LIBRARY - Circulation Procedure
Books and other publications can be checked out from the circulation counter. Books are issued for 2
months, bound volumes of journals for 3 days and current issues of journals and reference books overnight.
Journals will not be issued out (on loan) to non-academic staff. In exceptional situations additional
borrowing facilities may be allowed if such requests are approved by the competent authority. Books can be
called back during the loan period, if there is demand from another user. Consecutive renewals of any
particular copy of a bound journal by the same borrower over a long period of time may not be allowed.
However, a book may be re-issued to a borrower if there is no demand for it from other members. The
documents issued should be returned on or before the due date. Fines are incurred @ Rs.2/- per week for
books after a grace period of one week, Re.1/- per day for bound volumes of journals, current journals and
reference books. The library generally issues overdue notices, but failure to receive such a notice is not
sufficient reason for non-return of overdue books or journals etc.
The fine structure for the late return books and documents are as follows:
1. Reference Books and Loose issues of Journals: These documents will be issued overnight/day
time only. If the book is returned on the next day by 11.30 AM, there is no fine. After that each day
or part thereof will be charged @ Rs.1.00.
2. General Books: This document will be issued for 2 months plus one-week grace period. Thereafter
for delay of each additional week or part thereof fine will be charged @ Rs.2.00
3. Bound Volumes of Journals: Bound volumes issued for 3 days and after that fine will be charged
@ Rs.1.00 per day.
4. Non-Book material (CD-ROM, Floppy, Microfiche and On-line): These electronic documents are
issued on request basis to faculty members. The same can be accessed only in the Library
Electronic Cabin.
The library connects us with the insight and knowledge, painfully extracted from Nature, of the greatest minds that ever were, with the best teachers, drawn from the entire planet and from all our history, to instruct us without tiring, and to inspire us to make our own contribution to the collective knowledge of the human species. I think the health of our civilization, the depth of our awareness about the underpinnings of our culture and our concern for the future can all be tested by how well we support our libraries. —Cosmos Carl SAGAN

Book Description: Model Building is the
most fruitful area of economics, designed to
solve real-world problems using all available
methods such as mathematical, computational
and analytical, without distinction. Wherever
necessary, we should not be reluctant to
develop new techniques, whether
mathematical or computational. That is the
philosophy of this volume.
4
The volume is divided into three distinct parts:
Methods, Theory and Applications. The
Methods section is in turn subdivided into
Mathematical Programming and Econometrics
and Adaptive Control System, which are
widely used in econometric analysis. The
impacts of fiscal policy in a regime with
independent monetary authority and dynamic
models of environmental taxation are
considered.
In the section on “Modelling Business
Organization”, a model of a Japanese
organization is presented. Furthermore, a
model suitable for an efficient budget
management of a health service unit by
applying goal programming method is
analyzed, taking into account various socio-
economic factors. This is followed by a
section on “Modelling National Economies”,
in which macroeconometric models for the EU
member countries are analyzed, to find
instruments that stabilize inflation with
coordinated action.

recent developments on the specification and
estimation of such models. The first part
considers estimation for static models. The
second part is devoted to the estimation for
spatial dynamic panels, where both stable and
unstable dynamic models with fixed effects
will be considered. The estimation methods

Book Description: During the last few years,
Delhi has experienced significant prosperity
and expanding employment opportunities
along with considerable improvements in
infrastructure, basic services and amenities.
5
Home to about 17 million people, the city
attracts thousands of migrants every year, who
arrive in search of livelihoods and educational
opportunities. Delhi has emerged as a sort of
microcosm of the entire country, unmatched in
characteristics and spirit by any other city of
India.
The Delhi Human Development Report 2013
discusses the various aspects of the prevailing
human development scenario in Delhi,
including employment, livelihood, educational
opportunities, healthcare, basic services and
amenities, as well as the issue of public safety
that has been a source of widespread concern
in the recent past.
While encompassing both the achievements
and emerging challenges that constantly
confront this vibrant city, the Report not only
relies on the latest statistics and available
information, but also analyses the findings of a
large survey of about 8000 households. This
was carried out to identify the perceptions and
aspirations of the citizens belonging to various
groups. The Report documents the tremendous
positive changes taking place in Delhi in
numerous spheres, signifying the dynamics of
its socio-economic development along with
the monumental task of ensuring that the
benefits of prosperity accrue to all, especially
the less privileged sections of its society. In
essence, therefore, this Report is both a mirror
to the city and an endeavor to promote
inclusion and equity at various levels.

ECONOMIC HISTORY

Economic history of early modern India / by
Tirthankar Roy.-- London: Routledge, 2013.
x,174 p.
ISBN : 978-0-415-69064-5.
330.954029 R81E Q3 47425
Book Description: The death of the Mughal
emperor Aurangzeb in 1707 until the
annexation of Maratha territories by the
British East India Company in 1818 was a
period of transition for the economy of India.
This book focuses on these transitions, and
shows how a study of this period of Indian
history contributes to a deeper understanding
of the long-run patterns of economic change in
India.
Momentous changes occurred in business and
politics in India during the eighteenth century
- the expansion of trade with Europe and the
collapse of the Mughal Empire, resulting in
the formation of a number of independent
states. This book analyses how these two
forces were interrelated, and how they went on
to change livelihoods and material wellbeing
in the region. Using detailed studies of
markets, institutions, rural and urban
livelihoods, and the standard of living, it
develops a new perspective on the history of
eighteenth century India, one that places
business at the centre, rather than the
transition to colonial rule.
This book is the first systematic account of the
economic history of early modern India, and
an essential reference for students and scholars
of Economics and South Asian History

EQUALITY
13 Identity, inequity and inequality in India
and China: Governing difference / edited by
Ravinder Kaur and Ayo Wahlberg.--
London: Routledge, 2014. xi,185 p.
(Thirdworlds).
ISBN : 978-0-415-85969-1.
305.954051 K16I Q4 47427
Book Description: This volume explores how
difference is constructed, manifested,
mobilised and obscured in socially uneven
societies, particularly those fuelled by
neoliberal economic growth in the recent
years.
The book approaches difference as a double
edged concept that allows one to make sense
of the tensions that are played out between
‘cosmopolitan’ convergence and
‘multicultural’ diversity, between expanding
middle classes and increasingly
disenfranchised poor groups, between the
global and the local. The chapters in this
volume present a series of empirical
explorations of how difference is articulated,
desired, levelled, governed and even subverted
in the socio-economically uneven landscapes
of India and China. They examine how
difference emerges out of daily practice,
categorisation processes, dividing practices,
nation building efforts and identity projects.
Through these empirical studies, we see how
difference is articulated along a number of
axes: differentiations of groups or persons
according to hierarchies of
superiority/inferiority; the demarcation of
difference as something that is potentially
disruptive and therefore in need of
containment; the ‘celebration’ of difference as
diversity, and finally, the ways in which
difference comes to be internalised in the
shaping of individual identities. Another
common theme that binds a number of
contributions is the exploration of the role of
the state in constructing and controlling these
differences, and the ways in which these
interventions rearrange the social-political
landscapes

FEDERAL GOVERNMENT
16 Federal reform Strategies: Lessons from
Asia and Australia / edited by Stephen Howes
and M. Govinda Rao.-- New Delhi : OUP,
2013. x,314 p.
ISBN : 978-0-19-809200-1.
321.02 H83F Q3 47426
Book Description: In a federal polity, reforms
related to economic integration, deregulation,
or natural resource management cannot be
fully effective without the active participation
of subnational governments. While most of the
available literature in this area focuses on
reform of federalism, this volume is about
reform through federalism. It explores the
ways in which central governments can
motivate, influence, and ensure the
coordination of subnational policies.
9
Drawing from a range of case studies, mainly
from India and Australia, the essays analyses
various mechanisms to promote reform such
as:
earmarked funding from central
to subnational governments,
award of incentive funding if
certain reforms are undertaken,
cross-government agreements, and
the centralization of power from the
subnational level to the
central government.
They examine both success stories as well
as failures, and build a typology of
strategies available to a central government to
pursue economic reform in a federal setting.
Insightful and policy-oriented, this volume is a
must-read for students and scholars of
economics, public finance, development
economics, as well as policymakers

(Studies in fiscal federalism and state-local
finance).
ISBN : 978-1-78254-429-6.
352.14 L13C Q3 47434
Book Description: In the efficient delivery of
local public services, size matters. Many
countries around the world have vertical
government structures that are perceived as
inefficient because of their high levels of
jurisdictional fragmentation. This timely
volume examines the different strategies used
to address local government fragmentation and
their observed results and consequences.
Expert contributors in economics and political
science offer a comprehensive breakdown of
the issue of local jurisdiction fragmentation
and provide recommendations for successful
policy reform. Topics discussed include
economies of scale, the costs and benefits of
voluntary and forced amalgamation programs,
the correlation between government size and
corruption, privatization, and inter-municipal
cooperation. A combination of theory and
empirical evidence provides depth and makes
this book an invaluable addition to the
literature.
Economists, public administrators and
political scientists will find much of interest in
this innovative volume, as will professors,
students and international institutions with an
interest in local government structure and
reform

Book Description: Although most rationales
for fiscal decentralization are derived from
developed countries, decentralization has
become a growing trend in the developing
world. This has brought about fundamental
changes in the paths of development, both at a
local level and in intergovernmental
relationships. This book uses detailed
statistical data from three developing countries
in South East Asia to provide an empirical
analysis of the influence of fiscal conditions
on development, with a focus on regional
inequalities and health services.

Book Description: The literature on fiscal
decentralisation in India is few and far
between. The collection of papers in this
volume written by scholars who have done
scholarly works on the theme seeks to fill the
gap relating to the state sub-state level fiscal
decentralisation in India. While the first paper
by Anwar Shah, an internationally known
expert on fiscal federalism, provides a general
backdrop relating to fiscal decentralisation and
macro management, all other papers critically
review the various dimensions of fiscal
decentralisation emerging in India since the
implementation of the 73rd/74th constitutional
amendments by the state governments. Two
papers focus exclusively on Kerala which has
won world-wide acclaim for its innovative
initiatives in decentralsation.

Few would doubt that the conditions of
governance have changed-and continue to
change-as the early 21st century seems to
enter a period of profound uncertainty. Yet, at
the same time, the world seems alive with a
cacophony of approaches-old and new-on how
to improve governance and, ultimately, policy
outcomes. This collection-the first in a series
of annual editions-seeks to address the
implications of the current state of the world
in terms of "good governance", i.e. the
effective, efficient, and reliable set of
legitimate institutions and actors dedicated to
dealing with matters of public concern, be it in
the field of financial markets (the focus of this
edition), health care, security, or migration,
and across local, national and international
levels. Researchers at The Hertie School of
Governance (Berlin, Germany) and other
experts examine the current state of
governance challenges and innovations from a
variety of inter-disciplinary perspectives. This
11
edition features a special set of chapters on the
challenges of financial and fiscal governance,
the tradeoffs faced by governance actors, and
the new arrangements that have emerged or
are required to not only address the ongoing
crisis but also ensure greater stability into the
future. This special section is complemented
by chapters introducing basic concepts and
models; exploring other global challenges and
the reasons behind seemingly lackluster
responses to them and highlighting the need
for responsible sovereignty; conceptualizing
governance innovation and introducing key
examples; and assessing existing indicators of
governance, while proposing a new
framework for collecting, interpreting and
applying governance-related information.

Open economy macroeconomics in
developing countries / by Carlos A. Vegh.--
Cambridge: CUP, 2013. x,899 p.
ISBN : 978-0-262-01890-6.
339.52091724 V52O Q3 47438
Book Description: This rigorous and
comprehensive textbook develops a basic
small open economy model and shows how it
can be extended to answer many important
macroeconomic questions that arise in
emerging markets and developing economies,
particularly those regarding monetary, fiscal,
and exchange rate issues. Eschewing the
complex calibrated models on which the field
of international finance increasingly relies, the
book teaches the reader how to think in terms
of simple models and grasp the fundamentals
of open economy macroeconomics.
After analyzing the standard intertemporal
small open economy model, the book
introduces frictions such as imperfect capital
markets, intertemporal distortions, and
nontradable goods, into the basic model in
order to shed light on the economy’s response
to different shocks. The book then introduces
money into the model to analyze the real
effects of monetary and exchange rate policy.
It then applies these theoretical tools to a
variety of important macroeconomic issues
relevant to developing countries (and, in a
world of continuing financial crisis, to
industrial countries as well), including the use
of a nominal interest rate as a main policy
instrument, the relative merits of flexible and
predetermined exchange rate regimes, and the
targeting of “real anchors.” Finally, the book
analyzes in detail specific topics such as
inflation stabilization, “dollarization,” balance
of payments crises, and, inspired by recent
events, financial crises. Each chapter includes
boxes with relevant empirical evidence and
ends with exercises. The book is suitable for
use in graduate courses in development
economics, international finance, and
macroeconomics

Book Description:
Offers an in-depth and systematic analysis of
foreign direct investment (FDI) policies and
flows by country and for South Asia as a
whole
Critically examines the determinants of FDI
inflows and impact of FDI at both aggregate
and disaggregate levels
Presents a comprehensive analysis on future
reforms and challenges of attracting more FDI
During the 1990s, the governments of South
Asian countries acted as ‘facilitators’ to attract
FDI. As a result, the inflow of FDI increased.
However, to become an attractive FDI
destination as China, Singapore, or Brazil,
South Asia has to improve the local conditions
of doing business. This book, based on
research that blends theory, empirical
evidence, and policy, asks and attempts to
answer a few core questions relevant to FDI
policy in South Asian countries: Which major
reforms have succeeded? What are the factors
that influence FDI inflows? What has been the
impact of FDI on macroeconomic
performance? Which policy priorities/reforms
needed to boost FDI are pending? These
questions and answers should interest policy
makers, academics, and all those interested in
FDI in the South Asian region and in India,
Pakistan, Bangladesh, Sri Lanka and Pakistan.

Book Description: Tim Harford returns as the
Undercover Economist with an even bigger
target in his sights: to explain how the whole
world economy works.
A million readers bought The Undercover
Economist to get the lowdown on how
economics works on a small scale, in our
everyday lives. Since then, economics has
become big news. Crises, austerity, riots,
bonuses - all are in the headlines all the time.
But how does this large-scale economic world
really work? What would happen if we
cancelled everyone's debt? How do you create
a job? Will the BRIC countries take over the
world? Asking - among many other things --
what the future holds for the Euro, why the
banks are still paying record bonuses and
where government borrowing will take us, in
The Undercover Economist Strikes Back, Tim
Harford returns with his trademark clarity and
wit to explain what's really going on - and
what it means for us all.

Book Description: A man hears what he
wants to hear and disregards the rest,” wrote
singer and songwriter Paul Simon some
decades back. Books on the current financial
crisis which started in late 2008 are a tad like
that. Until now they have tended to deal with
certain aspects of the crisis without looking at
the bigger picture of what really went wrong.
That bigger picture of the ongoing financial
crisis has now started to evolve. Easy
Money captures this big picture.
The history of money and the financial system
as it has evolved over the centuries stand at the
heart of this endeavor. It explores the idea that
the evolution of money over centuries has led
to an easy money policy being followed by
governments and central banks across the
world, which in turn has fueled humongous
Ponzi schemes, which have now started to
unravel, bringing the whole world on the brink
of a financial disaster. The book also explains
how the lessons of the financial crisis have
still not been learned, and in trying to deal
with it, governments across the world are
making the same mistakes which led to the
current crisis in the first place.

Book Description: This is the third and last
volume of Martin Shubik's exposition of his
vision of "mathematical institutional
economics"—a term he coined in 1959 to
describe the theoretical underpinnings needed
for the construction of an economic dynamics.
The goal is to develop a process-oriented
theory of money and financial institutions that
reconciles micro- and macroeconomics, using
strategic market games and other game-
theoretic methods.
There is as yet no general dynamic counterpart
to the elegant and mathematically well-
developed static theory of general equilibrium.
Shubik's paradigm serves as an intermediate
step between general equilibrium and full
dynamics. General equilibrium provides
valuable insights on relationships in a closed,
friction-free economic structure. Shubik aims
to open up this limited structure to the rich
environment of sociopolitical economy
without dispensing with conceptual continuity.
Volume 1 of this work deals with a one-period
approach to economic exchange with money,
debt, and bankruptcy. Volume 2 explores the
new economic features that arise when we
consider multiperiod finite- and infinite-
horizon economies. Volume 3 considers the
specific roles of financial institutions and
government, aiming to provide the link
between the abstract study of invariant
economic and financial functions and the ever-
changing institutions that provide these
functions. The concept of minimal financial
institutions is stressed as a means to connect
function with form in a parsimonious manner

Book Description: Changing population
dynamics have challenged the socio-economic
stability of nations globally. This has brought
into focus pension reform as one of the most
critical socio-economic-political agendas.
Against this background, this book gives a
comprehensive account of the Indian pension
system and the ongoing reforms.
Pension Reform in India discusses the current
National Pension System (NPS) structure and
architecture extensively and also throws light
on the alternative old-age financial-security
schemes available in the country. To enable a
better understanding of the critical issues of
the hour, the author provides insights into
pension reforms in many emerging-economy
countries.
Drawing upon his years of experience in this
field and also from exhaustive research of data
and publications of international agencies and
eminent scholars, the author proposes methods
for designing a pension system that is both
viable and robust.

Book Description: Oil exploration in the
developing world has been and continues to be
a high profile and high risk activity attracting
media coverage and stimulating much debate.
In Governance of the Petroleum Sector in an
Emerging Developing Economy, Professor
Kwaku Appiah-Adu has assembled an edited
volume that provides insight into critical
aspects of this highly sensitive activity.
Professor Appiah-Adu’s starting point is
Ghana, where he has been closely involved in
national policy-making. The book makes
comparisons between that African country and
others as diverse as Trinidad and Tobago, and
Norway. The contributors, global experts in
their respective fields, explore five critical
themes and propose strategies for progress in
each.
You will find an in-depth analysis relating to:
turning oil and gas wealth into sustainable and
equitable development; entrenching
transparency and stakeholder engagement;
effective management of the oil and gas
sector; and safeguarding security and the
environment. Finally, country specific models
and lessons, particularly for Ghana and other
African oil producing nations, are offered.
This book serves as reference for business
practitioners, policy makers, scholars, students
and anyone interested in gaining insight into
the oil and gas sector, particularly as it
pertains to Ghana and other African petroleum
producing nations, with lessons drawn from
the global arena and international best
practice.

Book Description: Handbook of Public
economics, Volume 5, research scholars
provide context and order to new research
about mechanisms that underlie both public
finance theories and applications. These
fundamental subjects follow the recent steady
movement away from rational decision-
making and toward more personalized
approaches to tax generation and expenditure,
especially in terms of the use of psychological
methods and financial incentives. Closely
scrutinized subjects include new research in
empirical (instead of theoretical) public
finance, the methods for measuring taxes (both
in revenue generation and expenditure), and
the roles that taxes play in specific settings,
such as emerging economies, urban settings,
charitable giving, and among political entities
(cities, countries, states, countries).
Contributors look at both the tax and
expenditure sides of public finance,
emphasizing recent influences that psychology
16
and philosophy have exerted in economics
with articles on behavioral finance, charitable
giving, and dynamic taxation. To a field
enjoying rapid growth, their articles bring
context and order, illuminating the
mechanisms that underlie both public finance
theories and applications. This title focuses on
new approaches to both revenue generation
and expenditures in public finance. It presents
summaries of subjects in public economics
that stretch from methodologies to
applications

xiii,239 p.
ISBN : 978-0-85793-673-8.
336.39015118 C86M Q1 47291
Book Description: The composition of
government expenditure varies considerably
across countries. The aim of this book is to
explore the choice of expenditure using a
range of modelling approaches. The models
allow for different economic environments,
involving the types of expenditure considered,
the time period of analysis and the behavior of
individuals. The composition of expenditure is
examined using majority voting and public
finance frameworks, where the latter involves
maximization of a social welfare function
involving a trade-off between equity and
efficiency. Special attention is given to
expenditure on transfer payments, public
goods and education. Empirical analyses are
also carried out, using data for a wide range of
countries, where potential orders of magnitude
of various components of the models are
obtained. The models help in considering
important factors and the inter-relationships
involved. In particular, a synthesis is provided
which allows special consideration of the role
of basic inequality in influencing expenditure
patterns.
The book will be of considerable value to
research scholars interested in public
economics.

Book Description: Tax Administration 2013
(formerly the Comparative Information
Series), produced by the Forum on Tax
Administration, is a unique and
comprehensive survey of tax administration
systems and practices across 52 advanced and
emerging economies (including all OECD,
EU, and G20 members). Its starting point is
the premise that revenue bodies can be better
informed and work more effectively together
given a broad understanding of the
administrative context in which each operates.
However, its information content is also likely
to be of interest to certain external parties (e.g.
academics, external audit agencies, regional
tax bodies, and international bodies providing
technical assistance).
The series identifies some of the fundamental
elements of modern revenue bodies and uses
data, analysis and country examples to identify
key trends, comparative levels of performance,
recent developments and examples of good
practice.
This fifth edition describes institutional setups,
organisational arrangements and reforms,
aspects of strategic management and human
resource management, resources for tax
administration, important areas of operational
performance, the use of technology, and
elements of the legislative and administrative
framework for tax administration across the 52
economies covered by the series. There is also
a new section dealing with revenue bodies’
support of tax intermediaries.

Book Description: This volume of essays
explores the history of the U.S. tax mission to
Japan during the occupation following World
War II. Under General MacArthur, economist
Carl S. Shoup led the mission with the charge
of framing a tax system for Japan designed to
strengthen democracy and accelerate
economic recovery. The volume examines the
sources, conduct, and effects of the mission
and situates the mission within the history of
international financial and fiscal reform. The
book begins by establishing the context of
progressive social investigations of taxation,
including Shoup's earlier tax missions to
France and Cuba. It then goes on to explore
the Japanese background to the Shoup mission
and the process by which American and
Japanese tax experts shaped their
recommendations. The book then assesses and
explains the mission's accomplishments in the
context of the political economies of the
United States and Japan. It concludes by
analyzing the global implications of the
mission, which became iconic among
international tax reformers.
