Construction of Dum Dum – Mahanayak Uttam

Kumar (Tollygunge) 16.45 Km was sanctioned on

01.06.1972.

First METRO Service commenced on 24.10.84

between Esplanade - Netaji Bhavan (3.4 Km)

covering 5 stations.

Different sections were opened progressively and

finally the complete stretch DumDum to Tollygunge

(16.45 Km) with 17 stations became operational on

27.9.95.

Mahanayak Uttam Kumar (Tollygunge) – Kavi

Subhas (New Garia) 8.5 Km was sanctioned in 1999.

Tollygunge to Kavi Subhas (9 Km) with 6 stations

was commissioned in two phases in Sept’ 2009 &

Oct’2010. 2

Notification under Section 10 of Metro Railway (Constr. of Works) Act

1978 for acquisition of 2.72 ha. Private land published in The Gazette

of India on 13.12.12. The notification has been published in local

newspapers on 19.05.13.

Acquisition of private land of 32.46 Ha for Barasat Car depot required

which will be processed after sanction of MM.

Metro Rly. requires Right of Way in 124.119 sqm and permanent

transfer of 1.226 sqm in R.S plot No. 2248, 2251, 2252, 2253 in Mouza

Dum Dum Cantt JL No.13 sheet No 3 of Govt of W.B for constr. of

viaduct & pier.

GM Metro Rly. has requested Chief Secretary Govt. of W.B (letter dated

19.03.13) to intervene to expedite the transfer of land. ADM & District

Land & Land Reforms Officer/Barasat has submitted report for

consideration to Joint Secy., L&LR Deptt., Govt. of W.B. (letter dt.

8.4.13). Jt. Secy, L & LR Deptt has been requested to accord

(Cost Rs. 73 Cr.)

Work gets suspended between 15th June to 15th Oct. due to restriction

imposed by Irrigation Deptt. for working in Bagjola Khal during monsoon. Now

work is in full swing.

Two overhead electric lines (440V) of CESC were to be shifted near Motish Roy

Br. (Km 0.66), Rs. 32 lakhs deposited with CESC on 6.11.12 & both lines shifted

during Feb.’13.

o Br. No.3 – End of Circular Rly. ramp (2.16Km):

Contract awarded to M/s Senbo in Jun’11 (Cost Rs. 127Cr.)

Work in progress in available stretch of 300m at DumDum Cantt. yard.

Work between Br. No. 3 to Dum Dum Cantt. was held up since one year due to

800 encroachments. 127 shops & 105 hutments in a length 200m has been

shifted to alternate Rly. land & work started at this location during Jan.’13.

Work between Dum Dum Cantt. & end of ramp will require diversion of Jessop

siding & closure of Circular Rly. line which is held up since Sept.’11 for non-

Km 5.12 (1.26 km):

Acquisition of land (400.115 Sqm) in the area of

Jessop siding is in progress for which Gazette

Notification under Section 10 published on 13.12.12

and published in local newspapers on 19.5.13.

Tender for construction from end of ramp to Jessore

Road including Jessore Road station (single line

viaduct upto Jessore Road crossing) is under

preparation.

STATUS OF WORKo Jessore Road Km 5.12 – New Barrackpur Km. 10.36 (5.24 km):

Construction in the stretch from Jessore Road to Belgharia Fly over is to be

done by RVNL alongwith construction in Kavi Subhash - Airport project which

is overlapping with this portion.

NOC from AAI for the stretch from Belgharia Expressway Fly over to New

Barrackpur received on 2.07.12.

Proposal for transfer of land 2.67 Ha, ROW 2.09 Ha & shifting of structures

(G+0: 21 nos & G+1: 2 nos) between km 4.57 to Km 5.22 & km 7.32 to km.

10.575 sent to AAI on 13.8.12. AAI has desired that Rly. should submit

comprehensive proposal including requirement of RVNL also.

Airport Director during meeting on 24.11.12 with Secy/ Transport & Spl

Secy./Transport advised to keep Birati stn. & its approaches also

underground. Accordingly revised alignment submitted to AAI on 28.2.13.

Alignment plan for construction along Jessore road was earlier being dealt by

NHAI, but now being dealt by PWD (NH Div.) & accordingly proposal has been

sent to PWD (NH Div) on 3.10.12 for approval, same has been revised keeping

Birati Stn. underground & incorporating observations of SE/NH (Design &

Planning Circle) & sent to SE/NH (Design & Planning Circle) & Airport Director

on 28.02.13. Approval awaited. Chief Secy. Govt. of WB requested by GM Metro

Rly. to intervene to expedite approval ( letter dated 19.03.13).5/24/2013

o New Barrackpur to Madhyamgram (1.51 Km)

Subsequent to meeting with Ch. Secy GoWB on

13.12.12, the construction of ramp/pier inside the design

waterway of Noai Khal (Km 10.75-Km12.12) has been

agreed to in principle by Irrigation Deptt. of Govt. of WB

during the meeting with Hon’ble MIC Irrigation &

waterways Deptt on 14.12.12. Proposal has been

prepared accordingly and sent to Irrigation Deptt on

27.12.12 for its formal approval and observations replied

on 01.03.13. Chief Secy. Govt. of WB requested to

intervene to expedite approval ( letter dated 19.03.13).

Further a meeting was held with CE/Design/Irrigation on

17.4.13 & he advised that proposal is not technically

suitable. However, report would be sent to W.B. Govt. to

o Madhyamgram Km 12.20 – Barasat Km 17.90 (Km 5.70km): The alignment in this stretch is in E. Rly land along Sealdah-Bongaon suburban

line.

Contract for construction of viaduct (3 km) & 2 Stations at Barasat & Hridaypur

awarded to M/s L&T at a cost of Rs. 153.98 Cr. in Oct.’11.

Shifting of utilities ( S&T cables) completed in 900m length (LC 11 to ROB)

at Barasat, but only 300m length is encroachment free where 24 piles out of

66 done. Further 44 piles done bet. ROB & Goods Shed, work stopped by

L&T since July’12.

Further tender for shifting S&T cables in 800m length (bet. ROB & North cabin)

is under finalization by SDAH Divn. but only 400m length bet. ROB & Goods

Shed encroachment free will be available for work.

Tender for shifting of HT/LT lines is under finalization by Metro Rly.

Contract for constr. of viaduct (2.7Km) & 1 stn. at Madhyamgram was awarded

to M/s L&T at a cost of Rs. 130 Cr. on 19.2.12.

Test pile completed but no work is possible due to encroachments.

As site is not available, contract closed without liability on either side.

Construction is possible in 700m (in two stretches) only between LC 11 &

Barasat Goods Shed as the encroachments (794 shops & 1090 hutments) in the

balance portion are to be shifted. However, construction is not being allowed in

vacant Rly. land also by local encroacher demanding compensation/

rehabilitation.

DETAILS OF ENCROACHMENTS

EFFORTS MADE FOR SHIFTING OF ENCROACHMENTS

o 30 encroachments along Jessop siding

The issue is being pursued with Chairman & Vice Chairman Dum Dum Municipality

since Dec 2011

On 20.6.12 Vice Chairman , Dum Dum Municipality has submitted two estimates

costing Rs.49,03,762/- based on PWD SOR for:

Construction of temporary hutments at a cost of Rs.12,92,657.

Construction of permanent structures at original location after construction of

viaduct at a cost of Rs. 36,11,105.

o 800 encroachments from Br. No. 3 to Dum Dum Cantonment (0.7km)

The issue is being constantly pursued with local MP, Municipal authorities, District

authorities etc.

In Jan’12, Chairman/South Dum Dum Municipality stated that Rly land on opposite

side should be developed by Rly by filling and then the encroachers would shift

on their own.

However in July’12 Chairman, South Dum Dum Municipality raised the issue of

monetary compensation/construction of hutments in similar fashion as

demanded for 30 no. hutments along Jessop siding (Rs 1.75 lakhs per hutment).

o 1884 encroachments between Madhyamgram & Barasat upto LC No. 13

The issue is being constantly pursued with Municipal authorities, District

authorities etc. Last meeting with DM/Barasat held on 2.4.13 & 4.4.13.

No positive result has been achieved even after continuous meetings/ discussions.5/24/2013

Home Deptt for removal of encroachments

• 30 encroachments along Jessop siding & 800 on E. Rly. land in Br.No. 3 -

DDC

• Alternate vacant low land of E. Rly. on other side of track identified to

shift 800 hutments, further vacant Rly. land available nearby to shift 30

hutments.

• 1884 encroachments on E.Rly. land in MMG – BT LC-13 (Km 12.2 – 19.3 in 7.1

km)

• Both issues being pursued with local people representatives & DM 24-

Parganas (N). Chief Secy. Govt. of WB requested by GM Metro Rly. to

intervene to resolve the issue ( letter dated 19.03.13).

L & LR Deptt for transfer of 1.226 sqm of land to Metro Rly right of way in

124.119 Sqm. (3 plots) Govt. land.

• Land of Dum Dum Cant. Mouza was earlier transferred to HMV for

industries but nothing was constructed, 1.226 sqm of land is required to

be transferred to Rly. & permission for right of way in 124.119 Sqm. is

required. Chief Secy. Govt. of WB has been requested by GM Metro Rly.

to intervene to expedite the transfer of land ( letter dated 19.03.13). ADM

& District L&LR Officer/Barasat vide letter dt. 8.4.13 has submitted report

for consideration to Joint Secy., L & LR Deptt., Govt. of W.B. 28

ASSISTANCE REQUIRED FROM STATE GOVT. PWD (NH) for approval of alignment

• Alignment between Belgharia Expressway Flyover to Noai Khal (3.5 km)

is partly on PWD(NH) land along Jessore Road. Alignment plan as per N.O.C.

requirement of AAI was submitted on 3.10.12. Meeting was held with CE/NH

on 12.11.12, but now Airport Director has requested for underground

alignment at Birati on account of proposed taxiway, proposal along Jessore

road revised and sent to SE/NH on 28.02.13.

WBSEDCL for shifting of OH HT/LT lines in Madhyamgram - Barasat

• Shifting of OH lines (11 KV: 3.5 km, 33 KV: 0.25 km, 415 V: 20 km) is to be

executed by Elect. Deptt. of Metro Rly. under supervision of WBSEDCL.

Tender opened on 8.7.12 (cost Rs. 2.1 Cr.) but discharged. Fresh tender

opened on 22.3.13 & under finalization.

Barasat Municipality for shifting of 150mm dia water supply pipe line

• 500m of pipe line between Goods Office to North Cabin Barasat is to be

shifted by Barasat Municipality for which revised estimate of Rs. 1.29 Cr.

submitted by Municipality for acceptance of M.Rly & depositing funds.

Madhyamgram & Barasat Municipality for diversion of storm water drain

• The scheme for diversion of drain (300m at MMG & 200m at BT) finalized

with the Municipalities & AEN/E.Rly./BT. Work would be done by M.Rly. for

which tender finalized but work will start only after shifting of S&T cables.29

• Proposal for transfer of AAI land 1.338 Ha, ROW 4.779 Ha and

shifting of structures in between Km 4.57 to 10.583 (excl. Km 5.18 to

7.34 to be executed by RVNL as underground with ramp at both

ends) has been submitted to Airport Director on 13.8.12, but

requested to submit complete proposal including RVNL portion.

After series of meetings, KoPT has agreed to process for 99 years lease and has

• Permission to be obtained to construct in Govt. Mint premises.

• Alternative land for relocation of Rehabilitation India bldg. (in KoPT area) to be

identified for constr. of Majerhat Stn.

Construction in land of MoD

• No works can be planned between Mominpur-BBD Bag section unless alignment

and land transfer is agreed by Ministry of Defence.

• Meeting held with offg. GOC Bengal HQ Area on 10.9.12 regarding swapping of land

of Min. of Defence (8710 Sqm.) with equal value of land of Rly. and permission for

Metro construction in premises of Army Institute of Management and Maidan area.

• Proposal for transfer of the Defence land has been forwarded from Eastern

Command HQ to Army HQ of MoD at New Delhi (letter dated 17.10.12). The

observations of Defence Authorities (letter dated 21.01.13) have been replied by

RVNL to GOC Bengal HQ area (letter dated 26.03.13). As per meeting at MoD on

15.4.13, Committee of officers of Defence, Railway & RVNL to be formed to resolve

the issue.

Convenor of High Power Committee requested for consideration of the proposal

since the proposal of Metro Rly. Is the only feasible alternative (letter dated

3.4.13).

Transfer of land of MoD

Transfer of 4447 sqm of Defence land of Bihar Warriors and Defence Accounts

Establishment by the side of WIPRO flyover is required.

A meeting was held with offg. GOC Bengal HQ Area on 10.9.12 regarding

B.T Road for construction of viaduct:

MOU signed between KMC, Metro & RVNL on 21.10.11

KMC had given the target date of closure of 60” & 42” pipeline as

December, 2012.

KMC has commissioned the new 64” pipeline in Sept. 2012.

The pipeline disconnections are to be done by KMC.

Transfer of land of State Govt. in Governor’s Estate for construction of

Barrackpore Stn.

The matter is being pursued with Home Deptt., Govt. of W.B.

Sanction for additional 4 stations

The proposal of RVNL for providing additional 4 stations at a cost of Rs

Proposal for development of Rly land (Rs 2.55 Cr) & payment of

shifting charges for relocation of 1920 encroachers on Rly land @ Rs

10000 per family along Noapara-Barasat alignment duly approved by

GM/Metro Rly. has been submitted to Rly Bd. at a total cost of Rs 4.47

Cr. for approval. (lr No. MRTS/W-90/48 dt 6.12.12). Observations of

Rly. Bd. (letter dated 01.02.13) have been replied (letter dated

12.03.13).

Sanction for increase in Abstract cost of Maintenance Depot at Joka

by Rs 299.99 Cr

Proposal was sent to Rly Bd (lr. Dt 22.5.12) & the observations of Rly

Bd have also been replied (lr. Dt 22.9.12). Observations of Railway

Board (letter dated 08.03.13) have been replied by RVNL (letter dated

value land of E. Rly. at Bagjola and Kanchrapara already under

occupation of MoD was sent to GOC/HQ Bengal Area which has been

forwarded to Eastern Command HQ (letter dated 13.9.12) and to Army

HQ at New Delhi (letter dated 17.10.12) . The observations of Defence
