Licensing Sub-Committee – Thursday 8th March at 10am To permit placing of 6 tables and 18 chairs on the public highway: La Creperie, 34B Old Compton Street, W1 – The application was adjourned. This was in order to obtain further information on the planning situation and give the Applicant’s Representative the opportunity to prepare a case in response to the Sub-Committee’s concerns regarding the number of tables and chairs in Old Compton Street. Environmental Health had made a

representation on the grounds that the number of toilets did not meet the British Standard guidelines for the overall capacity requested by the Applicant. Fratelli La Bufala, 40 Shaftesbury Avenue, W1 (St James’s Ward / West End Stress Area) – The Sub-Committee granted the amended application. The plans had been modified from the previous hearing on 23rd February with fixed pane glazing and the removal of the originally proposed external tables and chairs addressing crime and disorder concerns. The Windmill, 17-19 Great Windmill Street, W1 (West End Ward / West End Stress Area) – Application to extend the sale of alcohol, regulated entertainment and late night refreshment on Sundays until 5am on the following morning was refused by the Sub-Committee on policy grounds, including that more people would be in the Stress Area at a later hour, adding to cumulative impact. London Film Museum, 39-41 Wellington Street, WC2 (West End Ward / West End Stress Area) – The application was adjourned. The Sub-Committee gave the Applicant the opportunity to reconsider the scope of the application. The Applicant had submitted a very broad application which included licensable activities on a number of floors including music and dancing. The Sub-Committee did not want to make the museum unviable and considered that a compromise might be possible. Altitude 360, Twenty Ninth Floor Right, Millbank Tower, 21-24 Millbank, SW1 (Vincent Square / not in stress area) – Review application submitted by Environmental Health. The Sub-Committee considered that there had been a consistent inability on the part of the Licence Holder to comply with conditions on the licence intended to prevent public nuisance. Public nuisance, particularly as a result of music being played on the 29th floor, was being experienced by employees of a firm located on the floor above. Members removed all forms of regulated entertainment from the licence in order to promote the licensing objectives. *********************************************************************************** General link to 2012 Licensing Sub-committee agendas and decisions: http://transact.westminster.gov.uk/committee/index.cfm?c_docs=Licensing_Sub-Committee/2012_Sub-Committee_Meetings

To incorporate a new area within the licence to be known as 'The Cigar Lounge' located at first floor level in the existing hotel lightwell, first floor plan LP 107 indicates the area. The walls are partially open to meet with the requirements of smoking facilities in public premises. The new lounge will be approx 13.5m long and 5.5m and is a small increase in the overall areas covered by the existing premises licence. The new area, shown in drawing LP_101, will be used in association with the Quince restaurant on the Ground floor. Licensable activities proposed are the sale by retail of alcohol and late night refreshment. Consultation has taken place with the Environmental Health Department. There are no changes to existing hours or conditions in consequence of the above. An attached schedule proposes a variation to existing condition 14 in order to finalise room/area capacities and in consequence conditions 11 and 12 can be removed. (Both refer to condition 4 which should read condition 14). 29/03/2012
