BOOK REVIEW

The China Horizon: Glory and Dreamof a Civilizational StateZhang Weiwei2016 World Century PublishingCall No. English 951.0612 ZHA

This is the third volume in Zhang’s trilogy. The first volume, The China Ripple, has not been translated into English, but the

English edition of the second volume, The China Wave was published in 2012. In that book, Zhang explains how China is rising, and why as a “civilizational state”, that is, a country “with a long history and vast territory”, it has endured. Zhang claims that China succeeded because, and not in spite, of its governance. In his 2012 volume he referred to his debate with Francis Fukuyama in which he commented, “If the American political system continues as it is today, I am really concerned that the next elected US President will be less competent than George W. Bush.”

In The China Horizon, Zhang continues with his proposition that the Western model is less sustainable than the Chinese one. He draws comparisons against Western models, including that of the Roman Empire about the time of China’s Western Han Dynasty (206-25 BCE). The two were about the same size, but the Roman Empire collapsed. It is a debatable point whether the comparison is accurate because the Chinese model is not the same from dynasty to dynasty. Perhaps Zhang’s point is that none of them had a Western model. This volume begins with a discussion of what Zhang regards as myths and comparing them to reality. He refers to Pulitzer Prize winners Donald L. Bartlett and James B. Steel’s book, Betrayal of the American Dream which describes how “the American Dream has evaporated for most Americans”. On the contrary, Zhang says, the “Chinese Dream has been moving upwards”.

Bartlett and Steele blame it on “American politicians, the government and rich and big corporations” but Zhang believes that “the Chinese Dream does not necessarily stand in the way of realizing the American Dream, as the economies of China and the United States are hugely complementary”. In fact, he thinks that the realisation of the Chinese Dream can help Americans realise theirs. The flaw in the American model, he maintains, is that the “American political system is now unable to channel a reasonable part of [the country’s] profits to the ordinary Americans”. He discusses the point raised by Bryan Caplan in Caplan’s book, The Myth of the Rational Voter: Why Democracies Choose Bad Policies at some length. He agrees that the “rational voters’ bias” allows their votes to be exploited by interest groups. Zhang explains that the China model is significantly different. The Chinese “mass line” model or “people to people” system ensures “several rounds of decision-makers going out to consult with the people with a draft decision until final consensus is reached on it”. He believes that the China model takes care of the individual’s interest as well as society’s interest. He points out that groups with conflicting interests such as the gay versus the anti-gay, abortion versus anti-abortion, religious believers versus non-believers, “causes a heavy toll to the American society”. Zhang looks beyond Western institutions, away from Western systems, and their models, especially America’s ‘moneytalkracy’. Zhang believes that “a well-functioning model state requires a balanced equilibrium of the three

domains: political, social and economic”. Contrary to popular belief, Zhang says that “[n]ever has a time in China’s history witnessed more open and lively discussions on public policies and public issues”. He says that a “click of [the] mouse will allow you to see hundreds, if not thousands, of opinions critical of the government”. Zhang discusses Western ideals and values such as democracy, freedom, and human rights which the West claims to be universal values. Zhang points out that there are many values that the Chinese believe should be universal values: peace (which he claims Americans do not embrace as a universal value), harmony, benevolence, responsibility, and poverty eradication. Countering Eric Wolfe’s point that the West will “win out over” the East, Zhang says that “[i]n retrospect, Eurocentrism and the rise of superiority of Western civilization provided the West with a narrative that was ultimately responsible for the rise of racism, colonialism, and imperialism”. Citing the regional and national responses to the tragic earthquake in Wenchuan, Sichuan in 2008, where banners proclaimed, “Wenchuan hold on! Sichuan hold on! China hold on!” Zhang says that this reflects the Chinese sentiment of “we belong to the same family” and “family and country share the same fate”.

Zhang acknowledges that “present Chinese society does need more civic culture, more order and more rule of law” but he claims that China’s construction of a “more orderly society with civic culture entails time” but it has already started across the country. He thus believes that if China can overtake the West in many ‘hardware’ areas, it can also do so in the ‘software’ areas. He believes that “the paradigm of ‘democracy vs. autocracy’ should be replaced by that of ‘good governance vs. bad governance’ . . . [b]ecause in the paradigm of democracy vs. autocracy, what constitutes democracy is defined by the West, which assumes democracy is good, but one can find failures of democracy everywhere”. Zhang’s book opens the floor for debate, but it

is lucid, well argued, and illuminating.

BOOK REVIEW

W hat is it like to be old; very old, and living in an old folks’ home? These are questions we would rather not

answer; in fact, we often pretend we never hear of them. Why is that so? Many, especially old people, think, old age is bad; it is terrible. All concerned feel, at some point, that they are like cans on a supermarket shelf with an expiry date only months away.

Hendrik Groen is one such person. He is past 83 years of age and lives in a care home aptly (facetiously?) named “House of the Setting Sun”. It is run by a woman of self-importance named Mrs Stelwagen. She has a secretary named Mrs Appelboom. Together they enforce the rules of the house – many of which seem absurd to the residents. There is a rule that pets are not allowed except for birds and fish so long as they are not more than 10 and 20 cm long respectively. And so Mrs Brinkman’s dachshund which she had hidden under her sink for weeks, was finally discovered and terminated at the pound. It is in this context of old age, helplessness, and a sense of the forlorn that Hendrik Groen decides to write about his life in the care home. Somehow he thinks that these are matters that the world ought to know about; whether or not others would care is a matter that he is not at all concerned with. So he goes about to record a diary of a year in his life in the home, one day at a time. He is aware that he may die before the diary is completed. So he arranges to have an old friend, Evert Duiker, read a few pages from it during his funeral.

It is true that life seems to move at a glacial pace in places such as the House of the Setting Sun, but Hendrik Groen is a skilful writer and his daily accounts are short and seemingly incredible because it is so incongruous to have so many activities going on daily. So the reader is treated to page after page of excitement; and many mishaps as well as humour (sometimes both in one). Hendrik Groen records even cases of geriatric bullying – some women pick on a Mrs De Leeuw as their favourite victim. On one occasion they loosened a salt shaker so that Mrs De Leeuw poured out the entire contents on her fried egg, and then chided her for being careless. Mr Hoogdalen, a scooter enthusiast, proposes to start a scooter club named “The Antelopes” but, Hendrik is cool to the idea. He does create a club with some of his friends for the purpose of ensuring that they have a purposeful life in the home. The club is named the “Old But Not Dead Club”. It organises tours such as the one to the Keukenhof, a famous botanical garden in the Netherlands, but is described by Hendrik Groen as “one of the Netherlands’ largest and most notorious old age preserves”. So many old people visit it that it cannot afford to give discounts to old people – people in wheelchairs are admitted for free though. That prompts the Old But Not Dead members to squeeze in a few free entries that way.

Life, even at that late stage, is never short of love in bloom. Hendrik Groen at 83 still falls in love when a new resident, named Eefje Brand, moves in after one of the residents, Mrs De Gans dies. Hendrik Groen invites Eefje for meals and for concerts and she always responds positively. One day he invites her to dinner at a posh restaurant after tea and she accepts the invitation but tells him that it is only on the condition that he would not make it a habit of paying for everything. “That’s a habit I wouldn’t be able to afford anyway,” he answers her, truthfully. Eefje proves to be such a lively lady that even Evert is attracted enough to slip a Valentine’s Day card under her door. But she catches him at it and mercilessly teases him about it in a group meeting. She is feisty and picks fights with Mrs Stelwagen. Hendrik Groen takes the reader through all the aches and pains of old age. He introduces us to residents with Alzheimer’s disease and dementia, and to the strange day for Alzheimer’s sufferers – World Alzheimer’s Day. How odd, he thinks. Alzheimer’s Day is practically useless to people with Alzheimer’s disease.

When one is old, life moves very slowly; but in the twinkling of an eye, it can spin rapidly, as Hendrik Groen is to discover – one day, Eefje suffers a stroke. From that moment on, old age and friendship become intertwined like a ball skidding off into a dark alley. When we truly want to know what it is like to live one day at a time, or find true joy in having made it to yet another spring, this is a most enlightening book on the topic.

Deftly weaving poignant narratives with little-known trivia, this comic takes a nostalgic look at the railway system that used to connect Singapore and Malaysia. True to its title, Last Train from Tanjong Pagar recounts the departure of the last train from Tanjong Pagar Railway Station in 2011 and explores the significant role this railway has played in the development of Singapore.

A thought-provoking work by comic veteran Koh Hong Teng, this title presents otherwise dry facts in a fascinating manner interspersed with fictionalised excerpts of the lives touched by this railway. This graphic tribute captures one of the key events in Singapore’s history and is a suitable read for train rides.

Six and a Half Deadly SinsAuthor: Colin CotterillPublisher: New York: Soho Crime, 2015Call No.: Adult Lending English COT - [MY]

Hillbilly Elegy: A Memoir of a Family and Culture in Crisis is described by The New York Times as one of “6 books to help understand Trump’s win”. Considering that this political event is definitely one of the biggest shockers of 2016, such a claim is likely to capture one’s attention immediately.

A quick browse of this title gives the impression that it is a typical book on upward mobility in society. However, a closer read of this memoir gives one a personal insight into the lives of the poor in the US. It is heart-wrenching to see how poverty affects American children psychologically, even well into adulthood. The author’s first-hand account is candid and eye-opening, especially his descriptions on how he chased the American Dream as a ‘Scots-Irish hillbilly’. This provides readers a better perspective on why the working class in the US is generally pessimistic and why many of these problems actually run far deeper than the country’s downward economic trend.

Set in 1970s Laos, this hilarious, slice-of-life book is the 10th in the Dr Siri Paiboun series. Retired from his post as the national coroner of Laos, Dr Siri, a French-trained physician has become bored. So when he receives a package containing a severed finger sewn into the hem of a ‘pha sin’ (a traditional Lao skirt), he takes his wife, Madame Daeng, on a trip around the country to investigate the case.

Peppered with witty humour and a running commentary of life after the Laotian Civil War, the story unfolds like a scavenger hunt, bringing readers into the remote villages of Communist Laos as they search for clues to find the owner of the missing finger. Dr Siri’s troupe of eccentric friends also adds spice to the adventure and readers are sure to be rewarded with a unique mystery read.

The significance of a child’s life is the key idea of this heart-rending award-winning documentary, which tells the story of a man who devised an ingenious way to save Seoul’s abandoned babies.

Unable to be cared for by their biological parents, hundreds of babies are abandoned on the streets of South Korea every year. Due to various reasons, many of these children have been deemed unwanted as soon as they were born, but not by Pastor Lee who dedicates his life and home to them.

The Drop Box is an inspiring documentary that tells a story of hope with the simple message that no human life is worth any less than another.

Applying computer-generated imagery (CGI) and using images captured from space, Humanity from Space presents viewers with intriguing information on how populations interact with one another and how places are connected in this complex world.

The video also takes us through the journey of the development of human settlements – from small humble tribes to huge modern cities. The modern world owes its growth to moments of ingenuity, from the seemingly simple act of farming to groundbreaking technologies such as steam engines, the railway transport system and electricity.

With the unprecedented growth of the human population, how can we achieve environmental sustainability with our limited and depleting natural resources? As we explore possible solutions and gaze into the future, now is the time for us to reflect upon the past to seek inspiration and answers.

Shakespeare in Print: The First Folio

Level 10, The Donors Gallery,National Library Board

The National Library of Singapore will be displaying a special loan from the University of Oxford’s Bodleian Libraries, a Shakespeare’s First Folio. Shakespeare’s plays are some of the most significant pieces of literature in the English canon and have influenced art and media all over the world for centuries.

The First Folio showcase is an exciting opportunity for visitors to see the plays in their first printed form. Without the First Folio and the efforts of its publishers to preserve Shakespeare’s works, plays such as Antony and Cleopatra, The Tempest, and Macbeth may have been lost.

Also featured will be the impact Shakespeare’s works have had on theatre in Asia as well as his great influence on our modern-day use of the English language.
