Dear Reader,

As per the latest trend, India’s factory output in January grew at 2.4 per cent marking an acceleration from a contraction of 0.5 per cent in the previous month. The current quarter of this fiscal year has evoked a lot of interest amongst the investor and business community since the launch of the new industrial policy, through various road shows in the state and other important investor facilitation focused events. The MahaConnect team has been receiving a lot of queries and feedbacks on the progress of such activities. We have tried to suffice some of them through this latest edition.

The state of Maharashtra has the two of the largest ports in the country, JNPT& MbPT; combined together handle 21.7 per cent of the total port container traffic in India. In order to augment the growth further, the DighiPort in Raigad region has been developed. Dighi Port with its strategic location and well planned infrastructure is geared and ready to handle the cargo generating from North, West and Central India in a hassle free and economically viable manner.

The Mega Project Policy has received a tremendous response. Under the Mega Project policy, the Government of Maharashtra has approved 375 mega projects with approximate assured investment of INR 3,11,728.23 crorewith expected creating employment opportunities for 3.43 lakhs persons. Some of the recent major investments made in the state and the MoUs signed have been highlighted in this edition.

Also, in this edition we have given a district profile for the Jalna, part of the Aurangabad division of the state. The district is renowned for the Seed and Steel industries. We have also provided profile for Addl. Jalna which is an expansion of the existing industrial area in the region.

a ranking of 237th in India (out of a total of 640). The district has a population density of 255 inhabitants per square kilometer (660 /sq mi). Its population growth rate over the decade 2001–2011 was 21.84%. Jalna has a sex ratio of 929 females for every 1000 males, and a literacy rate of 73.61%.

Jalna district is having good Industrial background, specially famous for the Seed and Steel industries. The industrial development at Jalna is widely based on Engineering, Plastic and Agriculture.

Pulses mills, oil mills, refineries, steel re-rolling, plastic, tiles & cement pipe, fertilizers, insecticides, pesticides and the co-operative sugar factories are also playing

important part in the industrial development of Jalna.

There are also cotton ginning and pressing factories and an agricultural market produce committee handling large quantities of all kinds of agricultural produce, including cotton. In view of the overall industrial backwardness of the region, the state government has initiated a master plan to encourage the establishment of small and large-scale industrial units.

Jalna district is an administrative district in the state of Maharashtra in western India. Jalna town is the district headquarters. The district is part of Aurangabad division. The district occupies an area of 7612 km². The district is bounded on the north by Jalgaon district, on the east by Parbhani and Buldhana districts, on the south by Beed district and on the west by Aurangabad district.

The district is situated at the central Maharashtra, in the north Marathwada region. The district has moderately to gently sloping undulated topography. The Northern part of the district is occupied by the Ajanta and Satmalahill ranges.

The district is divided into two sub-divisions, Jalna and Partur. These are further divided into eight talukas: Jalna, Ambad, Bhokardan, Badnapur, Ghansavangi, Partur, Mantha, and Jafrabad.

The district has five Vidhan Sabha constituencies: Partur, Ghansawangi, Jalna, Badnapur and Bhokardan. While Partur and Ghansawangi are part of Parbhani Lok Sabhaconstituency, the other three are part of the lone LokSabha constituency of the district, Jalna

Rivers and lakesThe Godavari flows along the southern boundary of the district from west to east direction. The rivers, Dudhana, Gulati, Purna are the principal tributaries of the Godavari, which flow through the district. The river Purna flows from the central part of the district and meets the Godavari in the neighboring district. The rivers, Khelna and Girja are the important tributaries of river Purna which flow through the district. Jalna is well known for sweet limes and is called "The City of Sweet Limes" . Ghanewadi is the lake near Jalna city which was build to supply drinking water to city.

GeologyThe entire district is occupied by basaltic lava flows of the Deccan traps of upper cretaceous to Eocene age.

The lava flows are piled over one another. The individual flow thickness ranges between 20 to 30 mtrs. The individual flow has two distinct units. The upper part is vesicular in nature and vesicles are filled withsecondary minerals like zeolite and quartz (e.g.MossAgate, Zebra Agate and Green Agate) which is oftencalled as zeolitic trap. The lower part of the lava flow forms the massive basalt, and often called as massivetrap.Alluvial deposits along the major rivers overlie the Deccan traps.

The alluvium consists of clay, silt and sand. The thickness ranges between 10 to 20 mtrs. The alluvium forms a very fertile land.

value added components such as the Special EconomicZone (SEZ) inclusive of a Free Trade Warehousing Zone (FTWZ) which shall further enhance the potentiality of the development for the industrial community along with a rail and road network.

Delhi Mumbai Industrial Corridor (DMIC) & Dedicated Freight Corridor (DFC)

Dighi port is the final node of the DMIC and is being developed as a multi-modal logistic hub. Setting up of an industrial city namely ‘Dighi Industrial City’ near the port under the DMIC is on the anvil. Investment proposed in Dighi port as part of DMIC is expected to be around USD 2 billion and it will facilitate investment of USD 6 billion in creation of industrial and multimodal logistics hubs in the state of Maharashtra.

Dighi Port will cater to a large number of Industrial Clusters such as, Dighi Industrial area, Vile Bhagad, PuneNashik, Igatpuri, Sinar, Roha and Chiplun industrial region. Industrial clusters developed under the DMIC in close proximity to Dighi Port are Vile Bhagad (Steel, Power & Project Equipment), Pune – Chakan(Automobiles, Agriculture, Chemicals and Ancillaries) and Nashik – Sinnar (Power, Agriculture and Ancillaries).

It has also been proposed to include Dighi Port as a part of the Dedicated Freight Corridor (DFC), a Special Purpose Vehicle set up under the administrative control of the Ministry of Railways.

Dighi Port Area – National Investment and Manufacturing Zone (NIMZ)The Dighi Port Area has been identified as one of the 9 Mega National Investment and Manufacturing Zones under Government of India’s new Manufacturing Policy. A total area of 230 sq.km has been allocated for the development of the Manufacturing Zone in Dighi Port Area.

The NIMZs will entail an investment of USD 5 billion and will include support infrastructure and services like Multi-modal Logistic Hubs, Container Freight Stations (CFS), Inland Container Depots (ICDs), Warehousing, Cold Storages, Cargo Distribution etc.

Dighi on CompletionDighi Port has a total waterfront of 5km with a capacity to build up to 18 berths to handle up to 90 million tonnes of cargo. The port has plans to increase the existing depth phase wise up to 20m.

With the gateway ports in Mumbai currently working at full capacity and even at stretched capacity, Dighi Port with its strategic location and well planned infrastructure is geared and ready to handle the cargo generating from North, West and Central India in a hassle free and economically viable manner. Port Capacity Building

Dighi Port, the first and the largest Greenfield port of Maharashtra, is being developed as a multipurpose, multi-cargo, all-weather port with deep draught, direct berthing facilities and modern cargo handling equipments with adequate stack yards and warehousing facilities, back- up areas with an ample land bank of approximately 1500 acres.

Strategic LocationThe port is located on the banks of the Rajpuri Creek, in the Raigad District of Maharashtra. The unique feature of the port is its ideal location within a natural harbor and exclusive channel offering a depth of 14.5m, making it one of the deepest ports in Maharashtra.Meticulous planning from the onset with cargo handling terminals on either banks of the creek, gives the port the unique advantage of handling all types of cargo in all weather conditions.

The port is located at a distance of 42 nautical miles (NM) from Mumbai Port and 170kms south of Mumbai by road. The port is connected by the State Highways to the National Highway 17, which is 45kms from the port. The nearest Konkan Railway Rail Head Indapur -Mangaon is 47kms from the port.

Under Phase 1 development, the South Bank offers 2 multi-purpose berths measuring 650m in length and a depth of 14.5m. Both berths on the South Bank berths are operational and are equipped with multi-purpose Gottwald Mobile Harbour Cranes for the efficient handling of cargo. The port plans to handle bulk, break-bulk cargo such as agriproducts, bauxite, cement, clinker, coal, fertilizer, steel etc. and liquid cargo at the South Bank. The port has handled over approximately 3.5 million MTs of cargo till date.

Under Phase 1 development, the North Bank will offer 3 multi-purpose berths having a total quay length of 1100m and an alongside depth of 14.5m. Piling work forthe berths is already in progress and the first berth is likely to be ready by second quarter of 2013. The remaining 2 berths will be ready by the third quarter of calendar year 2013. The North Bank will primarily be used for handling containers and other clean cargo.

Total installed capacity in Phase 1 will be 30 million tonnes.

In Phase 2, the port will offer a depth of 16m and will have a capacity to handle 60 million MTs of cargo. On completion of Phase 3, Dighi Port will offer a depth of 20m and will have a capacity to handle 90 million MTs of cargo

Dighi Port is being developed by Balaji Infra Projects Ltd (BIPL) under a 50 year “Build, Own, Operate, Share, Transfer (BOOST)” Concession Agreement signed with the Maharashtra Maritime Board, the Government of Maharashtra, to develop, operate, finance and maintain the Port.

Dedicated LNG Facilities :

Berth & Draft:

The LNG Berth to be developed at Dighi Port will have a depth of 14.5m in front of the berth accommodating LNG vessels up to a capacity of 135000 cubic meters this can be further scaled up to accommodate larger vessels as we finally intend to create a depth of 20m.

The berth will be so designed that all the required pipelines can be mounted on the berth with adequate safety precautions. Further there is ample inter tidal area adjacent to the berth to create re-gasification facilities for 5 MTPA scalable to 8 MTPA.

Clearance from all statutory authorities including environmental clearance to construct and operate a LNG terminal.

Navigation

The channel for navigation of LNG vessels is proposed to be 14.5m deep. The minimum tidal window at DighiPort is 2.5m. The length of the channel to the planned LNG berth is approx. 9 km. The initial facility planned will offer a 350m quay length, which can further be expanded to a 1000m quay length to meet future demands.

ConnectivityRoad

Both banks of the port are connected to the National Highway NH 17 via 5 State Highways. The North Bank is connected to National Highway via State Highways (SH) 92, 96 and 90 and the South Bank is connected to National Highway via SH 97 and 98.

Rail Dighi Port Limited has received an approval from Ministry of Railways (MoR) to develop the railway siding at the port under the ‘Private Rail Siding (PRS)’ model. The port will be connected to the nearest KonkanRailway Head Indapur – Mangaon, which is at a distance of 47km.

In order to attract more investment in the state and generate employment opportunities as well as to compete with other states the Government of Maharashtra has declared Industrial Mega project policy from 2nd June, 2005. The Mega Project Policy has received a tremendous response. Under the Mega Project policy, the Government of Maharashtra has approved 375 mega projects with approximate assured investment of INR 3,11,728.23 crore with expected creating employment opportunities for 3.43 lakhspersons. Out of 375 projects,114 projects have gone into production and a total of 290 projects with investments to the tune of INR 1,82,585.77 Crore are being set up in the developing regions of the State.

Under the Mega Projects policy, domestic as well as foreign investment has been attracted on a large scale. Under this policy M/s General Motors, Volks Vagan, Daimler Crysler, Sanny Heavy Industries, Bridge Stone, L.G. Electronics, Myco Bosche, Boeing, Imsofermanufacturing, Hyudai heavy industries, PioggioVehicles, Posco Ltd etc. companies have invested in the State.

Under the Mega Project Policy 56 new Mega projects are approved with an assured investment of Rs. 40,912.52 crores and creating employment opportunities for 31,244 persons in current year (from 1/4/2012 to 28/2/2013)

M/s Corning ltd is a multinational American Company. The Company’s Head Quarter is at New York. The Company is a leading manufacture in the world for the product LCD Glass and Optical Telecommunication etc. The Company has decided to set up the plant in India and preferred Maharashtra.

M/s Corning Technologies India ltd has proposed by the Corning Group. The company has proposed to set up the Optical Fiber plant at Chakan MIDC, Dist. Pune. The proposed investment is of Rs. 588 crores and proposed employment is 270 persons. MIDC has allotted 26 Acres of land. The company has started the production.

The State Government has given the Mega Status to the unit and also going to give the incentives. For this the MoU has been signed between the state government and Corning Technologies India Ltd.

Vidarbha the new Investment Hotspot

The Government of Maharashtra’s two-day 'Advantage Vidarbha-2013' conclave on 25-26 February 2013 was a resounding success. The conclave has helped in getting proposals worth INR 18,800 crore.

The Memoranda of Understandings (MoU) inked with 25 companies was worth nearly INR 18,800 crore. These were inked in the presence of the Honorable Chief Minister of the state Sh. Prithviraj Chavan and top industrialists and officials.

Ambuja Cements and Bharat Heavy Electricals Ltd topped the list of 25 investors with plans to pump in INR 3,300 crore and INR 2,500 crore respectively in the Vidarbha region.

Sh. Chavan, while assuring people the best of infrastructure and other facilities in the 11 districts making up Vidarbha region of eastern Maharashtra, also announced that the event 'Advantage Vidarbha' would now become an annual feature in the state's business calendar. "Vidarbha, strategically located in the heart of India, offers excellent scope for industries, particularly textiles, agro-products, tourism, automobiles and other sectors," Sh. Chavan said.

"Under the state's New Industrial Policy, we are offering lots of incentives to industries coming up in Vidarbhaand other undeveloped regions of the state. I urge industrialists to take full advantage of all this," Sh. Chavan said in his inaugural remarks.

Union Heavy Industries Minister Sh. Praful Patel, while complimenting the state government for organising the conclave, said it would give a new direction to the industrial and financial development of Vidarbha.Patel announced that a mega international class expo centre on the lines of Pragati Maidan in New Delhi would be set up either in Nagpur or nearby industrial hub Butibori, and events like the automobiles exhibitions would be held in this region.

Speaking on the occasion, state Minister of Industries Sh. Narayan Rane highlighted that the New Industrial Policy will be valid for five years. Ambuja Cements and Bharat Heavy Electricals Ltd topped the list of 25 investors with plans to pump in INR 3,300 crore and INR 2,500 crore respectively in the Vidarbha region

Prominent among those present at the conclave were Raymond Group chief Gautam Singhania, RC Bhargavaof Maruti Suzuki, and legislators and parliamentarians from Vidarbha. The meet is billed as the biggest investor meet of its kind in central India. Tata Group chairman Cyrus Mistry, who attended the proceedings during the latter half of the day's session, announced that Tata Consultancy Services (TCS) would help generate around 16,000 new jobs at its upcoming facility in MIHAN (Multi-modal International Cargo Hub and Airport at Nagpur). Manikgarh Cements (INR1,500 crore) and Amba Iron & Steel Works (INR1,000 crore) are the two other biggest single investors.

Some other companies which inked MoUs with the Maharashtra Industrial Development Corporation (MIDC) are: M/s. Bhushan Steels Ltd. (INR1,350 crore), Shaurya Tubes Pvt. Ltd. (INR 300 crore), Avgol Textiles Ltd (INR 290 crore), and VHM Industries (INR280 crore) among others.Besides these, a logistics company, Century Infrastructure, signed a separate MoU with the state industry department with a INR 300 crore investment proposal in Vidarbha.

Pharmaceutical Road Show in Mumbai

The Maharashtra state has recently launched its new industrial policy for 2013-18. In order to further prospect one of the stronger sectors of the state, MIDC had organized a discussion on the profile of the pharmaceutical sector. This road show was conducted at the Lalit Mumbai on 15th Feb, 2013. The event was chaired by the CEO-MIDC, Sh. Bhushan Gagarani. A presentation along with a discussion forum was conducted by the top MIDC officials.

The session was focused on engaging leading pharmaceutical companies’ representatives, potential investors in the sector along with the state’s senior government officials and MIDC’s knowledge partners, the Ernst & Young team.

India’s pharmaceutical market is projected to grow to USD 74 Billion over the course of next 7 years. It is expected that Maharashtra would follow a similar growth trajectory during the slated period. At the present moment, the state has 3,139 pharmaceutical manufacturing units which are mostly distributed amongst the major clusters of the state like Mumbai, Thane, Tarapur, Aurangabad and Pune.

In a bid to promote the sector further, MIDC envisages Lote-Parshuram as a pharmaceutical hub of the state. Lote-Parshuram is a well established industrial area situated off the Mumbai-Goa NH 17. Given its location advantages, 600 hectares of land is being developed focussing as a pharmaceutical hub. Two major cities of the state, Mumbai and Pune are located within a radius of 230 km. External connectivity of the region is well routed through a steady network of roadways, railways, water-ports and airports. Some of the key features of the area would include provisional capacity of water supply, common effluent treatment plants and surplus power supply.

In line with the above mentioned thoughts, the discussion largely focused on the competitiveness of Lote Parshuram as the pharmaceutical hub of the state.

Unilever to set up new unit in Maharashtra

Unilever announced that it would be investing EURO 50 million to set up its first Asian aerosol deodorant manufacturing facility in Khamgaon, Maharashtra.

The company said that it has used the visit of British Prime Minister David Cameron to its Hindustan Unilever business in Mumbai to announce that it is investing EURO 50 million to set up the unit.

This investment complements the EURO 70 million committed to building new homecare liquids and distribution facilities in Thailand announced last week and EURO 75 million to build a new home are factory and expanding the existing manufacturing plants in South Africa announced at the end of January.

Pier Luigi Sigismondi, Chief Supply Chain Officer, Unilever, added “Unilever’s supply chain is central to the company’s delivery of consistent, sustainable and profitable growth. This investment in India is part of our broader expansion plans to help us achieve our ambition of doubling our business, whilst halving our environmental impact.’’

The Khamgaon plant is one of the 30 new factories being built by the company by 2015. Investment in Khamgaon will be phased over three years and the production capacity will be gradually scaled up to generate direct employment for over 150 people and indirect employment for about 200 people.The plant will service demand from India and across South East Asia including Malaysia, Thailand, Singapore and Vietnam.

The plant will utilise the latest technologies to maximiseenergy efficiency and reduce waste water to zero. This is in line with Unilever’s goal of reducing water usage in manufacturing.

Its Indian unit, Hindustan Unilever Ltd (HUL), has reduced water usage in its manufacturing operations by 10 per cent in 2012 compared with 2010.
