    The turn of another year is an opportunity to look back and reflect onthe efforts of the previous twelve months, to take stock and to lookforward to the next. The New Year is also a time to learn and tohighlight opportunities which are arising in 2016.

    One such opportunity comes in the form of the Volkswagen dieselemissions scandal which has been in the headlines sinceSeptember; the Autogas industry, with UKLPG at the forefront, hasspearheaded a response which has highlighted the benefits of LPGas a viable low emissions fuel alternative.

    More can still be done to enhance this position and it is importantthe industry bands together to capitalise on the loss in publicconfidence concerning diesel cars, particularly as “irregularities” havebeen found in tests to measure carbon dioxide emissions affecting800,000 cars across Europe – including those with petrol engines.

    Another opportunity has arisen here for us at LP Gas magazine – a new website which has been optimised to help us provide all thelatest LPG news, features and opinion direct to you from whateverdevice you’re viewing it on. You’ll also be able to view information onevents, sign up to our newsletter to get our latest content directly toyour inbox and download a free copy of the print magazine.

    We’ve merged the online directory into the magazine websiteproper, to make it easier for you to find the contact details you’relooking for and, if your details are included, to make sure yourcompany is easily found.

    That’s it from me now until next issue, in the meantime please feelfree to contact me on 01323 646076 or email [email protected] any editorial questions, queries or feedback on the new website.

    One of the leadingmanufacturers in safetytechnology, Dräger, iscelebrating the success of itsDräger Tubes, after more than100 million have been soldworldwide in the past decade.

    The company describes theDräger Tubes as ‘a laboratorybehind glass’ – a leadingexample of a short-term gasmeasurement system. TheDräger Tubes are a cost-effective, flexible and reliablemethod of measurement usedall over the world.

    More than 220 short-termtubes are available for measuringup to 500 gases, includingpropane and butane, and thisnumber is growing year on year.As changing environmentalconditions, new legal regulationsand special customerrequirements come into play, newand more sensitive tubes arebeing developed all the time.

    Kevin Honner, from Dräger, said:“We are committed to offeringsafety solutions that really make a

    difference to our customers, and Ibelieve this has played a big part inthe Dräger Tubes’ success overthe past decade.

    “Where gas safety isconcerned, the tubes’measurement system plays apioneering role and we’reforward-thinking in that newtechnology is being continuallydeveloped around ourcustomers’ requirements.”

    Dräger Tubes provide resultsimmediately after measurement,so there is no need to sendsamples into a lab for analysis.There is also no need forcalibration by the user – thecalibration is shown in the formof a scale printed on the tube.

    The tubes represent one ofthe classic forms of gas analysisand their versatility makes forcountless applications inindustries which requiremeasurement results to beinstantly available so thatdecisions can be made.

    The ‘tube’ itself is a sealedglass vial, which contains a solid

    carrier material – a chemicalreagent which reacts toparticular gases or vapours, witha characteristic colour change.To cause this reaction, a definedvolume of ambient air is drawnthrough using a Dräger Tubepump. Even small quantities ofgas are sufficient, and the usercan easily read and analyse theresult because of the scalemarks printed on the tube.

    The tubes have a variety ofusages from determination ofconcentration peaks, todetection of possible leakages,as well as the analysis of air inconfined spaces.

    In applications whereindividual measurements or lowmeasurement frequencies aresufficient, Dräger Tubes haveadvantages compared toelectronic measurementequipment and arecomparatively inexpensive topurchase and very easy to use.For more information aboutDräger in the UK, visitwww.draeger.com

    LP Gas Wales Direct ishelping to provide greenenergy for the Welsh valleyswith their tanks supplyingLPG to a state of the artanaerobic digestion biomasspower plant. The plant willproduce green energy forhomes and businessesaround a number of towns inthe Welsh valleys. The tankswere installed by C&S LP GasServices Ltd.

    Anaerobic digestion whichis a natural process in whichmicro-organisms breakdown the organic matterfound in biomass waste toproduce biogas. This is thenmixed and burned in acombined heat and power(CHP) unit to produce heatand electricity.

    Biomass heating is virtuallycarbon neutral. AlthoughCO2 is produced throughburning biomass, it is largelybalanced by the CO2 that isabsorbed during the fuel’sproduction as the organic

    matter is broken down.LP Gas Wales Direct has

    Plumbers and electricians sufferfrom a higher than average numberof serious injuries or illnesses,according to a recent study*.

    21 per cent of workers in theutility sector recently surveyedhad taken time off work becauseof a major injury while doing theirjob, compared to the nationalaverage of just 19 per cent.

    What’s more, a third of thissector has been off work for amonth or more. Those workerswho had been off for a month ormore stated that on average theywere off for just over 4 months intotal, which is nearly one monthover the UK’s average.

    Despite this a huge 80 percent of plumbers, electriciansand water engineers don’t haveinsurance to cover themselvesfor injury or illness, leaving themat financial risk.

    The study, commissioned byfamily focussed insurancecompany There found that of the25 industries researched, utilitiesworkers were more worried aboutlosing their jobs when they haveto take time off work for beingsick than any other industry.

    14 per cent of this industrystated that their biggest worrywhen off work ill was the risk oflosing their job, nearly twice ashigh as the UK average of just 8per cent. No industry rankedhigher.

    Workers within the utilitiesfield also commonly feel unableto take a sick day when needed,with 44 per cent feeling theirboss wouldn’t understand. Over60 per cent experience guilt attaking time off for being poorly orinjured, which is above thenational average of 53 per cent.

    The utilities industry ranks firstwhen it comes to worrying aboutloss of income and not gettingpaid when unable to workthrough illness or sickness.

    Philippa McLaglen, MarketingManager from There explains:“Our research shows that theutilities industry is hard workingand one that feels the pressurewhen having to take time offwork. The concern about loss ofincome could be explained bythe high proportion of self-employed workers in this sector.”

    38 per cent of this industrywho have taken time off workattributed it to being stressed atwork, followed by 31 per centfeeling over-worked; both muchhigher than the UK average of29 per cent and 25 per centrespectively.

    This stress and pressure takes

    its toll on the sector who ranked3rd highest for total days off sickover a worker’s career (45 versus35 on average). Only workers inthe government and healthsectors took more time off sick.

    Flu and stomach bugs are themost likely causes of time off.Interestingly utility workers aremore likely to suffer from colds(25 per cent) when compared toall other industries.

    McLaglen added: “It’s ironicthat the utilities industry shouldworry about taking even one dayoff sick when so many haveexperienced what it’s like to belaid up and not able to work for amonth or more. That situationcan have a very real financialimpact if wages aren’t comingin. Especially for people who areself employed and don’t have afinancial safety net.”

    Sick Days: plumbers andelectricians suffer most

    The Global Burden of Disease(GBD) Study 2010, published13 December in the Lancet,revealed that an estimatedfour million people dieprematurely globally everyyear from household airpollution, caused by cookingwith solid fuels, such as wood,and cooking on open fires, orwith traditional stoves.

    Most of these deaths occurin developing countries. TheGBD study showed globally,household air pollution is nowthe largest environmental riskfactor, the second greatestrisk factor for women.

    “The global death toll of fourmillion from household cookingsmoke is double previousestimates, and is largely due tobetter data this time around onheart disease, lung cancer, lungdisease, which are all on therise. Household air pollution isclearly a global healthemergency,” said JamesRockall, CEO, World LP Gas

    Association (WLPGA). “We urgently ask

    governments, NGOs, and theprivate sector to join ourCooking for Life initiative toget one billion households toswitch from solid fuels toclean fuels such as LP Gas,which is an important part ofthe solution.”

    Last September, theWLPGA launched Cookingfor Life to reduce death andillness from lack of access toclean cooking fuels. The five-year initiative aims to achievethe one-billion clean fuelstarget through partneringwith governments,development agencies.

    In World Energy Outlook2011, the InternationalEnergy Agency estimatesthat unless governmentstake bolder action to improveaccess and affordability tomodern fuels, the number ofpeople without access willbarely change by 2030.

    OPEC members have decidedto keep oil output levels highdespite depressed demand,resulting in a further decline in oilprices and some market volatilityto commodity prices.

    Sanjiv Shah, Chief InvestmentOfficer of Sun GlobalInvestments, said: “The decisionby OPEC members to keep oilproduction output at record highlevels has seen oil pricesplummet again with West TexasIntermediate below USD 40 perbarrel as the OPEC meetingsuggested that the organisationwas effectively abandoning itslong-term strategy of limitingproduction and acting as acartel, leading to moredownward pressures on oilprices in the short term

    “Reports suggest that theconclusion was that even a cut of

    5% was unlikely to push priceshigher. The OPEC Secretaryemphasizing that the cartel wouldpump at the 'current productionlevel'; a sign production is likely tobe above the ceiling of 30mnbarrels for now. This is bad newsfor oil producers but is good

    news for consumers and forglobal inflation.

    “However, there is good newsfor oil consumers such as India,as in Asia, the biggest users of oilis China, Japan, India and SouthKorea. These economies shouldsee a benefit to their balance of

    payments, inflation and growthdue to lower oil prices. Large oilexporters in the region such asMalaysia and Indonesia will bemore adversely affected.

    “As we see higher oil outputfrom Russia, Iraq and, mostimportantly, Saudi Arabia, weare likely to see a continuedpressure from the resultant lowoil prices. This will affect USshale producers as well andtherefore an increase in newinvestment in the sector isunlikely. This will support pricesin the medium term.”

    A new report reveals that whilstthe current environment iscreating opportunities forinnovation, almost half of oil andgas executives admit they havefallen short of their innovationgoals. The number ofrespondents saying they havefallen short has almost doubledas the oil price has gone down,with only 26 per cent saying theyhad fallen short in Spring 2014.

    These findings form part ofthe Technology Radar 2015report being launched today byLloyd's Register Energy, aleading integrity, compliance andspecialist risk consultingservices group. The report,Innovating in a NewEnvironment, combines Lloyd’sRegister Energy’s expertknowledge with third partyinsights, to provide data-drivenfindings on the role of innovationin the current and future oil and

    gas industry. Through interviewswith senior industry practitionersand a global survey of oil andgas professionals, it provides acompelling case for increasedtechnological innovation.

    “The oil and gas industry isundergoing a period ofsignificant uncertainty,” saidJohn Wishart, Group EnergyDirector, Lloyd’s Register. “Theoil price slowdown is clearlyimpacting investment ininnovation initiatives. However,our report finds that contrary toperceived wisdom, innovationhas a crucial role to play in thecurrent environment, where itcreates operational efficienciesand is cost-effective.”

    In the opening part ofTechnology Radar 2015, thereport considers the role forinnovation in the changinginnovation landscape andconcludes that the cyclical

    downturn should be a driver ofinnovation, not a barrier.Crucially for industryprofessionals, the report outlinesthree scenarios for how differentoil prices may affect innovation,examining the types ofinnovation that will be prioritisedin each scenario. The majority ofoil and gas executives believethe oil price will sit between $50–$70 in the next year, withthe highest percentage (27 per cent), believing it willhover around $70. This will inmany cases hinder investment in innovation.

    The report also looks at howexecutives are placing increasingemphasis on collaboration, bothinternally and outside of theindustry, as they adapt technologyfrom other sectors. Two-thirds ofrespondents say they are underpressure to collaborate with otherorganisations within the sector.

    When they do collaborate,upstream companies focus on theearly stages of a project, and oftenaround safety. The report revealsan overarching cultural shift is stillrequired to fully integrate genuinecollaboration in innovation.

    Finally, in part three the role fordata collection and analytics indriving innovation is assessed,finding that more advanced datacollection and analytics are amust have in the current low oilprice environment. Lack of dataand systems integration acrossdifferent parts of the business arehuge barriers to successful datacollection and analytics, with silosthe biggest cause of the issue.

    Despite understandablepessimism due to the currentlandscape, Technology Radar2015 shows that the downturnin the oil price is strengtheningthe need for innovation, notweakening it.

    SAFETY

    The publication earlier this yearof a revised Approved Code ofPractice (ACOP) for theConfined Spaces Regulations1997 offers the ideal opportunityto review policies, proceduresand competences for situationswhere employees are required towork in a confined space,particularly as there can besome debate or confusion overwhat specifically defines aconfined space. Part of thatreview should also consider theimplications of the access andwork activities to be undertakenwithin the confined space. Thiscould include the method ofaccess and provisions forworking at height and shouldalways ensure compliance withother relevant statutoryrequirements.

    The Health & Safety Executive

    (HSE) defines a confined spaceas an area that is substantially,although not always entirely,enclosed and where seriousinjuries can occur fromhazardous substances orconditions such as lack ofoxygen within the space.Confined spaces can take manyforms including silos, storagetanks, reaction vessels, sewersand enclosed drains, opentopped chambers, vats andductwork. The specified risksassociated with working in suchspaces are defined as:

     The serious injury to anyperson at work arising from afire or explosion;

     The loss of consciousnessarising from an increase inbody temperature;

     The loss of consciousness or

    asphyxiation arising from gas,fume, vapour or the lack of oxygen;

     The drowning of any person atwork arising from an increasein the level of liquid;

     The asphyxiation of anyperson at work arising from afree flowing solid, or;

     The inability to reach arespirable environment due to entrapment by a free-flowing solid.

    These risks may be inherentbecause of the nature or purposeof the enclosed space or theycould be introduced by the activitybeing undertaken within thespace. For example, a vesselwhich has been used to containsolvent would probably have anexisting significant risk fromexplosion, fire or low oxygen levels.

    On the other hand, a drained andisolated water tank may have littlein the way of an identifiablespecified risk in itself, but if thework to be carried out involves afunction such as welding, asignificant risk of explosive gases,oxygen depletion, toxic fumes orincrease in body temperature isbeing introduced.

    To assist in the identification ofconfined spaces, the new ACOPincludes a flow chart designed tosteer the user towards the rightconclusion and, hopefully, avoidany confusion ormisinterpretation. Other additionsinclude a new section on actionsfor workspaces with a reducedoxygen concentration and analignment with the Control ofSubstances Hazardous to HealthRegulations 2002 for arequirement for fit testing ofrespiratory protective equipment.

    ASSESSING THE RISKUnder the Management of Healthand Safety at Work Regulations1999, a suitable and sufficientassessment must be carried outfor all work activities to determinewhat measures are necessary forsafety. In relation to work inconfined spaces, this involvesidentifying the hazards present,assessing the risks and decidingon the appropriate controlmeasures. Generally, theassessment will mean looking atthe task, the working environment,working materials and tools, thesuitability of those carrying out thetask and arrangements foremergency rescue.

    Where the assessmentidentifies risks of serious injury,the Confined Spaces Regulations

    1997 apply, and these containthe following key duties:

     Where possible, avoid theneed to enter a confinedspace by carrying out thework from outside;

     If working within the confinedspace is unavoidable, follow asafe system of work and;

     Ensure that adequateemergency arrangements arein place before the work starts.

    In the course of assessing therisks, and depending on theworking environment, it is quitelikely that the requirements ofother health and safetyregulations, such as the‘Provision of Personal ProtectiveEquipment (PPE) Regulations,may need to be addressed.

    WORKING AT HEIGHTUnder the Working at HeightRegulations 2005, someone canbe considered to be working atheight in any place, including ator below ground level, where

    there is a risk of a person falling adistance likely to cause an injurythe measures required by theseregulations must be in place.

    When assessing the risk of afall from an access point, it is notonly the person carrying out thework that needs to be taken intoconsideration – it is anyone whomight be in the area of thataccess point. In cases whereworkers are accessing drains orservice tunnels via a manhole,this could include members ofthe public. In terms of riskcontrol, the best way to protecta person from a fall is to removeor exclude them from the riskarea. So, any person notneeding to be exposed to the fallrisk should be excluded by useof physical barriers and signage.For anyone who needs to be inthe vicinity of the risk area, theoptions to prevent a fall using fallprevention equipment must betaken into consideration. Thisusually means the use ofharness and work restraintsystems attached to suitable

    anchor points. The final option isfall arrest equipment using asuitable fall arrest lanyard or self-reeling lifeline (SRL).

    Falls while entering or exitingconfined spaces are common,often resulting from the use ofpoorly maintained climbingstructures, poor lighting orspace restrictions. For workerswho have to access the area atheight, usually the only optionthat provides protection frominjury in the case of a fall is fall-arrest equipment. Personal fallarrest systems incorporate threecomponents, often described asthe ABCs of fall protection,which are an anchorage/anchorage connector, bodysupport and connecting device.

    In some situations, it may benecessary to use suspendedaccess techniques to lower theworker into the confined spaceusing a davit and winch. In thiscase, the back-up of an SRL fallarrest system is also necessaryand it is common practice to use aretrievable type of SRL to offer the

    capability of rescue in the eventthe worker gets into difficultywhilst in the confined space.

    IN CASE OF EMERGENCYAs previously stated, plans forworking in a confined spaceshould always include provisionfor rescue should an accidentoccur and the worker involved isunable to exit the area unaided.Circumstances will always differand methods of rescue need totake into account the specifichazards to both victim andrescuers involved. However, inmany situations, a non-entryrescue is the safest solution forall parties and the only time anentry rescue should beattempted is when the use of anon-entry technique is likely toplace the injured or trappedworker in greater danger.

    In general, it is safe to say thatrescues from confined spaces –particularly those with difficult orat-height access – are toocomplicated and dangerous foruntrained or non-experts toattempt. Emergency services andindustrial entry specialists arehighly trained in rescue strategiesand the use of specialisedequipment that may be critical tothe survival of a trapped or injuredworker. In any situation whichleads to the need for rescue,obviously speed of reaction is ofthe essence which underlines theimportance of having a ready-prepared, comprehensive plan inplace. A sensible precaution is tohave designated competentpeople who can quickly performtheir assigned rescue duties if anemergency occurs and it is theemployer’s responsibility toensure that these individuals aresuitably trained and equipped.

    Working in confined spaces,particularly when combined withthe need to access or work withinthem at height, poses risk, butrisk can be managed if the correctstrategies are in place. By takingthe time to review the appropriatelegislation and the guidanceoffered by the HSE, employerscan ensure that they are, to thebest of their ability, providing asafe working environment wherethe risk of death or serious injuryis minimised.For further information visitwww.capitalsafety.com

    What do a lawn mower, a snowthrower, a power generator anda forklift have in common? Theyall have traditional combustionengines powered by gasoline.However, with the recentdevelopment of newtechnologies for the use ofalternative fuels, all of thisequipment can now run on LPG.

    Established in 2014 andheadquartered in Breaston,Derbyshire, Greengear GlobalLtd. is a company in theCavagna Group that specificallydeals with the manufacturing,marketing and promotion ofGreengear-branded productsand Enerkit technologies. Enerkitcan convert any small engine toLPG; from small off-road vehiclesto a vast range of outdoor powerequipment applications.

    The advantages of using LPG

    as an alternative fuel to the enduser are many: the emission ofgreenhouse gases and carbonmonoxide are reduced; LPGcylinders or cartridges are safeand easy to use; LPG is acleaner-burning, lower-carbonfossil fuel than other petroleum-based products, such askerosene or gasoline.

    In order to meet the growingmarket demand to improveproducts with increased fueleconomy, manufacturers madeenvironmentally friendlyproducts available; thusreducing emissions and noise,without sacrificing performanceand safety. Amongst productscurrently on the market whichsatisfy these requirements,Greengear identifies and appliesthe most advancedtechnological solution to power

    conventional combustionengines via LP gas.

    Thanks to technology thathighlights the benefits (in termsof efficiency, cost-effectivenessand sustainability) of usingpropane in a wide range ofequipment and combustionengines, Greengear haspositioned itself on the marketwith a strong focus oninnovation and “smart” projects,as well as a continuedcommitment to the “greenrevolution”.

    In addition to offeringbusiness-to-business solutions,Greengear is also involved withprofessional users and endconsumers. Though itsmarketing approaches arediverse, the company’s aimremains the same: to get theresults of its engineering

    research on the market in theeasiest and most practical waypossible. Part of thiscommitment is the use of theindustry’s best technologicaladvances. That is whyGreengear Global hasdeveloped Enerkit, theinnovative technology used topower its engines. This is adirect result of its fruitfulpartnership with the CavagnaGroup, the world’s leadingmanufacturer of equipment andcomponents for compressedgas control. Our mission is tomake outdoor living simple andthe air we breathe cleaner withLP gas powered equipment.

    Greengear aims to extend andpromote the use of LPG in dailylife, thanks to the Enerkittechnology pioneered in Italy. Thiscan be applied to engines from 25

    The Environmental ProtectionAgency’s findings have led toVW admitting they cheatedemissions tests in the USA.These findings in particular relateto 482,000 cars in the US only,including VW models Jetta,Beetle, Golf and Passat alongwith the Audi A3 the Germancompany also manufacture.

    Since then it has emerged thedefeat device is installed in 11million vehicles worldwide, witheight million of those vehicleslocated in Europe.

    VW also said it had found"irregularities" in tests tomeasure carbon dioxideemissions that could affect up to800,000 cars in Europe whichincludes petrol vehicles, whereonly diesel engines had beenpreviously implicated.

    This comes after VW investedin a marketing campaign extollingthe benefits of diesel cars asbeing low emissions vehicles.

    With consumers up in armsover the scandal this can beseen as an opportunity for theAutogas industry to step up and

    fill a void left by a loss of faith inthe low emissions promised bymanufacturers of cars which runon petrol or diesel.

    Automotive LPG offers animmediate solution to thisemissions scandal.

    Rob Shuttleworth, chiefexecutive of UKLPG, said: “With vehicle emissions makingheadline news worldwide,UKLPG is calling on policymakers and manufacturers totake note of the potential

    benefits of automotive LP gas.Automotive LPG presents animmediate and viable solution tothe car industry, which is lookingto secure NOx emissionsreductions on the UK’s roads.

    “A long-established fuel with aUK-wide infrastructure already inplace, automotive LPG is aversatile, plentiful and naturallyclean energy source. As such, ata time when air quality is high onthe global agenda, automotiveLPG deserves wider recognition

    for these credentials. “Recent research carried out

    by Atlantic Consulting, whichcompared tailpipe emissions ofvehicles powered by automotiveLPG, petrol and diesel, found,not surprisingly, that diesel carsemit on average five times moreNOx than automotive LPG. Inaddition, the Low CVPInfrastructure Road Map hasidentified that the delivery of40,000 automotive LPGconversions each year until 2030could be a significant contributorto the UK’s carbon targets.Current demand levels for thefuel could quadruple, while petroland diesel requirements coulddecrease by 50 to 80% betweennow and 2050.

    “Taking all of this into account,we urge the automotive industryto give consumers theopportunity to benefit from thisproven solution by seizing theimmediate opportunity to reduceNOx emissions and reintroduceautomotive LPG poweredvehicles to UK vehicleproduction lines.”

    DIESEL DUPE PROVIDESAUTOGAS OPPORTUNITYIt has come to be known as the “diesel dupe” – it came to light in Septemberthat German car manufacturer Volkswagen had fitted many diesel cars sold inAmerica with a “defeat device” that could detect when the cars were beingtested for emissions and change performance to improve results.

    Defeat device scandal for German car manufacturer.

    Some Audi A3s were also found to have the defeat device installed.

    Thanks to a grant obtained fromthe National Lottery ‘Awards forAll’ programme the hall, which isused as a community hub and isa registered charity, was able toreplace its unfit-for-purposeelectric system with Vulcana’sgas-fired heating system.

    The electric convector heaterspreviously installed weren’t up toscratch, so Vulcana installed fourKestrel 250S heaters, using LPgas as a fuel source, and completewith EnergySaver switches.

    John Herriman, part of theBolton Village Hall Committee,said: “Previously the electric

    convector heaters just weren’tup to the job, the new Vulcanaheaters do it excellently.

    “The hall is for the benefit ofthe community and is now a lotcomfier and cosier.”

    In addition to theadvancements made in heatingthe building, cost savings aremade thanks to the fuel ofchoice: LPG. The typical cost forproviding electric heating (andhot water) for an averagebuilding is 24 per cent higherthan the typical cost in respectof an LPG-fuelled home.

    The project was, in effect, an

    entirely new installation with newgas and electrical suppliesconnected to each heater. The installation of the heatersand these additional elementsran extremely smoothly after an initial delay in obtainingplanning permission for the LPgas tank.

    The relative remoteness of thesite was an issue for Vulcana toovercome, though temporaryresidence was secured at one ofthe very few local guest houses– where we are proud to say ourteam excelled itself.
