the case of Velventos

The Kallikratis plan is a new administrative
architecture for local authorities that might be
simple, functional and stable, leading to
powerful and efficient municipalities.
The Kallikratis plan refers to the Stability,
Development and Reconstruction Program and
its success is a "goal of national importance that
requires the contribution of all" for the Greek
government in order to follow the European
demand.
Describing the proposed changes as "greatly
delayed", the minister Papandreou claims that
they would finally allow Greece to throw off the
mantle of the European Union's most
centralized state, bringing about long-awaited
changes to local government while radically
changing the operation of central government
at the same time.
ADMINISTRATIVE ELECTIONSADMINISTRATIVE ELECTIONSTHE PRIME MINISTER Mr G. Papandreou made it clear that the local
elections is a referendum on the Kallikratis’ reform and a ratification of all
the measures that have been or will be taken by the government.
This year’s elections nominate the organs of the central administration at a
local level. ‘Kallikratis’ is the means by which the bourgeois state
supports the interests of the capital, commercializes the public space (as
foreseen by EU treaties) and burdens the people.
The region-specific problems as well as the general development of
Velventos municipality are political issues that are interlinked with the
general political orientation of our country and form part of the wider
social needs of today.
Local issues cannot be separated from wider political concerns. Velventian
people are fighting to come up with solutions to problems faced by
working class families, as well as lay the tracks for another model of
development, one that will serve the interests of the working classes.
The research
In Velventos area, a municipality that exists from 1985 to 2010 the
majority of citizens decided not to participate in this new Kallikratis
plan, because they don’t want to be INTEGRATED with the fellow-
municipality of Servia according to the Governments’ plan.
In this context during the period of 2009-2010 many demonstrations
have been erected against the unification.
Amongst them, we focus on the posters’ production as a local
demand vs the integration and vs the participation in the local
governments’ election of the 7th/11/2010.

THE LOCAL-GLOBAL-NATIONAL MEANINGS OF CITIZENSHIP

This paper aims at drawing a general framework about how visual materials can be analysed in terms of campaign theme, campaign message and campaign strategies. The subject of the posters based on the decision of Velventos’ municipality to abstain
from the local elections (7th of November 2010), reacting to the unity.
The analysis will be based on the 16 posters that were designed in accordance with the official identity of Velventos municipality and published in the period between June and October 2010. The posters are addressed various target electorate, including CITIZENS AS INHABITANTS, men or women, young or old with these posters. The claim put forward in the posters is that the latest government choice about the unification is a wrong choice. We focus on the notion of local citizenship vs national citizenship. The meaning of national citizenship appears to be undergoing substantial changes. While, in the past, the salient characteristic of citizenship seems to have been identity revealed or identity conferred, citizenship increasingly displays a volitional quality. The aim of this paper is to link and explore regional and national divergences in the citizenship conversation.
