It is my honour to present to you the London

2019 World Para Swimming Allianz

Championships Team Leader Manual on behalf

of the Local Organising Committee.

When you come to London this year you and

your athletes will be welcomed into this truly

diverse and historical part of England. You will

experience the iconic Paralympic grounds

where stars were born in 2012, and be part of

the history and legacy that is home to the

London Aquatics Centre.

To see over 75 countries being represented by

650 athletes is truly inspiring. Knowing that

some of these swimmers competing in London

this year will then go on to represent their

countries in the Tokyo 2020 Paralympics is

something we are so proud to be a part of.

The information that you will find within this

guide will serve as useful information as you

plan your visit to London this September.

London 2019 is the biggest Para Sport event

to take place in the United Kingdom this year

and will showcase some of the world’s best

swimmers alongside young athletes making

their international debut.

On this guide you will find all the information

about the competition, the venue,

classification, transport, accommodation and

other important areas.

The World Championships is one of the most

important competitions on the road to the

Tokyo 2020 Paralympic Games and I am sure

some of the swimmers competing in London

will be the stars of the next Paralympics.

The Local Organising Committee, has done

3. General Information

3.1 Championship Dates 5 September – Team Arrivals (no access to the venue)

6-8 September – Physical and Intellectual Impairment International Classification at the

London Aquatics Centre (all athletes must be available for classification on the morning of 6

September. Travel plans should be made accordingly, travel to and from the venue will be

provided to teams booked on the Team Accommodation Packages)

7-8 September – Visual Impairment International Classification at City Sight (all athletes

must be available for classification on the morning of 7 September. Travel plans should be

made accordingly travel to and from the venue will be provided to teams booked on the

Team Accommodation Packages)

6-8 September – Training dates

7 September – Technical Meeting

9 September – Opening Ceremony

9-15 September – Championships dates

15 September – Closing Ceremony

16 September – Team Departures

3.2. Venue Overview The London Aquatics Centre is part of the legacy of the London 2012 Olympic & Paralympic

Games and is one of the finest facilities of its kind in the World, making this an ideal venue

to host the London 2019 World Para Swimming Allianz Championships. At the heart of the

facility is an approved Paralympic standard, ten lane 50m pool (50m x 25m) with up to 3m

depth. The training pool is also a Paralympic quality 50m, 8 lane pool and will be used as

the training and warm-up/ cool-down pool for the event.

The venue has seating for 2,800 spectators is also equipped with medical and anti-doping

rooms, marshalling areas, and timing and scoring facilities. Full details of the London

3.3. Travelling to London The organising committee will provide transport at no cost to all teams that have booked

onto the Teams Accommodation Packages via CSE from London Heathrow Airport (LHR) and

London City Airport (LCY). London Heathrow airport (LHR) is situated 55kms from London

Stratford. The journey is approximately 1hr 45 minutes. London City (LCY) is situated 8.5km

from London Stratford, the journey time is approximately 30 minutes.

If you are looking to arrive into alternative airport to those shown above transport can be

arranged but there will be an additional supplement charged to the team. These airports

are;

• London Stansted (STN)

• London Gatwick (LGW)

• London Luton (LTN)

All transfer times are dependent upon the time of day and can be subject to traffic delays.

3.4. Visa Information Information on entry to Great Britain can be found via the British Government’s website. Any

delegation requiring an official event invitation from the LOC is requested to submit the

required information for all members requiring visas to [email protected] by

Monday 29 July. This must be done as soon as possible in order for your visa to be

processed in time. Please include the following visa information per delegation request;

First name, Surname, Date of Birth, Passport Number, Role in team.

If you are not sure if you require a visa for Great Britain, please check the following website:

www.gov.uk/check-uk-visa.

3.5. Arrivals & Departures All NPCs are responsible for submitting their team arrival and departure details by no later

than Monday 5 August via the IPC Accreditation System. NPCs may submit this information

at any stage from Friday 1 June. Changes to your team’s arrival and departure details will

only be permitted after Monday 5 August in exceptional circumstances.

On official arrival and departure days, transport will be provided to official championship

hotels from London airports for teams booked onto the package. The LOC will schedule

transport from the airport to the hotels based on the information provided and arranged

with CSE.

CSE will have a Welcome Desk at London City Airport (LCY) only, located outside arrivals.

Specific meetings points for teams arriving at London Heathrow (LHR) will be sent by CSE to

each relevant NPC.

3.7. Accommodation Transport Transport plans have been divided into three clusters (chart below) Transport will not be

provided for Cluster One due to their proximity to the training and competition venue. For

Clusters Two, Three and Cheshunt, a shuttle service timetable will be available at the hotel

when you arrive.

3.8. Smoking Regulations In Great Britain it is illegal to smoke in any enclosed public place. This includes cafes,

restaurants, bars, shopping centres and on public transport, as well as station platforms and

sports stadia. The London Aquatics Centre is strictly a non-smoking venue.

3.9. Electrical Supply Standard power sockets operate 240 volts. You will require a 3 pin

converter in order to use your electrical appliance if purchased

outside of Great Britain.

3.10. Language The other official language of Great Britain is English.

3.11 Currency and Banking The local currency in Great Britain is pound sterling (£). ATM machines can be found outside

most banks, supermarkets and transport stations. There may be a charge for withdrawals

but you will be notified of any charge prior to making the transaction. Most shops and

restaurants accept debit and credit cards. In Great Britain tipping is not normally obligatory

but is often expected. The usual tip is around 10% - 15% of the total price.

3.12. Dialling Codes To call overseas from Great Britain, first dial 00 or use the ‘+’ symbol. The international

dialling code for Great Britain is +44.

The Online Entry forms are available through the IPC Online Entry System (EBS):

4.2. Rules& Regulations For the London 2019 World Para Swimming Allianz Championships the current World Para

Swimming Rules and Regulations apply.

4.3. Swimmers Eligibility To be eligible for selection by an NPC for the 2019 World Para Swimming Championships

(50m) swimmers must:

• hold an active World Para Swimming license for the 2019 Season.

• have achieved a Minimum Qualification Standard (MQS) at a World Para Swimming

Recognised 50m Competition for an event on the programme between 01 January 2018 and

21 July 2019 (times are only recognised if the athlete was already licensed at the time of the

achievement or has a recognised split time World/Regional record in the same length &

stroke, that is included in the rankings).

• be classified with a “Review” (R) or “Confirmed” (C) sport class status.

• one relay specific athlete (without MQS) can be added to the NPC Team (no participation

in other events is allowed in this case) – please contact the World Para Swimming office for

such addition by 1 July. There can be a different relay-specific athlete entered for the

different relays on the final programme.

4.4. Competition Format The London 2019 World Para Swimming Allianz Championships will be conducted by the

single class competition format. Only events that meet the Event Viability Criteria outlined

below after the Entry by Name will be included in the Final Event Programme. Sport classes

without a viable event will be able to “swim up” to the nearest single class event included in

the Programme. These sport classes will be considered Eligible Classes for the respective

single class event, and medals will not be allocated separately for these Eligible Classes.

4.5. Event Viability Criteria Individual events will be considered viable if they have a minimum of six (6) eligible

swimmers from three (3) NPCs entered through the Entry by Name. For classes S1-2 and

S11 five (5) eligible athletes from two (2) NPCs through Entry by Name is required. Relay

events will be considered viable if they have a minimum of four (4) eligible NPCs entered

through the Entry by Name. At the close of Final Entries, WPS reserves the right to provide

direct invitation per event to athletes already entered in Entry by Name for the sole purpose

of ensuring events featured on the programme have sufficient representation for viability.

4.6. Maximum Entry per NPC NPCs can enter a maximum of three (3) eligible swimmers per medal event if all have met

the MQS/MET (Minimum Entry Time). If there is more than one eligible class in the single

sport class event, a maximum of five (5) swimmers per event can be entered per each NPC.

However, only a maximum of three (3) swimmers per each eligible sport class can be

entered if all met the MQS/MET. NPCs can enter their athletes that have met at least one (1)

MQS in an unlimited number of events providing they meet the Minimum Entry Time (MET)

for the additional events.

4.7. Final Entries At the close of Final Entries the list of events is set and will not change. After classification

should an event become viable (that was combined after close of final entries) it will remain

swam as a combined event. Medals from designated (combined) events will be presented at

Medal Ceremonies and for single class events that become viable after class changes during

classification, medals for these newly viable single class event can be collected at SID at the

end of the session.

5. Competition Information

5.1. Competition Venue The competition will be held at the London Aquatics Centre. The venue is part of the Queen

Elizabeth Olympic Park which is part of the London 2012 Olympic & Paralympic Games

Legacy.

5.2. Upon Arrival All delegates who have entered their travel details in the Arrival and Departure System

(ADS) will be provided with transport from London Heathrow or London City Airport. Arrivals

from other airports are at the responsibility of the NPCs.

The timing of the Delegation Registration Meeting (DRM) will be confirmed to the Team

Leader on arrival and everybody will be taken to their accommodation. It is hoped to align

the DRM with the first training session of the NPC at the competition venue.

All financial obligations must be met before receiving accreditation for athletes and team

officials, including accommodation fees.

5.3. Delegation Registration Meeting (DRM) The Delegation Registration Meeting will be scheduled with each participating NPC by the

NPC Services Team and will take place at the venue. This meeting will take place at a time

agreed in advance of the championships with each NPC. Each teams DRM must be

conducted before the first training session of the relevant NPC. To schedule DRMs please

• Classification information

• Other relevant information

5.4. Accreditation The IPC offers on-line accreditation for all NPCs via the IPC Accreditation System website.

NPCs must register all members of their Delegation within the accreditation system

(athletes, coaches, officials, medical supports, etc.). Further information on accreditation will

be communicated to NPCs by email when the system opens on Friday 1 June. The

accreditation programme will close on Monday 5 August.

All team accreditation profiles must be completed by this date. The accreditation cards will

be provided to the Team Leader once the DRM is completed.

As the access to all Championship Zones will be controlled, everyone is requested to wear

their accreditation cards visibly at all times, during both the training and competition period.

The accreditation card is a personal belonging, transferring it to another person is

prohibited.

All athletes and approved support staff must present their accreditation card when checking

into the Call Room prior to their event.

Any person who has lost an accreditation pass will need to go immediately to the Main

Accreditation Centre located outside of the Competition Venue and fill out a ‘Lost Card

Declaration’. A valid passport or identity card will be required to replace the lost card, and a

£25 fee will be required to be paid upon replacement of the accreditation card.

5.5 Classification Classification will be conducted in accordance with the 2019 World Para Swimming

Classification Rules and Regulations on 6-8 September for a physical (PI) and intellectual

impairment (II), and on the 7 – 8 September for athletes with a visual impairment (VI).

Classification for PI and II swimmers will be conducted at the Competition Venue, while the

VI classification will take place at City Sight, located at the City University of London Tait

Building (Ashby Street), Northampton Square, EC1V 0HB. Additional information about this

The classification schedules will be circulated to the NPCs after the final entries are closed

and athletes who are required to be classified should schedule their travel to be present on

the first day of classification The NPC must upload the Medical Information in the

Classification Section of the SDMS eight (8) weeks before the competition (by Friday 12

July).

If a competitor does not attend classification, he/she will be disqualified from the

competition.

5.6. Training Training will take place in the Competition venue from 6-8 September 07:30 – 20:30 as per

NPC training times and lanes will be allocated by WPS for NPCs. Each NPC will be entitled to

1.5 hours training time both in the morning and afternoon sessions. The final training

schedule will be published two weeks prior to the beginning of the Championships.

5.7. Technical Meeting The technical meeting will be held on Saturday 7 September at 18:30 at the Holiday Inn

Stratford Conference rooms Atlanta & Beijing located at 10a Chestnut Plaza, Westfield

Stratford City London E2O 1GL. This location is within walking distance of the Competition

Venue, please use training transportation.

NPCs are entitled to bring two (2) people to the Technical Meeting and an additional person

as a translator if necessary. All meetings will be conducted in English.

Two weeks prior to the technical meeting, World Para Swimming will send the technical

meeting presentation to the NPCs/Team Leaders. Please read through it carefully and

familiarise yourself with the content.

It is the Team Leaders responsibility to consider the information provided in the presentation

and if there are questions or clarity on a topic/item required, these questions must be

submitted in advance to World Para Swimming.

Team Leaders will have until 18:00 on 6 September to submit any questions in writing to

World Para Swimming, indicating which NPC is submitting the question/query. Additional

details will be provided around this process closer to the technical meeting

At the technical meeting the Technical Delegate (TD) will only answer the questions or

queries submitted by teams in advance, no other questions will be accepted. The list of

team questions and TD answers will be provided to NPCs at the technical meeting and no

print copies of the presentation will be provided to the NPCs.

5.8. Swimsuit Check & Equipment Approval (Athlete Uniform) NPCs are requested to present the starting and tapping devices for approval to World Para

Swimming representatives after the technical meeting on Saturday, 7 September. World

Para Swimming Technical Officials will be available on 7 and 8 September at the competition

venue to check swimsuits/and equipment, at times announced in the Technical Meeting

presentation that is circulated to teams.

All team uniforms and personal equipment must follow the World Para Swimming Rules and

Regulations.

5.9. Warm-up & Swim Down The competition pool and warm-up pool will be available for warm-up for a minimum of 1.5

hours prior to each session as follows:

Before the heats- 08:00 to 9:45

Before the finals- 16:00 to 17:45 on all competition days except 9 September when warm-

up will be available from 15:00 to 16:30 to accommodate the opening ceremony

For the safety of all swimmers, please ensure everyone follows the guidelines for the lanes

and the instructions of the pool marshals.

The warm-up pool will be available for warm-up/swim-down during and after the sessions,

until 30 minutes after the competition session ends daily. During warm up and swim down

on competition days athletes will not be allowed to use any hard training devices such as

fins, hand paddles or resistance cords. Pull-buoys and kickboards will be allowed. It is at the

discretion of the TD if usage might be prohibited if causing problems.

5.10. Call Rooms & Competition There will be four call rooms in place for the Championships. Two 50m call rooms for all

50m/150m races and a two call room process for all other races. These spaces will be

highlighted to NPC Team Leaders during the venue overview session of the DRM.

It is the responsibility of the athlete to report to the First Call room no later than 15 minutes

prior to the scheduled start of their event. Athletes must bring their accreditation passes.

Swimwear, (caps, goggles, swimsuit) will also be checked in accordance with World Para

Swimming Rules and Regulations Athletes will be escorted from the Final Call Room onto the

pool deck. After their event, upon exiting the pool deck, athletes are required to pick up

their accreditation passes from the Collection Area.

5.11. Mixed Zone All athletes must go through the mixed zone following their event(s). The Mixed Zone is

located along the diving pool on the spectator side.

5.12. Lactate Testing Lactate testing will be possible in accordance with World Para Swimming Rules and

Regulations. Only NPCs approved by IPC in advance will be eligible to conduct lactate

testing. Completed forms are to be submitted to [email protected] by

Friday 26 July.

Testing will only be possible in the designated area within the medical space inside the

venue. The designated area will be highlighted to the approved NPC during the venue

overview section of the DRM. Medical waste bins and sharps containers will be provided by

the LOC to dispose of used medical materials in the appropriate and prescribed manner.

6. NPC Services Information

6.1. Sport Information Desk (SID) The Sport Information Desk will operate on the competition days, as well as during any

scheduled training sessions. It is the primary and only point of distribution for all

Championship related information including the following:

• Distribution of start lists for the NPCs

• Official communication with teams

• Official forms distribution (Relay Entry Forms, Protest Form, and Medical Withdrawal

Form).

• Liaison between teams and LOC Access to the Sport Information Desk will be restricted to

two accredited team officials per NPC via their “Sport Information Collection Pass” (e g

Team Leader and Coach) This pass is authorising the bearer to collect official information

and mailings from the Sport Information Desk on behalf of their NPC.

6.2. Team Preparation Areas There is limited space available at the training pool. However, a separate dedicated area on

the upper level of the venue will be separated for teams to use as preparation & recovery.

This area is accessible from the athlete stands or via stairs/elevator from the lower level

main athlete entry.

This is a dry preparation/recovery area and no ice baths will be permitted.

Space within the athlete preparation area must be booked and paid for in advance by any

NPC who wishes to reserve this space. These spaces will cost £500 and will include:

• 9m2 dedicated space • 4 x chairs • Wi-fi For additional information or to book one of these spaces please contact the LOC at

[email protected] to receive a Team Preparation Area booking form. Forms must

be complete at your earliest convenience but no later than 9 August by 17:00 London time.

6.3. Massage Tables Teams are requested to bring their own massage tables. The LOC will have a very limited

number of massage tables available and they will be allocated on a first come – first served

basis. It is highly recommended that teams bring their own.

6.4. Ice Baths NPCs can bring their own ice baths to be placed in a designated area close to the changing

rooms of the training pool. This area will be highlighted to NPCs during the venue overview

section of the DRM meeting.

There is very limited space for ice baths, so you will need to apply for a space by contacting

[email protected] by no later than Friday 9 August. A form will be issued to

collect the information on size and power requirements for the LOC. If the ice baths require

power, please make sure to bring the correct adapters and converters for British outlets as

outlined in section 3.9 above (i.e. 3 pin plug).

6.5. Changing Rooms Changing rooms are available for athletes at the venue. Please respect the separation of

changing areas for male and female athletes. Showers and accessible toilets can be found in

the changing area by the training pool.

6.6. NPC Filming/Race Analysis Race analysis will be possible in accordance with World Para Swimming Rules and

Regulations. Only NPCs approved in advance by World Para Swimming will be eligible to

conduct race analysis. Filming will be possible only from the designated area, which will be

located by row J of athlete seating near 25 metre line.

Two accreditation cards will be provided for each approved NPC to access the designated

area. The application form approval will be circulated in advance and completed forms are

to be submitted to [email protected] by Friday 26 July. Space allocation within

this tribune will be rotated by the NPC Services team.

6.7. Athlete & Team Official Seating A specified number of seats for accredited NPC team members will be made available in the

main seating tribune.

We kindly ask teams to respect the need of a clear pool deck during competition times and

remind athletes and team staff that there is no pool deck seating. If needed a team seating

rotation plan may be implemented.

7. Ceremonies

7.1. Opening Ceremony The Opening Ceremony will be held in advance of the first finals session on Monday 9

September at 17:00. Further information will be provided to teams during the Technical

Meeting.

7.2. Medal Ceremonies It is the Team Leader’s responsibility to ensure the athlete is in the Ceremony Room in a

timely manner to attend the medal ceremony. Athletes will be briefed about the Medal

Ceremony procedure in the Ceremony Room.

All athletes and support staff are requested to wear their full team uniform when

participating in Medal Ceremonies Long pants and closed shoes are required (no shorts, flip-

flops, clogs, etc are allowed). No flags or other national symbols (other than the team

uniform) are allowed on the medal podium. The ceremonies will take place during the finals

sessions.

7.3. Medals Medals will be awarded to the first three (3) athletes finishing the event (regardless of the

sport class) In the exceptional case an event is completed by only three (3) or fewer

swimmers medals will be awarded following the ‘minus one rule’.

Please note all events that are viable as of the Final Programme (close of Final entries) will

remain medal events, independent of any changes of classes following classification or

medical withdrawals. If necessary rule 10.14.1 will apply.

Should an athlete’s first Appearance take place in a Direct Final and their class gets allocated

as a higher Sport Class (E.g. S5 to S6) then World Para Swimming rule 10.13.2 will come

into effect and World Para Swimming will recall the medal after the classification results are

posted, at the end of the finals session. Other medallists affected by this will subsequently

receive the correct medals.

Disclaimer: Due to the number of athletes being classified at these Championships this

situation might come to pass.

8. Medical & Anti-Doping Information

8.1. Anti-Doping The Anti-Doping control/process will be carried out in full accordance with the IPC Anti-

Doping Code & Regulations and in conjunction with the IPC Doping Control Agreement in

place with the LOC and National Anti-Doping Programme UK Anti-Doping (UKAD).

All athletes may be subject to in and out of competition Doping Control sample collection

and testing throughout the Championships in accordance with the regulations above. The in-

competition testing will be carried out via UKAD with additional information available here

https://www.ukad.org.uk/ .

If an athlete is selected for testing in competition, a chaperone will escort the athlete and be

in possession of the athlete’s accreditation card until the testing has been completed.

8.2. Medical Services at the Venue The LOC will ensure that the implementation of all necessary and appropriate on-site

medical, emergency ambulance and first aid services during the Championships training and

competition dates. Transportation will be provided to a local hospital only in an emergency;

the closest hospital to the venue is Homerton Hospital, which is a 14 minute journey from

the London Aquatics Centre.

Medical services will be provided at the official competition venue. The Chief Medical Officer

will be responsible for medical arrangements for the competition and will supervise medical

support, which includes recording all injuries and diseases. They will also supervise the

emergency medical room including all essential first aid equipment and materials. The Chief

Medical Officer will act as liaison for visiting NPC doctors with laboratory facilities,

emergency treatment, necessary hospitalisation and obtaining necessary medications.

First aid and limited medical facilities will be available at the First Aid room located on the

pool deck level. Details of any special medical emergency plan arrangements will be given at

the technical meeting. Information on location of medical facilities and notification of

required team support will be outlined in the DRM and will be available at the SID.

NPCs that have medical personnel travelling with them are reminded to ensure that NPC’s

medical staff have appropriate medical insurance and are enabled to conduct medical

treatment within Great Britain.

Lifeguards will be on duty during all competition and training sessions.

8.3. Insurance Generally, visitors can access emergency health care in Great Britain. However, NPC

delegation members are obliged to have their own travel and medical insurance for the

duration of their stay in Great Britain, including repatriation coverage as each NPC will be

responsible for any medical expenses resulting from participation in the event.

In Great Britain, with regards to transportation, it is required for wheelchair users to have

their wheelchairs clamped during the journey – this will add additional time to the travel

journeys.
