Measure 2: Strengthening a Healthy Cultural Identity
This measure is built on the premise that without the
necessary investment in the infrastructure, cultural and
social activities would not be possible. This need is
more evident when one considers that most of the
functions are run by local voluntary groups, with little
or no access to alternative sources of funding. The
intention is therefore to use the LEADER fund, through
this Measure, to provide support for the necessary
initial infrastructure to be put in place, such that the
activity/investment can be sustained in the longer
term.
Measure 2: Strengthening a Healthy Cultural Identity
Scope of action:
This measure is intended to provide support for the settingup and/or quality improvement of activities, events,experiences and sessions of cultural and social value.
This measure supports interventions that are aimed to investin the infrastructure for new or improved cultural and socialinvestments to take place within the Majjistral territory. Suchinvestment includes improvements to immoveableproperty/premises from which the group operates, andother related ancillary investments in equipment andfacilities that are necessary for the activity or event.

Eligibility investments
• Direct project costs associated with the development
and/ or creation of the cultural or social activity,
including professional fees, leasing of space and
equipment, purchase of small instruments and activity
equipment, amongst others;
• Improvements to immoveable property (construction
costs/enhancement of premises), that are necessary for
the development/creation of the activity and without
which the activity could not take place.

Indicative list of the type of operations that are likely to besupported through this measure (related to thedevelopment/creation of the activity):
• Expenses related to knowledge capacity building of historical,geographical, traditional/folkloristic documentary evidence;
• Costs of procurement of specialist services, including experts’fees (such as historians, artists, designers, chefs, etc.) andarea-specialists (literature, art, music, theatre, sports, nutrition,outdoor adventure, etc.). The costs of these specialists shallonly be supported for the duration of the project and upondemonstration of evidence of their direct contribution to theimplementation of the action. Additionally, such costs will becapped at a maximum of 10% of the total cost;

Indicative list of the type of operations that are likely to besupported through this measure (related to thedevelopment/creation of the activity) :
• Purchase of new equipment, machinery and instruments thatare to be used for the realisation of the cultural activity, suchas equipment for the high-quality delivery of the culturalactivity/event/experience, including audio-visual equipment,and instruments that are either necessary for the delivery ofthe activity/event/experience, or that are to be transmitted tothe participants to enable them to engage in the activityincluding musical instruments, sports equipment, etc;
• Project Publicity costs (refer to the Visaul identity guidelinesissued by the Managing Authority).

Indicative list of the type of operations that are likely to besupported through this measure (related to thedevelopment/creation of the activity) :
• Procurement of durable activity aids and accessoriesincluding traditional costumes, props, designs, printedmaterial, graphical aids, training resources (such ascompasses, torches, maps, guidebooks, etc.), artefacts,antiques, collectable items, apparatus, etc;
• Leasing of temporary facilities and infrastructure, such asleasing of premises, mobile toilets, tents, exhibition stands,information panels, amongst others, which are needed for theorganisation of the proposed events will be capped at 20%;

Indicative eligible costs (related to the investments in infrastructure):
• The improvement of immovable property;
• The purchase of new equipment up to the market value of theasset;
• General costs linked to expenditure referred to in points above,such as architect, engineer and consultation fees. This cost iseligible up to 10% of the total eligible costs of the project.
• Improvement to immovable property and the purchase andinstallation of machinery/ equipment (fixed assets), shall notexceed 70% of the total eligible cost of the project.

Support through this action shall be limited to Capital Expenditureundertaken by:
Local Councils;
Private Entities (only small and micro enterprises within themeaning of Commission Recommendation 2003/361/EC areeligible for funding and will be subject to State aid rules) and;
Registered Voluntary Organisations that do not carry out aneconomic activity within the meaning of Article 107 TFEU(regularly registered with the Office of the Commissioner forVoluntary Organisations, in line with the Voluntary OrganisationsAct 2007, and regularly operating within the Majjistral territory).

Projects must be physically undertaken in any of the rurallocalities that constitute the GAL Majjistral Foundation territory.

Only Local Councils that have become full-paid members for the(2014-2020) programming period are eligible for funding.

Eligibility Criteria
• Submitted application (including a ContractingSchedule and Disbursement Schedule) is fullycompleted and duly filled-in with details required bythe Decision Committee to evaluate theapplication for eligibility and selection;
• The applicant (project leader) is able todemonstrate that he/she forms part of (or is thelegal representative) the beneficiary/applicantorganisation;

• The proposed project will be implemented within the
Majjistral territory;
• The applicant is able to demonstrate evidence of
sufficient financial capacity required to finance the
project and to fund the private financial component;
• At application stage, the applicant is to include the
certificate of compliance issued by the Commissioner for
Voluntary Organisations till the year ending 2018;

• The proposed project contributes to the general
and specific objectives of the measure;
• The proposed project contributes to at least one
indicator target;
• The project proposal contains evidence of the
cultural and/ or social activity that is to be created
and/ or developed as a result of the investment;

• The project proposal contains evidence of the
social/ cultural/ historical link of the activity to the
Majjistral territory, or to any of its localities;
• The project involves the setting up of one or more
regular events and not a one-time event.
State Aid Rules and Obligations
• The total amount of de minimis aid granted to a singleundertaking shall not exceed the amount of €200,000, or€100,000 in the case of a single undertaking performingroad freight transport for hire or reward, over any periodof three consecutive fiscal years. This period covers thefiscal year concerned as well as the previous two fiscalyears. ‘Fiscal year’ means the fiscal year as used for taxpurposes by the undertaking concerned.
• The de minimis declaration form must be filled in andsubmitted together with the application form.

Non-Eligibility investments
• Purchase of means of transportation;
• Activities which already form part of the annual calendar will not
be funded, if there is no improvement on the existing ones;
• Provisional installations that are not directly related to the
investment (e.g. warehouses for keeping materials for the
construction);
• Expenditures made before the launch of the call for application;
• Inputs which are the subject of a contribution in kind;
• Administration fees (salaries, insurance obligations and running
costs);
• Provision of bar and catering facilities.

Aid Intensities
• A beneficiary will be granted the following financial assistance should
the proposed investment be selected:
• 80% of the total eligible expenditure.
• The other 20% of the total eligible expenditure must be borne by the
applicant.
• The VAT element has to be borne by the applicant (except where it is
non-recoverable under National VAT legislation)

Budget
• The total allocated funds for this call is
set at €400,000 of which 75% will be
financed through the EAFRD whilst the
remaining 25% will be financed
through Malta funds.

• The following capping levels shall apply:
• €40,000 for major investment, which includes majorinfrastructural works;
• €20,000 for smaller scale investments;
• €10,000 for events
• At application stage, the applicant should clearly identifywhat type of investment is being proposed.
• In the case of oversubscription of the call, the MAGF reservesthe right to allocate additional funds to this measure followingapproval by the Managing Authority and ARPA.

Closing through an Open Block Calls Procedure.
The different time block periods are subject to funds availibility. If funds
are exhausted following a block period, the following block will not
open and call will close.

Process
• Evaluation – Administrative Checks - In case an application is
submitted with missing documentation/information, a notification
letter will be sent to the applicant allowing a period of 5 working
days to submit the missing documentation and/or information. If the
requested documentation is not submitted within this timeframe, the
application will be automatically disqualified. No further additional
information will be accepted after the closing date for applications
unless it is requested by MAGF.

Process cont.
• Selection Process - A Project Selection Committee (PSC) will be
responsible for ranking and selecting applications for support. In order
to qualify for selection, the proposal needs to obtain a total of at
least 50% of the total marks of the general and measure-specific
selection criteria.
• Unsuccessful Project Proposals – Right of Appeal. In the notification
letter sent to the applicant, reasons why the project was not selected
shall be provided. The applicant shall have the right to appeal in
writing through a registered letter within 5 working days from receipt
of the email/letter of notification of result sent by MAGF.

Procurement
• Local Councils - Procurement Guidelines issued by the Department
for Local Government must be strictly adhered to. An architect’s Bill
of Quantities (BOQ) with details is to be presented. This has to be
prepared by an architect appointed by the applicant and submitted
as part of the application submitted.
• NGOs, Private Entities - 3 comparable quotations should be
submitted for each line item. In the case of infrastructural works a
BOQ (endorsed and dated by a warranted architect ) has to be
presented at application stage. They are still obliged to present three
(3) comparable quotations for each BOQ line item prior to the
project implementation.

Payment
• Advance Payment - ARPA reserves the right to make an advance
payment of up to 50% of the total eligible cost of the project. This is
subject to the submission of a financial guarantee issued by a
recognised financial institution equivalent to 100% of the amount
eligible as advance payment.
• Interim Payments - Interim payments together with the advance
payment will make up 80% of the total eligible value of the grant
agreement. They must be preceeded with a submission of a request
for reimbursement and financial documentation (including invoices
and receipts). In case of infrastructural works a provisional certificate
of works prepared by an engineer/architect must also be presented.

Payment
• Final Payment - Official certification by the architect appointed by
the beneficiary is required for settlement of final payment (in case of
infrastructural works). The final payment will be affected once an on-
the-spot-check is carried out by MAGF and ARPA and adherence to
the contract is confirmed.
• The main applicants must present a payment claim through the LAG,
so that the necessary verifications and controls are undertaken prior
to submission to ARPA for processing.

Payment
• The project, must be completed and payment claims submitted by
not later than 1 year from signature of contract agreement.
• The final claim for reimbursement of funds allocated to the project
must also be submitted within this deadline.

b Evidence of the tourism potential of the cultural activity (toattract non-residents) - Will the proposed investment beattracting tourists (non-residents)?

c Evidence that the activity is to be conducted on a regular basisin the national annual calendar of events - Will the proposedinvestment encourage more participation and increase theorganisation of events (such as regular exhibitions) that maybecome part of the annual calendar of events?

link with the locality, area and the Majjistral region?
