Furthermore, several departments of iMinds and the Flemish

Inter university Institute for Biotechnology (VIB) are alsolocated in Leuven. The KU Leuven Association, the Leuven-based VIB and iMinds departments, and imec have acombined R&D budget of € 750 million and employ about22,500 people, 8,000 of whom are researchers. Leuven’s knowledge institutes provide fertile ground forinnovation and high-tech entrepreneurship. They alsogenerate a huge inflow of state-of-the-art knowledge thatbrings with it a myriad of innovative ideas for new andexisting companies. This favourable climate for knowledge-driven entrepreneurship and innovation makes the Leuven

region an attractive location for many high-tech companies.Most of the 140 KU Leuven and imec spin-off companiesare located in or around Leuven. Approximately 300 high-tech companies have set up operations in the Leuven region.

Significant investment capital.

A large amount of investment capital is available to supportand stimulate innovative entrepreneurship, either via venturecapital groups or via university funds such as the GemmaFrisius Fund, a seed capital fund established by KU Leuvenand two private equity banks. In addition, Capital-E is aventure capital fund linked to imec. KU Leuven Research & Development (LRD) was establishedin 1972 as one of the first technology transfer offices in Europe.Over the years, LRD has developed a tradition of collaboratingwith industry, securing and licensing intellectual propertyrights, and creating spin-off companies. State-of-the-art lab and office space.

Several incubators, science parks and business centres inthe Leuven region provide state-of-the-art lab and office spacefor innovative spin-off companies as well as internationalresearch-intensive companies. Together, they constitute a technology belt around the city of Leuven. The Haasrode

Science Park, with a total area of 136 hectares, accommodatestens of high-technology businesses, employing approximately5,000 people in total. The Arenberg Science Park, with anarea of 13 hectares, was opened in 2004. This science park,situated close to imec, consists of four clusters, of which two focus on biotechnology and two on ICT and other high-tech sectors.

A third science park, Leuven Noord, will be developed by2017. The Leuven Bio-incubator offers multifunctionalventilated office and L3 lab space as well as general andtechnical, logistical and environment-technical support toR&D intensive biotech companies. The Leuven Bio-incubatorcovers 62 modules ranging from 125 to 250 m² that can bemodified on a tailor-made basis. The KU Leuven Innovation

Highly educated employees and easily accessible.

The Leuven region has a large talent pool of highly educated,multilingual and flexible employees. It is easily accessible,within close proximity to major motorways and only a 15-minutedrive from Brussels International Airport. By train, it takesonly 13 minutes to reach the airport thanks to a directrailway connection. The Antwerp harbour, the second largest port in Europe, is only an hour from Leuven by car. Cross-border cooperation.

A strong and dynamic triple helix cooperation between industry,knowledge institutes and government has led to a veryfavourable entrepreneurial climate. The city of Leuven and the province of Vlaams-Brabant collaborate closely onregional development. Together with the knowledge economyregions of Eindhoven (The Netherlands) and Aachen(Germany), Leuven forms a strong cross-border network,ELAt (Eindhoven – Leuven – Aachen triangle). ELAt is one of the top European technological regions, promoting a knowledge economy via cross-border and interregionalcooperation. Together with the biomedical clusters of

Cambridge (UK) and Heidelberg (Germany), Leuven hasformed the Health Axis Europe alliance to foster healthinnovation across Europe. The world’s leading anti-HIV drug.

Leuven has a long tradition of developing innovative andeffective medications. One such medication is the antiviralagent tenofovir disoproxil fumarate, discovered in 1993 by Professor Erik De Clercq and Professor Jan Balzarini of the KU Leuven Rega Institute for Medical Research, in collaboration with Professor Antonin Holý of the IOCB in Prague and Dr. John Martin of Gilead Sciences. Tenofovirwas licensed to the American biopharmaceutical companyGilead Sciences, which further developed it and now producesand distributes the drug under the trade name Viread® inexchange for royalty payments to KU Leuven. Tenofovir isalso an essential component of the combination drugs Truvada®,Atripla®, Complera® and Stribild®, and has become the most

commonly used anti-HIV drug in the world.In 2013, sales ofTruvada® and Atripla®

each totaled over $3billion, while sales ofViread® reached about$950 million. Drugscontaining tenofovirare effective atreducing the HIV-titrein the blood, so that HIV-infected

patients treated with these medications can manage the diseasefor many years. The discovery of the phosphonates, the classof compounds to which tenofovir belongs, has also contributedto the creation of the KU Leuven spin-off company OkapiSciences, which specialises in the development of drugs forthe treatment or prevention of viral infections in animals,such as swine fever and foot-and-mouth disease. In 2014,Okapi Sciences was acquired by Aratana Therapeutics.

Medication for the prevention of heart attacks.and strokes.

In 1979, Professor DésiréCollen of the Faculty ofMedicine isolated andcharacterised tissueplasminogen activator(tPA), a key protein involvedin the breakdown of bloodclots. Administered as amedication, tPA preventsheart attacks and strokes,and has saved numerouslives. Millions of patients have been treated with thismedication. tPA was first licensed to the American biotechcompany Genentech, and is now produced and distributedunder the name Actilyse® by Boehringer Ingelheim.

Refined cochlear implants.

The Australian company Cochlear, a global leader in implantablehearing solutions, collaborates closely with several partnersin the Leuven region. KU Leuven and imec, together with the spin-off companies Easics, ICsense and AnSem, and the multinational company NXP Semiconductors have allcontributed to refining cochlear implants. KU Leuven andCochlear have partnered for more than ten years. Cochleardevelops hearing implants that use electrical stimulation,known as cochlear implants (CIs), which consist of two parts:a surgically implanted component that electrically stimulatesthe auditory nerve, and a speech processor worn externallythat receives the sound and converts it into a pulsed electricalcode. This code is sent through a wireless radiofrequency (RF)connection to the internal implant, which then stimulatesthe auditory nerve. Using a CI, profoundly deaf people canperceive sounds and can even understand speech underfavourable conditions.

At KU Leuven, Professor Jan Wouters of the Division ofExperimental Otorhino laryngology and Professor MarcMoonen of the SCD Division of the KU Leuven Department ofElectrical Engineering are working with Cochlear to improvethe performance of CIs. Specifically, the research is focusedon developing software toprocess auditory signals inorder to filter out noise sothat CI users can perceivespeech and music moreeasily. Researchers are alsolooking for new methods forauditory nerve stimulation,development of testplatforms, and ways toimprove perception of thedirection from which anauditory signal is coming.

NXP Semiconductors, whose Personal Health division is headquartered in Leuven, develops and manufacturespowerful, low-energy logic chips for cochlear implants,allowing for smaller batteries and less visible speech processors.Cochlear Australia and ICsense have developed circuits thatstimulate the auditory nerve. Easics has reduced the energyconsumption of the speech processor by dividing functionalitiesinto several smaller tasks that are only activated when necessary.Imec, together with Cochlear, has optimised the layout of thechip and manufactures both the prototypes of the chip and the end product. AnSem develops circuits that control theelectrical charge inside cochlear implants. Taken together,these innovations all contribute to the next generation ofrefined cochlear implants. 250,000 people have gainedhearing thanks to cochlear implants. The world’s first patient-specific lower jaw.

LayerWise is a KU Leuven spin-off company that specialisesin Additive Manufacturing (AM), a technology developed tobuild up materials in layers. This technology was used toproduce the world’s first patient-specific titanium lower jawimplant, developed in collaboration with project partnersfrom the medical industry and academia. The tailor-madejaw implant was successfully used to treat near-totalprogressive osteomyelitis in the lower jawbone of an elderlypatient. To start, AM technology specialists at LayerWiseused a 3D printer to create the complex implant design,which incorporates articulated joints and dedicated features.The reconstruction – postprocessed with dental suprastructureprovisions, polished joint surfaces and a bioceramic coating– was implanted successfully into the patient, where it restoredher facial aesthetics and allowed her to regain her speechwithin hours. The dental division of LayerWise, called DentWise,also restored the teeth of the patient, by manufacturing adental prostheses that was screwed into thetitanium jawbone implant after a healingperiod. In 2014, LayerWise was acquired by 3D Systems. [www.layerwise.com]

Top-ranking, modern hospitals.

University Hospitals Leuven, the multi-campus network of university researchhospitals, has a total of 2,000 bedsand 9,000 employees. It is among the most modern and well-equippedhospitals in Europe and is accreditedby the Joint Commission International(JCI). The university hospitals areembedded in a Health SciencesCampus, where education, advancedresearch and medical care are broughttogether in one single location,facilitating a strong cross-fertilisationbetween research and patient care.Currently, the campus is home to1,300 researchers. 10,000 studentsattend classes there.[www.uzleuven.be/en]

High quality patient care.

University Hospitals Leuven has rolledout an integrated IT system toelectronically manage patient files.The system optimizes the follow-up ofpatients, informs the medical teamthat takes care of the patient andassures quality and safety throughoutthe medical care process. As a resultof a medical joint venture with otherFlemish hospitals, called ‘nexuzhealth’, the IT system of theUniversity Hospitals Leuven is beingused by 15 hospitals. A long-standing experience.

Leuven has a long tradition in the development of revolutionarymedication. In 1979, KU Leuvenresearchers discovered tPA, a proteininvolved in the breakdown of bloodclots. By preventing coronaries andstrokes, tPA has saved the lives of ten thousands of people. Millions ofpatients have been treated with this medication. Viread, anotherrevolutionary drug, was discovered in 1993 as an anti-HIV agent and stillis the most commonly used anti-HIVdrug in the world. [www.viread.com]

Clinical excellence.

Belgium has the highest number ofclinical trials per capita in the world.The country’s large talent pool ofhighly skilled research staff andexcellent infrastructure make Belgiumparticularly suited for collecting andanalysing clinical trial data. It is nosurprise that many leading pharma -ceutical companies carry out clinicaltrials in Belgium. At two weeks forPhase I studies, Belgium has thefastest approval procedure in Europe. KU Leuven also plays a leading role in these clinical trials by coordinatingthem via the university hospitals’Clinical Trial Centre.

Translational research.

In 2006, the Flemish universities anduniversity hospitals, the health care

industry in Flanders and the FlemishGovernment established the Centre for Medical Innovation (CMI). CMI isheadquartered in Leuven and aims to accelerate the translation ofinnovation in human health care intonovel clinical applications. CMI’s firstproject is the creation andcoordination of the Flemish Biobank,a virtual biobank in specific diseasefields, according to strict qualitycriteria for biomaterials andaccompanying clinical data sets.[www.cmi-vzw.be]

A unique technology transfer.platform for drug development.

The Centre for Drug Design andDiscovery, CD3, is a unique technologytransfer platform created by KU Leuvenwith the investment support of theEuropean Investment Fund. CD3 aimsto discover new drugs and developthem to a stage where pharmaceuticaland biotech companies are interestedin either licensing the technologiesdeveloped or in undertakingcollaborations with the projectpartners. Potential new medicines can also form the basis for spin-offcompanies. Via CD3, KU Leuven has taken the initial steps in thedevelopment of new medications for a number of conditions, such asAIDS, hepatitis C, cancer, arthritis,asthma, Dengue virus infections,epilepsy and Alzheimer’s disease.[www.cd3.be]

KU Leuven’s long and successful trackrecord in health research has resultedin the creation of numerous spin-offcompanies with global appeal, such asThromboGenics, Cartagenia, LayerWise,Okapi Sciences and reMYND. In 2012,the U.S. Food and Drug Administration(FDA) approved ThromboGenics' coreproduct, JETREA®, for the treatment ofsymptomatic vitreomacular adhesion.

Cartagenia delivers diagnostic softwareand database systems that enablegenetics labs to perform geneticanalyses quickly and efficiently.LayerWise specialises in metal AdditiveManufacturing for medical applications,while reMYND is a biopharmaceuticalcompany that develops disease-modifying treatments against diabetes,Alzheimer’s and Parkinson’s disease.Large international biomedicalcompanies such as Terumo Europe,IDT, Aratana Therapeutics and VWRInternational have also establishedoperations in the Leuven region.

Tailor-made infrastructure.

Leuven offers excellent facilities forlife sciences businesses. The LeuvenBio-incubator provides an innovative,dynamic and stimulating environmentin which entrepreneurs and companiesactive in the field of biotechnology candevelop their ideas and technologies.

Its location makes it the ideal base of operations for businesses withEuropean interests. Interdisciplinary research.

KU Leuven encourages interdisciplinaryresearch that crosses the borders ofdepartments and faculties. The LeuvenMedical Technology Centre (L-MTC) is a case in point. L-MTC incorporates 41different research groups in engineeringand biomedical sciences and bringstogether over 700 researchers andprofessors. L-MTC has developed expertskills in medical imaging, bionicsystems, healthcare automation,biomaterials and tissue regeneration,biomonitoring, and biocontrol.

KU Leuven Research & Development (LRD) was establishedin 1972 as one of the first technology transfer offices inEurope. Today, LRD consists of a multidisciplinary team ofover 80 experts who guide researchers in their interactionswith industry and society, and provide support for theexploitation of their research results.

LRD sets up all research collaboration agreements betweenthe KU Leuven Association and industry, varying from smallconsulting assignments commissioned by a company to longterm research projects. LRD also manages thecommercialisation of the intellectual property of KU Leuvenand the associated university colleges. This requires adequateprotection and an appropriate transfer strategy to ensure thatinnovation from research finds its way into society.

In addition, LRD stimulates the creation of spin-off

companies by giving entrepreneurs the appropriate guidanceand access to incubation & seed financing. Over 100 high-tech companies have been created thus far, directlyemploying more than 4,000 people. Finally, LRD activelycultivates a favourable climate for knowledge-driven

KU Leuven’s Health Sciences Campus brings together education, R&D andmedical care in one single location. Over a period of ten years, €800 million is invested in the university hospital campus, doubling the campus’s surface. All KU Leuven life sciences departments are centralized on this campus,boosting academic research and translational medicine. The Health SciencesCampus allows University Hospitals Leuven to offer the highest standard ofmedical care and to strengthen its leading position in Europe.

The project comprises the construction of a psychiatric hospital and a new criticalcare department consisting of an emergency room, a new operating room andan intensive care unit. In 2014, imec celebrated its 30th year. This coincidedwith the official opening of the new 16-floor officebuilding, which provides office space for up to 450people. At the same time, imec started building a newcleanroom. This new heart for chip R&D will have4,000m² available for the most advanced tools of theworld’s major semiconductor suppliers. Once in operation,starting 2016, it will form one extended cleanroom withthe existing 300mm (450mm-ready) facility.

In this cleanroom, researchers from imec will collaboratewith experts from chip producers and material and toolsuppliers. They will fine-tune the process steps tofabricate the next generations of transistors, the smallestbuilding blocks of a chip. These new generations willhave critical dimensions below 10nm and use newmaterials and architectures. Quite a challenge for the semiconductor industry.

CD3 discovers new small molecule drugs in order to bridge the gap betweeninnovative biomedical research emergingfrom academic institutions or SMEs and the pharmaceutical industry.

The Centre for Drug Design andDiscovery (CD3) is a technology transferplatform and investment fund in thefield of small molecule drug discoveryand target validation, created by KU Leuven Research & Developmentand the European Investment Fund.CD3 focuses on the discovery of newand innovative small molecule drugs incollaboration with academic researchgroups or small (spin-off) companies by delivering financial means in combination with expert drugdiscovery support.

CD3 aims to develop potential newmedicines to a stage where thepharmaceutical and biotech industryare interested in either licensing the technologies developed or in

undertaking collaborations with the project partners. The newlydeveloped technologies can also form the basis for spin-off companies.

Private investment.

Every year, the pharmaceuticals industry ploughs over € 1.5 billion into R&D.This represents 40% of all private investments in R&D in Belgium, doublethe European average.

Government support.

The government also supports the pharmaceuticals industry – and R&D in general – via a range of tax incentives and discounts and by offeringassistance in hiring qualified researchers. A consultation platform that forgeslinks between the pharmaceuticals industry and the government has alsobeen set up to improve public health and boost innovation and employment.

The Belgian government supports life science projects by providingregional grants of up to € 38 million per project. Other fiscal measuresinclude tax deductions.
