In a percent proportion, one of the numbers called the part, is being compared to the whole quantity called the base. The other ratio is the percent, written as a fraction, whose base is 100.

The number near the word “is” is the part!
Example 1:
Twenty is what percent of 25?

Example 2:
What percent of 8 is 12?

Example 3:
From the years 1988 through 1996 Steffi Graf won the U.S. Open tennis championship five times and Wimbledon seven times. What percent of both tournaments combined during those years was Steffi Graf the women’s champion?
1988 through 1996 is a 9 year period. Over the 9 years, that would be 18 tournaments. Steffi won 12.
