A lump sum of Rs.450 percar per month was collected.Police submitted that when aparticular area was declared apaid parking area, traffic po-lice could not take action.

The Bench took note of pho-tographs showing businessestablishments putting upplacards or a rope fence in suchspaces, besides a notice stat-ing that the area was exclu-sively reserved for them.

Citing rules and sub-rules,the Bench said that the PoliceCommissioner has the powerto revoke such illegal permis-sion granted by other authori-ties.

A significant film made at the AVM Studios, as a partner-ship venture with S. K. Pictures, was ‘Kula Deivam’. It wasa memorable movie with a socially relevant message aboutthe efficacy of the Hindu joint family system and remarriageof young Hindu widows.

The lot of the Hindu widow has been one of untold misery,anguish and denial of comforts and ostracisation even by herown family. She could not wear jewels or flowers and had towear only white and no colours. Besides, she was consideredas an ill omen. In some orthodox communities she had to shedher hair and shave her head regularly. In some families shewas taken to task if she laughed aloud! Indeed the IndianGovernment passed a law as early as 1856 named ‘TheHindu Widow Remarriage Act’ but even that law did not helpmatters. The prudish and tradition-bound society felt thatthe act was an unwanted intrusion by the alien British rulersinto the tradition, orthodoxy and time-honoured customs ofHinduism!

A blatant case of male oppression, it continued for centu-ries and, during the late 19th and early 20th centuries, somesocial reformers took up cudgels against it and fought for theright of remarriage of widows. The most famous of them allwere Ishwarchandra Vidyasagar and KandukuriVeeresalingam Panthulu, who faced much opposition andeven danger to limbs and lives. A strong religious group tookPanthulu to court on this issue! He created history byperforming a widow remarriage in Purasawalkam, Madras,against severe opposition and blazing a new trail in socialreform in South India.

Yet it took a long time for such marriages to be acceptedby Hindu Society. Not surprisingly, the issue was the ful-crum of plays and movies in many languages during the earlydecades of the 20th century. Many memorable movies weremade about this social problem. Such movies include Y. V.Rao’s ‘Malli Pelli’ (1939, Telugu), B. N. Reddi’s ‘Sumangali’(1940, Telugu), Kishore Sahu’s ‘Sindoor’ (1947, Hindi) and M.R. Vittal’s ‘Hannaley Chiguridhaaga’ (1968, Kannada).

‘Kula Deivam’ was based on a Bengali story by the notedBengali writer Prabhavathi Devi Saraswathi. The Tamilfilm script was written by ‘Murasoli’ Maran.

During the 1950-60s, there was a distinct trend in TamilCinema of seeking story material from Bengal, the land ofthe Nobel Laureate Rabindranath Tagore, Sarat ChandraChatterjee and such literary giants. Many Bengali stories,novels, plays and films were adapted for Tamil Cinema.Indeed, in that period, there were even ‘Bengali story- bro-kers!’ in Chennai.

‘Kula Deivam’ highlighted the joint family system, theneed for family unity and widow remarriage. An old man onhis deathbed makes his eldest son (S. V. Sahasranamam)promise to look after his younger brothers (S. S. Rajendran,M. K. Mustafa, V. R. Rajagopal, and the only younger sister(Mynavathi), a child widow, who was not aware of her status.The brother ekes out a living as a travelling cloth salesmanand soon opens a shop of his own, and prosperity smiles onthe family. He gets his brothers married and the daughters-in-law begin to create problems destroying the family’s joyand peace. His wife (Pandari Bai) is a great source of strengthfor him and how both fight adversity and bring sunshine intothe family once more and also get the widowed sister re-married forms the rest of the story

A socially significant film, ‘Kula Deivam’ met with greatsuccess. Directed by Krishnan-Panju, its music was by R.Sudarsanam, with lyrics by Subramania Bharathiyar,Bharathidasan, Pattukottai Kalyanasundaram, K. P.Kamatchi, and Athmanathan.

V. R. Rajagopal, a stage comedian with large expressiveeyes and excellent sense of timing of dialogue delivery, madea splash and came to be known as ‘Kula Deivam’ Rajagopal.For some years he was a top comedian but later sadly he sliddown the grease pole and then faded away.

The film won a Certificate of Merit awarded by the Gov-ernment of India. In 1957 Meiyappan remade it in Hindi as‘Bhabhi’ which, too, was a phenomenal success.

He said that the ‘Adopta-thon’ program is conductedregularly to encourage peopleto adopt stray dogs instead ofchoosing pedigree dogs. All thedogs are sterilized and immu-nized before they are offeredfor adoption, he added.

The raids followed a state-ment in the Assembly earlierin the day by V. P. Kalairajan(T. Nagar MLA) that recre-ation clubs in his constituencyhad become gambling dens.

Participating in the discus-sion on the revised budget for2011-12, Kalairajan urged the

Tamilnadu Government toclose down all such clubs func-tioning in T. Nagar.

He said that despite repeatedrequests, the previous DMK

Government did not take anyaction against these clubs.

Kalairajan recalled his longpending demand for making T.Nagar bus terminus a 3-tierstructure. The basement canbe used for parking generalvehicles and the ground floorfor parking buses. The firstfloor can be given to commer-cial establishments, he sug-gested.

Similarly, arrangementsshould be made to provide aseparate building for the Fireand Rescue Services Stationin T. Nagar, he added.

violating Corporation andChennai Metropolitan Devel-opment Authority rules, Cor-poration officials from Corpo-ration Zone 8 sealed two build-ings recently after issuing no-tices.

The first is at 16/6, ErikaraiSalai Extension, West Mam-balam in which the builder hadadded a third floor without per-mission from the Corporationor CMDA. (Picture)

The second is at 49, 49/2 and55, Burkit Road, T. Nagarwhich was locked and sealed asthe owner had constructed a‘commercial building compris-ing stilt floor plus ground floorplus three floors in deviation ofthe approved plan’.

The planning permissionobtained from Chennai Corpo-

ration was only for construct-ing a cottage industry-cum-residential building with stiltfloor plus two floors with sixdwelling units.

The construction was in con-travention of the approved planobtained by the owner on April

8, 2010, from Chennai Corpo-ration.

The subsequent planningpermission application sub-mitted by the owner to CMDArequesting approval for therevised plan was rejected byCMDA.

Chennai Corporation willsoon replace existing plasticgarbage bins with metal ones.

According to an official manyof the existing bins are dam-aged with the wheels of severalbroken or missing.

Though it is made of highdensity polyurethane, the ex-isting bins get damaged over aperiod of time due to roughhandling and dumping of gar-bage like coconut shells, rottenwatermelons etc.

The damaged bins will bereplaced in a phased manner.Tenders have been called forreplacing bins in all the 10 zonesin the city.

Each zone will receive 120metal bins, the official said.
