ARARAT PLANNING SCHEME MUNICIPAL STRATEGIC STATEMENT - CLAUSE 21.05 PAGE 1 OF 21 6 APRIL 2000 LOCAL PROVISION 21.05 SETTLEMENT Overview The municipality retains a distinctive pattern of urban development based on separate townships and settlements that have developed as a result of historical, locational and environmental factors. The main town in the Rural City is Ararat. However, there are a number of other townships that include Lake Bolac, Willaura, Elmhurst, Pomonal and Moyston. There are also a number of smaller settlements located throughout the municipality. Each township and settlement retains its own local history and culture, individual character and roles, which contribute to their sense of place and community association. There is a reasonably clear hierarchy among the towns and settlements that relate to their function and the range of services and facilities provided. The provision of infrastructure, particularly reticulated sewerage and land capability are the most significant constraints on urban development. Growth and development in the Rural City of Ararat can only be supported where sound environmental and water quality management and effective effluent treatment systems can be demonstrated and achieved, to maintain the integrity of the catchment. Considerable areas of ‘rural residential’ zoned land exist throughout the municipality, particularly around Ararat, between Ararat and Pomonal and around Moyston. The amount of land available significantly outweighs the existing demand for such land. While much has already been subdivided, (e.g. around Moyston), considerable areas exist which have not been subdivided (e.g. to the east of Ararat). The amount of land devoted to rural living needs to be controlled for social, economic and servicing reasons. Future opportunities must be considered in-light of Minister’s Direction No. 6 which provides guidelines for the consideration of planning scheme amendments to allow rural residential development. Development should be focused around existing towns and serviced areas. Key Issues The need to maintain a network of viable towns and settlements throughout the municipality. LOCAL PROVISION

21.05 SETTLEMENT

Overview

The municipality retains a distinctive pattern of urban development based on separatetownships and settlements that have developed as a result of historical, locational andenvironmental factors. The main town in the Rural City is Ararat. However, there are anumber of other townships that include Lake Bolac, Willaura, Elmhurst, Pomonal andMoyston. There are also a number of smaller settlements located throughout themunicipality. Each township and settlement retains its own local history and culture,individual character and roles, which contribute to their sense of place and communityassociation. There is a reasonably clear hierarchy among the towns and settlements thatrelate to their function and the range of services and facilities provided.

The provision of infrastructure, particularly reticulated sewerage and land capability are themost significant constraints on urban development. Growth and development in the RuralCity of Ararat can only be supported where sound environmental and water qualitymanagement and effective effluent treatment systems can be demonstrated and achieved, tomaintain the integrity of the catchment.

Considerable areas of ‘rural residential’ zoned land exist throughout the municipality,particularly around Ararat, between Ararat and Pomonal and around Moyston.

The amount of land available significantly outweighs the existing demand for such land.While much has already been subdivided, (e.g. around Moyston), considerable areas existwhich have not been subdivided (e.g. to the east of Ararat). The amount of land devoted torural living needs to be controlled for social, economic and servicing reasons. Futureopportunities must be considered in-light of Minister’s Direction No. 6 which providesguidelines for the consideration of planning scheme amendments to allow rural residentialdevelopment. Development should be focused around existing towns and serviced areas.

Objective

To direct further urban development in the municipality to the main towns, in order topromote the efficient use of existing services and to support the provision of a wider rangeof facilities.

Ararat

Objective

To promote the retention and development of Ararat as the major service and businesscentre in the municipality providing a range of economic opportunities, community andcommercial services and a choice of living opportunities.

Strategies

� To ensure that future development in Ararat is generally contained within the existingestablished city boundaries.

� To promote and enhance the role of Ararat as the major service and business centre inthe municipality.

� To recognise the former Aradale site as being a valuable asset to the municipality andwider region, given its location on the outskirts of Ararat and the extensive built formand physical infrastructure.

� To foster community ‘ownership’ and participation in enhancing social and economicopportunities in Ararat.

� To promote and enhance Ararat as a key location for additional manufacturing andindustrial establishments.

� To improve the amenity of the commercial and business centre of Ararat.

� To encourage and facilitate the provision of a range of dwelling types to suit thevarying needs of the community.

� To maintain Ararat as a viable and attractive city with a high quality livingenvironment.

Implementation

The above strategies will be implemented by:

Applying Zones and Overlays

� Zone land generally in accordance with the Ararat Framework Plan.

� Include suitable areas for residential development in the Residential 1 Zone.

� Include appropriate areas within and around Ararat in the Rural Living Zone toprovide for existing and proposed rural residential development.

� Rationalise the provision of residential and rural residential land to areas that can bereadily provided with community and engineering infrastructure and avoids ad-hocsubdivision.

� Include suitable areas for industrial, business, public uses and recreation developmentand land use in appropriate zones.

� Maintain the opportunity for future industrial development of that land to the southeast of Ararat, between the existing industrial zone and railway line, in accordance withthe Ararat Framework Plan.

� Apply the Special Use Zone to the former Aradale site to provide for a range ofresidential, commercial, industrial and other land uses that complement the locality.

� Apply the Rural Zone to land surrounding the urban and township zones to containdevelopment and to protect agricultural land.

� Apply the Heritage Overlay to various heritage places within the town.

� Apply the Rural Living Zone to the areas within and around the town of Ararat,Pomonal and Moyston to provide for existing and proposed rural residentialdevelopment.

Using policy and the exercise of discretion

� Focus future development within existing serviced areas.

� Promote residential development and urban consolidation within existing residentiallyzoned land.

� Focus further commercial development within the existing commercial zones.

� Protect existing residential amenity from the intrusion of industrial uses and ensurethat future residential areas are not compromised by industrial development.

LOCAL PROVISION

� Ensure that the continued operation of the airport will be planned for so thatdevelopment does not impinge on its operation.

� Ensure that sufficient industrial land is available which can be readily accessed.

� Ensure that the location of industrial land is compatible with surrounding land uses byimplementing appropriate buffer distances.

� Consolidate retail activity within the core retail areas.

� Encourage the consolidation and co-ordination of Ararat’s residential growth to avoidscattered development.

� Limit further development in the township to within the existing township boundaryand rural residential areas, to retain the character and amenity of the township andsurrounds.

Undertaking further strategic work

� By the end of 2000:

< Develop and adopt a city and main street theme which can be utilised in promotionand clearly define the city centre boundaries with key entry statements.

< Prepare detailed urban design solutions for Barkly Street and the WesternHighway.

< Prepare a management plan for the Greenhill Lake Reserve to protect and enhancethe natural environment whilst encouraging greater utilisation of the resource.

< Identify appropriate areas for industrial development within the existing townshipboundary.

� By the end of 2001:

< Establish a comprehensive signage strategy for the municipality, to identifylocalities and places of interest, particularly places of local heritage significance.

< Prepare a Business Area Strategy to provide a guide for business developmentpotential, including location of car parking, linkages, access and urban design.

< Prepare a Townscape Plan to enhance the amenity of Ararat, having regard to thewider strategic planning issues.

� By the end of 2002:

< Update the existing Industrial Strategy to ensure sufficient industrial zoned land inArarat in the short, medium and long term, so sites are able to be marketed toprospective developers.

< Prepare a Residential Strategy to guide future residential development.

< Develop a set of performance standards and design criteria for presentation ofindustrial activities and developments.

LOCAL PROVISION

� Ensure that future development maximises the existing infrastructure and minimisesfurther infrastructure costs.

� Market the suitability of the former Aradale site for a range of land uses and activities.

� Facilitate the maximum utilisation of the former Aradale site for a range of sustainableland uses and activities.

� Support the Ararat Regional Development Board, the Ararat Regional TourismAssociation, the Business Association and the Rate Payers Association to promote,foster and generate ideas for economic development.

� Build-on past initiatives to support and promote Ararat’s international “Sister City”relationship and reputation as the “Orchid City”.

� Ensure that any industrial development implements waste minimisation principles(refer to Industrial Waste Management Policy – Waste Minimisation) and produceswaste water that can be satisfactorily treated at the sewerage treatment plant or on sitewithout detrimental effect on reuse options.

� Facilitate, where possible, the expansion of existing businesses and encourage homebased industries in the city, where appropriate.

� Improve pedestrian amenity in Barkly Street through the separation of pedestrian andvehicle traffic, undercover areas, street furniture, landscaping and general streetscapingmeasures.

� Encourage community involvement in the enhancement of the social, environmentaland economic opportunities.

� Continue to assist the Streetscape Improvement Committee in improving theappearance of Ararat.

� Encourage the enhancement of the community transport service which links Araratwith the rural townships.

� Ensure that development around Greenhill Lake is sympathetic to the naturalenvironment.

� Continue to assist clubs, groups and associations in maintaining, enhancing andimproving the appearance of the town and determining ideas and ways of retaining andenhancing their distinct characteristics.

� Ensure that applications for residential, community or other sensitive land usesdemonstrate that the site is not contaminated.

Objective

To promote and enhance the role and character of the town of Lake Bolac as a servicecentre, a lakeside settlement and focus for recreation opportunities.

Strategies

� To contain future development within the established township boundary of LakeBolac.

� To promote Lake Bolac as a tourist destination point.

� To promote and enhance the recreation and tourism potential of Lake Bolac and itsincreased utilisation.

� To foster community ‘ownership’ and participation in enhancing the physicalappearance, and social and economic opportunities in Lake Bolac.

� To maintain and promote Lake Bolac’s attractive townscape, and high quality livingenvironment.

� To maintain and enhance the provision of community services and facilities to meet theneeds and expectations of the community of Lake Bolac.

Implementation

The above strategies will be implemented by:

Applying Zones and Overlays

� Include the existing developed areas in the Township Zone to provide flexibility indevelopment.

� Encourage development within the Township Zone in accordance with the Lake BolacFramework Plan.

� Apply the Heritage Overlay to various heritage places within the town.

Using policy and the exercise of discretion

� Focus future development within existing serviced areas.

� Promote residential development in those areas indicated for this purpose on the LakeBolac Framework Plan.

� Discourage any additional residential development in those areas around the lakewhich are outside of the Township Zone.

� Consolidate and integrate future retail and business activity within the existingcommercial centre as indicated on the Lake Bolac Framework Plan.

� Establish ‘gateways’ to the town, such as an avenue of trees lining the Highway,together with formal landscaped entrances.

� Improve and promote the shopping services within the town to encourage residentsand visitors to support local businesses in Lake Bolac rather than seek available goodsand services outside the town.

� Encourage retention of the existing school, nursing centre and recreational facilities asmajor assets serving the local community and wider region.

� Continue to assist clubs, groups and associations in maintaining, enhancing andimproving the appearance of the town and determining ideas and ways of retaining andenhancing their distinct characteristics.

� Encourage the enhancement of the community transport service network whichenables the local community to gain access to necessary services and links with otherservices to Ararat and Melbourne.

� Ensure that applications for residential, community or other sensitive land usesdemonstrate that the site is not contaminated.

� Encourage the development of a Management Plan for the Lake and foreshore.

Objective

To promote and enhance the development of Willaura as a key service centre for the localcommunity and surrounding rural hinterland in the southern portion of the Rural City ofArarat.

Strategies

� To promote and enhance the role of Willaura as a key service centre in themunicipality.

� To contain future development within the established township boundary of Willaura.

� To consolidate and integrate future retail and business activity within the existingcommercial centre of Willaura.

� To protect heritage sites through the incorporation and implementation of appropriateprovisions in the planning scheme in Willaura.

� To foster community ‘ownership’ and participation in enhancing the social andeconomic opportunities in Willaura.

� To maintain Willaura as a viable and attractive town with a high quality livingenvironment.

� To provide a range of services and facilities to meet the needs and expectations of thecommunity of Willaura.

Implementation

The above strategies will be implemented by:

Objective

To retain and enhance the semi-rural character of Pomonal which is based on its lowdensity residential development and location on the eastern slopes of the Grampians.

Strategies

� To contain future development within the established township boundary of Pomonal.

� To promote Pomonal as a tourist destination point.

� To foster community ‘ownership’ and participation in enhancing the social andeconomic opportunities in Pomonal.

� To maintain Pomonal as a viable and attractive town with a high quality livingenvironment.

� Apply the Rural Living Zone to the areas within and around Moyston to provide forexisting and proposed rural residential development.

� Limit further development in the township to within the existing township boundaryand rural residential areas, to retain the character and amenity of the township andsurrounds.
