Hello again, Everybody, In 1926, the community at Lockington held a Queen Competition to raise funds to pay the last of the debt remaining on their Memorial Hall which had been built and opened in 1922. Four competing Queens were chosen and throughout August, September and October, 1926, a series of fund-raising events were held throughout the district. On 1 November, everyone was invited to attend a “Complimentary Social and Presentation to the Queens of the Lockington Queen Carnival”. This was held in the Lockington Memorial Hall and proved to be a memorable occasion. The following report was published, possibly in the Bendigo Advertiser: - “The queen competition to reduce the debt on the Lockington Memorial Hall, which was commenced ten weeks ago, closed on Monday night last, when a record crowd witnessed the pretty and impressive coronation ceremony. The ten weeks’ money-raising campaign carried out by the four queens and their committees resulted in £840/17/7 being raised – an achievement that exceeded by some hundreds of pounds the most optimistic anticipations. An additional sum of between £50 and £60 was taken at the coronation pageant.

As was foreshadowed, Lockingtonians were raised to the pinnacle of excitement on Monday evening last when the curtain was rung down on the final act of a wonderfully successful queen competition, the result of which was kept a strict secret until the dignified entrance of the Lord High Chancellor (Mr J Holmes), to whom fell the duty of making the official announcement, and at whose appearance the excitement rose to fever heat. When the results were given, cheer after cheer rose from the crowded house, and the daintily-clad queens and their attendants were accorded a reception that will live long in the memory of the little community. Lockington rose to the occasion, for the ceremony was splendidly carried out in every detail, reflecting credit on the queens and attendants, the various committees, and all who were in any way responsible for the wonderful success achieved.

Mr A Page briefly instructed the gathering on the order of the night’s proceedings, and the ceremony opened with a well-rendered overture by Mrs Yeaman’s orchestra – Mrs Yeaman (piano), Mr Yeaman (violin), Mr H Green (cornet), and Mr J Milne (side drum).

The Grand Herald (Mr D E Holman) and Royal Trumpeter (Mr F Davies) then appeared and read the proclamation covering the nature of the ceremony and the order of appearance of the royal parties. The Royal Court Jester (Mr R H Chapman) then put the audience in good humour by his amusing antics and a comic song. Cheers were given as the Queen of Golf (Miss M Mossop) appeared in the aisle of

the hall, her attendants being the Misses Levick, Holmes, and Patty and Sheila Douch. The song “I Must Away” (with violin obligato by Mr M Lyons) was nicely rendered by Mrs Owens, followed by cheering at the entrance of the Queen of Cricket (Miss K Cox), who had as her attendants Miss B Flaherty, Miss P O’Brien, little Miss McAuliffe, and Master Watson (page). Mr Broughton filled the interval before the entrance of the next queen with a recitation, and a warm welcome was accorded to the Queen of Football (Miss A Scurrah), who had in attendance the Misses Janet Windridge, Nancy McGregor, Lily Yeaman and Master Lindsay Green (page). Mr Bartlett filled the next break with a song in which he captured the goodwill of the big house, after which, to the renewed cheers of the assemblage, there entered the Queen of Tennis (Miss Ida Anderson), whose attendants were the Misses E Worner, L Robertson, Jessie Smith, Annie Anderson, and Master Douglas Walters (page). The Royal Court Pages (Miss V Jones and Miss A Gartside) carried out their duties in a graceful and charming way, and the queens and their attendants made a very pretty picture when they were finally grouped upon the stage, which had been suitably furnished and nicely decorated for the great occasion.

“May Day”, a glee by the Lockington Choral Society, was a good item. It was rendered under the conductorship of Mrs C H Lefoe with Mrs G McGregor at the piano. A fine rendering of a violin solo by Mr M Lyons, was followed by the song, “I Stood on the Bridge at Midnight”, in which Mrs W Grady was deservedly well received. Mr Bartlett contributed another song, Mr Broughton appeared again in a recitation, and a further selection was given by Mrs Yeaman’s orchestra. The double quartette “The Torpedo and the Whale”, by Mrs Grady, the Misses Gartside, Jones and Worner, and Messrs G H T Levick, R Whinfield, H Hubble and D Park, proved another good Choral Society item. Mrs J H Owens fully captured her audience on her second appearance in the song “Grandma Will Pay”, and Mr A Page successfully induced his audience to accompany him in the chorus of the modern song, “Show Me the Way to go Home,” in which he took the ‘precaution’ to alter the text by which its bacchanalian flavour was eliminated. The glee “Hail, Smiling Morn” by the Choral Society would be followed by the most exciting event of the evening, but I’m saving it for next time.

COMMUNITIES TO HAVE SAY IN REVIEW OF 10 YEARS OF EMERGENCY MANAGEMENT REFORM

The Inspector-General for Emergency Management (IGEM) invites individuals and organisations to contribute to the review of 10 years of emergency management reform.

Over the last decade many changes to the emergency management arrangements have been introduced to improve the way Victoria prepares for, responds to and recovers from emergencies such as bushfire, flood, storm and heatwave.

Independent inquiries and reviews which have followed significant Victorian emergencies including the 2009 bushfires, the 2010–11 floods, the 2014 Hazelwood Coal Mine fire and 2016 thunderstorm asthma event have all aimed to improve our emergency management practices.

Inspector-General Tony Pearce is conducting a comprehensive review of the progress made in the emergency management sector since the 2009 Victorian Bushfires.

This review will not re-examine past emergencies, nor the findings or recommendations from independent inquiries and reviews such as the 2009 Victorian Bushfires Royal Commission.

The scope of this review is limited to reforms prior to March 2019.

The review recognises the emergency management sector is constantly evolving in its practices and approaches, including changes made in response to significant inquiries and reviews.

The review will examine if changes over the past 10 years are actually achieving better outcomes for Victorians – before, during and after emergencies.

This is an opportunity for communities to have their say on what they think is working well and what could be done better before, during and after emergencies.

The insights and experiences gathered from this consultation will be used to inform the review.

The primary goal of this review is to understand whether Victoria’s emergency management reform strategy has achieved the outcomes it set out to achieve for the sector, and importantly Victorian communities.

The Inspector-General will provide his report to government by December 2019.

NEW CRIME REPORTING HOTLINE IS OFF BEAT The announcement by the Andrews Labor Government of a new crime reporting hotline will come as little comfort to rural Victorians struggling to get police to respond when they need it most.

Leader of The Nationals and Member for Murray Plains Peter Walsh said the Andrews Labor Government has spent $212 million to provide a new police assistance line and online portal to which all Victorians will report non- urgent crimes.

“This new central police contact centre based in Ballarat will do nothing to give regional and rural people confidence that their communities are any safer,” Mr Walsh said.

“It is abundantly clear in all of our regional and rural communities that the number of operational police is inadequate to provide a satisfactory level of policing despite the best efforts of the existing officers.

“When people call for assistance they need someone who will be there to help them, not just answer the phone and leave them to fend for themselves.

“Their call is only effective if there are sufficient frontline officers in their area who are ready and able to respond.”

Mr Walsh said that what we need is more full time police who are resident in regional and rural townships and allocated to stations permanently.

“Daniel Andrews must do more to ensure Victoria Police have enough resources in regional and rural areas so when people call for assistance police will be there to attend, not just answer a phone.”

FUNDING ON OFFER TO SUPPORT RURAL COMMUNITIES

Leader of The Nationals and Member for Murray Plains Peter Walsh is encouraging local not-for-profit groups to apply for grants of up to $15,0000 under the The ANZ Seeds of Renewal Program.

Mr Walsh said the program focuses specifically on helping build vibrant and sustainable rural communities with a population of 15,000 or fewer.

This year the program is committed to three focus areas that include :

Improving environmental sustainability : initiatives that restore and conserve the natural environment or which contribute to lower carbon emissions, water stewardship and waste minimisation.

Improving financial wellbeing within the community : particularly for the under-represented and disadvantaged, including initiatives that improve economic participation, for example through building financial literacy and vocational skills and providing access to meaningful work.

Improving access to housing : improving housing access through initiatives that support those at risk of homelessness, or that provide supports for people living with a disability.

“I encourage our hard working not-for-profit organisations across the Murray Plains electorate to convert their bright ideas into reality by applying for funding under this program.

“The program is unique to rural communities and offers a great opportunity to increase the vibrancy and prosperity of country towns,” Mr Walsh said.

COLIBAN WATER PRICES TO REDUCE FROM 1 JULY

Coliban Water fees and charges for the 2019/20 financial year will reduce from Monday 1 July 2019.

Acting Managing Director Neville Pearce said the lower prices are the result of a five-year pricing plan which Coliban Water submitted to the Essential Services Commission in 2018.

“As part of our Pricing Submission we committed to keeping prices lower than inflation each year. We’re now into the second year of this pricing plan and it’s fantastic to pass on these cost reductions to our customers.

“Inflation is added to all Victorian water bills. Currently the cost of inflation is 1.3 per cent. From 1 July 2019, most of our prices will reduce by 1.8 per cent before the cost of inflation is added.

“What that means is that the majority of prices will actually reduce by 0.5 per cent. For a residential household with average water consumption of 188 kilolitres per year, they will see a $24 reduction in their bill from $1,357 to $1,333,” Mr Pearce said.

Fees and charges are in place to recover the costs of providing water and sewer services, including investment in infrastructure to provide services at a standard which customers expect and value.

“Charges for rural customers have also decreased in line with our other fees and charges. We have recently posted out a list of fees for modernised and unmodernised rural systems to our rural customers,” Mr Pearce said.

A further change to this year’s prices is that two pricing districts have combined to form one.

“We have been transitioning these price districts over a period of time. All residential customers will now be billed at the same volumetric price depending on whether they receive treated, untreated or recycled water.”

Mr Pearce said Coliban Water would continue to offer a range of support measures for those who may face payment difficulties.

“We are here to help our customers. If you have a short term or long term concern about your ability to pay your bill, please get in touch with us to discuss your options. Our staff are friendly, respectful and confidential.”

The Department of Health and Human Services (DHHS) and other agencies also offer a variety of concessions and benefits to eligible card holders to assist low-income Victorians with water and sewerage bills.

COLIBAN WATER RURAL SEASON TO OPEN AT 100 PER CENT ALLOCATION

Coliban Water announced today that allocations for the 2018/19 rural season will open at 100 per cent.

Chief Operating Officer Neville Pearce said storages were in a strong position despite below average autumn rainfall and a dry start to winter.

“Our three catchment storages on the Coliban River near Kyneton are currently at 68 per cent, holding 46,945 megalitres,” said Mr Pearce.

“Our annual inflow for 2017/18 was 32,555 megalitres, which is 3,813 megalitres more than our 20-year median but considerably down from the 100,555 megalitres received for 2016/17.

“Rural water usage from our catchment storages last season was around 3,500 megalitres and the total annual usage for towns in our Coliban Southern system is around 2,700 megalitres.

“Our catchment storages are the only source of supply for towns in our Coliban Southern system, which includes Castlemaine and Kyneton.

“Our Coliban Northern system towns, which include Bendigo, can access water from our storages, from our 18 per cent share of Lake Eppalock and from the Goulburn System via the Goldfields Superpipe.

“In making our water resources decisions we consider all customers supplied by our storages - whilst always aiming to maintain two years of supply in store.

“As well as full rural allocations, our urban systems will remain on Permanent Water Saving Rules this coming summer,” said Mr Pearce.

Permanent Water Saving Rules are part of the Victorian Government’s Target Your Water Use suite of products, services and solutions for regional Victorians on how to use water more wisely.

Mr Pearce said rural water deliveries would start toward the end of October depending on customer demand for water.

Rural customers will be sent further information via the post.

“Customer information packs will be posted prior to water deliveries commencing in October, once channel rosters have been finalised.

“Rural customers on our recycled water channel systems of Ascot and Cockatoo Hill will also receive 100 per cent of allocation,” said Mr Pearce.

LOCKINGTON GOLF CLUB REPORT 26/06: Stableford. Annette Brereton was best on course with a good score of 36 points and won the Locky Dollars for Player of the Day, with Jenny Holt

runner-up. Annette capped off a good day by also winning the nearest the pin. 28/06: Lockington Lions Club Annual Golf Day fundraiser. The event was generously supported by visitors from Belvoir Park, Bamawm, Rich River, Rochester and Mitiamo, who enjoyed the course in excellent condition. A big thank you to the many sponsors who made the day successful. The Belvoir Park pair of Kevin Purdon and Neville Dewhurst returned the outstanding score of 50 points to win the Men’s Division. They have been great supporters of Locky for many years, and it was great to see them enjoy success. Runners-up were Des Pentreath and Don Muhleisen with a terrific score of 48, on a countback from Mark Lyons & Phil Stanford, and Ron Dixon & Tom Scurrah, who were all in fine form. The ladies’ division was won by the Rich River pair of Cath Kelly & Di Gallagher with a solid 42, ahead of Chris Turner (Bamawm) and Annette Brereton with 39. NOW OPEN – Seniors grants Applications are now open for organisations within Campaspe Shire who support older residents, to apply for this year’s Seniors Grants. The program provides donations of up to $1,000 to incorporated organisations within Campaspe Shire to deliver programs or events aimed at increasing the health, wellbeing and social connectedness of older citizens. Transfer Station vouchers In a bid to divert more waste from landfill, council will be replacing the existing waste (tip) vouchers with new Transfer Station Vouchers that will only be able to be used for recyclable and recoverable materials. This is to further encourage good waste management practices among residents and bring council’s voucher system in line with federal, state and regional resource recovery strategies and legislation. The new vouchers will be distributed in the forthcoming 2019/20 Rates Notice mail out.

Flu vaccinations The flu vaccine is now available at immunisation sessions at a cost of $30. Payments must be made in advance of attending the session, through a customer service centre or over the phone. The vaccine is free to persons over 65 years of age and children aged 6 months to 5 years, and individuals in the high risk category. Please bring your Medicare card with you when receiving the vaccine.

LOCKINGTON BOWLS CLUB Report June 25: Bowlers were out in force for the game of Scrounge on Wednesday. With perfect conditions on offer, the display of bowling was to a high standard. Ian Johnson was in command of

rink one to record 48 points against some strong opposition. Annie Haines continues to impress by taking out rink two with 46 points while Andrew Harris worked hard to score 49 points and collect the trophies for rink three. Scrounge will continue on a Wednesday starting at 1.00pm. Members have been travelling to local district tournaments with limited success. Russell Shawcross, Tom Davis, Ray Hanson and Ian Johnson attended the two day Fours event at Mathoura and enjoyed the hospitality and friendship. Congratulations to a couple of club stalwarts in Les and Bev Brereton who celebrated fifty years of marriage (7th June 1969). The celebration was held at the Lockington Bowls Club. The club has submitted tournament dates and the nominated pennant teams (Division two and four) to the CVBD for season 2019/2020.

Report June 30: The game of Scrounge provided a great place to be on Wednesday with six rinks in operation. The main reason for the standing room only, was the injection of twelve City of Echuca bowlers. The club welcomed all bowlers and at the end of the day the visiting bowlers almost made a clean sweep of the trophies. On rink one Mike Meyer had a game high 57 points to win from Belinda Chong 34. Jill Young was in fine touch to register 49 points for a runaway victory ahead of Daryl La Velle on 39. Ian Johnson proved to be the master on rink three scoring 43 points to just shade a threatening Tom Davis with a gallant 40 points. Rink four provided some class bowling from Helen Pitts in tallying 50 points to secure a victory over second placed Joan Armstrong 36. Another fine talent was on display as Maurice Spiers was in fine form to score 48 points and finish in front of Kalvin Stout with 28 on rink five. The final rink saw victory going to Di Payne 42 points to pick up the trophy ahead of Anna Meyer with 34 points.

Apologies to Ann Lowrie for not mentioning her brilliant 47 points the previous week and winning the rink. The result sheet indicated Ian Johnson the winner, however, it was later learned that Johnson did not play!! Scrounge will continue on a Wednesday (weather permitting) starting at 1.00pm. Bring a friend and enjoy the day. Flat soled shoes are required. Report July 7: Another fine Wednesday afternoon for the game of Scrounge last week, with six rinks the order of the day. Once again the club was indeed fortunate to have several City of Echuca bowlers in attendance. Twenty-four bowlers and most of them at their peak. The extra numbers do help the club enormously and trust that the Lockington members can support the City of Echuca Club in playing n the respective play days and tournaments. This is a great fillip for all bowlers and only encourages the continuing friendship and sportsmanship overall.

On the green a couple of fresh faces showed exciting potential and registered top scores. Kevin Fell controlled rink one to manage a healthy 54 points for a win ahead of the consistent Belinda Chong 44. On rink two Tom Davis returned to the winners circle after scoring 45 points to shade Phillip Cunnington on 34, while Christine Fell made it a family double by winning rink three reeling off 48 points and score by a narrow two points margin from Marie Malone on 46 points. Mary Atkins displayed excellent form to take home the rink four trophies with a amazing 52 points with Jill Young next best on 29. Don Smith held all at bay on rink five after producing a well compiled 38 points to head of Denise Gilmore on 32. On the final rink Ian Johnson was again on song in scoring 49 points and withstanding a persistent Ray Hanson 45, to scoop the booty. This clash may have presented an insight to the forthcoming Presidents Trophy 21 Up championship?? The Campaspe Valley Bowls Division (CVBD) are convening a Special Meeting on Thursday 25th July at the Rich River Golf Club Resort to Update the current CVBD Constitution. All clubs are to discuss the alterations and attend this important meeting.
