory of a loved one. The rose bed is at full capacity. Following discussion it was proposed by Cllr. Tonks to create a new rose garden on the north west side, left of the tower, to accommodate the increasing number of requests to plant memorial roses. Roses in the existing bed are not to be transferred to the new bed. This was seconded by Cllr. Ball and unanimously agreed.

To consider taking on responsibility for maintaining the wheelbarrow, wishing well and other flower beds in the village when Hopton in Bloom (HIB) disband later this year. After nineteen years, the small HIB team have reluctantly decided, from September 2019, to relinquish maintenance of the planter on Anglian Way, wishing well on the Lowestoft Road, the wheelbarrow on the corner of Station Road and the two planters at the entrance and exit to the village. The two planters are currently sponsored by Hopton Pharmacy until that time. Maintenance for these areas is approximately 6 hours per week during the growing season.

Hacon has a meeting with Adam Nicholls tomorrow to discuss why this process has taken so long. It was proposed by Cllr. Constable to wait for the outcome of the meeting between Cllr. Hacon and Adam Nicholls, and if no tangible progress has been made, to make a formal complaint to GYBC. This was seconded by Cllr. Petersen and unanimously agreed. b) Shelter Recreation Ground. Planning permission is being submitted. c) Fixing of gutter brushes. The clips have been received. Cllr. Tonks proposed Saturday 2 March, or Saturday 9 March for the installation. This was seconded by Cllr. Constable and unanimously agreed. d) Refuse collection Saturday 2 February 2019 – feedback. The three drop off points were well used by residents with over 3 tonnes of refuse collected. Sixty seven coupons were collected, although many residents returned several times to dispose of rubbish. e) Village litter pick Saturday 6 April 2019, 10.30am Pavilion Building. This event has now been registered with Keep Britain Tidy, the Great British Spring Clean. Details in Village News magazine. f) Parish Council Election Thursday 2 May 2019. The key dates are 20 March 2019 for the Notice of Election and collection of nomination packs. The close of nominations is 4pm on 3 April 2019 and papers should be delivered to the Town Hall at Great Yarmouth before the deadline. The Parish Council Election will be heldon 2nd May 2019 at the same time as

the GYBC Election.

What does this mean for Hopton? There will be eleven Parish Cllr. seats available in Hopton, 10 in the south ward and 1 in the north ward. If eleven, or a lesser number of candidates put their names forward, these candidates will be elected unopposed (no requirement for a vote by the public). If there are more than eleven candidates, there will be a contested election and the residents of Hopton will vote on Thursday 2 May 2019 for their choices.

Have you thought about becoming a Parish Councillor? Some Councillors �t their responsibilities and duties around their full time job, and others are retired. The only pre-requisite is that you live in Hopton, or within 3 miles, are on the electoral register, aged over 18 and of good character, with some time to spare.

What we aim to do: As part of the third tier of Government (non political) the Parish Council has responsibility for ensuring local services run smoothly.

Deciding how much to raise through the Precept (part of the Council Tax paid to GYBC) in order to deliver services.

Consulting on planning applications. Improving the quality of life and the environment in the village.

Working to identify issues which are important to the lives of residents. Working to bring about improvements through local projects, lobbying other service providers and working in partnership with other parishes and agencies. Bringing people together with community events.

The publication of Notice of Election will be displayed from Wednesday 20 March. The Close of Nominations is 4pm on Wednesday 3 April. The necessary Election Papers/nomination forms are from the available nowTown Hall, GY or from the Parish Council's Office at the Village Hall. The Parish Council meet on the second Monday every month at 7pm in the Village Hall.
