The City of Burnaby is hoping the redevelopment of the Woodlands industrial area will transform a sow’s ear into a silk purse.

The 26-acre site, southeast of Brentwood mall, across Lougheed Highway and bounded by Dawson Street, Beta Avenue and rail lines, is currently comprised of 10 larger industrial warehouse buildings, several smaller facilities and is “predominantly paved with asphalt and gravel.”

But in a report presented to council on Monday, the redevelopment of the area “presents a unique opportunity to create a truly special place, one that engages with the natural environment, is inclusive and diverse, and is fully integrated within the broader (Brentwood) Town Centre.”

It would accomplish that with a mix of housing, commercial space, gardens and parks.

Lil Cameron had the feeling something was up when she saw surveyors out on Government Street on Wednesday.

That was followed on Thursday morning in the same area by a crew using unmarked vehicles. They were spray painting orange blotches every few feet on the ivy covering the concrete retaining wall that borders the Halston Hills Housing

Co-operative where she lives.Cameron approached City of

Burnaby workers who were working on a fire hydrant nearby and asked what was going on at the wall. “They said, ‘It’s not us, it’s Kinder Morgan.’ “

The housing co-op is off Government between Horne Street and Halston Court. The spray-painted blotches have its residents concerned their homes could be affected by Kinder Morgan’s proposed expansion of its Trans Mountain pipeline.

“We knew that we would potentially be in the right-of-way area but no, we didn’t know that we were going to actually have it going through our property,” said Cameron.

Essentially, if the project involves the co-op’s retaining wall it would affect their homes, Cameron said.

“It’s not a fence, it’s a retaining wall. It’s holding all our property, right. There’s units behind there, the right-of-way is 20 feet, there’s no way it can go there … Unless they put it in the middle of Government.”

The existing Trans Mountain pipeline is currently buried across Government Street from their homes, she said, noting the co-op has intervenor status in the National Energy Board hearings on the project.

Cameron wants to know whether the company plans to expropriate any of their property and if so, why they weren’t aware of that. So far, they’ve not received any notices from the company making them aware of that possibility.

The City of Burnaby is hoping the redevelopment of the Woodlands industrial area will transform a sow’s ear into a silk purse.

The 26-acre site, southeast of Brentwood mall, across Lougheed Highway and bounded by Dawson Street, Beta Avenue and rail lines, is currently comprised of 10 larger industrial warehouse buildings, several smaller facilities and is “predominantly paved with asphalt and gravel.”

But in a report presented to council on Monday, the redevelopment of the area “presents a unique opportunity to create a truly special place, one that engages with the natural environment, is inclusive and diverse, and is fully integrated within the broader (Brentwood) Town Centre.”

It would accomplish that with a mix of housing, commercial space, gardens and parks.

Lil Cameron had the feeling something was up when she saw surveyors out on Government Street on Wednesday.

That was followed on Thursday morning in the same area by a crew using unmarked vehicles. They were spray painting orange blotches every few feet on the ivy covering the concrete retaining wall that borders the Halston Hills Housing

Co-operative where she lives.Cameron approached City of

Burnaby workers who were working on a fire hydrant nearby and asked what was going on at the wall. “They said, ‘It’s not us, it’s Kinder Morgan.’ “

The housing co-op is off Government between Horne Street and Halston Court. The spray-painted blotches have its residents concerned their homes could be affected by Kinder Morgan’s proposed expansion of its Trans Mountain pipeline.

“We knew that we would potentially be in the right-of-way area but no, we didn’t know that we were going to actually have it going through our property,” said Cameron.

Essentially, if the project involves the co-op’s retaining wall it would affect their homes, Cameron said.

“It’s not a fence, it’s a retaining wall. It’s holding all our property, right. There’s units behind there, the right-of-way is 20 feet, there’s no way it can go there … Unless they put it in the middle of Government.”

The existing Trans Mountain pipeline is currently buried across Government Street from their homes, she said, noting the co-op has intervenor status in the National Energy Board hearings on the project.

Cameron wants to know whether the company plans to expropriate any of their property and if so, why they weren’t aware of that. So far, they’ve not received any notices from the company making them aware of that possibility.

Asleep at the wheel of stolen vehicle

A Burnaby man who fell asleep in a stolen car was arrested by Abbotsford Police late last month.

A citizen called police just before 6 p.m. on Friday, Feb. 27 to report a man was passed out behind the wheel of a Honda Civic in the 33500 block of McCallum Place.

Police arrived on scene and confirmed the vehicle as stolen. They then woke up the suspect and arrested him.

Const. Ian MacDonald said a search of the vehicle resulted in locating several stolen documents and identification connected to recent thefts and break-and-enters.

Christopher James Mitchell, 26, of Burnaby has been charged with possession of stolen property over $5,000, possession of break-In instruments, possession of identity documents, operating a motor vehicle while disqualified, and breach of a court order.

Merger completeBurnaby-based Tekmira

Pharmaceuticals has merged with OnCore Biopharma of Doylestown, Pennsylvania.

The merger was approved by 99.5 per cent of shareholders at a special meeting held March 3.

Tekmira works in the field of RNA interference which uses the body’s own natural processes to stifle troublesome genes or disease-causing proteins in the cell. Most of its products are targeted to treat cancer and viral infections like Hepatitis B. It has recently been working on a treatment for Ebola.

In September the company, which is located in the Glenlyon business park, linked up with an international consortium to further clinical trials of potential Ebola vaccines at treatment centres in West Africa.

OnCore’s specialty is developing a cure for Hepatitis B.

Jermaine Haley and Tyus Batiste met on the basketball court when they were in Grade 6. This week they will probably play their final competitive game together and they want to go out in a blaze of glory.

The two Burnaby South Rebels hoop stars and best friends will be in search of a B.C. senior boys AAAA basketball title in Langley this week.

The Rebels have had a roller coaster of a season. They’ve been at the top of the rankings all year long including a stint at No. 1. But there have been some setbacks along the way and they go into the tournament ranked fifth in the province.

“Our year has had its ups and downs, but we always like to finish with the up,” says Batiste.

The most improbable defeat came at the hands of their city rival, the Byrne Creek Bulldogs, during league play.

However, much more than that upset, last week’s 86-72 loss to Vancouver’s Winston Churchill Bulldogs in the Lower Mainland championship final stung them hard. The sting won’t go away unless they win it all this week.

“We’re good enough,” vows Batiste. “The loss last week makes us want it that much more, so we’re underdogs now.”

A fifth-place finish following a quarter-final loss to Surrey’s Tamanawis Wildcats in last year’s provincial championship also stung.

“Knowing we’re not going to be able to play with each other on a competitive level any more will push us to win a championship [this] week,” says Haley. “Since we’ve been playing together this is the highest level right now.Hopefully [this] week we can win.

“None of us like losing. Losing

this year would hurt more.”Haley has loved basketball

since an early age. He even gave up the family trade to concentrate on hoop. (Jermaine Haley, Sr., was a defensive tackle who played five seasons in the NFL with the Washington Redskins and the Miami Dolphins and three with the Toronto Argonauts. But before turning pro, he came north to play junior football for the Surrey Rams and the Okanagan Sun. Haley’s father met his mother up here and when his playing career was over they came back to the Lower Mainland with Haley attending Gilpin elementary to begin with.)

The younger Haley began his high school days playing football at Notre Dame in Vancouver before deciding to join his old South Burnaby Metro Club Eagles buddies – Batiste, Nic Trninic and E.J. Mabone – on the hardwood at South where they’re

coached by Mike Bell who has been with them since Grade 6.

“I’ve had more fun playing basketball,” says Haley. “Now it’s not so much fun. But it’s what I want to do, and have to do.”

Haley knew hoop could take him a long way when he was at a Grade 10 tournament in Las Vegas. College recruiters came up to him offering him scholarships on the spot.

TALL, ATHLETIC GUARD

“I was more shocked than anything,” says Haley. “I didn’t know coaches were watching me.”

Since then he’s been inundated with texts, emails and phone calls from coaches trying to get him to go to their school. Six-foot-seven, athletic guards don’t come along that often. In B.C. high school hoop that height usually means he would play centre. Not Haley. He has too much skill and athleticism.

“He’s more athletic than the bigs,” says Batiste, who attended Stride elementary and plans to play local college hoop next season. “He’s very hard to guard. I struggle everyday in practice.”

Before the season started, the word was Haley would be going to the University of Washington. But he says that’s not the case now. He’s waiting until after the tournament to decide where he’ll go for his official recruiting visits. Included in those plans are trips to basketball powerhouses like UCLA, Arizona and North Carolina, he says.

“I don’t like to think about that stuff when I’m on the court,” says Haley.

The Rebels open the tournament by playing Langley’s Walnut Grove Gators, the 11th seed, Wednesday at 6:45 p.m.

“If we play as well as we can I feel nobody can stop us,” says the determined Haley.

As a design student at Langara College, Chayann Aravena works out a lot of his ideas on paper.

But designing a couture dress out of paper presented a whole new challenge.

Aravena’s crafted reproduction of a Christian Dior cocktail dress is one of 26 creations on display in Brown Paper Couture at the Oakridge Centre in Vancouver until March 17.

The project enjoined students in the Design Formation program to transform common, everyday materials like paper, cardboard, tissue and string into something worthy of the runways of Paris or Milan.

Aravena, who graduated from Cariboo Hill secondary in 2013 and is in his first year at Langara, said his biggest test was finding the right kind of paper that he could work with and would do justice to the heavy, velvet-like material of the Dior dress he chose to emulate.

That took almost a week of

experimentation, he said.Aravena tried different kinds

of paper. He tried crumpling and folding then ironing sheets of paper. He experimented with different temperature settings on the iron so the paper wouldn’t singe, and he’d get the desired result.

Aravena eventually settled on a thick brown packaging paper that he crumpled, moistened and then ironed seven to 10 times.

Then, using just photos, he had to deconstruct the Dior original and figure out how

to rebuild it with his six-foot square sheets of crumpled and ironed paper.

“I knew it was going to be hard,” said Aravena. “You have to really focus and work on the craft and understand the material you’re working with.”

He broke the dress down into three distinct sections and then started wrapping a mannequin with his sheets of distressed paper. Again, said Aravena, a lot of the process involved trial and error, as well as helpful consultation with his classmates.

“We’re very supportive of each other,” said Aravena.

The end result is couture fashion on a dollar store budget. And while the dress isn’t supposed to be worn by an actual model, Aravena said creating it was a valuable exercise that will serve him well in his desired field.

He wants to build movie sets.

“I’m really into creating illusions,” said Aravena.

The site, as envisioned by James KM Cheng Architecture Inc., would parcel the area into six distinct zones.

The Lougheed Parkway corridor along the highway would be landscaped with trees, ornamental shrubs and ambient lighting along with a rain garden to soften the transition to the residential development in the parcel dubbed “The Hillside.”

Plans call for four high-rise apartment buildings ranging in height from 35-55 storeys to be built on columns to preserve view corridors down to parkland at the south end of the site. A grand staircase would lead down the escarpment from a prominent outlook into the heart of the Woodlands development.

South of the Hillside, the Flatlands would feature a mixed range of housing as well as commercial spaces for residents including restaurants, cafés and

retail. Most of the buildings would be mid-sized terraced structures between four and 15 storeys with the potential for two high-rise towers of 30-40 storeys along Dawson Street.

Four more towers of 25-45 storeys could be built in the Parkside area immediately to the southwest. The area around the buildings would be extensively landscaped to create a “private realm” that would be “park like in nature,” said the report.

It would also be a transition to the new 4.1 hectare park that anchors the site. That park would be adjacent to 1.29 acres of parkland the city already owns.

The new park could include sports fields, picnic areas, playgrounds, water features, a fitness circuit, a terraced amphitheatre and areas for environmental education. The east end of the park could eventually be home to a new elementary school.

Finally, the area around Stickleback Creek would be brought back to its natural state with stream side protection, low impact trails and pathways and restored habitat for fish and wildlife.

The result, said the report, would be to create a transit-oriented community, with exceptional urban design and architecture.

But before it can go any further, the proposal will have to be scrutinized at a series of public open houses to be held over the next two months. Residents and property owners in the area will also be notified with an informational brochure.

Input from the open houses will then be integrated into the site’s conceptual master plan that also includes design guidelines, a conceptual plan for the park, a plan for enhancing the riparian area around Stickleback Creek, a traffic study and a program for amenity bonusing.

VICTORIA – B.C.’s new seniors advocate has issued her second report, and the media mostly ignored it.

When this new office was promised by a campaigning Premier Christy Clark two years ago, I suggested B.C. already has 85 seniors advocates. They’re called MLAs, and inquiries go to their local offices.

Much to the chagrin of the opposition, Seniors Advocate Isobel Mackenzie’s mandate is not to pursue individual cases, and so she won’t be serving up a fresh assortment of horror stories to embarrass the government.

Instead, it is to look for “systemic challenges” and recommend ways to deal with them. The latest report is based on a survey of more than 500 seniors from around the province, and the key finding was not what she expected.

“We were surprised to learn of the lack of awareness among seniors, particularly low-income seniors, of government programs and the subsidies available to assist them,” Mackenzie said.

The survey found that 60

per cent of seniors living on $30,000 or less annual income didn’t know they are eligible for discounts on Medical Services Plan premiums. For income less than $22,000, the entire $864 cost of individual MSP premiums is waived.

Other frequently overlooked programs are a monthly rent subsidy called Shelter Aid for Elderly Renters (SAFER), grants for disability modifications called Home Adaptations for Independence, drug cost assistance called Fair Pharmacare, property tax deferment and the federal Guaranteed Income Supplement program. Those older than 75 with income of less than $30,000 reported the lowest awareness of assistance designed specifically for them. But you don’t get these

benefits unless you apply and show your income qualifies.

The survey also found the biggest fear of low-income seniors is they won’t be able to afford to stay in their homes. See home adaptation, property tax and rent subsidy programs above.

Awareness and usage of the SAFER program was lowest in the north and highest in urban areas, perhaps not surprising since the B.C. government exists more in theory than in fact in many remote places.

So what should the government do about this? Well, it could advertise these programs. The government does lots of advertising, but not about old news like the SAFER program, which dates back to the 1970s.

Clark’s government did a whack of advertising in the election year, 2013. Much of it was about the B.C. Jobs Plan, heavy on the hard hats and blueprint-style graphics and arc welding and stuff like that.

Then last year the government’s big ad campaign was around the teachers strike, and the payments to parents

to help with child care while teachers demanded twice as big a raise as all the other unions.

Education Minister Peter Fassbender is still bragging about the response rate for $40-a-day parental strike pay, which was snapped up by almost 100 per cent of eligible parents. This demonstrates the government can indeed give away money with great efficiency, just by telling people how to get it.

The NDP’s version of seniors advocacy is to find the most tragic problems from complaints coming into constituency offices, and use those to ambush the government.

A popular choice is an elderly couple who have to be separated because their medical needs are too different to keep them in the same facility. TV news loves that one. People cry on camera and denounce politicians for being heartless, as if the health minister stayed up late plotting how to break their granny’s heart.

Maybe this seniors’ advocate wasn’t such a bad idea after all.

Seniors advocate strikes a chord

One in 10 British Columbians has kidney disease. That’s a staggering number. Take a look around you, at your place of work; in your classroom. Chances are, someone you know may have kidney disease. There’s also a good chance they don’t know it yet, because the symptoms are so slight in the early stages.

Therein lies one of the biggest hurdles of dealing with the disease. The key to preventing or delaying a life on dialysis, or a kidney transplant, is early detection.

history of kidney disease?Testing is a simple procedure

(a blood test and a urine test) that can be done along with your regularly scheduled check-up.

Currently, more than 350 British Columbians are on a wait list for kidney transplant.

The median wait time for a kidney is 4.8 years. More than 50 per cent of dialysis patients do not survive past four years.

Sobering statistics, indeed.The Kidney Foundation of

Canada, BC & Yukon is on a mission to increase the number of kidney transplants by 50 per cent over the next five years. In order to achieve that goal, there is a need for more donors.

The unique advantage people in need of a kidney have over others awaiting organ transplants is a living donation is an option and its the most successful of all transplant procedures.

These are only advantages to those with kidney disease if those with two healthy kidneys sign up for the living donation program.

I am concerned about cyclist safety on urban trails – specifically the one that runs along Moscrop and Deer Lake Parkway.

I was driving to work and had an incident with a cyclist. Thankfully there was no collision, but it did highlight a conflict in the right-of-way rules. I was driving east on Moscrop, turning left onto Willingdon, heading to the highway. After all pedestrians finished crossing, and with no more cars coming, I proceed to turn left.

One problem. A cyclist was coming down the urban trail in front of Moscrop secondary and crossed Willingdon as I turned left. Had it been a pedestrian, I would have seen them . But the cyclist, coming down the hill with speed (from behind me), was not in my view.

As a driver, I am assuming cyclists follow the rules of the road – that is, cycle with traffic on the same side as the cars, crossing intersections with the flow of traffic (and if not crossing with traffic, then get off their bikes and walk across crosswalks as a pedestrian). I do not expect to have to shoulder check behind me when turning left at an intersection.

But this is an urban trail allowing bike traffic. The crosswalk on that side has a bike label on it, so the cyclist thinks they have the right of way to cross with the lights. I’m not sure if there is any limitation on the speed which they

can approach and cross the intersection.

I’ve been searching online trying to find an actual rule for this scenario, but I’ve found nothing helpful. All I can find is this bit from the MVA:

A person operating a cycle(a) must not ride on a sidewalk

unless authorized by a bylaw made under section 124 or unless otherwise directed by a sign,

(b) must not, for the purpose of crossing a highway, ride on a crosswalk unless authorized to do so by a bylaw made under section 124 or unless otherwise directed by a sign,

(c) must, subject to paragraph (a), ride as near as practicable to the right side of the highway,

All of the above fits my understanding, except there is added that “unless authorized

by a bylaw” bit in there, and the urban trails, I assume, are a bylaw which give an exception to the rules.

While I fully support infrastructure to make cycling easier or more accessible, it seems like this is inappropriate infrastructure for the topography, creating a dangerous situation. I wonder if other drivers or cyclists

have experienced the same confusion at this intersection. Have there been other near misses, or even accidents?

I suggest others who have experienced similar situations raise their concerns with the city

so that traffic flow for the urban trail and road users can be clarified and made safer.

“We’ve received nothing,” she said. “I’d just like to know what they’re doing on our property.”

Cameron contacted her MP, Kennedy Stewart (Burnaby-Douglas), about her concerns.

“I think from what Lil described to me, it sounds like the route for the new pipeline goes right through the middle of the co-op,” said Stewart.

The concerns stem from the pipeline proposal not yet having a set route, in contrast to Enbridge’s Northern Gateway proposal which had one route that was debated throughout the process, he said.

“There’s a growing dissatisfaction with the National Energy Board (NEB) process and this is another example of why it’s flawed. You kind of have to chase the company around to find out where they’re thinking of laying their million-barrel-a-day pipeline route. It seems rather ridiculous.”

If the project is approved by the NEB, properties along the

proposed corridor could be expropriated, Stewart said. For the co-op residents, it’s “very stressful to think you might potentially lose your house … They have a right to be worried.”

Kinder Morgan is seeking approval for a 150-metre-wide corridor within which the final route would be located.

“If it’s approved by the National Energy Board, all the land within that 150 metres is subject to right-of-way claims by the company,” he said, noting if it’s not used now, it could be used for future pipelines.

“It’s forever. Once this route is approved, it doesn’t kind of blow away after they build the pipeline, it is there forever.”

Stewart said the land needed for the pipeline would be at least the width of Hastings Street. “It’s not a ditch. This is a massive construction.” Think of the Canada Line, he said.

Kinder Morgan said by email that it does not have the right to expropriate.

“In the unlikely event that we cannot reach an agreement with a landowner, the NEB can grant right of entry to allow us to build and maintain the pipeline, but not to expropriate or take away any land or homes from owners.”

The co-op residents would not have received any notifications because it is not located within the study corridor, the company said.

However, its interactive map (http://application.transmountain.com/interactive-map) does show the corridor just running right along the Government Street edge of its property.

On Friday afternoon, the company determined the crews did not have anything to do with the pipeline project. “I can confirm the work you are referring to was not done by work crews related to the Trans Mountain expansion.

“It is our understanding that the workers seen and the spray paint has to do with city water works.”

‘Pipeline there forever’⫸ continued from FRONT PAGE

Lower Mainland real estate prices were up modestly in the first two months of the year, with detached houses showing the strongest gains, according to statistics from realtor associations.

In Metro Vancouver, the benchmark price of detached houses hit $1.026 million in February, up 9.7 per cent from a year earlier. And that varies wildly by geography, with the typical house on Vancouver’s west side selling for $2.4 million,

compared to $480,500 in Maple Ridge.The strongest one-year price gains for houses

within Metro have been around 12 per cent in Vancouver and North Burnaby.

The Real Estate Board of Greater Vancouver reported its benchmark price for attached homes rose 4.6 per cent to $481,500 and apartments were up three per cent year-over-year to $386,500.

Jean McIntyre always tries to look at the bright side of life.

And with her 105th birthday looming on March 28, she’s got an abundance of reasons to smile.

In fact, McIntyre said it’s her positive attitude that’s allowed her to live so long. Sure, there’s been hardships along the way like the Great Depression, two world wars, the loss of her beloved husband Albert. But she never let any of it get her down for too long.

“You have to be friendly,” said McIntyre, who’s lived independently at Harmony Court care home since 2003. “If you learn to struggle, you can overcome something else.”

McIntyre spent much of her adult life working

as a nurse and x-ray technician. She and her husband never had children. She loved to read, knit and sew.

And while her eyes no longer allow her to enjoy those activities the way she used to, McIntyre

doesn’t want for things to do.

Her days are filled with visits to friends and staff at Harmony Court, and outings with old friends out and about in the community.

She usually doesn’t go to bed until midnight and is up and at ’em again by eight the next morning.

Sometimes McIntyre offers advice to the young whippersnappers in their seventies and eighties around her.

“You have to keep in touch with other people,” she said. “You have to have fun.”

She’s still smiling at 105

Over the last two months I’ve outlined the characteristics of an abuser, the reasons why someone may not disclose mistreatment, and the links between dementia and risk of abuse.

The abuser in a financial situation is commonly a trusted person such as a spouse, adult child, caregiver or friend. As financial abuse does not cause visible wounds, this week I’m defining financial abuse and sharing tips on how to prevent it.

Financial or property abuse:• Involves the misuse of an older

person’s money, property or assets without his or her full knowledge or consent.

• Might include putting pressure on an older person in order to gain access to his or her assets.

• In the case of an older person who is not mentally capable, it can also include not acting in his or her best interest, including the misuse of Enduring Power of Attorney.

Examples of financial abuse:• Theft of money, credit cards, bank card and

PIN number, or possessions;• Forging an older person’s signature to gain

access to money;• Taking or withholding a pension or insurance

cheque;• Selling an older person’s property or

possessions without his or her consent or the legal authority to do so;

• Failure to repay loans or repeated borrowing;

• Pressuring an older person to change his or her Will, Power of Attorney, or any other legal document;

• Not allowing an older person to spend money on what he or she wants;

• Pressuring an older person to buy alcohol or drugs; and

• Sharing a home with an older person and not paying a share of the expenses, or refusing to move out of an older person’s home when asked.

Common abuser traits:• Need or greed — the abuser is under financial

pressure.• Opportunity — the abuser has access to funds.• False sense of entitlement — the abuser has

false belief, “I deserve it,” “I am owed” or “I need it more than they do.”

Tips to share with older persons: Prevention of financial abuse:

• Plan for your future while you are healthy and independent (i.e., an Advance Care Directive, a Will or an Enduring Power of Attorney).

• Do not will your house or other assets to someone in exchange for a promise to keep you out of a nursing home or to take care of you should you become dependent.

• Involve more people than just family in financial matters and obtain the services of a financial planner.

• Stay active in the community and connected to family and friends.

• Have pension or other cheques deposited directly into your bank account.

• Do not leave cash, jewelry, or valuable possessions lying around in your home. Keep money in the bank, not at home.

B.C. seniors advocate Isobel Mackenzie will be the keynote speaker at the first of an educational series being put on by the Burnaby Seniors Resources Society.

The initial event is called A New Vision on Aging. It will be held at Bonsor Recreation Centre on March 26, from 1 to 2 p.m.

Mackenzie will be available to answer questions about her first year in her role and to share how her office can make a positive difference in seniors’ lives.

Admission is free, and there will be light refreshments served.

The Healthy Aging Series is being put on by the Burnaby Seniors’ Resource Society (BSRS), formally named the Burnaby Seniors’ Interagency

Society (BSIS), whose goal is to inspire healthy aging and to provide educational support on resources available to seniors in the community so that seniors can live with dignity.

This event is sponsored by the Mulberry PARC Retirement Residence and the NewsLeader. This is the first of more events to occur throughout 2015.

The event is being held in the banquet hall in the Bonsor Recreation Centre.

The society says as B.C.’s seniors advocate she will offer a unique perspective. It also says B.C.’s seniors deserve support from the provincial government to help them maximize independence and ensure a fulfilling lifestyle.

A new study urges municipalities to eliminate breaks for seniors on property taxes and fees to use services such as public transit and fitness classes.

The report by municipal finance expert Harry Kitchen was released by the Institute for Research on Public Policy.

Kitchen argues it’s time to abandon seniors discounts because they increasingly benefit wealthy retirees who don’t need the help.

“They were established at a time when a high percentage of older residents were living in poverty, but poverty rates for seniors have decreased

considerably compared with those in the rest of the population,” Kitchen said.

His findings indicate seniors actually have the smallest share of people living in poverty of any age group in Canada.

He recommends grants and special aid be targeted to all low-income people in need, regardless of age.

“Those paying a reduced price are effectively subsidized by those paying the higher price,” Kitchen says in his study.

Cheap or free services to seniors can also lead to excessive use of services and larger-than-required facilities, it says.

Extra revenue from ending blanket discounts for seniors could give cities more flexibility to reduce their reliance on property taxes, he argued.

He warns the inequity of

seniors discounts will worsen as the population ages and reform will become increasingly difficult as more voters turn 65.

B.C.’s home owner grant program reduces the property tax on a principle residence by more if the owner is a senior – the tax reduction is up to $845 per year for seniors but is capped at $570 for those under 65.

TransLink charges seniors a $52 for a monthly “concession” pass that’s valid across all zones, while other regular adults are charged $170 a month for a pass that’s good for all zones, or $91 for one zone only.

BC Ferries eliminated a major freebie for seniors a year ago – free travel on non-holiday weekdays. Seniors now pay half price on their passenger fare Monday to Thursday.

The Burnaby Mountain Lions first appearance at the B.C. AAA senior girls basketball championships got off to a rough start with losses in their first two games, but they bounced back by winning their final two games.

They downed the Elgin Park Orcas from Surrey 64-58 Saturday to claim 13th place. As she did all tournament long, Grade 11 guard Jacey Bailey led the Lions’ attack with 26 points while Brooke Gabriel had 23 and Alix Gabriel 11.

The Lions began the tourney at the Langley Events Centre on Wednesday with a 90-57 loss to Port Coquitlam perennial powerhouse Riverside Rapids. Bailey scored 28 points while Brooke Gabriel had 12.

In consolation play Thursday morning, North Vancouver’s Handsworth Royals beat Burnaby Mountain 67-56 with Bailey netting 32 points in a losing cause.

They got their first tournament victory Friday by downing the Mt. Baker Wild of Cranbrook 67-57 behind Bailey’s 28-point performance and Brooke Gabriel’s 27 points.

Meanwhile in the AA championship, the St. Thomas More Knights downed Vancouver’s Notre Dame Jugglers 70-62 Saturday to finish third.

Zion Corrales Nelson scored 25 points to lead the Knights in Saturday’s victory. Nikko Sahagun had 14 while Leilani Carney collected 12 and Stephanie Von Riedemann 11.

In the semifinals, STM lost 82-80 to eventual champion Immaculata Mustangs of Kelowna with Carney scoring 18 points, Nadine Stewart 16, Sahagun and Von Riedemann 14, and Corrales Nelson 13.

The Knights opened the tourney by defeating Victoria’s Lambrick Park 65-57 and then a 73-63 win over North Vancouver’s Seycove Seawolves.

The previous week, STM’s junior boys squad finished sixth in their provincial championship.

The Knights opened the tournament with a pair of wins Wednesday. First of all they downed the Surrey’s Fraser Heights Firehawks 60-55 before beating the MEI Eagles of Abbotsford 67-64. Their title hopes ended, however, when the Kitsilano Blue Demons prevailed 55-50 in a quarter-final match Thursday. Port Coquitlam’s Terry Fox Ravens defeated STM 49-42 Friday before the Knights claimed sixth place by downing Abbotsford’s Rick Hansen Hurricanes 53-48. Richard Galicia was named a second team all-star.

DesLauriers is a well-known family name in Canadian football. J.J. is a nephew of UBC Hall of Fame defensive back Laurent DesLauriers, who played for the UBC Thunderbirds in the 1980s, went on to play five seasons in the CFL, and later coached at both UBC and SFU. J.J.’s cousin, Anthony, played at SFU and was drafted by the Toronto Argonauts in the sixth round of the 2009 CFL Draft. Another cousin, Mark, also played for the Clan.

“Of all the schools I visited I felt most comfortable at SFU,” said DesLauriers. “I also wanted to play four-down football against the best competition you can play against in Canada.”

Two government MLAs are accusing No forces in the transit referendum of misleading the public by exaggerating the issue of waste at TransLink.

Surrey MLA Marvin Hunt, a former Surrey councillor and Metro Vancouver board chair, and Education Minister Peter Fassbender, formerly mayor of Langley City and vice-chair of the mayors’ council, made the comments Friday in Cloverdale, where Transportation Minister Todd Stone urged local business leaders to support the Yes campaign.

Hunt said TransLink has got “a bad rap” from No campaign leader Jordan Bateman, who he said has made “very unfair” comparisons of executive salaries to those paid in smaller transit organizations that do not have the geographic sweep or extent of responsibilities as the Metro Vancouver agency.

“An awful lot of erroneous information has gone out,” Hunt said. “Unfortunately, there’s nobody out there saying ‘Jordan, get serious. Tell the truth on these things.’”

Hunt, who once was a director on the TransLink board when it was elected, insisted TransLink is “extremely

efficient” compared to equivalent transit agencies in North America.

He defended former CEO Ian Jarvis’ work to cut costs – $100 million a year was saved from the budget under his

watch, in part by reconfiguring bus routes – and suggested Bateman’s skills lie more in “pointing fingers and throwing stones.”

“Show me the savings he produced at Langley Township when he was on their council and then we can start to talk about what he can do at TransLink.”

Hunt rejected claims a No result will force new reform at TransLink. “Tell me the piece of the puzzle that’s going to improve by saying No,” Hunt said. “All you’re going to have

is more people, more cars, more congestion, worse air and more beat-up roads.”

Fassbender, who worked for several years with other mayors trying to assemble an expansion plan and improve TransLink governance, also took issue with No campaign claims TransLink is effectively a black hole of waste that will squander every new tax dollar it gets.

“I don’t agree with them,” Fassbender said. “People from outside this province look at TransLink and say it’s one of the best systems in North America, if not the world.”

He said more improvements can and should be made at TransLink, acknowledging problems such as the delayed Compass card rollout.

“Is it totally mismanaged? I don’t believe that, I never have,” he said, pointing to audits in recent years. “The previous commissioner looked at it and said it was a well-run organization.”

However, Fassbender said, it’s clear the public doesn’t have confidence and the TransLink board should continue work to restore it.
