Class 100 $5,000 USHJA International Hunter Derby Welcome StakeEntry Fee: $215 + $35 USHJA (total $250)

Membership and Participation RequirementsA. Riders, Owners and Trainers must be current Active members of USEF and USHJA before the start of the class.B. Horses must be recorded with the Federation and registered with USHJA.C. Exception: Foreign residents and horses in good standing with their National Federation are eligible to compete in this class. However the points and/or money
won will not count for any USEF or USHJA standings or awards unless they are also members of USEF and USHJA, and the horse is recorded with USEF andregistered with USHJA.
D. The same horse may compete in the USHJA International Hunter Derby at the same competition; however, these same horses may not compete in the NationalHunter Derby at the same competition.
E. The rider of a horse in the Welcome Stake may be different than the rider of the same horse in the USHJA International Hunter Derby at the same competition.F. Horses entered in this class are not required to show in any other hunter or jumper classes at the horse show.G. There is no limit to the number of horses a rider can ride in each class.H. Attire: Refer to HU127 in the USEF Rule Book for current specifications.Enrollment Policy-International Hunter Derby Program
There is an optional annual Enrollment Fee for the 2017 series. Horses do not need to been enrolled to compete in an International Hunter Derby Welcome Stake.Horses do need to be enrolled for money won in the Welcome Stake to count toward National and Regional Awards. See ushja.org for full details.
Jog FormatAfter the over fences phase is complete, all horses in contention for an award, plus two reserve placings, must jog for soundness. This jog will be held in aformat similar to a regular hunter section class jog.
Order of GoA. The order of go must be posted a minimum of one hour prior to the start of the class.B. The draw may be performed by hand or competition management may host a computer draw.C. In the case of multiple horses being ridden by the same rider, every effort will be made so that there will be a minimum of eight horses (if available) separating
multiple rides. All horses must be ridden in the sequence that appears on the jumping order. Due to multiple rides or rider conflicts, any rider may elect to moveup in the order.
Judging RequirementsA. There will be a total of two judges for this class. Judges will sit together and provide one score.B. The judges may not award the same score to any two competitors unless a competitor’s score is below the cut-off score.C. One judge must be an R-licensed hunter judge, the other may be either an R-licensed or r-licensed hunter judge.D. All judges must be Federation licensed and in good standing with the Federation and USHJA.E. No guest cards will be granted for this competition.Judging System
The Welcome Stake shall be judged and numerically scored on quality, movement,jumping style, manners and way of going. Pace and brilliance are to berewarded.Handiness is taken into account in the judges’ score. Jumping decorations to utilize a shorter track is not permissible. The two judges will provide onescore for each horse- and-rider combination and these scores will determine the final standings for the class.
Course RequirementsA. The course diagram must be posted a minimum of one hour before the start of class. Copies of the course must also be available for distribution.B. A minimum of 10 obstacles must be offered.C. Fences must be set at 3’6” to 4’0” in height.D. No more than 40% of the fences may be set at the maximum height (4’0”). Example:Of the 10 fences in the course, only 4 of them may be set at 4’0”. The
remaining six fences must be set at 3’6” or 3’9”.E. Course must be a classic derby style course and must include: 1.At least one in and out; 2. At least one bending line; 3. At least one line with an unrelated dis-
tance; 4. At least one long approach to a single fence.F. The course may also include any of the following handy options: 1.Tight turn options; 2.Clever options for jump approaches; 3.Pen type obstacles; 4. Hand gal-
lop a jump; 5.Trot a lowered obstacle no to exceed 3’0” in height; 6.Any other handy option seen in a USHJA International Hunter DerbyG. Obstacles must simulate those reminiscent of the hunt field and the course must offer a variety of Derby jumps with different appearances such as: natural post
and rail, stonewall, white board fence or gate, coop, aiken, hedge, oxer, brush, logs, natural foliage.H. Natural obstacles such as banks and ditches are allowed.I. A minimum 2” difference is required for the back element of an obstacle.J. Ground lines are not to exceed 18” in depth from the vertical plane of the jump. For appropriate jumps, no ground line is necessary.K. The jumpable portion of any obstacle must be a minimum of eight feet on its front face.L. Flat cups may only be used for obstacles involving logs and/or in accordance with Federation rules.

Riders are limited to competing no more than four (4) horses in each class, however, a competition may choose to further limit the number of horses a
rider can compete to three(3) horses, as long as the competition notifies the USHJA 60 days in advance of the date of the class and such limitation isprinted in the prize list.
G. Attire: Refer to HU125 in the USEF Rule Book for current specifications.H. In accordance with HU143.14 the same horse-and-rider combination must compete in both rounds of the International Hunter Derby.Enrollment Policy-International Hunter Derby Program — go to www.USHJA.org for specifications. Jog FormatA. All horses entered in the International Hunter Derby class must jog for soundness during the Official Jog prior to the start of the first round in order to compete.
The Official Jog must be held within 12 hours of the start of the first round. This jog will be run in a manner similar to an FEI jog.B. A horse must be officially entered in the class before it will be allowed to jog.C. Proper attire is required (i.e., riding clothes or proper attire which an exhibitor would wear to compete in a model class).D. All horses must be presented at the Official Jog with their actual competition number and wearing a conventional hunter bridle, including noseband.E. The judging panel for the Official Jog shall consist of the competition veterinarian and a minimum of one judge from the judging panels officiating for the class.F. The jog surface must be level. Horses shall be evaluated from the side and following consultation with the veterinarian, the decision of the participating judge(s)
is final and binding and not subject to further appeal of any kind.G. If a horse does not pass the jog; the exhibitor may request to re-present the horse to the judge(s). The judge(s) may decide to allow the horse to re-present at
any time up to one hour prior to the start of the class. The vet and one of the judges from the original panel must be present.Stabling/SchoolingA. All horses competing in the Derby class must be on the competition grounds by Friday March 2 at 8:00am. B. All horses will be monitored and must remain on the competition grounds until the horse is finished competing in the Derby class. Any horse that leaves the
premises prior to completing its participation in the Derby class is disqualified.C. All horses must be ridden in official horse show schooling areas unless competition management designates a specific schooling area for derby horses. Riders
must wear the horses’ competition number while mounted.Order of GoA. The order of go will be posted a minimum of one hour prior to the start of the class. B. The draw may be performed by hand or competition management may host a computer draw. c. In the case of multiple horses being ridden by the same rider, every effort will be made so that there will be a minimum of eight horses (if available) separating
multiple rides. All horses must be ridden in the sequence that appears on the jumping order in the first round of the competition. In the second round horses willreturn in reverse order of their first round scores (lowest to highest). When multiple rides occur, competition management will determine a fair separation betweenhorses for the order of go. Should a jump-off occur, horses will return in the same order in which they competed in the second round.
Judging RequirementsA. There will be a total of four judges for this class. Judges will be seated separately in two panels consisting of two judges per panel. Two of the four judges must
sign off on the course prior to the start of the class. Prior to the start of the class, one judging panel must be designated as the tie breaking judging panel for thefirst round and another panel must be designated as the tie breaking judging panel for the second round. The tie breaking judging panel for the first round willalso be designated as the tie breaking judging panel for the jump-off round.
B. The Classic Hunter Style Round shall be judged and numerically scored on quality, movement, jumping style, manners and way of going. Pace and brillianceare to be rewarded. In addition to this base score, each judging panel must award an Option Bonus Score consisting of one additional point for every higher heightoption fence jumped. These two scores must be announced separately and then added together to determine each horse-and- rider combination’s score for thisround from each judging panel. The scores of all the judging panels will be added together to determine the total score of each horse-and-rider combination forthis round.
C. The Handy Hunter Round shall be judged and numerically scored on quality, movement, jumping style, manners and way of going. Pace and brilliance are to berewarded. Jumping decorations to utilize a shorter track is NOT permissible. In addition to this base score, each judging panel must award an Option Bonus Scoreconsisting of one additional point for every higher height option fence jumped and each judging panel must award a Handy Bonus Score consisting of betweenzero and 10 bonus points to each horse-and-rider combination for handiness of round. These three scores must be announced separately and then added to-gether to determine each horse-and-rider combination’s score for this round from each judging panel. The scores of all the judging panels will be added togetherto determine the total score of each horse-and-rider combination for this round.
D. The Jump-Off Round, if required, shall be judged and numerically scored on quality, movement, jumping style, manners and way of going. Pace and brillianceare to be rewarded. Jumping decorations to utilize a shorter track is NOT permissible. In addition to this base score, each judging panel must award an OptionBonus Score consisting of one additional point for every higher height option fence jumped and each judging panel must award a Handy Bonus Score consist-ing of between zero and 10 bonus points to each horse-and-rider combination for handiness of round. These three scores must be announced separately andthen added together to determine each horse-and-rider combination’s score for this round from each judging panel. The scores of all the judging panels will beadded together to determine the total score of each horse-and-rider combination for this round.
E. The total scores of each horse-and-rider combination from each round will be added together to determine their final overall Hunter Derby score. This score willdetermine the final overall standings for the class.
F. A judging assistant must be present during all phases of the competition. The duties of the judging assistant include notifying the Judges if a rail comes downand when a horse jumps the higher height option fences. The judging assistant is not required to be a licensed official and is not responsible for the scoring ofthe judging panels. A competition staff member may fill this role.
G. The Option Bonus Score of one additional point for each higher height option fence jumped must be awarded even if there is a refusal, rail down or loss of goodjumping style at that higher height option fence, providing that the horse-and-rider combination does jump the higher height option fence.

Tie Breaking ProceduresA. Neither judging panel may award the same base score to any two competitors in any one round unless a competitor’s score is below the cut-off score. B. All ties in all rounds will be broken by the base score (before adding height and/or handy bonus points) of the designated tie breaking judging panel. C. Unless the prize list states that more than twelve (12) entries are to return for the second round, only the top twelve (12) horses from the first round, after all ties
are broken, are eligible to return for the second round.D. All ties for overall first place in the class will compete in a jump-off round. In the case of unsafe conditions preventing a jump-off from being held, the tie will be
broken using the second round base score (before adding height and handy bonus points), of the designated jump-off tie breaking judging panel.E. Ties for other than first place in the overall standings will be broken using the second round base score (before adding height or handy bonus points) of the des-
ignated jump-off tie breaking judging panel.Course RequirementsA. The course diagrams for each round must be posted a minimum of one hour before the start of the first round, unless the second round and/or jump-off are held
at another time. In that case, the course for the second and/or jump-off rounds must be posted a minimum of one hour prior to the start of the second round.Copies of the course(s) must also be available for distribution at the Riders Meeting.
B. Classic Hunter Style Round (First Round)1. A minimum of 10 obstacles must be offered in the Classic Hunter Style Round.2. Fences must be set at 3’6 to 4’0” in height, exception option fences. 30% of the course will be set at 3’6 in height, the remainder of the course may be set higher.3. The course must include four higher height option fences set at 4' to 4'6". The number of higher height option fences cannot exceed four and the jump cupson those fences must be normal deep cups of 25-30 mm. If there is a difference in difficulty between any two tracks containing height options, the higher optionsshould include the more inviting obstacles and be on the less difficult track. The course should be equally balanced, when possible, between verticals and oxers. 4. The spread of a fence cannot exceed the height of the fence. 5. At least one in and out.6. At least one bending line.7. At least one line with an unrelated distance.8. At least one fence with a long approach.
C. Handy Hunter Round (Second Round)1. A minimum of eight obstacles must be offered in the Handy Hunter Round.2. Fences must be set at 3’6” to 4’0” in height, exception option fences. 30% of the course will be set at 3’6” in height. The remainder of the course may be set higher. 3. The course must include three higher height option fences set at 4' to 4'6". The number of higher height option fences cannot exceed four and the jump cupson those fences must be normal deep cups of 25-30 mm. The course must include four higher height option fences set at a minimum of 4’3” in height (no maximum height). The number of higher height option fencescannot exceed four and the jump cups on those fences must be normal deep cups of 25-30 mm. If there is a difference in difficulty between any two tracks con-taining height options, the higher options should include the more inviting obstacles and be on the less difficult track.4. The course should simulate riding over hunt country and must include a minimum of two of the following handy options: tight turn options, different tracks, cleveroptions for jump approaches, pen type obstacles, hand gallop a jump, trot a lowered obstacle not to exceed 3’0” in height, execute a walk fence while mountednot to exceed 12” in height, halt and/or back. Membership and Participation RequirementsA. Riders, owners, and trainers must be current Active members of USEF and USHJA to participate in this class. (see GR202).B. Horses and ponies must be registered with USHJA to participate in this class.C. Exception: Foreign residents and horses and ponies in good standing with their National Federation are eligible to compete in this class.D. USHJA Zone HOTY bonus points will only be awarded if the owner is a current Active member of USEF and USHJA and the horse is recorded with USEF and
registered with USHJA.E. Money won will only count for any USHJA National Hunter Derby standings or awards if the rider, owner and trainer are current Active members of USEF and
USHJA, and the horse is registered with USHJA.F. The number of horses a rider can compete in a National Hunter Derby may be limited if so specified in the prize list.G. The prize list may specify that in order to be eligible to compete in a National Hunter Derby, a horse must compete in one or two classes at the same competition.H. The same horse may not compete in the USHJA National Hunter Derby and the USHJA International Hunter Derby at the same competition.I. Competing in the USHJA National Hunter Derby does not qualify a horse or rider for the USHJA International Hunter Derby Championship.J. Horses entered in this class will NOT be required to jog for soundness. Any unsoundness during the competition will be reflected in the scores from the judges
(GR 1034.7).K. Attire: Refer to HU125 in the USEF Rule Book for current specifications.Judging RequirementsA. Each class may have the option of having either one or two panels of judges. Each panel will consist of two judges sitting together. One judge on each panel
must be a “R” judge, the other judge on each panel may be either a “R” or “r” judge. Each panel will provide one score for each round. See “E” for calculatingthe Overall Score.
B. No panel may award the same base score to any two competitors in any one round.C. The first round shall be judged on performance, hunter pace, jumping style, quality and substance, and movement. After the judges base score is given, one point will

is defined as ground saving movement without adversely affecting performance or style. Brilliance of pace is defined as a faster pace than ordinary, without sac-rificing performance or style. Handiness is taken into account in the judges’ base score. After the judges’ base score is given, one point will be added for eachhigh option fence jumped. The Option Bonus Score of one additional point must be awarded even if there is a refusal, rail down or loss of good jumping style atthat higher height option fence, providing that the horse-and-rider combination does jump the higher height option fence. (Maximum of four points.)
E. Overall Score - The final score from each round will be either averaged or added as specified in the prize list to obtain the overall total for each horse.Tie Breaking ProceduresA. SchoolingDuring the two rounds of the National Hunter Derby, all horses entered must be ridden in official horse show schooling areas unless Management designates aspecific schooling area for National Hunter Derby horses. Riders must wear their horse’s Derby competition number while mounted. This includes horses en-tered simultaneously in another class, if any. Entered horses ridden or schooled elsewhere on the competition grounds or NOT wearing their Derby competitionnumber will be eliminated from competing in the Derby and the entry fee will be forfeited.

2. Closing Dates for all Competitions: February 21, 2018Athletes are required to submit stall fees and office fee. Entry fees wil be added toshow bill. Post entries may be submitted for a fee of $50 per horse.Entry blanks must be signed by the owner or his authorized agent, trainer, riders,and/or coach. Acknowledgments will not be mailed.Each entry form must give the USEF/USHJA membership numbers; owner, rider,trainer and horse. A proper mailing address; telephone numbers and either a So-cial Security Number or Federal ID Number for each prize money recipient must begiven. A W-9 form is required for prize money checks to be released.
3. Acceptance of Entries: Once a horse is entered and accepted by the show it maynot be withdrawn from competition without the permission of management. Ex-hibitors shall be held responsible for the stabling fee and service fee of all horse en-tered by them or their authorized agents(s) even though payment of these fees isnot submitted with the entry form. In any case, horses that have not shown inclasses on which they have been entered shall forfeit their fees except if a horse be-comes ill or is injured prior to the start of the class or classes entered. The entryfee in this case will be dropped, upon receipt of a certificate signed by a licensedveterinarian and presented to the show secretary prior to the start of the class orclasses entered. Once the show has started, only certificates signed by the ShowVeterinarian will be accepted. The Horse Show Management reserves to itself the right to refuse, accept condi-
tionally, or to cancel any entries, disqualify any riders or exhibitors, prohibit exhibi-tion of entries, and cancel award prizes, without claim for damages; to change anycourse, to cancel or combine any classes, or to reschedule classes after due no-tice to exhibitors; to change rings or rotate judges; use dotted line; and to changethe specifications in jumper classes as competition warrants.
4. Stabling: a) Stalls will be temporary housed under canvas and stall doors will be provided at a fee
of $275 per stall tax included and must be reserved by the closing date of entries.b) All horses must be stabled on grounds. Horses will be admitted to the show
grounds, between the hours of 8 a.m. to 5 p.m. No horses will be allowed to enterthe show grounds prior to Thursday, March 1. Anyone wishing to arrive at any othertime must make special arrangements with management. All hunters must be ongrounds no later than 8:00am Friday March 2.
c) Initial bedding will not be provided.5. Attire: As required by USEF rules. For additional USEF rules see GR801 regard-
ing safety helmets and other equipment. Strictly enforced for all athletes.6. Award Ceremonies: Riders are required to ride for awards. Failure of a rider to

on the grounds without the express permission of the Management. 11. Vehicles & Designated Parking: All trucks, autos, golf carts and other motorized
vehicles must be parked in designated areas only. To insure the safety of all ex-hibitors, any motorized vehicles (electric or gasoline) on the competition groundsmust be operated by persons with a valid drivers license. GR1301.7: Minors who do not have a valid driver’s license which allows them to op-erate a motorized vehicle in the state in which they reside will not be permitted tooperate a motorized vehicle of any kind, including, but not limited to, golf carts, mo-torcycles, scooters, or farm utility vehicles, on the competition grounds of licensedcompetitions. Minors who have a valid temporary license may operate the abovedescribed motorized vehicles as long as they are accompanied by an adult with avalid driver’s license. The parent(s), legal guardian(s), or individual who signs theentry blank as a parent or guardian of a minor operating a motorized vehicle in vi-olation of this rule are solely responsible for any damages, claims, losses or ac-tions resulting from that operation. Violations of this rule will be cause for sanctionsagainst the parent(s), guardian(s) and/or trainer(s) who are responsible for the childcommitting the offense. Penalties may include exclusion of the child, parent(s),guardian(s), and/or trainer(s) from the competition grounds for the remainder of thecompetition and charges being filed against any of the above individuals in accor-dance with Chapter 6. Wheelchairs and other mobility assistance devices for indi-viduals with disabilities are exempt from this rule.
12. Dogs: Dogs are not permitted on the competition grounds. We respectfully re-quest that all dogs be left at home. Should this not be possible then they must beleashed or tied up at all times inside the stable area. All owners are required to pickup all refuse caused by their dog. Loose dogs will be picked up and detained untilthe owner has paid a $200 fine. For a second offense, the owner’s associated horsemay be barred from competing and required to leave the grounds. We find this ex-treme action necessary in order to protect athletes, horses and the general publicfrom injury and to protect their financial investment.
13. Health Certificates: Florida regulations require that all equines be covered by of-ficial interstate health certificates, issued by a licensed veterinarian, showing thatthe animals are free from any symptoms of any infectious or communicable dis-ease. The certificate shall include the name of the owner and address, destinationin Florida, number of horses examined, the name, registration number(s), if any,tattoo, if any, sex, age, rectal temperature, color, and markings of each animal listed.Health certificates will become void after 30 days from issue. must show animals to be negative to an equine infectious anemia test within thepast 12 months. Date of test and approved laboratory must be shown on health cer-tificate. Equine Rhinopneuonitis vaccination is not required; however, if any animalis vaccinated, it is ineligible for entry within 21 days of vaccination. Vehicles trans-porting animals must have certificates showing that it was cleaned and disinfectedunder veterinary supervision prior to loading. This information can be written on thehealth certificate.
14. Medical Waste: In accordance with the 1989 Federal Waste Tracking Act whichrestricts the disposal of medical waste, Bio Hazardous Medical Waste Containers willbe provided in the stable area. All Exhibitors and their agents are responsible forthe proper disposal of this waste.
15. GR845 Equine Vaccination Rule1. At Federation licensed competitions, horses entering the grounds must be accom-
panied by documentation of Equine Influenza Virus and Equine Herpes Virus(Rhinopneumonitis) vaccinations within six months prior to entering the stables.Horses not in compliance with this rule may be required to leave the competitiongrounds upon request by Competition Management. Documentation should consistof one of the following methods mentioned below. The frequency of vaccine admin-istration should be per the vaccine manufacturers’ or veterinarian’s recommenda-tions. It is recommended that vaccines are administered by or under the direction ofa veterinarian.
2. In the case of vaccines administered by a veterinarian, the exhibitor, upon requestby Competition Management, must provide documentation from the veterinarian ondocumenting that the horse in question received the vaccinations; name of the vac-cines and date of vaccine administration.
3. In the case of vaccines administered by a person other than a veterinarian, theexhibitor, upon request by Competition Management, must provide a receipt of thevaccine purchase which is signed by the owner, or agent with care, custody, andcontrol of the horse; name, serial number and expiration date of the vaccine; anddate of vaccine administration.
4. In the case of a horse that is unable to receive either of the vaccinations due to a his-tory of adverse reactions, the exhibitor, upon request by Competition Management,must provide a letter from the veterinarian on official letterhead stating that the horse
in question cannot be vaccinated due to medical concerns and a log of tempera-tures taken twice daily for the seven days prior to entering the competition grounds.These horses must also have their temperature taken and logged twice daily whileon the competition grounds. The log of temperatures should be provided to the Com-petition Management, steward, or technical delegate when requested.
5. Competition Management may not amend or enhance vaccination requirementswithout prior approval of the Veterinary Committee.
16. Prize Money: All prize money shall be paid within 30 days of the completion of thecompetition. W-9 Forms will be required..
17. Liability and Insurances: a) Solar Sportsystems, Inc., Palm Beach Masters Horse Show, Inc., Jeremy M. Jacobs
and Margaret D. Jacobs, Delaware North Companies, Inc, and their respective offi-cers, directors, owners, successors, assigns, subsidiaries and affiliates will not beresponsible for any accident or loss which may occur to any exhibitor, spectators,guest, rider, groom, attendant or other employee, animal or equipment at any of thecompetition.
b) FLORIDA SENATE BILL 1658 EQUINE ZERO LIABILITY STATUTE: Warning-UnderFlorida Law an equine activity sponsor or equine professional is not liable for an in-jury to, or the death of, a participant in equine activities resulting from the inherentrisk of equine activities. Also see Florida Equine Activity Statute - Florida StatutesTitle XLV TORTS Chapter 773 Equine Activities
c) “All owners and competitors are personally responsible for damages to third per-sons caused by themselves, their employees, their agents or their horses. They aretherefore strongly advised to take out third-party insurance providing full coveragefor participation in equestrian events at home and abroad, and to keep the policy upto date.”
d) Should any question arise that is not provided for in the rules, the same shall bereferred to the competition committee whose decision shall be final. In excep-tional circumstances, together with the approval of the Ground Jury the OC re-serves the right to modify the schedule in order to clarify any matters or mattersarising from an omission or due to unforeseen circumstances. Any such changesmust be notified to all competitors and officials as soon as possible.
