Foreword
Development of a sound information system is critical for successful monitoring and implementation of anyprogramme, particularly in social sectors. Design of a school information system has, therefore, been
accorded priority from the very beginning of the District Primary Education Programme, as a result of whichthe District Information System for Education (DISE) was developed by the National University of EducationalPlanning and Administration (NUEPA), New Delhi. When Sarva Shiksha Abhiyan (SSA) was launched in2001, not only was the coverage extended to all States & Districts of the country, its scope was also expandedto the entire elementary level of education. I am confident that DISE will play an important role in monitoringthe Right of Children to Free and Compulsory Education Act, 2009 in years that follow.
I am happy to note that DISE has become a regular source of information on all aspects of elementaryeducation and, through it, information is available at all disaggregated levels such as school, cluster, block,district, state and national level. NUEPA used to bring out a set of eight annual publications including ‘Districtand State Report Cards’, ‘Elementary Education in Rural and Urban India', 'DISE Flash Statisticsincluding Educational Development Index’, and ‘Elementary Education in India: Progress towardsUEE, Analytical Reports & Tables’, which data-users and researchers found very useful. I am sure thatanyone interested in the Indian education system will find the present publication a valuable resource.
The year 2010 is special for DISE because its project, www.schoolreportcards.in has received two NationalAwards: E-Governance 2010 (Department of Administrative Reforms and Public Grievances, Ministry ofPersonnel, Public Grievances and Pensions, GoI) and eINDIA 2010 (Department of Information Technology,Ministry of Communication & IT, GoI) and also Manthan Award South Asia 2010. I congratulate all thoseinvolved in the process of strengthening EMIS in the country.
I thank NUEPA, especially Dr. Arun C. Mehta, Professor and Head, Department of EMIS and entire DISEteam, for bringing out the present publication. I also thank UNICEF, Delhi, for consistently supporting EMISactivities since 1995.

Iam happy to observe that the process of strengthening EMIS initiated in 1995 has covered all thedistricts and states of the country and MIS Units have been established at both these levels and similar
units are being established at the block level. The time-lag in availability of educational statistics has comedown to less than a year at the national level and only few months at state and district levels. I am confidentthat DISE would play an important role in monitoring the implementation of Right to Education Act. In fact,the data capture format and information collection processes have already been suitably modified.
Besides launching one million plus School Report Cards, a set of eight publications exclusively based onthe DISE data are being brought out by the National University each year. It is a great pleasure for me topresent (a) DISE Flash Statistics; (b) Elementary Education in India: Where Do We Stand; District & StateReport Cards, (c) Analytical Report & Analytical Tables, and (d) Elementary Education in Rural & UrbanIndia which together encompass different aspects of universalisation of elementary education for the pastmore than eight years.
I take this opportunity to congratulate everyone involved in strengthening of MIS at various levels and forwinning three prestigious National Awards (e-Governance, eINDIA and Manthan South Asia) in 2010.I thank the DISE team led by Prof. Arun C. Mehta for bringing out this publication. I hope that researchers,policy makers, administrators and planners will find the publication both informative and useful.

For the last several years, NUEPA has been actively involved in strengthening Educational ManagementInformation System (EMIS) in the country. The year 2008-09 District Elementary Education Report Cards arebased on the data received from 1.29 million schools spread over 633 districts from across the country. The studyof this magnitude cannot be completed without the active involvement and participation of the EMIS professionalsat the national and sub-national levels. The state level MIS Coordinators, district level Programmers & DataEntry Operators, and BRC & CRC Coordinators worked for long hours to make sure that the data becomesavailable at the right time.
Ms Anshu Vaish, Secretary in the Department of School Education and Literacy, MHRD and his team hasalways been a source of great inspiration. In particular, I am thankful to Ms Anita Kaul, Additional Secretary andShri P. K. Tiwari, Director for playing crucial role in facilitating the implementation of DISE in various states.
I am thankful to Prof R. Govinda, Vice-Chancellor, NUEPA, for his guidance and encouragement and my facultycolleagues for their consistent support. I take this opportunity to thank UNICEF, Delhi for consistently supportingEMIS activities ever since the inception of DISE.

1. Introduction
Ever since its inception, the Sarva Shiksha Abhiyan (SSA) has emphasised decentralised planning ofeducation with a focus on district planning. It envisaged achieving goal of universal elementary educationby 2010. All the States and Union Territories of the country are covered under SSA. In order to operationalisethis premise into reality, considerable amount of educational and allied data is required for each district. Itwas in this context that the District Information System for Education (DISE) was designed to providedistrict and sub-district level school data for planning, monitoring and review of various project interventions.The DISE data received from schools are computerised at the district level and disseminated up to theschool level in various ways. The data capture formats; definitions and concepts used for data collectionare available at www.dise.in which is being followed uniformly across the states. The School ReportCards are available at www.schoolreportcards.in.
2. District Report Cards
Since 1999, efforts are being made to share the district level data with the educational planners,administrators and the data users in the form of District Report Cards. In addition to print material, avariety of dissemination strategies, including CDR and web publishing, were adopted to improve availabilityof district level data to the data users. From the year 2001-02, the scope of DISE was extended to covernew data elements as well as to expand the scope to the whole of the elementary education sector. Thepresent volumes present the District Report Cards (Volume I & II); 2008-09 and contain a comprehensivedistrict-specific database on elementary education in India. The District Report Cards incorporate informationon the following important areas of elementary education:
a) Basic data on population, literacy, sex ratio, number of blocks, villages, clusters and schools fromwhich data is reported is presented for all districts except hose created after 2001 Census. In bifurcateddistricts, it is not possible to project child population in the absence of which a few key indicatorsare not presented for such districts.
b) Key data on elementary education in terms of number of schools, enrolment, and teachers classifiedby school-category and school management (Government & Private). Details of schools andenrolment in rural areas are also made available category-wise and management-wise.
c) Grade-wise and level-wise enrolment along with percentage of over-age and under-age children atprimary and upper primary levels of education in each district.
d) Examination results for the previous academic session for the terminal class at primary and upperprimary levels of education.
e) Classrooms categorized into good condition, requiring minor and major repairs by school category.
f) Number of schools by category and by type of building.
g) Distribution of regular and contractual-teachers by educational and professional qualifications andby school category.
h) Sex-wise enrolment of children with disabilities in primary and upper primary classes.
i) Gender and caste distribution of regular and contractual-teachers and proportion of teachersundergoing in-service teacher training by school category.
j) Enrolment by mediums of instruction and by school category.
k) Number of students benefited by various incentive schemes at primary and upper primary levels.

l) Grade-specific promotion, repetition and drop-out rates at primary and upper primary levels ofeducation.
m) Transition from primary to upper primary level and retention rate at the primary level. Transition rateis presented in case of districts having at least 2 years' data and retention in case of districts having4/5 years DISE data.
n) Performance indicators in terms of school category, enrolment distribution: total, Scheduled Castes,Scheduled Tribes, Other Backward Classes (OBC) and Muslim, percentage of girl's enrolment, GenderParity Index, number of classrooms, single-teacher schools, schools with attached pre-primary classesetc.
o) Quality indicators according to category of schools, teacher-pupil ratio, average number of teachers,availability of female teachers, school buildings, students-classroom ratio, common toilets, girl'stoilet etc.
p) Number of schools received and utilized school development and teaching learning material grantby school category.
3. Methodology and Sources of Data
The Report Cards are based on the school level data provided by the State Project/Mission Directors to theDepartment of School Education and Literacy of the MHRD. The data are first cross-checked and validatedat the district and then at the state level. After the state is satisfied with the quality and reporting of the data,it is submitted to the MIS Unit of Technical Support Group of SSA at the national level which in turn isthen provided to NUEPA for analysis and dissemination. At the national level thorough scrutiny of state-specific data is undertaken and limitations, if any, are reported to the concerned states, district-wise. TheMIS Unit at TSG also undertakes processing of data and shares the major findings with the states in theform of tables derived from the state/district level DISE data.
In addition to the data generated through DISE, the District Report Cards also present selected data fromthe 2001 Census. The definitions and concepts followed in the preparation of District Report Cards are thesame as used in the DISE data capture formats.
Over a period of time, no-responses have considerably gone down. Despite the best efforts, a few schoolshave not responded to all the variables, like management, year of establishment, rural/urban classification,school category, building status, academic and professional qualifications of teachers, caste and sex codefor teachers, enrolment by mediums of instruction etc. Wherever possible, efforts have been made toanalyse the data by excluding the no-response values. In some tables, no-responses are also shownseparately. However, in some cases, no-responses are explicit from the tables and hence the totals may notmatch across various tables due to different number of no-responses. In cross tabulation analysis, the no-responses are excluded.
3.1 Indicators and their formulation
The report cards contain absolute data on selected variables and also present trends of indicators derivedfrom the school and the district level data. For the purpose of presentation and ease of understanding andinterpretation, certain variables are regrouped. The following paragraphs provide information on thevariables where regrouping has been done for the purpose of presentation in the Report Cards:
a) School management: The District Report Cards present the data on management in terms ofGovernment and Private category. The Government category includes all schools under themanagement of the Government (Central/State), Tribal and Social Welfare Departments, LocalBodies, and Kendriya Vidyalyas, Army Schools, Navodaya Vidyalayas, Sainik Schools, TibetanSchools, Navy Schools, Project Schools etc. The private category includes schools classified asPrivate Aided and Private Unaided. It may be noted that DISE covers only the recognized schoolsfalling under the above categories. Unrecognised schools are not included in the DISE information

collection system. However, a few states at their own initiative have extended the coverage ofDISE even to unrecognised schools in their states.
b) School building: The classification of schools is also presented in terms of the number of schoolbuildings and their type. Schools having more than one type of building structures are countedunder the category of 'Multiple Type Building'.
c) Teachers in position: The analysis of teachers' data is in terms of the teachers shown as 'in position'.The distribution of teachers in terms of educational qualifications has been presented separatelyfor teachers and contractual-teachers. Teachers include TGTs, Head Teachers, Center HeadTeachers, regular and temporary primary/elementary teachers, subject teachers such as: Art &Craft Teachers, Oriental Teachers, Language Teachers, Drawing Teachers, Music Teachers,Computer Instructors, and Physical Education Teachers. Community teachers, voluntary teachers,Guruji, are included amongst contractual-teachers. The analysis of teachers' data for in-servicetraining is presented for all teachers including contractual-teachers.
d) Mediums of instruction: The District Report Cards present the number of children studying throughvarious mediums of instruction by category of schools. Data for four major mediums of instructionare presented in the Report Cards and if a district has more than four mediums of instruction,these have been presented under the category, 'Others'. However, under reporting of enrolmentby mediums of instruction is observed in a few districts. Hence, the same may not present the truepicture of enrolment by mediums of instruction and be treated as incomplete and is applicable toschools those who have reported information and not to all the schools in the district.
e) Schools, villages, blocks and clusters: The number of blocks, villages and schools is based onthe initialized entities in the DISE software. The list of blocks, villages and schools is created atthe time of DISE implementation and is updated annually. The number of clusters refers to themapped entities with the blocks. Some states have often reorganised clusters. Towns andmunicipalities have been classified as separate blocks.
3.2 Formulae Used
The main indicators presented in the Report Cards have been derived by using the following illustrativeformulae. The derivations are given for schools in primary category only. The same method is applied forother categories and classificatory groups.

5. Limitations of the Data
Raw data presented in the document or used for calculating indicators are essentially based on data provided bythe State Project Offices through annual data collection under SSA, (DISE) and the correctness of data reportedis not checked by NUEPA. NUEPA is committed to provide professional and software support to all States andUTs as well as for dissemination and analysis of data. In no way, it is involved in data collection as such andtherefore the accuracy and truthfulness of the data rest with the States/UTs. Further, the State Project Directorshave certified that data is free from errors & inconsistencies and hence the same may be merged into the nationaldatabase maintained at NUEPA, New Delhi.
Procedures for the data validation and verification of sample data capture formats at the district level have beenprescribed, and the districts reported the steps taken by them to ensure quality and reliability of data collection.The DISE software also checks for internal inconsistencies in the data and generates reports for verification bythe District Project Office. The State Project Office while transferring the data from the district to the statedatabase ensures that the data received from the district is complete and free from any inconsistency. Most ofthe states have engaged an independent agency for sample checking of data. At the national level, data from theState Project Office is received to ensure compliance with various quality control measures. Despite theseefforts, some inconsistencies and missing data are observed at the national level. In some cases data on keyelements is found missing. In view of these problems, data presented in the Report Cards may not exactly match.In some cases, the discrepancies could not be resolved at the national level. For these reasons, data on suchvariables is not reported in a few districts.
Needless to mention that the percentages, rates and ratios presented in the report cards are based on the schoolsthat have responded to a particular question and hence may not be applicable to the entire district. Thus, schoolsby management, there location in rural and urban areas, type of schools, schools by category, enrolment (General,SC. ST, OBC, Muslim and by medium of instructions), pupil-teacher ratio, student-classroom ratio, percentage ofgirls in primary and upper primary classes and other such indicators should therefore be viewed in the light ofthese limitations.
Over a period of time, the number of schools covered under DISE increased significantly. During 2008-09, datahas been collected from more than 1.29 million schools, with a comprehensive profile of more than 5.79 millionteachers, also being maintained by DISE. Despite best efforts, it is still possible that the field agencies might havenot covered all the recognised schools imparting elementary education supposed to be covered under DISEwhich is specifically true for schools under private managements. A few districts have collected data from theseschools while others might not have covered all such schools. Despite significant increase in number of privateschools covered under DISE (250 thousand in 2008-09), field level functionaries reported that data from a fewprivate un-aided schools couldn't be obtained for the one or the other reason. We are trying to reach all suchschools and are hopeful that these efforts will be reflected in the following year.
It has also been observed that a few schools did not report age and grade matrix which is crucial in knowing thestatus of elementary education. A few districts even did not report enrolment of Grade VIII. Therefore, enrolmentin upper primary classes does not present the complete picture in Grades VI-VIII; thus GER and NER may notgive correct portrayal of universalisation in such districts and the same may be considered as percentage ofchildren of an age-group enrolled in schools that reported data under DISE. The remaining children may either beout-of-school or enrolled in unrecognized schools, Education Guarantee Schools (EGS), non-formal educationcenters and other learning centers not covered under DISE. Irrespective of the school structure, enrolment ratioat the primary level is based on Grades I-V and of the upper primary level, Grades VI-VIII.
The state-specific single-age population projected by the Office of the Registrar General of India is used to obtain6-11 and 11-14 year child population at the district level which is used to compute GER and NER. The districtsshould feel free to revise enrolment ratio in the light of more recent estimates of child population, if availablethrough the household survey.

An attempt has been made to compute flow rates in case of all the States and UTs which is based on two yearsDISE data. While analysing the flow rates, it is noticed that in some cases the data is inconsistent. Indicators incase of such districts have not been reported. Districts are advised to run consistency module of the DISEsoftware to identify and remove inconsistencies in the data. In addition, the CRC Coordinators have been madeaccountable to ensure complete coverage as well as also to ensure that data is consistent and there are no missingvalues in the filled-in formats of the schools falling under his/her jurisdiction.
6. Random Checking of Data
With an aim to further improve the quality and reliability of data, it has been made mandatory for all the States &UTs to get the DISE data sample checked by an independent agency from the year 2006-07 onwards, for whichNUEPA suggested the sampling methodology and developed a special data capture format for post enumerationsurvey. It is heartening to note that as many as 23 states initiated random sample checking of data in its very firstyear, most of which are conducted by the monitoring institutions (mostly ICSSR funded institutions and educationdepartment in the universities) identified for the states. During 2007-08, as many as 21 states arranged PostEnumeration Survey of DISE data and 24 states, during 2008-09. It is hoped that remaining states would alsoundertake post enumeration of data in the year that follows. In addition, NUEPA has also launched PES of DISEdata initially in three states, namely Andhra Pradesh, Himachal Pradesh and Maharashtra which is likely to beexpanded to remaining states. All these efforts would not only help in further improving the quality of data butwould also help in ensuring complete coverage.
