to decongest T. Nagar seem tobe stuck in a bottleneck.

Even as World Bank hasasked for fresh reports regard-ing environment issues beforereleasing funds for the proposedpedestrian plaza, the Corpora-tion engineers are struggling toget traffic and parking facilitiesright. The plaza, meant to be awalkers’ paradise, will stretchfrom Panagal Park to AnnaSalai, a distance of 1.4 kilome-tres.

Engineers say it would bepractical to first take up andcomplete the multi-level park-ing project as that has also beenproposed, in the same location,at Panagal Park. But seniorofficials of the corporation arereportedly keen to develop theplaza first as it would take only6 months. The undergroundparking project is likely to takethree years.

An official said that the pri-mary problem once either ofthe work starts is parking is-sues. Even on a normal day, it’sdifficult to manage this areaand traffic diversions are yet tobe worked out, he said.

He said that about seven in-

terior roads have been identi-fied for parking but that toowill create traffic jams as theroads are not that wide.

We are also looking at schoolgrounds, he added. If the multi-level parking is completed be-fore taking up the pedestrianplaza, then it will all be hassle-free, he concluded.

The multi-level parking willcome up at Bashyam Road (T.Nagar), adjacent to PanagalPark.

The facility was initially de-signed to comprise six levelsand be able to hold around 510four-wheelers and 918 two-wheelers. But since the façadeand view of Panagal Park wouldbe affected, the parking lot isbeing re-designed to be madefully underground.

The plaza starting fromBashyam Road near PanagalPark up to Dr. Nair Road in thefirst phase will have will havean exclusive side of the road forcyclists and pedestrians andthe other side for MTC buses.The stretch from Dr. NairRoad through the junction ofNorth and South Boag Roadup to Anna Salai where it endsit will be four track lane for allvehicles and pedestrians.

Chennai Corporation to sub-mit a fresh report on the envi-ronmental and social impactof the proposed pedestrianplaza project in T. Nagar.

The study by the ChennaiCorporation is also expected toassess the impact of the projecton ‘reducing extreme poverty’and ‘promoting shared pros-perity’.

The Rs. 83-crore pedestrianplaza, part of the T. Nagarredevelopment proposal, hadalready been approved by theCorporation Council a fewmonths ago. “Funding for theproject will not be approvedwithout a proper study of thesocial and environmental as-pects of such an innovativeurban infrastructure project,”said officials.

Work on commissioning theplaza with a commercial themewas expected to begin thismonth. But the requirement of

The immersion of idols in thesea off the city beaches on Sep.6 and 7 at the conclusion of theVinayaka Chathurthi celebra-tions will be monitored with thehelp of hi-tech measures, in-cluding live webcast.

Ten special police unitsarmed with high-definitionvideo cameras attached to alive unit will go round the city,capturing images and stream-ing live content to the offices ofthe commissioner, additionalcommissioners and joint com-missioners in all four zones.

Special attention will be paidto the main immersion pointsat Kasimedu, Neelankarai,Foreshore Estate, Ennore, andThiruvottiyur. More than 6000idols are expected to be sub-merged in the sea.

18,000 policemen are ex-pected to be on duty monitor-ing the assigned routes, im-mersion locations and sensi-tive places like Washermen-pet, Pulianthope, Kodambak-kam, Egmore, Triplicane, KKNagar, Selaiyur, Tambaramand Velachery from where theidols will be taken in proces-sions to the immersion points.

Passersby also misuse the spot as a urinal.

Garbage dumped near Kali Bari Temple

Will the pedestrian plaza project affect residents?Sir, This letter refers to the State Government’s proposed construc-

tion of pedestrian plaza in T. Nagar at an estimated cost of Rs. 83crores with aid from World Bank. After initial approval, the WorldBand has now advised the Corporation to conduct a fresh study on theenvironmental and the social impact of the project. The study would,inter alia, ascertain the levels of pollution owing to traffic diversions,increased number of visitors, impact on the livelihood of hawkers,garbage collection and heightened commercial activities duringimplementation of the project. But sadly, how the project can affectthe lives of the local residents like me who have been living here fordecades has been conveniently ignored. Is the livelihood of hawkersmore precious than the lives of so many residents who stay put amida variety of problems? The World Bank should insist upon theChennai Corporation to study the existing infrastructure in T. Nagarwith respect to the safety and security of the residents, traders andshoppers. Encroachment and lack of fire safety mechanisms in shopsand commercial establishments are the bane of T. Nagar and com-pletely overlooked by the authorities.
