Charges have been laid against two Richmond men and a youth in connection with a Jan. 30 mid-afternoon stabbing incident at New Westminster’s Columbia Square mall parking lot.

After the incident, the victim stumbled to the nearby New Westminster school district offices for help. He was taken to hospital with serious injuries but later released.

The suspects got away before police arrived, but New Westminster’s major crime unit made three arrests on Tuesday.

New Westminster police say Muzaffer Darwiash, 25, and Zahir Darwiash, 23, of Richmond have both been charged with aggravated assault, assault with a weapon, carrying a concealed weapon and possession of a weapon for a dangerous person.

A minor has also been charged with aggravated assault.

Police said all three remain in custody awaiting their next court appearance.

Westminster city council. But not a lot to TransLink. At least not a lot in the opinion of several councillors.

On March 2, council got an update on TransLink’s upgrades to the New Westminster SkyTrain station. While

it discussed improved acoustics, security, pedestrian flow, aesthetics and a bunch of other changes in the works, council wanted to talk about its name. They figure while TransLink is changing things up they might as well give it a new moniker for the automated voice system to bleat as the SkyTrain comes to a halt.

Mayor Jonathan Coté pointed out when the Expo Line was first built the New Westminster station was its last stop, so the name was appropriate. But with New West

now having five stations, including another one Downtown and also on Columbia Street, it’s time for a change, he said.

In an email to the NewsLeader, TransLink spokesman Chris Bryan said a new name would mean modifying or replacing the signs installed during the integration with Plaza 88 in 2012.

“Changing a station name would require making changes beyond the signage within the station,” wrote Bryan. “Examples of information that would have to be updated across the network include electronic and printed maps, in-vehicle line diagrams, on-board train announcements, bus route names and related ID

signs for routes that terminate at New Westminster station, schedule booklets, and trip planning software.”

The city had also asked TransLink to discuss possible public art for the site. TransLink said it is setting up a permanent work for the site. Although it would be curated by the transit authority a member of the city’s public art commission was invited to sit on the jury for the competition. A temporary public art work will also go on the hoarding during construction and TransLink is willing to work with a lead artist who will work with New West artists to design a mural.

The report to council also said New Westminster’s design panel

had a considerable amount of discussion about their concerns for the project. No consensus was reached on whether to support it or not.

Coun. Patrick Johnstone, chair of the city’s access ability advisory committee, said it’s unacceptable passengers won’t have access to an elevator during much of the construction. He said given the “terrible” situation at Metrotown station during its current renovations “cutting off access to elevators should be vigorously avoided.”

“Access to an elevator at all times during construction is imperative,” said Johnstone.

The New Westminster station’s renovations are expected to take 15 months to complete.

A new poll gives the No campaign a growing advantage in the transit and transportation referendum a week before ballots are to be mailed out.

The Insights West online survey found 55 per cent of Metro Vancouver voters definitely or probably will vote No, compared to 33 per cent definite or probable Yes voters.

That’s a two-point gain for the No side and a five-point drop in Yes support since a previous poll in February.

About 11 per cent of respondents were undecided as to whether they will support the proposed 0.5 per cent sales tax to fund transit upgrades.

Opposition is strongest among older and middle-aged voters, as well as men and those who drive.

Not even a majority of regular transit users now intend to vote Yes – support in that group fell to 46 per cent.

“Over the past month, the animosity from drivers to the proposed funding structure for transit improvements has hardened,” Insights West vice-president

Mario Canseco said. “But even among transit riders, who conceivably stand to benefit directly from the transportation plan, the level of support for Yes has dropped consistently every month.”

Support is highest at 43 per cent in Richmond and Vancouver, but that drops to 39 per cent on the North Shore, 32 per cent in Burnaby, the Tri-Cities and Maple Ridge, and to just 24 per cent South of the Fraser

Among Yes voters, most continue to say they’re dissatisfied with TransLink’s performance but believe the investments to be funded by the Congestion Improvement Tax is the best way to deal with current and future transit

are other ways to fund expansion and doubt the new tax will stay at 0.5 per cent if it’s introduced.

The survey used 1,604 Metro Vancouver online participants and had a margin of error is plus or minus 2.5 per cent, 19 times out of 20.

Canseco said a second survey was conducted just after the announcement businessman Jim Pattison will head an accountability committee overseeing the flow of new money. It found just three per cent of No voters were more likely to vote Yes because of Pattison’s involvement.

Two government MLAs are accusing No forces in the transit referendum of misleading the public by exaggerating the issue of waste at TransLink.

Surrey MLA Marvin Hunt, a former Surrey councillor, and Education Minister Peter Fassbender, formerly mayor of Langley City and vice-chair of the mayors’ council, made the comments Friday in Cloverdale, where Transportation Minister Todd Stone urged local business leaders to support the Yes campaign.

Hunt said TransLink has got “a bad rap” from No campaign leader Jordan Bateman, who he said has made “very unfair” comparisons of executive salaries to those paid in smaller transit organizations that do not have the geographic sweep or extent of responsibilities as the Metro Vancouver agency.

“An awful lot of erroneous information has gone out,” Hunt said. “Unfortunately, there’s nobody out there saying ‘Jordan, get serious. Tell the truth on these things.’”

Hunt, who once was a director on the TransLink board when it was elected, insisted TransLink is “extremely efficient” compared to equivalent transit agencies in North America.

He defended former CEO Ian Jarvis’ work to cut costs – $100 million a year was saved from the budget under his watch, in part by reconfiguring bus routes – and suggested Bateman’s skills lie more in “pointing fingers and throwing stones.”

“Show me the savings he produced at Langley Township when he was on their council and then we can start to talk about what he can do at TransLink.”

Hunt rejected claims a No result will force new reform at TransLink. “Tell me the piece of the puzzle that’s going to improve by saying No,” Hunt said. “All you’re going to have is more people, more cars, more congestion, worse air and more beat-up roads.”

Resident’s father delivery boy for Overwaitea founderSteph [email protected]

A century ago, finding a large steak for a quarter and a dozen eggs for 34 cents was the norm at grocery stores like newly opened Overwaitea at 746 Columbia Street in New Westminster. And seeing a young boy at your doorstep, with groceries in hand, was generally expected as well.

New Westminster resident and heritage home owner John Ashdown, son to a delivery boy for the store’s founder Robert Campbell Kidd, says his father did not say much about his first job as a teen but he vaguely recalls hearing about the bicycle he used to get the job done.

“His bike had the carrier on the front of it - what you would expect,” he said.

Overwaitea Food Group (OFG) celebrated its 100th anniversary of the first Overwaitea store in New Westminster this past weekend. It now operates 145 stores in B.C. and Alberta

and employs more than 14,500 people. In 1968, the chain was purchased by B.C. billionaire Jim Pattison, who is now 86 years old. OFG’s brands also include Save-On-Foods, PriceSmart Foods, Cooper’s Foods, Urban Fare and Bulkley Valley Wholesale. They are reported to generate more than $8.4 billion in revenues annually.

Although his father did not pursue a career with Overwaitea, having left the chain for a career with the sawmill industry in New Westminster, Ashdown said he came to appreciate his father’s lifestyle example that may have been adopted from the Overwaitea cultural values:

“That’s one thing my parents taught me well - get involved in the community,”

When the store first opened, it was known for attracting customers with merchandising techniques that included odd-penny pricing and selling 18 ounces of tea for the price of a pound. The latter served as inspiration for the chain’s name today because New West residents called it the overweight tea store.

VICTORIA – B.C.’s new seniors advocate has issued her second report, and the media mostly ignored it.

When this new office was promised by a campaigning Premier Christy Clark two years ago, I suggested B.C. already has 85 seniors advocates. They’re called MLAs, and inquiries go to their local offices.

Much to the chagrin of the opposition, Seniors Advocate Isobel Mackenzie’s mandate is not to pursue individual cases, and so she won’t be serving up a fresh assortment of horror stories to embarrass the government.

Instead, it is to look for “systemic challenges” and recommend ways to deal with them. The latest report is based on a survey of more than 500 seniors from around the province, and the key finding was not what she expected.

“We were surprised to learn of the lack of awareness among seniors, particularly low-income seniors, of government programs and the subsidies available to assist them,” Mackenzie said.

The survey found that 60

per cent of seniors living on $30,000 or less annual income didn’t know they are eligible for discounts on Medical Services Plan premiums. For income less than $22,000, the entire $864 cost of individual MSP premiums is waived.

Other frequently overlooked programs are a monthly rent subsidy called Shelter Aid for Elderly Renters (SAFER), grants for disability modifications called Home Adaptations for Independence, drug cost assistance called Fair Pharmacare, property tax deferment and the federal Guaranteed Income Supplement program. Those older than 75 with income of less than $30,000 reported the lowest awareness of assistance designed specifically for them. But you don’t get these

benefits unless you apply and show your income qualifies.

The survey also found the biggest fear of low-income seniors is they won’t be able to afford to stay in their homes. See home adaptation, property tax and rent subsidy programs above.

Awareness and usage of the SAFER program was lowest in the north and highest in urban areas, perhaps not surprising since the B.C. government exists more in theory than in fact in many remote places.

So what should the government do about this? Well, it could advertise these programs. The government does lots of advertising, but not about old news like the SAFER program, which dates back to the 1970s.

Clark’s government did a whack of advertising in the election year, 2013. Much of it was about the B.C. Jobs Plan, heavy on the hard hats and blueprint-style graphics and arc welding and stuff like that.

Then last year the government’s big ad campaign was around the teachers strike, and the payments to parents

to help with child care while teachers demanded twice as big a raise as all the other unions.

Education Minister Peter Fassbender is still bragging about the response rate for $40-a-day parental strike pay, which was snapped up by almost 100 per cent of eligible parents. This demonstrates the government can indeed give away money with great efficiency, just by telling people how to get it.

The NDP’s version of seniors advocacy is to find the most tragic problems from complaints coming into constituency offices, and use those to ambush the government.

A popular choice is an elderly couple who have to be separated because their medical needs are too different to keep them in the same facility. TV news loves that one. People cry on camera and denounce politicians for being heartless, as if the health minister stayed up late plotting how to break their granny’s heart.

Maybe this seniors’ advocate wasn’t such a bad idea after all.

Seniors advocate strikes a chord

One in 10 British Columbians has kidney disease. That’s a staggering number. Take a look around you, at your place of work; in your classroom. Chances are, someone you know may have kidney disease. Therein lies one of the biggest hurdles of dealing with the disease. The key to preventing or delaying a life on dialysis, or a kidney transplant, is early detection.

Canada, BC & Yukon is on a mission to increase the number of kidney transplants by 50 per cent over the next five years. In order to achieve that goal, there is a need for more donors.

The unique advantage people in need of a kidney have over others awaiting organ transplants is a living donation is an option and its the most successful of all transplant procedures.

These are only advantages to those with kidney disease if those with two healthy kidneys sign up for the living donation program.

Moody Park Residents are getting a fenced dog park? We should be happy. The city has told us they did a lot of public consultation and we were listened to. This is all good, right?

What they don’t tell you, is the consultation was flawed from start to finish. They don’t mention the parks department pre-determined the ‘spots’ - not where dogs currently play, but simply ‘space’ they shoe-horned in and called a dog park with little planning. They don’t tell us our public input was all but meaningless and recommendations and numerous health and safety fears for babies, toddlers, children and pets using this area were simply dismissed.

They sure don’t tell you in the entire consultation process, the children’s playground was photoshopped out. This is the toddler’s corner of the park with a playground, spray park and day care centre. This is where our babies, toddlers, and youngest children play. Children make loud noises, and sudden movements that can initiate the play and/or prey drive in even the calmest of dogs. Babies, toddlers and children also touch the ground more and will have greater health risks being exposed to higher volumes of

feces and urine brought by the increased volume of dogs that will come through these areas (on and off leash).

Moody Park is the only green space serving 25 per cent of New Westminster’s population. An estimated 1,000 dogs live in our neighbourhoods. We need a dog park. What we don’t need is a dog park that is unsuitable and one that puts our youngest children at risk. The toddlers triangle of the park is not the place to put a dog park.

No other municipality in the region has a dog park with three shared common pathways so close to a children’s playground, spray park and a day care centre. Why? To protect the safety and health of their most vulnerable - the small young children that utilize this area.

Our new mayor and council have approved this site and even expanded the area without any further public consultation.

But then why would they consult the public?

Saying farewell after a 50-year musical legacy can sometimes happen more than once.

For iconic band The Irish Rovers, saying goodbye is part of a process.

“I’m starting to feel like Cher. This is about our fourth farewell tour,” said Rover front man and original band member George Millar who was getting ready for his show in Kelowna scheduled earlier this week when he was interviewed.

For most of March, the band has been touring the province. After their New Westminster gig at Massey Theatre on Friday, they will travel to Nanaimo where they will be wrapping up their 20-date, three-week Canadian concert tour on St. Patrick’s Day with a live taping of the show.

New Westminster concert-goers can expect the release of The Irish Rovers, 50 Years triple CD set, with original recordings from throughout the decades and several new recordings such as Millar’s current favorite Hoars and Hounds, to be available.

Although the band has played all over the world, including a lengthy tour in New Zealand, the songwriter and guitarist says he still recalls all the times he and his band played at the Massey Theatre, a venue with “friendly ghosts in the walls” and one that he describes as perfect for live performances.

“Those old buildings are really built for sound,” he recalls from his four or five Massey Theatre shows conducted over the years.

Back in the 1970s and in the decade to follow, the Rovers called the Lower Mainland their home. At that time, they starred in their own national television show that aired on CBC. The band was, and still is, known for songs such as The Unicorn and Wasn’t That a Party.

From the artist who is now 67 and openly admits sleeping in a different bed every night is for bands who still have their youth, Millar adamantly adds he has no intention of retiring.

“Good God no, I’m never retiring. Following the tour, we will still be recording and performing at festivals, special events and short trips here and there,” he says.

When last summer’s B.C. teachers’ strike stopped students from attending summer school, Grade 12 student Tejas Saggi and his friends were desperate to find another activity.

Saggi was planning to get ahead by taking Math 12 over the summer to get it “out of the way” before the new school year started.

The absence of academic activity motivated the 16-year-old and some fellow Grade 12 students to organize a youth conference aimed at high school students hoping to learn more

about careers they want to pursue.

On Saturday (March 14) at Douglas College in New Westminster, the student-inspired one-day conference Youth Achieving Success will bring together eight panelists who will speak about their careers in everything from law and finance to policing and game design. Secondary school conference attendees will also be able to partake in a number of workshops scheduled throughout the day.

“We know electronic arts, for example, is huge in Vancouver,” said Saggi.

Those who attend will also have a chance to win a scholarship for their post-secondary studies. All attendees

will be provided with a link where they can find out more about applying for the award. Those in greatest financial need will be given priority, said Saggi. A winner will be announced on the website approximately two months after the conference.

Hoping to pursue a law career after graduation, Saggi said he and his committee members are convinced their conference will be a success as some of the inquiries they have received have come from first- and second-year university students struggling with the question of what subject or subjects to major in.

“The information that is out there doesn’t give you a sense of what people do on a day-to-day basis,” Saggi said.

Jean McIntyre always tries to look at the bright side of life.

And with her 105th birthday looming on March 28, she’s got an abundance of reasons to smile.

In fact, McIntyre said it’s her positive attitude that’s allowed her to live so long. Sure, there’s been hardships along the way like the Great Depression, two world wars, the loss of her beloved husband Albert. But she never let any of it get her down for too long.

“You have to be friendly,” said McIntyre, who’s lived independently at Harmony Court care home since 2003. “If you learn to struggle, you can overcome something else.”

McIntyre spent much of her adult life working

as a nurse and x-ray technician. She and her husband never had children. She loved to read, knit and sew.

And while her eyes no longer allow her to enjoy those activities the way she used to, McIntyre

doesn’t want for things to do.

Her days are filled with visits to friends and staff at Harmony Court, and outings with old friends out and about in the community.

She usually doesn’t go to bed until midnight and is up and at ’em again by eight the next morning.

Sometimes McIntyre offers advice to the young whippersnappers in their seventies and eighties around her.

“You have to keep in touch with other people,” she said. “You have to have fun.”

Over the last two months I’ve outlined the characteristics of an abuser, the reasons why someone may not disclose mistreatment, and the links between dementia and risk of abuse.

The abuser in a financial situation is commonly a trusted person such as a spouse, adult child, caregiver or friend. As financial abuse does not cause visible wounds, this week I’m defining financial abuse and sharing tips on how to prevent it.

Financial or property abuse:• Involves the misuse of an older

person’s money, property or assets without his or her full knowledge or consent.

• Might include putting pressure on an older person in order to gain access to his or her assets.

• In the case of an older person who is not mentally capable, it can also include not acting in his or her best interest, including the misuse of Enduring Power of Attorney.

Examples of financial abuse:• Theft of money, credit cards, bank card and

PIN number, or possessions;• Forging an older person’s signature to gain

access to money;• Taking or withholding a pension or insurance

cheque;• Selling an older person’s property or

possessions without his or her consent or the legal authority to do so;

• Failure to repay loans or repeated borrowing;

• Pressuring an older person to change his or her Will, Power of Attorney, or any other legal document;

• Not allowing an older person to spend money on what he or she wants;

• Pressuring an older person to buy alcohol or drugs; and

• Sharing a home with an older person and not paying a share of the expenses, or refusing to move out of an older person’s home when asked.

Common abuser traits:• Need or greed — the abuser is under financial

pressure.• Opportunity — the abuser has access to funds.• False sense of entitlement — the abuser has

false belief, “I deserve it,” “I am owed” or “I need it more than they do.”

Tips to share with older persons: Prevention of financial abuse:

• Plan for your future while you are healthy and independent (i.e., an Advance Care Directive, a Will or an Enduring Power of Attorney).

• Do not will your house or other assets to someone in exchange for a promise to keep you out of a nursing home or to take care of you should you become dependent.

• Involve more people than just family in financial matters and obtain the services of a financial planner.

• Stay active in the community and connected to family and friends.

• Have pension or other cheques deposited directly into your bank account.

• Do not leave cash, jewelry, or valuable possessions lying around in your home. Keep money in the bank, not at home.

B.C. seniors advocate Isobel Mackenzie will be the keynote speaker at the first of an educational series being put on by the Burnaby Seniors Resources Society.

The initial event is called A New Vision on Aging. It will be held at Bonsor Recreation Centre on March 26, from 1 to 2 p.m.

Mackenzie will be available to answer questions about her first year in her role and to share how her office can make a positive difference in seniors’ lives.

Admission is free, and there will be light refreshments served.

The Healthy Aging Series is being put on by the Burnaby Seniors’ Resource Society (BSRS), formally named the Burnaby Seniors’ Interagency

Society (BSIS), whose goal is to inspire healthy aging and to provide educational support on resources available to seniors in the community so that seniors can live with dignity.

This event is sponsored by the Mulberry PARC Retirement Residence and the NewsLeader. This is the first of more events to occur throughout 2015.

The event is being held in the banquet hall in the Bonsor Recreation Centre.

The society says as B.C.’s seniors advocate she will offer a unique perspective. It also says B.C.’s seniors deserve support from the provincial government to help them maximize independence and ensure a fulfilling lifestyle.

A new study urges municipalities to eliminate breaks for seniors on property taxes and fees to use services such as public transit and fitness classes.

The report by municipal finance expert Harry Kitchen was released by the Institute for Research on Public Policy.

Kitchen argues it’s time to abandon seniors discounts because they increasingly benefit wealthy retirees who don’t need the help.

“They were established at a time when a high percentage of older residents were living in poverty, but poverty rates for seniors have decreased

considerably compared with those in the rest of the population,” Kitchen said.

His findings indicate seniors actually have the smallest share of people living in poverty of any age group in Canada.

He recommends grants and special aid be targeted to all low-income people in need, regardless of age.

“Those paying a reduced price are effectively subsidized by those paying the higher price,” Kitchen says in his study.

Cheap or free services to seniors can also lead to excessive use of services and larger-than-required facilities, it says.

Extra revenue from ending blanket discounts for seniors could give cities more flexibility to reduce their reliance on property taxes, he argued.

He warns the inequity of

seniors discounts will worsen as the population ages and reform will become increasingly difficult as more voters turn 65.

B.C.’s home owner grant program reduces the property tax on a principle residence by more if the owner is a senior – the tax reduction is up to $845 per year for seniors but is capped at $570 for those under 65.

TransLink charges seniors a $52 for a monthly “concession” pass that’s valid across all zones, while other regular adults are charged $170 a month for a pass that’s good for all zones, or $91 for one zone only.

BC Ferries eliminated a major freebie for seniors a year ago – free travel on non-holiday weekdays. Seniors now pay half price on their passenger fare Monday to Thursday.

Charges have been laid against two Richmond men and a youth in connection with a Jan. 30 mid-afternoon stabbing incident at New Westminster’s Columbia Square mall parking lot.

After the incident, the victim stumbled to the nearby New Westminster school district offices for help. He was taken to hospital with serious injuries but later released.

The suspects got away before police arrived, but New Westminster’s major crime unit made three arrests on Tuesday.

New Westminster police say Muzaffer Darwiash, 25, and Zahir Darwiash, 23, of Richmond have both been charged with aggravated assault, assault with a weapon, carrying a concealed weapon and possession of a weapon for a dangerous person.

A minor has also been charged with aggravated assault.

Police said all three remain in custody awaiting their next court appearance.

City council wants new moniker for New West stationGrant [email protected]

What’s in a name?Apparently a lot to New

Westminster city council. But not a lot to TransLink. At least not a lot in the opinion of several councillors.

On March 2, council got an update on TransLink’s upgrades to the New Westminster SkyTrain station. While

it discussed improved acoustics, security, pedestrian flow, aesthetics and a bunch of other changes in the works, council wanted to talk about its name. They figure while TransLink is changing things up they might as well give it a new moniker for the automated voice system to bleat as the SkyTrain comes to a halt.

Mayor Jonathan Coté pointed out when the Expo Line was first built the New Westminster station was its last stop, so the name was appropriate. But with New West

now having five stations, including another one Downtown and also on Columbia Street, it’s time for a change, he said.

Coun. Lorrie Williams said the station names are confusing to people not living in New West. She suggested they be called New Westminster-Eighth Street and Columbia-Fourth Street. Coté thought those were too generic. Coun. Chuck Puchmayr and Coun. Jaimie McEvoy suggested Anvil Centre could be incorporated into

the station’s name since the new civic centre is across the street. Others threw out including Hyack Square, Downtown and even Wait For Me Daddy in the name.

But a report to council said TransLink has told the city a name change is outside the scope of the update project, along with other issues such as noise impacts outside the station, directional signage, lockers or parking for cyclists and more seating for waiting passengers.
