THE FEELINo IN lh:oARo to CoNPEPERA· TlO~ WITH CANADA.

(CorresEOn<Ience ofthc St. John Globe.] ' The writer does not intend to mnp out. the· po~· 'cal destiny of Newfou.ndlnnd, or g1v his " imprr~t:: i~na "o~the.futu~ of t.be from h18 obsel'Yntlons 1n ll coupleofwe<'ka' v~it. But no matt.er how brief the com·ersation with the 1\verage Newfolindlander, it be~omci clear that matters are in an .unsettled state and t\le futqre is rather .. nlist;y." It seems trJ be iml>OSsible fQr the Ia1and to coptinue na i t 1s without nny materil\l development of its reaonrces except.in'g the fisheries; its population scntte.l'ed along ita shores depending upon an " uncertain conunodity" for a. livelihood; ita·young men continually' leaving for the States and the upper Canadll8. When the writer wna steaming out of Harbor Gcace, n middle-aged Indy with part of her family stood near l}Uo and pointed out to another persou her comIOl'tnble looking c~gc, wh ich abc was leaving, and ~~ncb she seemed to ref.ret. but abc w met with tho soh\ce, ' You are goin where you will do better.'~ Inimigration to the lslnnd is \'i.rtually stopped, and with no riew blood going in bow cnn matters improve? The writer visited seYerol fish ing villages. All aeemqci comfortable, with their little cottagea.nestlin~ in sheltered nooks, but there wns a sp1rit of unrest among the younger members of tho community-male and female all desired a change.

The vast tracts of farming land on the western portion of the ISland are unsettled; the Islander does not take to farming, and the European emigrant ~asses the colony on his way to the States or the western Canadas. 'When, then, it may be naked, will these fertile belt~ be settled ?

Just now around St. John's there seems to be a strong feeling in favor of cpnfoo·. eration. This feeling, the writer was informed, was engendetfld by two things; the k.indneaa of the ,Canadian people during the late cnlamity, and the fact that a large number of the men lenve each year to work on the Canadian lakea. They return in the fall " flush with m. oney," and a great many l?eople imaS'ine that if the ISland was m the union theae men would have no necessity to leave the country. This, no doubt, a a fallacy' for the lake trade will require men, and Newfoundlanders will doubtlru contiue to go each summer no matter whether the colony is in or out of the union.

\\n en spoken to about the confederation feeling one ofSt.John's districtrepre sentatives Sl\id.. you could not dmw any conclusion by the present feeling, for to-morrow it might be all changed. This gentlemnn thought Newfoundland would nc,·er enter the confederacy until it was forced tO by bankruptcy .. W~at the Island wanted was a rectproctty treaty with the United tates. Thts action of Canada mnkled in the breast of the Newfoundlander, nnd it would be a long time before the aflilir would be forgotten. H e could sec no benefit in joining Canada, and then he went into an elabomtc account of lhe Canadian fisheries, and spoke of the fact that Canada had 06t grown in population irrespectiYe of state-nided inuntgmtion, anti· pointed out how the person leaving one part of Canada did not take up his residence as a. general thing in another part, but crossed the border, His bobby was a reciprocity treaty with 'the United States.

The writer also met an entlJuainatic confederate. H e said that all t.be Island wanted was itS internal resources developed. The state of the colonfa financea would not permit it, but wttb the aid of Canadian funds a new ern. would dawn upon the IaiAnd. He had great hopes in the future of Newfound· lAnd. It~ fiaheriea were bou¢Jeaa-the world wanted the country's fish-ita bait in the banda ofCannda would place the latter country in aU,oh a position that abe could dictate ~de terms tO tho United States. I H e used extravagant phases towards Newfoundland-in fe.ct.._ tho writer imagi.ned he wu liatenit1_g to some of the New Brunawjck ~litic1ans speaking of what St. J.ohn B., was to become. Especially wlta tl1ia eo when tUe gentleman spoke of th3 Island becommg the "storehout§e of' America," the ' key or the ~tuf," the " Gibraltat of ~ortb America. ' The poeaesaion of NeWfoundland meant control over the myrcantile marine visiting North .America.. If Canada became an indepehdent nation wjthout .Newfoundland how euy it would be to " knock her into a cocked had/' k couple of fast cruiaen operating· from Newfoundland would prevent tbipping from entering the St. "La.wrence. 'Rowley, F. G. S., on the geological aur, .e., of Ne\Vfoundland. Although he aatd be did not take up tbe eLudy of geol<?IO', his bwsinces being ~vi~ engineerin~, yet he poasessed qmte a. (und of infol'matiou about Uw mineral resources of the country. .And ru1 hoprocceded to tell of tha fine deposits of as; bestoe, as ptire 118. any ltahnn he ever saw, soft coal.e, tron, copper, gypsum, ete., while the writer had hi11 doubts about Newfoundhmd becoming tho "storehouse of America," it was clear he bad nO UOUUt of tho llrli\ild being thP s torehouse of vn.lltltbt6 metAlliferous ores. 'Vhen the writer wished Mr. White good-by, his mind wae filled with ideas about tho ailuria.n, primordial strata., cnrboniferous conglomer· ates, and gyaiferoua depoeit8. He kept his balance. nevertheless.

The questions however, come to the aurfne1, bow cnn NowfoumUnnd be· developed. Will t}lc ens ling. of her . lot with Canada brtn~ about the des1red effect? Will Newfoundland be better off thnn abe is now if she forrqs pnrt of Canada? Outside of the sentiment of forming a. British dependency on this aide of tbe Atlantic embracing all the British possC88ions. there is a ~ood deal to be aa1d. 'Sentimel}t docs not feed or clothe the masses, n~ither does it de-velop a country's rcsour cs. .

Canada has a broad extent of t erritory, capable of supporting mnny mllliona more of veople than her present population, and yet with state-aided immigration there is not the growth tblit there should be. The demand for railways and othey public work11 is\ on the i ncreaae, and from one end of Canada to the other there is a general demand on the " central power " to aid this or that. st'Ction, either by a tunnel, a railwny or an elevator to develop trade. With a big country to yet find people for, would it be well for Canada t0 iucrell8e her area. by adding Newfoundland with ita few hundred thousand inhabitants? The want.a of Newfoundland are many, and would it be wise for Canada to divide the efforts now being put forth to de'i'elop th1Northwest and Pacific section of the ountry. so th-at Newfound-· lnnd would ome in for a ahnre? Tbe Maritime Provinces now say they are neglected in the in'tereat of the Northwest ; if this is .so, would it be well to further neglecl them nnd endeavor to build up Newfoundland? The doing a way with the Custom H ouses in New.[Qmtdland, no doubt, would lulve the Cffect of shutting out a large amount of F;nglish nnd Amerlcnn products that now find 11. market there, but it is doubtful if this extra trade would compensate for the extm burdens that would be placed upon1thc peojlc of Cannda ns n. whole. ,

From the Newfoundland standpointwhat would that colony gnin by entering the union ? \Vould snch n. union enhance the Ynluo of her 11shcries ? Nova Scotia nod New Brunswick now export fish to foreign markets, henc!' Canada does not requ i rc n ll the products of her fisheries for homo consumption, The snme cnn be sni<.l of lumber. It would not develop the soft coal beds, for Nova Rcotin is now able to supply all CRnndian needs. Even now i t. won't pay to send Novn. Scotia con.ls west, for the coet of cnrringt~ is too gcent-hence the Canadian government wns forced to remove the duty from bard coals ; but if it were possibl to seel eastern coals west, the o~ening of the deposita recently discovered in the Northwest would soon drive it out. Newfoundland's copper now finds a mArket in England, and that would not be chAnged. In fact, you may go over the whole of the mineral products of the Island, and there is not the slightest indication visible that they will oe fu.l'- .

·ther developed by joining the union. There cannot be any douqt:, however, but the poorer classes would be benefit.ed by the union, as they wo\Hd get pro'i'isiona cheaper, while ~he mercantile hou•es and manufacturers of tho Island would find themaelvea eonaiderably handicapped by competition ~·itb the Cnnadidn merchants. In conversation with a prominent Newfoundlander he expressed gnvedoubta about ftour and pork, the staple diet o( the fishermen, being cheaper, and he gave as a reason, that when the foreign articlee were shut out prices would advance.
