A day after M. Ranjan, a Std.4 student of PSBB School in K.K. Nagar drowned in theschool’s swimming pool, theMadras High Court on Aug. 17asked for details of fees col-lected by the school for swim-ming and other extra-curricu-lar activities.

Hearing two PILs seekingcomprehensive review ofsafety measures in schools, theFirst Bench comprising ChiefJustice M. Y. Eqbal and Jus-tice T. S. Sivagnanam orallyobserved that parents wereequally responsible for suchincidents. Noting that parentswere negligent and irrespon-sible, Chief Justice Eqbalfaulted parents who rushed toschools without verifying theclaims made in advertise-ments.

tioner (advocate E. KarthikRaja) was directed to ‘produceall materials such as prospec-tus, admission procedure, feestructure and other docu-ments’ of the school.

Directing senior counselVijay Narayan, who appearedfor the petitioner, to producedetails of the fees charged bythe school for swimming andother extra-curricular activi-ties, the judges asked Govern-ment Pleader S. Venkatesh toinform the court as to whetherthe Fire Service Departmenthad laid down norms for run-ning the swimming pool in theschool.

Earlier, senior advocateVijay Narayan said that theschool had swimming classesthroughout the day and that

every student in the school wasmade to subscribe for swim-ming compulsorily though thepool could accommodate onlya maximum of 15 students ata time. Counsel said, “If theyput 30 boys into the pool underthe supervision of one instruc-tor, such incidents are boundto happen.”

He said that instead of in-voking non-bailable offencesagainst the school authoritiesand others responsible for thenegligence, the police invokedonly Section 304A of IPC, whichis a bailable offence.

There are other aspects ofsafety that require attention,Elango pointed out. For in-

stance, there should belifebuoys and a rope, and thedepth of the pool should beclearly indicated on the poolwalls. Also, only if the water isclear, can the coach see if achild drowns.

“For clear water, the rightamount of chlorine must beadded and water should betested every two months,” hesaid. When the depth variesfrom 3 to 7 ft, it is difficult tomake out if a child is drowningif clarity is poor, he said. It isnot always the case that onlya beginner drowns, said theswimming coach. “Even goodswimmers get tired and whenthey do, they are also suscep-tible to drowning,” he said.

In such cases, the coach orthe lifeguard must press the

victim’s stomach to pump outthe water, give cardiopulmo-nary resuscitation (CPR) orchest compressions, andmouth-to-mouth resuscita-tion. For this, he must undergofirst-aid training provided bysome agencies especially forcoaches.

Some schools which areequipped with swimming poolsand give regular coaching totheir students say utmost carehas to be taken while handlingchildren in water.

Royal Enfield motorcyclesequipped with firefighting ap-paratus were given for use bypersonnel of T. Nagar andAshok Nagar Fire and RescueStations by Tamil Nadu Gov-ernment on Aug. 15. One mo-torcycle has been provided foreach station.

R. Ravichandran (StationFire Office, T. Nagar) toldMambalam Times that eachmotorcycle, costing Rs. 6.75lakhs, has also been fitted witha public address system andsiren.

He said that firemen on thesemotorcycles will be able to en-ter narrow streets to fight firesas fire engines find it difficult toapproach narrow roads andlanes.

Each motorbike is equippedwith two cylinders containingchemical mist instead of wa-ter. One liter of the chemical isas effective as 200 liters ofwater used in conventionalfirefighting. The mist also ab-sorbs heat faster. This tech-nology will complement con-ventional methods rather thanreplace them.

Each cylinder will have a ca-pacity of 10 liters. A 2-liter airbottle will be attached to it.When sprayed, the water andair will be compressed underhigh pressure and come out asmist.

While conventional fire ten-ders discharge water at therate of 450 liters to 1,800 litersper minute, the cylinders dis-charge mist at .45 liters persecond. They are ideal for ini-tial stages of a fire. The bikeswill be in operation till fire ten-ders reach the spot. They canonly complement conventionalfire fighting methods ratherthan replace them. They areideal for fires in cars that occuron the highways and ones insmall spaces.

The motorcycles and theequipment have been boughtwith funds provided by theCentral Government.

sional Fire Officer, ChennaiCity Central) who braved theinferno in the Ezhilagam cam-pus in Chepauk on Jan.16, re-ceived the President’s Awardfor Gallantry.

Two others, Station Fire Of-ficer R. Murugan and LeadingFireman K. Anbazhagan (post-humously) were also conferredgallantry award.

Anbazhagan was killed onthe spot when the roof of thebuilding which was on firecollapsed. Priya rushed to thespot and supervised opera-tions to douse the fire. Priyaand Murugan sustained burninjuries.

With the assistance of a crewcomprising Murugan, Anba-zhagan and V. Prabhakaran,she entered the premises un-mindful of her own life.

Murugan was directly re-cruited as Station Fire Officerin 2004, while Anbazhaganjoined the service in 1982.

Anbazhagan was LeadingFireman, Teynampet Fire &Rescue Station, at the time.He had worked as UpgradeFireman in Ashok NagarFire & Service Station in2010.

He was promoted as Lead-ing Fireman in 2011 and postedin Teynampet Fire & ServiceStation.

Dara, being human, had to go like all good or bad things. Theseperformers or world shakers leave the legacy of wisdom for ordinarychaps like me that, be you ever so high, there is something higherand ineffable, the search for which is what billions of the earthlingsare engaged in.

It is certainly a cold comfort, but comfort is not dependent ontemperature but temperament. The great expo Olympics has justended, but all that I will see is PARTICLES and their clamour forascendancy. No medals from me.

Calling volunteers for free servicein Tirumala

Sevas (Plot No. 103, 10th Main Road, Vijaya Nagar, Velachery)sends volunteers for week-long service to pilgrims in Tirumala startingon Mondays and ending on Sundays.

Men and women who are physically fit and are willing to stay inTirumala for a week are welcome to offer their services for 6 hourseveryday. The work will be of supervisory nature. Accommodation,lunch and dinner will be provided free of cost. They can have specialdarshan of Lord Venkateswara.

Travelling expense and the cost of breakfast must be borne by thevolunteers.
