BIO2020 Brazilian Perspectives on the Post 2020 GBF
• Important milestone on the global advocacy roadmap for local and subnational governments
• 2 - 6 February 2020, São Paulo, Brazil
• Hosted by ICLEI South America, São Paulo State Government, Regions4 and the Post 2020 Biodiversity Framework- EU support project.
• Supported by CETESB, Fundação Florestal, Reserva da Biosfera da Mata Atlântica, GIZ, GmbH & the Konrad Adenauer Foundation
• More than 200 delegates:
• Governors, Mayors & heads of institutions, representing different Brazilian territories, municipalities, states, metropolitan regions and biosphere reserves
• Representatives from the private sector, academia and civil society, such as the youth and traditional communities
• Aim - formulate Brazilian perspective on key points related to the Post-2020 GBF
BIO2020 Brazilian Perspectives on the Post 2020 GBF
• Carta de São Paulo signed by Marcos Penido, Secretary for Infrastructure & Environment, São Paulo State Government
• Calls for reinforcing multilevel integration in the Post-2020 GBF
• Strongly recommends that CBD Parties revise the Plan of Action adopted in 2010
• Improved Plan of Action with specific mechanism for local & subnational engagement
BIO2020 Brazilian Perspectives on the Post 2020 GBF
• São Paulo State signed up to CitiesWithNature
• Federal District plus all 26 state capital cities committed to joining CitiesWithNature -15 capital cities signed up at the Bio2020 event Niterói (Rio de Janeiro), Rio Branco (Acre), Curitiba (Paraná), Palmas (Tocantins), Vitória (EspíritoSanto), Fortaleza (Ceará), Salvador (Bahia), João Pessoa (Paraíba), Campo Grande (Mato Grosso do Sul), Recife (Pernambuco), Rio de Janeiro (Rio de Janeiro), São Paulo (São Paulo), Goiânia (Goiás), Belo Horizonte (Minas Gerais), Porto Alegre (Rio Grande do Sul)
• CitiesWithNature is endorsed by the Secretariat of the Convention on Biological Diversity as the official platform for cities and subnational governments to share and report on their actions and commitments to the Post-2020 Global Biodiversity Framework
Feedback on Open-Ended Working Group 2
• 24 to 29 February 2020 at the FAO Headquarters in Rome, Italy.
• First round of negotiations on the zero draft of the Post-2020 Global Biodiversity Framework (GBF)
• Attended by 741 delegates - 380 CBD arties; 5 non-parties; 61 UN & specialized agencies; 49 IGOs; 154 NGOs; 29 IPLCs; 5 observers; 12 youth representatives; 16 academia; 20 business community; and local & subnational government networks

• Local & subnational government constituency represented by:
- ICLEI - Local Governments for Sustainability’s Cities Biodiversity Center(CBC)
- European Committee of Regions
- Advisory Committee on Subnational Governments & Biodiversity, coordinated by Regions4 Sustainable Development and the Government of Quebec
- Group of Leading Subnational Governments toward Aichi Biodiversity Targets
Met every morning to plan & coordinate interventions & positions

• Made 3 interventions on behalf of local & subnational government constituency:
• Statement read by Ms Ingrid Coetzee from ICLEI – Local Governments for Sustainability, at the Opening Plenary on 24 February 2020
• Statement read by Mr Jean Lemire from Quebec’s Envoy for Climate Change and Nordic and Arctic Issues, and representative of the AC SNG during the Plenary on Item 4 - GBF on 25 February 2020
• Statement read by Ms Hiroko Mizuno, Aichi Prefecture, Japan, at the Closing Plenary on 29 February 2020
Feedback on Open-Ended Working Group 2
• Several CBD parties, including the EU, UK, Japan, Mexico, Singapore, and Argentinaand others, made statements recognizing the importance of participation of all levels of government in the implementation of the new framework
• Thursday 27th February @ 4th Plenary session on sections E-H (on tools and solutions for implementation and mainstreaming, implementation support mechanisms, enabling conditions, responsibility and transparency, and outreach, awareness, and uptake)
– UK proposed a new point on all subnational governments should be added to enabling conditions - The active involvement of Sub National Governments, Cities and Local Authorities and a recognition on their devolved responsibility for the implementation of the framework
– Japan called for involving relevant regional instruments, subnational and local governments in implementation
– EU, Singapore, Argentina & Mexico also stressed the important role of all subnational governments in implementation

• Friday 28th February @ Contact Group 4 session on on tools and solutions for implementation and mainstreaming
• Canada, Argentina and Mexico made statements on Target 13 on mainstreaming biodiversity values
• Lively discussion & specific text proposals – majority making reference to local & subnational governments
• Co-lead of the contact group asked parties to consider following wording: “Integrate biodiversity values into national and local planning, development processes, poverty reduction strategies and accounts, ensuring by 2030 that biodiversity values are mainstreamed across all sectors and that biodiversity-inclusive strategic environmental assessments and environmental impact assessments are comprehensively applied.” Most delegates expressed support for the inclusion of this target
• Noted that one of the goals of the Long-term Approach to Mainstreaming (LTAM) is similar & that mainstreaming could support implementation & should be key priority for the GBF

• Saturday 29th February @ Closing Plenary
• New Zealand, on behalf of a group of non-EU developed countries, emphasized the need to involve IPLCs, women, youth, subnational and local governments, and the private sector, to provide a roadmap for transformative actions suited for biodiversity conservation
• Informal Advisory Group on Biodiversity Mainstreaming (IAG Mainstreaming)presented its Progress Report and the Elements for mainstreaming biodiversity in the post-2020 GBF on 24 February during the afternoon plenary session
• mainstreaming lies at the core of the “whole of government approach, which is central to the post-2020 global biodiversity framework process
• all actors should cooperate in reversing biodiversity loss, from global to regional to sub-regional, national, subnational and local levels
• Draft Long-term Approach to Biodiversity Mainstreaming (LTAM) includes goal By 2030, integrate ecosystem and biodiversity values13 into national and local planning, development processes, poverty reduction strategies and accounts

Looking Ahead
With so much up in the air, looking ahead feels challenging
Keeping our eyes on the horizon, knowing local conditions are changing week by week
It will be a challenge to continue to involve cities in this conversation because of new priorities on the ground
More than ever will need to show how action on biodiversity is an urban opportunity
How best to capture this opportunity? New Decision to recognise ‘all levels of government’ needed for
post-2020 action
Mainstreaming urban action by ensuring agreed Targets recognise role cities play in both direct/indirect drivers of change
Process going forward: COVID-19, Scotland Workshop (and capacity building event), and other events on the roadmap
