Hello, my name is Sharon McKendrick and I am a resident of Reinwood l here in Woodinville. I'm here tonight on behalf of my neighbors and myself to inquire about what codes are in place for boarding house in a single family neighborhood. There is a house in our subdivision located at 14325 NE l74th St. that has become a boarding house over the years. The owner originally lived there after purchasing in 2006, but in recent years moved to Redmond, and it is currently rented to 6 non-related individuals. There are often one or more vehicles parked on the street in front of the house, some are commercial vehicles, as well as inoperable vehicles in the driveway. Our first question is whether this boarding house should be allowed to operate in our low density single family neighborhood, and if any consideration can be given to limiting the number of non-related tenants by adopting an ordinance similar to the City of Bellevue's ordinance No. 6223, which I have attached and provided in my copies for you. In addition, the tenants of this house have now started conducting business meetings in the evenings every 3 weeks for 3-4 hours, with upwards of 35 cars parked on the main street of our subdivision. I have attached pictures of the cars at last night's meeting . There are no sidewalks in our subdivision, and NE 1 74th St. is a Category 1 street which is quite steep in places with poor sight lines. It can be hazardous to get in and out of the driveways that front the street, as well as for pedestrians. In the late 80's or early 90's a request was made to add white lines along the sides of the road to make it safer for schoolchildren and other pedestrians to navigate the street, which we greatly appreciate. As you can see in the attached pictures, not only are some of the cars for these meetings parked in the right of way, but any pedestrians or bike riders would by necessity have to walk in the street right of way, creating an even more dangerous situation. We were told by the police that unless the vehicles are blocking a driveway or intersection there isn't really anything that they can do about this. Our second question is what type of traffic mitigation would be suggested for this situation . We have attempted to contact the owner, with no response as of today, and we have spoken with the tenants and asked them to relocate their meetings elsewhere, but nothing has changed. We would appreciate any assistance or information that you can provide. Thank you very much for your time.

Adopting interim official zoning controls to address impacts resulting from the rental of multiple rooms in single-family dwellings to unrelated individuals, by amending the definitions of "boarding house" and "family" and creating a new definition of "rooming house", for a period of six months, to be in effect while the City drafts, considers, holds hearings, and adopts permanent regulations, to be effective immediately upon adoption, scheduling a hearing on the maintenance of the interim zoning ordinance, providing for severability, and declaring an emergency.
