Residents of Strathmore Lakes Estateshave been upset since learning about theproposed land use change of their neigh-bourhood.

Phase 14 of the Strathmore Lakes OutlinePlan, which totals 22.6 hectares or 55.85acres, has changes from the previous phas-es.

There were architectural controls inplace for the rst 13 phases regarding set-backs, house size, stone types, and overallappearance.

Phase 14 will continue to have these con-trols and this will be enforced by the devel-oper and not the Town. The proposal in-cludes a medium density attached housingdistrict and a mixed housing district that

was not in the original plans for the area.Strathmore has a process whereby theywill not accept an application for develop-ment unless the plans have been signed bythe developer, who is currently StrathmoreLakes Estates.

Residents are upset that they were buy-ing into one type of community only tond out a few years later the green spaceshown in the original outline may be re-duced and there could be apartment build-ings across from them.

Bevan Daverne, a Strathmore Lakesresident, said he understands things havechanged due to the economic downturn, and said it seems like the kinds of homesbuilt to the end of their developmentwould be unlikely to continue if the devel-

oper wished to sell the homes. He said residents question why any of

the controls were set in the rst place ifthere was supposed to be a look and feelto the area. He questioned why they arerezoning an area so close to StrathmoreLakes.

If there is a zoning change we wouldbe interested in some degree of separationthat makes a little more sense than eightmetres, said Daverne.

He suggested trees, or something tomake it look like the area ends. Anotherissue residents have is their property valuecould go down because of their proximityto a higher density district.

Town council approves citizen of themonth recommendationShannon LeCLair

    Times Reporter

Councillor Bob Sobol brought for-ward a motion to implement recogni-

tion to outstanding citizens at councilon March 2.

It seems to me that town council tono fault of their own, tends to focus onmany of the negative issues or prob-lems far too often, said Sobol.

He said it occurred to him there is alot to be thankful for in the town anda lot of great people who contribute tomaking the town a wonderful place tolive.

Id like to propose that we begin atradition of paying tribute to people orgroups that council feel are instrumen-tal in improving Strathmore in a signi-cant manner, said Sobol.

One member of council, on a rota-tional basis, will nominate a person orgroup they think have made signicantefforts for improving the town at therst meeting of each month. A letterwill be sent out on behalf of the mayor

Council had requested that adminis-tration to establish a fair and equitableprocedure to single-source all munici-pal advertising to one newspaper. Thegoal is to improve advertising cost ef-fectiveness and provide a consistentcommunication vehicle for advertisingmunicipal events and legally requirednotices to Strathmore residents. TheStrathmore Times was awarded the ten-der.

Continued from Page 1Given weve all taken a bit of a shot

lately with our homes values, this onedoesnt seem like one thats necessary, said Daverne.

If we change the planning a little bit, allow for a little bit more of a separa-tion, allow for a larger park area, maybemore trees to do a little bit more of atransition,

He said the zoning change is not theirrst choice, but isnt sure its somethingthey will be able to avoid. He is not op-posed to the change if there is a littlemore green space and a buffer betweenthe areas. Councillor Earl Best asked ifthere is a way to make it happen.

It would happen at the subdivisionstage because until the subdivisioncomes, we can not put the municipal re-serve designation or conditions on thedevelopment until subdivision comesthrough, said Tammy Henry, Directorof Planning and Development for theTown.

The issue of trees, it could be pos-sible, and we may capture it through adevelopment agreement at the subdivi-

sion stage but the Town will eventuallyhave to maintain that area as well. Wedprobably have to discuss that with ouroperations and engineering departmentbecause they deal with the maintenanceof the parks.

Mayor Steve Grajczyk said he feelsthey should insist that it happen. TheApplicant proposed a land use desig-nation of Urban Reserve (UR) for theMR (Municipal Reserve) lands as wellas the Public Utility Lot. The land usedesignation applied for is higher den-sity than originally shown in the Strath-more Lakes Estates outline plan. Sinceapproving the outline Plan, the Town

has become a member of the CalgaryRegional Partnership, governed by theCalgary Metropolitan Plan, which aimsfor densities between 8 and 10 unitsper acre. The increased density of thisre-designation will put the gross unitsper acre at a range between 6.18 and14.5.

Given the density range, the appli-cation is in line with the Towns goalsand obligations of increasing density tocomply with the Calgary MetropolitanPlan.

The previous plan for the area wasto designate it R1 (Single Detached Dis-trict), however, under the Town LandUse Bylaw, the previous plan would car-ry a density of 7 units per acre, which

is actually higher than the low end pro-posed in the current application.

This land use re-designation will com-plete the Strathmore Lakes Estates de-velopment. Councillor Pat Fule was theonly one opposed to the re-designation.

Council agrees to investigate residents suggestions

    Times Reporter

There has been a lot of talk aroundtown about building a recreation cen-tre to be a home for sports and the artsaround Strathmore. One resident hasfound a way to try to work at gettingsomething in place sooner rather thanlater. Burton Harker has lived in Strath-more for two years, and is a classicalsinging teacher. He teaches in Rosebud,Calgary and out of his home.

Ive been wanting to get out of teach-ing out of my home, said Harker.

One of his students parents knew hewas looking to open up a storefront orsomething along those lines, and toldhim about the Pepsi Refresh Project.Pepsi is giving away over a million dol-

lars to fund great ideas.I had about a week to get a proposal

together and put it online, said Harker. He is applying for the $100,000 grant

through the Pepsi Refresh Project. Hisidea is to convert an existing buildinginto a music education and arts perfor-mance centre. The project is geared atproviding quality music instruction in a

facility, allowing for performance expe-rience which, Harker said, is an integralpart of any students education. It willalso provide opportunities for studentsand community members to view andparticipate in other arts performances.

Trying to run group recitals and les-sons here in Strathmore for the last twoyears, I have noticed a need for spacelike this, said Harker.

Currently he is renting space at HopeCommunity Church, which he said, while it is great, its not ideal. Harkeris on the Hope Bridges board and hasattended the meetings hosted by theStrathmore Golf Course Strategic Plan-ning Committee and the Lions Club. One of his concerns is that sports seem

to take over in small towns, and he isworried it may be more of a sports typerecreation centre with a smaller facilityto perform in. Another concern is tim-ing; he would like to see a facility avail-able as soon as possible.

With this grant you have 12 monthsfrom the time you receive your moneyto nish your project, said Harker.

Its a time thing for me, its just notcost effective to rent a space that isntquite what you need.

Harker said something needs to be inplace fairly soon for people in Strath-more, and said there are concerns thetown could lose some of the art groupsif a facility isnt found. Harker said it

would be a small venue, but it would befor anybody and it would be an afford-able space for artists to perform.

The winners are picked through a

voting process. Harker began as num-ber 46 out of over 80 applicants for the$100,000. As of March 8 his idea wasin 24th place. If he doesnt make it thisround there is another round availableto him - as long as he is in the top ve.

If you make it into the top 5 for yourround you automatically get advancedto the next round, said Harker.

I keep moving up every day which isnice, I havent moved backwards at all.Harker said things moved quickly and

he didnt really have time to prepare avoting strategy, but feels like he is doingfairly well.

He said his original thought for a fa-cility was to have the SAAN building, but said $100,000 wouldnt be enoughto cover it. The Sacred Heart Catholicchurch is up for sale, and convertingthe sanctuary into a theatre would alsobe a great idea. For now, getting intosome sort of a building, even a store-front thats not too outrageously priced, would be ideal.

Im kind of hoping people come for-ward and say I have this great place, or

I have this idea or Im with this group,do you want to pool together and get areally great facility going, said Harker.

Harker would be happy to talk toanyone interested in his idea, and saidhis main focus is to provide a positiveteaching atmosphere and performanceopportunities for his students, or anycommunity member interested.

Theres a lot of arts minded peoplehere, there maybe hasnt been enoughcommunity rallying in the past. I knowthey are looking at getting an arts coun-cil together and I think thats a fantasticidea, said Harker.

I think thats just the start, its too badit didnt happen 50 years ago.

Harker is condent there are enoughgroups in town that could make use ofsuch a facility. Having personal experi-ence in Rosebud, and seeing the largenumber of theatergoers, proves to himan arts facility can work anywhere.

People interested in speaking to Hark-er can email him at [email protected].

To nd out more about his proposaland to vote for his idea go to www.re-fresheverything.ca, voting ends April 30.

    Spiked gas pricescause student concern

    JNNA CAmPBLLTies Junior Reporter

The recent spike in gas prices

partially, due to the unrest in Libya, has

the students at Strathore High School

concerned and earul that the prices

are going to continually increase. With

Strathores gas reaching a $113.9 on

monday, march 7, students are worried

that gas will no longer be a necessity, but

    rather, a luxury.

In planning or the uture, SHS student,

madison Gauthier knows she can ake

sall changes in order to accoodate

how expensive it is to drive a vehicle.

I (gas) got too expensive, I would

probably fnd a dierent way to getaround. Once in suer, Id walk ore,

take y bike. I wouldnt go to places that

I didnt need to go with y car.

    Understanding the cause or gas

    price ination, Libya, Aricas biggest

oil producing nation, has been under

the fr control o Colonel muaar

Gaddaf since he seized power in 1969.

The recent rebel protests against the

    Gaddaf governent have created unrest

in any o the Libyan cities. In retaliation

to protests, orces loyal to Gaddaf have

    been attacking rebel positions with

brute orce and unseen violence. most

iportantly, Gaddaf is trying to prevent

    the antigovernent fghters ro seizing

    control o the capital, Tripoli.

According to David Kirsch, an analystwith PFC energy, he predicts that as

    uch as two-thirds o Libyas 1.6 illion

    barrels-a-day oil exports have been

shut down. Having the taps shut o on

the nation which contributes two per

cent o the worlds oil, have created a

riple eect, largely increasing the price

o crude oil, which has been pushed

over $105 US a barrel. It is still unclear

how long exports will be cut o, and in

the eantie, The Organization o the

    Petroleu xporting Countries (OPC)

    has raped up production.

Noting how uch an ipact that

the Libyan unrest has on our Canadian

    econoy, Kenton Zandee, teacher at

SHS,thinks it shows the interrelatednessand interconnectedness o our world.

Seeing the pros to oil price ination,

    Zandee believes that this could

    potentially be benefcial or Alberta.

It eans that our oil prices are up

and our oil copanies are hiring ore

people, theyre exploring or ore oil

and its helping Albertas oney as a

    province.

Not any students share the siilar

optiistic view as Zandee, and do not

necessarily know the cause or increase

    in prices.

I defnitely think that nobody knows

about it. I didnt even know why gas

prices were up until today. I highly doubt

that very any know exactly why, andthey should learn why. I think that by

knowing, it would ake us alost ore

    tolerant, said SHS student, Hannah

    meers.

The price o oil is expected to continue

to increase over suer, as it has been

steadily clibing over the years. It is still

undeterined i prices will ever decrease

back to a ore reasonable level. One can

only be hopeul that larger oil producing

countries do not all under siilar unrest

and turn o the taps as well.

    Parliamentary Report

Over the past few weeks, we have all beenwatching coverage of the uprisings in the MiddleEast and North Africa. Most recently, we have allbeen captivated by the tragic events unfoldingin Libya. It is of great interest to me personally, because in 2004, as Vice-Chair of the House of

Commons Standing Committee on Foreign Af-fairs, I spent eight days in Libya. Then PrimeMinister the Rt. Hon. Paul Martin, took me, as anOpposition Member of Parliament, with a smalldelegation.

On Feb. 27, Prime Minister Stephen Harper an-nounced Canadas implementation of United Na-tions Security Council Resolution 1970 adoptingsanctions on Libya. It sends a very clear message:the murder of its own citizens by the Libyan re-gime, and the gross violations of the populationshuman rights will not be tolerated by the inter-national community, and will carry serious con-sequences. Our Government continues to workwith key allies and the international communityto intensify pressure on the Libyan regime.

The binding sanctions in the Resolution are: an

arms embargo requiring all states to prevent thesale or supply of arms into Libya, or the exportof arms from Libya; the inspection of cargo go-ing into Libya; a travel ban on Muammar Qadhaand 15 individuals closely associated with him;and an asset freeze against Muammar Qadhaand members of his family.

In addition, Canada is going beyond the Secu-rity Council Sanctions. Our Government is im-posing an asset freeze on, and a prohibition ofnancial transactions with the Government ofLibya, its institutions and agencies, including the

Libyan Central Bank.Additional individuals may be designated un-

der the travel ban, and further asset freezes maybe ordered. These actions will help restrict themovement of, and access to money and weap-ons for those responsible for violence against theLibyan people.

The international community is calling on theLibyan regime to put an end to violence, act with

restraint, provide immediate access for interna-tional human rights monitors, ensure the safetyof foreigners, allow safe passage of humanitarianand medical supplies and lift restrictions on themedia.

Our priority has been the safe evacuation ofCanadians from Libya. This effort continues inclose cooperation with the British and our otherallies. Canadas Department of Foreign Affairs iscontinuing to contact registered Canadians byphone, where possible, regarding opportuni-ties to leave the country by any means possible.Consular advice is also available through www.travel.gc.ca.

Prime Minister Harper said, A governmentsrst and most fundamental responsibility is toprotect the safety and security of its citizens.

Mr. Qadha has blatantly violated this most ba-sic trust. Far from protecting the Libyan peopleagainst peril, he is the root cause of the dangersthey face. It is clear that the only acceptablecourse of action for him is to halt the bloodshedand to immediately vacate his position and au-thority.

    After meeting a director in-

volved in the Uganda Partner-ship Association, UP, just overa year ago, Strathmore resi-dent Matt Fitzsimmons hasbeen working with them.

The Uganda Partner-ship was started in 2007 bya local Ugandan develop-ment worker and a group ofCanadians, wanting to helpthe growing population ofwidows and children in theBushenyi region.

It was originally started bya teacher who came acrossthis village and kind of fellin love with the people. She

was doing some studies onparticipatory research, saidFitzsimmons.

How it works is, you haveto go into a community or avillage or whatever and youdont really take over you justkind of listen to their prob-lems and see how you canhelp.

UP works directly with itspartners to facilitate micro-nance initiatives and adulteducation programs with thewidows in this community. They also work with localhealth professionals to coor-dinate access to healthcare,

HIV/AIDS outreach programsand loans to help with medi-cal bills. Through the Pay-it-Forward School ScholarshipProgram, UP also providesthe opportunity for severalstudents to attend school theywould otherwise be unableto. In 2010, UP, working withthe widows have purchased, through a donation from ju-nior high students in Calgary, land where they plan to con-

struct various buildings andan irrigation system to helpght drought and continue togrow food during such times.

On March 11 at the CivicCentre, Fitzsimmons, in asso-ciation with the Uganda Part-nership Association, is invit-ing residents to come downand nd out more about whatit is UP is doing. There will beappetizers and drinks.

Its kind of like, heressome awareness and thisis the stuff were doing. Weknow its pretty cool so if youguys want to help support usthen great and if not, thenwell hang out.

There are also two grandprize rafe items: a three-day,

two-night stay at the Morn-ingside Bed and Breakfast onVancouver Island; and an Af-rican painting imported fromTanzania.

He said they just want toget people out, to raise aware-ness about the initiatives theyare doing. Fitzsimmons saidhe got the idea from Manito-ba where they have weddingsocials. He said it is similar tothat, except the funds raisedare for an organization. Thedirectors and everyone head-ing to Uganda in April areself-funding their trip costs. Each volunteer is spending

approximately $3,000 of hisor her own money.

Everything will make a dif-ference, all of the funds raisedare going directly to the ini-tiatives, said Fitzsimmons.

For more information or toRSVP contact Matt Fitzsim-mons at 403-874-2279 oremail [email protected]. There is no cost for thetickets, but donations are ap-preciated.

    Gleichen Fire Department re-opensShannon LeCLair

    Times Reporter

Residents in Gleichen canrest a little easier after theGleichen and District Fire De-partment re-opened March 9.Members of the departmentpresented Wheatland County

council with their proposalon March 8.

They took the locks offat 10 a.m. and reinstated usat 10 a.m. We had a relative-ly positive council meetingyesterday, said Deputy FireChief Mike Burne, on March9. Theres some things wehave to iron out, but coun-cil liked most of our plans, most of what we presentedto them.

Burne said most of councilseemed to accept the propos-al and only had the depart-ment change a few thingsand rectify some problemswithin. One thing mentioned, said Burne, was council doeswant to have the departmentup and running. It was a mat-ter of getting things ironedout more to their liking. Forthe next little while the coun-ty will be keeping an eye onthe department, making surethings stay on track.

There are things that weremandated in our minutes thatwe were supposed to do andit just didnt get done. Nowthey are saying these thingshave to get done or we couldnd ourselves right back inthis position, said Burne.

    I dont foresee this being

an issue down the road, I re-ally dont. Yeah theyre goingto be watching us pretty care-fully for the next little while, that is a for sure, but I dontsee this being an issue afterthis point.

Gleichen Fire AssociationPresident Barb Clarke hasstepped down from her du-ties.

Barb has been treated a lit-tle bit less than fair through-out this process with someof the things that have beensaid towards her, said Burne.

She didnt have the typeof power that has been per-ceived by the public. He be-lieves in this particular in-stance she has been treatedunfairly, though he did say heunderstands the countys po-sition on wanting the currentadministration to resign. Asfor the issues with the book-keeping Burne said, their un-derstanding was they needed

to nalize numbers from 2008 to makesure they didnt make the same mistakein 2009.

I still believe there is miscommuni-cation in regards to that. But that hasbeen resolved, 2008 is clear and is re-leased and now well get 2009 and 2010in right away.

On March 9 in a press release Wheat-

land County said they have come to anagreement with the Gleichen Fire As-sociation to allow for the immediate re-opening of the Gleichen Fire Hall andthe resumption of responsibilities forghting res and providing emergen-cy services within Wheatland County.Council appreciated the opportunity toparticipate in the discussion at the Glei-chen Arena on March 3. The Gleichenand District Community DevelopmentCouncil hosted the discussion. Ron Mc-canna, Citizens Representative for thecouncil said they are, just happy to hearit is open.

The Gleichen Fire Association will beholding its Annual General Meeting onMarch 22 at 7:30 p.m., the location isto be announced. It will be open to thepublic.

AltaLink submits transmission line applicationShannon LeCLair

    Times Reporter

AltaLink has recently submittedtheir application for the Western Al-berta Transmission Line to the AlbertaUtilities Commission, AUC. They havesubmitted an outline of both theirpreferred route, which has the lowest

impact, and the alternate route. The preferred route has the lowest

residential, agricultural and environ-mental impacts and is about 300 kilo-metres long.

The alternative route runs east ofHighway 2, but it is not the recom-mended route.

Leigh Clarke, Senior Vice Presi-dent of External Engagement, saidin a previous interview that the AUC

likes to see a preferred and alterna-tive route, which is why AltaLink pre-sented both.

Having that year long consultationand having two rounds of consulta-tions, has allowed us to learn thingswe couldnt have if we had tried torush this process, said Clarke.

It also gave us the opportunity to

be really transparent with Albertans.AltaLink has been consulting with

stakeholders since January 2010, andhave hosted 23 open houses, 15 infor-mation centres and done more than1,500 one-on-one consultations withstakeholders.

The process now is in front of theutility commission. I expect that (it),that could take up to a year to getthrough that process, said Clarke.

Folks who dont agree with ourassessment of what the best route iswill have an opportunity to challengethat.

Clarke hopes they will hear a deci-sion before the end of the year andthen get to work on this project. Hesaid he thinks they are on track forgetting the project in place by 2014,

for which like the Independent Sys-tem Operator, ISO has been asking. The AUC is currently holding infor-mation sessions so stakeholders canlearn more about the hearing process. If the project is approved by the AUC,construction could begin in 2012. Tond out when the information ses-sions with the AUC is taking place,go to www.auc.ab.ca and click on theWestern Alberta Transmission Line.

    Rebels takeopener fromBisonsMario Prusina

    Times Editor

According to their coach, mentalmistakes cost the UFA Bisons Game1 of their South Division Champi-onship series versus the Red DeerRebels March 8.

    After storming through the rst

two rounds of the playoffs withonly one loss, the Bisons were up-ended 4-1 in Red Deer to open thethird round.

We made some mental mistakes the ones where guys were think-ing too much, said Bisons benchboss Parry Shockey. When youthink too much, you hurt the team.If you think about the mistakes youcan make, thats what youre goingto do.

Its like hitting a golf ball ifyoure thinking about the water, getyour shing pole out.

The Rebels took a 1-0 lead af-ter a lacklustre rst period of play, which saw both teams combine for

a total of 10 shots on goal.Despite taking the play to the

Rebels in the second period, theBisons found themselves down 3-1after two periods of action. KirbyRuzesky was the only Bison to ndthe net after he converted a feedfrom Darian Henry and Luke Philpon the powerplay. The Herd man-aged to clank three shots off thepost in the period, before the Reb-els rounded out the scoring with athird period goal.

We need more out of people we need guys to step up and playbetter, said Shockey. We needto bury chances. We had ve or

six quality chances and we didntscore. They had ve or six qualitychances and they scored four.

It wasnt (so much that) theyearned them as much as we gaveit to them.

For those who receive the Strath-more Times early, Game 2 is slatedfor tonight (March 10) 6:45 p.m.at the Strathmore Family Centre.Game 3 is March 11 (8 p.m.) in RedDeer and, if necessary, Game 4 isMarch 13 (8 p.m.) at the StrathmoreFamily Centre.

Warriors get behind the eight ball; fall to OilersMario Prusina

    Times Editor

Essentially, one bad game may have cost the WheatlandWarriors a chance to move on to the third-round of theSCAHL playoffs.

After wining their opening round series 2-1, the local dou-ble-A bantam team lost Game 1 of the second-round to theOkotoks Oilers and never recovered.

The Warriors fell 5-2 to the well-rested Oilers on March 2,before falling 2-0 in Game 2 of their best-of-three series atthe Strathmore Family Centre on March 5.

We kind of got behind the eight ball during the rst game we went down to Okotoks and didnt play well, said War-riors head coach Russell Koester. We only played for about

ve minutes that game and youre behind right away. (Game2) wasnt a terrible game, but when you get behind the eightball like that in a three game series, you cant afford to havethat slow start.

After earning a rst-round bye, the Oilers stormed out to a1-0 lead in the rst period of Game 1. Wheatland respondedwhen Taylor Donner converted a feed from Blair Roszell toeven the score, before the Oilers struck for two unanswered.

The Warriors pulled to within one when McKay Bray foundJaryd Coccimiglio midway through the third period, beforethe Oilers nished the scoring with a pair of markers.

In Game 2, goaltender Reid Muenchrath made 34 saves, but the Warriors couldnt convert on any of their 21 shots.

I think the kids were a little tight too, squeezing theirsticks a little bit, said Koester of Game 2. They were a littlenervous, so they werent really sticking to the system (or) thegame plan. We couldnt generate enough quality chances.

According to Koester, one of the teams strength was theirbalanced line-up throughout. He said there was not onestandout line and the coaching staff kept rolling the lines. He said the team matured from the rst preseason game tothe last game of the playoffs.

That was one of the goals from the start of the year isthat everyone improves as a player, a teammate and as a per-son as well, said Koester. I think they all have.

    Chiefs tangle with lightning

After earning a rst-round bye into the postseason, theWheatland Chiefs AA midget team is preparing for roundtwo versus Airdrie.

Despite nishing the season with 20 more points thantheir opposition, the Chiefs are expecting a tough match up

against the Lightning. The Chiefs have had previous success over Airdrie in

league play, winning 7-3 at home in late October, beforeclosing out the regular season with a 5-3 win late last month.

However, Airdrie proved to be a formidable opponent forthe Chiefs during the Zone Playdowns for the ProvincialChampionship in early February. Airdrie won the two game(combined score) series with a 3-2 win in Game 1 and 4-3in Game 2.

The Chiefs will look for revenge during the league play-offs.

Game 1 of the best-of-three series was slated to beginMarch 9 at the Strathmore Family Centre (results unavailableas of press time).

Wheatland will travel to Airdrie on March 11 (7:45 p.m.)for Game 2. Game 3, if necessary, will take place on March12 (7:45 p.m.) at the Strathmore Family Centre.
