1. PURPOSE OF THE NEWSLETTER
As you are aware, the rehabilitation of a 4.5 km portion of the Main Road from Atlantic Road in Muizenberg to
Clovelly Road, Clovelly has been underway since March 2008.
The purpose of this newsletter is to provide users of the road with relevant information concerning project team
activities undertaken between June and August 2011 for Phase 1 (Section 3) and Phase 2 of this project, which are currently underway.

2. PHASE 1 CONSTRUCTION (Canty House to Leighton Road)
2.1 PHASE 1: PROJECT PROGRESS 2.1.1 One-way southbound traffic system
The one-way system is still operating satisfactorily and the traffic was recently moved to the southbound carriageway between Leighton Road and Holy Trinity Church.
The project team is continuously monitoring the one-way system from St. James Road to Clairvaux Road through
the utilisation of CCTV cameras.
2.1.2 Boyes Drive remedial work
As part of the current contract, the project team will be carrying out essential repairs to Boyes Drive. This work
has been scheduled for September or October 2011, to reduce the risk of inclement weather. During this operation the team will be implementing a one-way system for northbound traffic, between the hours of 09h00 to 16h00, for
the section from Clairvaux Road to Old Boyes Drive. The work is planned in short sections starting from the south
near Kalk Bay. Southbound traffic will be directed to use the Main Road.
2.1.3 Phase 1 completion: Sections 1 & 2
Some progress has been made since the last meeting with respect to the outstanding items on Sections 1 and 2.
The following items are still to be completed:
• Replacement and/or re-seating of manhole covers;
• Installation of flashing pedestrian warning signs and the paving of a non-signalised pedestrian crossing at
Carisbrook subway; and • Grouting of a section of old 375mm sewer from Rust ‘n Vrede to Bailey’s Cottage and the benching in the cross
connecting manhole.
2.1.4 Phase 1 progress: Section 3 northbound
Main sewer between Jacob’s Ladder and Ley Road
From the team’s early investigations, it was determined that the section of main sewer between Jacob’s Ladder and Ley Road had to be completely reconstructed. This was always seen as an intimidating prospect as the
distance is approximately 110 metres at a depth of 4 metres at Ley Road and approximately 3 metres at Jacob’s
Ladder and in a very confined space between existing services. Before work could commence on the sewer it was necessary to construct the new water main as the old cast iron main was on a similar alignment to the sewer and
in a fragile condition.
Work to the main sewer was completed on 26 August 2011.
Roads and footways
The roads and footways are following the completed underground services and subject to the completion of the
Telkom switch-over. This is expected to be finalised by 9 September 2011.
Telkom services The new Telkom manhole at Sandhurst Road has been completed and new sleeves have been installed to
reconnect the system at Jacob’s Ladder. Telkom are at present installing the new cables. Once they have completed the cable installation they will be switching individual consumers on a systematic basis. The downside is
that until the cables are finally installed the team is unable to complete the roadworks outside the St. James
Retirement Hotel.

2.3 PHASE 1: PROJECT PROGRAMME
The anticipated completion date for Phase 1 is 15 September 2011. Refer to Figure 1 below:

3. PHASE 2 CONSTRUCTION (Leighton Road to Kalk Bay Harbour)
3.1 PHASE 2: PROJECT PROGRESS Section A: Southbound - Leighton Road to Holy Trinity Church
• With the exception of the footway, which has been delayed by the installation of new street lights, this section
was opened to traffic 15th August 2011.
Section C: Southbound - Holy Trinity Church to Kalk Bay Station
• This section is falling further behind schedule as hard bedrock has been encountered in the excavation opposite
Rouxville Road. The rock is in the vicinity of the 600mm diameter stormwater outfall where the team needs to install a steel offset to pass under this pipe. The Contractor has meanwhile skipped the area of bedrock and is
moving south while a decision is made on the rock removal options.
• The parking areas at the Brass Bell and Cape to Cuba are complete and the parking area next to the Haven
night-shelter is currently being worked upon.
• The pedestrian precinct in front of Kalk Bay Station building is under construction and the area will be
expanded and squared off in front of Sirocco and alongside Kalk Bay Trading Post to form a more user friendly
space. This enhanced space has been made possible by the involvement of Roelf Jansen and the community spirit of Michael Townsend and Tony Popplestone.
Peripheral Projects:
Upgrade of the Ou Kaapse Weg and Steenberg Road intersection to provide an additional right turn
lane: • This is now complete with the exception of the reflective road studs which are en route from the manufacturer
in Durban.
An additional lane at the Royal Road / Axminster Road intersection in Muizenberg:
• This is also complete except for a section of “red” no-stopping lines east of Axminster Road.
3.2 PHASE 2: PROJECT PROGRAMME The official contract period for the Phase 2 project including special non-working days, is from January 2011
to March 2013, however the revised phasing is estimated as follows:

The Contractor will commence with construction on Section B: northbound upon completion of Sections A and C.
The Contractor has fallen further behind schedule on Section C and is now forecasting completion by the end of September 2011. This will delay the start of construction on Section D northbound which will overrun by a month
into the summer trading period. Main Road should be open to two-way traffic from Muizenberg to Kalk Bay Station
by mid-December 2011. See Figure 2 overleaf for the revised anticipated programme diagram for Phase 2.

4.2 Email notifications (June – August 2011) Various email notifications were sent out to registered Interested and Affected Parties (I&APs) between June and
August 2011, as detailed below. 14th June 2011:
City of Cape Town notification with respect to the planned water shut down scheduled to take place on Monday, 20
June 2011 5th August 2011:
Apology from Civils2000 regarding the electrical power failure which occurred as a result of accidental damage to a cable 10th August 2011: Notice regarding traffic switchover from the northbound lane (mountain side) to the southbound lane (seaside) of
the road from Leighton Road to the vicinity of the Holy Trinity Church (just beyond Dalebrook Road)
4.3 Discussion meetings held with the Kalk Bay Forum
• Two discussion meetings were held with the Kalk Bay Forum (28th June and 7th July 2011)
• Constructive inputs were received and agreement was reached with respect to specifications for the proposed
screening.
• Internal liaison took place with CCT landscape architect re: aesthetic design.
4.4 Feedback from meetings re: ‘Kalk Bay Walk’
• The shutter boarding will be decorated with a decoupage representation of historical and possibly
contemporary photographs.
• Decoupage is inexpensive and durable, easy to apply subsequent to the erection of painted shutter boarding
which will facilitate timing of the implementation process.
• Photographs of historical buildings from the Main Road and Kalk Bay harbour vicinity, dating back to the 1800’s
– to be sourced from Mike Walker’s collection.
• Affected shops will be provided with the opportunity for a contemporary photograph that is specific to the
needs of the owner. Jeff Ross offered his photographic services in this respect.
• Painted shutter boarding is almost complete. Decoration of the boards will commence soon.
• Media launch to promote “Kalk Bay Walk” will take place upon completion of the decorated boards. Restaurants
/ shops will be invited to participate by offering attractive promotions to the public. Further information in this
regard will be made available in due course.

4.5 Key considerations raised by I&APs and project team responses
Issues raised by I&APs from June – August 2011 have been responded to by the project team and are contained in the attached handout, as contained in Annexure A.
4.6 Community Liaison Meeting #20
A number of key stakeholders have been identified for on-going liaison and communication throughout the construction
phase. Key stakeholders are invited to attend Community Liaison Meetings, which are held every two months throughout the construction phase.
The previous Community Liaison Meeting was held on 13 June 2011 at the Bay Primary School, Clairvaux Road, Kalk Bay. The key issues raised at this meeting are tabled in Section 4.7 below, together with the project team responses.

Query regarding the completion date for Phase 1 (Canty House to Leighton Road).
The anticipated completion date for Phase 1 is 15 September 2011. Subject to Telkom completion.
Query regarding the completion of works to
reconstruct the main sewer.
The work on the sewer was completed on 26 August 2011.
At present the connecting manhole at Capri is being rebuilt.
Concern that cantilevered section of the sidewalk
opposite Carisbrook Flats assists in facilitating criminal activity as it provides hidden access.
The project team will undertake to prevent access by filling
this section of sidewalk. and is currently investigating various filling options.
Concern that rubble left on sidewalks by the
construction activities poses a danger to pedestrians.
The Contractor has agreed to regularly remove rubble from
sidewalks for pedestrian safety.
Query regarding delays on Section C Southbound. Hard bedrock encountered in this section has resulted in the programme falling further behind schedule. The Contractor
moved works southward while a decision was being made on
the rock removal options. It was decided that blasting was the best option. The blasting is complete and the rock
removal is underway
Query regarding the effect of Section C delays on the programme and works overrunning into the business
district during the December trading period.
Completion of Section C is now anticipated for the end of September 2011. This will delay the commencement of work
on Section D northbound, which will overrun by a month into the summer trading period. It is anticipated that works will
cease on 15 December 2011 to allow for the trading period.
It has been suggested that if any further delays are envisaged for Section C, that works on Section D would
commence and break for the holiday season. Section D could then be filled and made usable for parking during the holiday
season. The project team agreed to re-evaluate the sequence of works should any further delays occur on
Section C.
Report that the three storm water outlets on the seaside of Kalk Bay require rehabilitation.
Although this is outside the scope of work for this project, the City of Cape Town has agreed to investigate this issue and
institute rehabilitation if considered necessary.
Clarity regarding works to the Kalk Bay Station
pedestrian precinct.
The pedestrian precinct in front of Kalk Bay Station is to be
expanded and squared off to create a more user friendly space.
Request for law enforcement to police Kalk Bay parking
areas to deter parking in unauthorised bays. Furthermore, unauthorised parking bays should clearly
marked to ensure that no parking is allowed.
Law enforcement and City officials have been notified of this
request.
Concern with respect to the unrepaired sections of the
sidewalk along Clairvaux Road and Boyes Drive.
Work undertaken on these sidewalks to install electricity
services does not form part of the Main Road Rehabilitation project. However, City officials have issued a request for

urgent repair to the electricity services and sidewalks.
Request for a red ‘no parking’ line to be painted at the peak of Boyes Drive as the oncoming sight distance is
considered to be too short.
The project team has agreed to undertake this once the road surfacing has been completed.
Request for repair of pothole in Gatesville Road. This pothole has been repaired.
5. CITY OF CAPE TOWN’S WEBSITE
The City of Cape Town’s website provides details of all major roads currently under construction and specifically information with respect to the Main Road Upgrading project.
The site, http://www.capetown.gov.za/en/roads/Pages/default.aspx is accessible using Microsoft Internet Explorer using version 6 or higher. Click on “Main Road Muizenberg”.
6. PROJECT TEAM
The project team consists of Paul Booth, Mark Doubell and Ian McDonald (Roads and Storm Water Directorate) of the City of Cape Town; John Craig (Engineer), Andrew Rush (Engineers Representative) and Darryl Carver
(Specialist Water Services Consultant) of Kayad Knight Piesold Consulting (Pty) Ltd; and Rob Starke (Director of Civils2000). In order to ensure the safety and wellbeing of the public, the project is overseen by
Health and Safety Auditor, Rod de Witt of Independent Risk Analysis, and the Environmental Control Officer, Lynda Muller of Envirowise.
