The usual number of States and Territories have furnished their State publications in exchange for those of Massachusetts. Some do not appear in the list of contributors for the year, because their legislative sessions are biennial, or for incidental and temporary reasons. Florida is the only Southern State which has wholly omitted, since the beginning of the war, to continue inter-state exchanges, and she will probably soon resume them. To obtain the publications of the several States, especially their statutes and law reports, in complete series, is a work of great importance to the library and the publ ic ; and to prevent the neglect and remissness which occasion broken and imperfect sets that must bo perfected soon if ever, requires continued care and frequent correspondence.

The library is seriously embarrassed for want of room. The recent reconstruction of the interior of the State House, at great expense, has added a large number of rooms, and yet the library is limited to less space and fewer accommodations than before. This unexpected, unfor tunate , and, perhaps, unneces-sary result was caused by depriving the Secretary of the Board of Education and Librarian of a room at the eastern end of the library room, used as a private apar tment , and substituting for it a room adjoining the western end, which had been fitted up

and used for the reception of books. This change caused the removal of thousands of volumes carefully arranged in cases, into the main library hall, to be piled in heaps, and exposed to dust and depredations, without a possibility of proper ar-rangement or protection. They must continue in this con-dition, and fu ture additions must be deposited in inconvenient and unsuitable places, till fur ther accommodations are provided.

As the library now receives an annual appropriation for its improvement and enlargement ; as it already contains histori-cal, statistical, political and legal treasures of inestimable value —a value not to be reckoned in money ; as it is not surpassed by any similar library in the country in its collection of statute law, law reports, and State papers of the Federal and State governments, it is to be presumed that the legislature will not disregard its wants, or allow its operations to be embarrassed and its usefulness limited by too scanty accommodations, espe-cially when other and subordinate interests of the State are favored with ample and even superabundant provisions. To the subject of furnishing more room and fu r the r accommodations the attention of the legislature is earnestly and respectfully invited.
