The African Farmers Association of South Africa (AFASA) hailed the appointment of the Minister of Agriculture, Forestry and Fisheries, Senzeni Zokwana and his deputy – Bheki Cele – as a positive development in the industry. AFASA said while it was surprised by the appointment of Zikwana, it is willing to work with him to ensure that the industry continues to guarantee the food security of the country as well as create jobs. Aggrey Mahanjana, AFASA General Secretary, said Zokwana had an already established foundation and a form of guidance from the National Development Plan and the ANC manifesto. “These documents must provide guidance to the new minister,” said Mahanjana.He said although Zokwana lacked experience in government, all he needed was good leadership skills to be able to steer the department in the right direction. Mike Mlengana, AFASA President, said he welcomed and respected President Zuma’s decision. He said although some of the new appointees had no or little experience in the sector, AFASA was willing to share with them the experience and expertise, as well as provide them with guidance. “The Department of Agriculture, Forestry and Fisheries (DAFF) had been unstable for a while, but we hope that the new leaders, through consultations and learning from industry experts and organized agriculture will restore and maintain the stability of this important department. “Organized agriculture has the experience and expertise and are willing to share these in order to ensure that the country was food secure and continued to create jobs,” said Mlengana.AFASA is also excited by, and supported, the retaining of Gugile Nkwinti as Minister of Rural Development and Land Reform (DRDLR). Mahanjana said this was seen as a positive and encouraging move which will ensure continuity. “We hope that there would be no green and white papers anymore, nor the development of new policies, but service delivery would be expedited,” said Mahanjana.He also described as wise, the decision by President Zuma to appoint two deputy ministers for the Department of Rural Development and Land Reform – Mncebisi Skwatsha and Candith Mashego-Dlamini. Justifying his decision for appointing two deputies, President Zuma said about 17 million South Africans lived in rural areas, particularly former homeland areas, are bearing the brunt of poverty, unemployment and gross inequality. “AFASA sees this as a positive move and showed the President’s commitment to rural citizens. Organised agriculture will always be willing to give guidance to the newly appointed leaders and invite them to keep their doors open for our inputs,” Mahanjana said.

A bridge that had been a safety hazard to many villagers in Klipgat has finally caught the attention of the authorities.Klipgat is a village that falls under the Madibeng Local Municipality in ward 24. The bridge collapsed in 2009 when heavy rains swept it away. Since then, it has become an obstacle for learners at Mafanele High School and the people of Ndebele village, who used the bridge everyday. The damaged bridge also affected people in the village who used it to access various store and buy groceries. Following the collapse of the bridge and two others in the area, the North West government availed R21million for repairs. In an interview with Leseding News, Thabo Moabi, a ward councillor belonging to ward 24 explained that work to repair the bridge started during the Easter holidays. “Empa contractors have been on site since the Easter Holidays. They have started with the construction of the bridge and they are set finish their work in about four months’ time,” he said. “We have built a temporary pedestrian crossing which is safe. The crossing does not pose a threat for pedestrians intending to go over Toloane River,” he added. James Msiza, a community member in Klipgat, expressed concern that crossing the river can be a dangerous procedure – especially during the rainy season. “It is very threatening, especially when it is raining. Toloane is one of the deepest rivers in the area so this temporary pedestrian crossing is not always safe for us.“Sometimes, water goes above the bridge,” said Msiza.

The Madibeng Local Municipality in Brits is taking urgent steps to address corruption related to water provision in the area. To this end, a local ward councillor and three other people were recently arrested and are facing criminal charges for allegedly manipulating some of the town’s water supply systems. It is alleged that the four suspects sabotaged the water supply by tampering with valves, and then took kickbacks from the hiring of water tankers. Madibeng Local Municipality spokesperson, Lebogang Tsogang, expressed disappointment at the discovery that a councillor has been implicated

in activities that undermine the local government institution’s efforts to provide quality service delivery to residents. "We would like to condemn such acts. We know that municipal properties are being vandalised, we have strengthened security within municipal properties to ensure that people do not vandalise municipal assets," Tsogang said.Madibeng Municipality – which has set up a multi-party task team to investigate the allegations – hopes that such activities will continue to be rooted out so that all residents get sufficient water. The municipality has also called upon residents living in Madibeng to assist them to get to the

bottom of all corrupt activities by reporting any acts or suspicions. In February, several protests broke out in the Hebron and Majakaneng areas in relation to erratic supply of water. Both Hebron and Majakaneng are part of the Madibeng Municipality. Violence flared up during the protests as roads were barricaded. During the mayhem, some vehicles were torched as angry residents demonstrated their anger and frustrations. Apparently, a number of water pumps – especially in the Majakaneng area – where not working properly at the height of the protests.

What do you get when you combine jazz, soul, R&B, classical and traditional music? This is the question that Just 6 – an emerging Acapella group – has been exploring as they look to exhibit their identity in the local entertainment industry. The group has managed to blend these various types of music to produce beautiful, close harmony which has been well received by their fans. “In the three years we have been together we managed to find a full command of our craft and identity. Just 6 writes, composes and arranges their own music,” the group’s publicist, Nomsa Buthelezi, told Leseding News. “Their strength lies in their mutual respect and understanding of each other. Their powerful songs emerge from lengthy music-jamming sessions,” she adds. The group hopes that their music will transcend many barriers and borders and would like their

performances to be ultimately enjoyed throughout the world. “We have created a universal sound that appeals to the young, old, religious and non-religious. We believe our music can appeal to a wide cross section of the world community of all races,” Buthelezi explained.The group announced their existence in 2011 when they released a demo digital single entitled “Stimela”. The next year – as their work began to appeal to a wider section of the entertainment industry – they embarked on a tour to Swaziland. In March 2013 Just 6 hosted their first show in Pretoria and demonstrated their intentions of establishing an international audience once again when they toured Harare, in Zimbabwe, during the same year.

The MEC of Education in the North West Wendy Matsemela recently handed over a refurbished Oskraal Intermediate School, situated just outside Brits in a move that will see more people having access to education in the area.

Before the refurbishment, the school’s facilities were not conducive

for learners.Representatives from the Department of Education in the North West attended the opening.

In her speech, Matsemela emphasized that the education of children is vital. She said her department has prioritized education as it plays a key role in the development of a society that is able to contribute meaningfully to the country. During the event, Ms Komane – a former principal of the school – was honored for her immense contribution before her retirement. Matsemela also revealed that her department had set aside a sum of R684 million for the 2013/14 financial year in order to make sure that new schools were constructed and dilapidated schools refurbished. “I am happy to be part of this occasion after 20 years of democracy in our country. When I look back at the things that we have achieved, I can conclude that we did a really good job. “I am very proud that we made commendable progress in terms of education. Our children do not attend school on an empty stomach and are able to enjoy the right of free education,” she added. Matsemela pleaded with members of the community to desist from the culture of setting

alight schools whenever there is a service delivery protest. She said such actions undermine the initiatives of the department, which are aimed at making education accessible to as many people as possible. Neo Nkate, the acting principal of the school, pledges to do everything within her power to ensure that the school and its property are preserved. “We are very excited that the MEC came to the handover. We have been longing for this occasion. “The school is now very modernized. It has 10 classrooms, administration blocks, grade R center, kitchen, laboratory and a library. We urge all the parents who are interested to come forward and register their children. As the acting principal, I guarantee to the MEC that we are going to take care of the school,” she pointed out. The chairperson of the School Governing Board (SGB) – Johnson Masinga – also expressed her excitement: “'I am also very excited about this kind of school and also happy that the MEC is here with the education officials.”

Kgetleng Primary School from Swartruggens in the Ngaka Modiri Molema District have booked their place in next month’s Danone Nations Cup national finals. They achieved this by beating Agisanang Primary School in the finals of the North West provincial tournament. The match was played at the Ikageng Stadium in Potchefstroom last weekend. The victory means Kgetleng will be competing in Boksburg against eight provincial champions for the national title and, with it, a trip to Brazil to play in the Danone Nations Cup world finals.Benjamin Ngcuka, the team manager of the school, could not hide his joy. “2014 is definitely our year. We have waited a long time for this win. The school and the team are excited. We have not stopped celebrating since Saturday.

“After we got back from the game, we paraded around the neighbourhood informing the community that we won the provincial final and we will be representing North West in Gauteng. They joined in and celebrated with us,” he said. “We played well as a team, but we do need to work on individual skills. Some of the boys wasted balls and they lack the finishing touch. I will have one-on-one training sessions ahead of the national finals to remedy this.” Looking ahead to the national finals, Ngcuka said they are going to play as many friendly games as possible to prepare themselves for the finals. “All the players need is to play like they have been playing throughout the tournament. They must not really worry about where the team they will play against comes from,” he said.

Primrose Sonti, who lives in the Wonderkop area near Marikana, is one of the new faces that will make up the North West Parliament. A member of

the EFF, Sonti shot to stardom after she was nominated by her party to take up one of the five seats that they won in the North West legislature. While such a development is set to transform her life, Sonti said she will remain grounded and always strive to represent the aspirations of the ordinary people in her area. She opened up to Leseding News about her new found status and her passion of playing a key role in the development of Marikana – which is largely associated with a 2012 strike that led to the death of 44 people. The investigations leading to the deaths – which occurred after miners clashed with the police – are being conducted by the Farlam Commission of Inquiry. Apparently, Sonti’s son – Meshack Mzilikazi – was among a group of mineworkers who were arrested a few moments after the death of the miners on allegations of murder. However, the charges against them were later withdrawn and the Farlam Commission of Inquiry was set up to get to the bottom of what actually happened.

And while Sonti’s husband was one of the miners who were killed on this day, she insisted she would rather focus on the plans her party has as they look to make an impact in the North West legislature. “I am very happy with my achievements, my friends and family are also very happy,” she said. “I will have a lot of time to attend to the needs of the people in our area during our sessions in Parliament because I am not engaged in any other form of employment at the moment. “I think the main issue for me is to always keep in touch with the people and this is what all of us have to do,” she pointed out. Set to receive a monthly salary of around R80 000, Sonti said her new found status would not deter her from fulfilling her mandate as a legislator. “My aim is to make sure that the people of Wonderkop and Marikana are assisted in various areas related to service delivery. “It is important that we use our voice in Parliament as a party to effect the changes that we would like to see. This means we must lobby for decent services in the areas of housing, water provision and electricity,” Sonti explained.

The dispute over the traditional leadership in Maboloka Village outside Brits is set to be decided by the Mahikeng High Court before the end of July this year.

While David Shashapa Tsajoa is the current chief of the village, the family of Lehlomela Emmanuel Lion has been contesting his legitimacy. The dispute has raged on for around 35 years and has threatened to separate the community.

Tsajoa – who recently received a car from the North West government – appears to have the political support to occupy the post although some community members are of a different view. The car raised eyebrows within the community with many people saying it implies that Tsajoa has the support of the provincial government. A court interdict on the dispute reads: “Pending the determination of the review application to be enrolled on or before 31 July 2014 on a date

to be arranged with and allocated by the Registrar of the honourable court (High court of South Africa North West provincial Division, Mafikeng), the inauguration of the sixth respondent (David Tsajoa) as the traditional leader of the Maboloka village is stayed”“Pending the determination of the review application, the implementation of the decision to recognize the fifth (Tsajoa's family) and the sixth respondents is stayed".Papi Ratele, who belongs to the family contesting Tsajoa’s legitimacy, said: “We are surprised at how Bataung led by Mosia want to benefit from something that is not theirs, the Bataung are still dikgosi tsa Maboloka until the court decides otherwise. “We are bothered by the fact that Tsajoa is still acting as chief, for instance, as he still gives the community

the permission to bury their loved ones in the cemetery.”

However, an undeterred David Shashapa Tsajoa recently held a meeting with women around Maboloka village with the aim of assisting them in the various projects they are spearheading in the area. “We want these women to register their names so that the chief can assist them financially in their projects,” the chief ’s spokesperson, Tumo Tsajoa, explained.

Setsokotsane (whirlwind) was a necessary revolutionary execution of the elections campaign plan in the North West. When the results came tripping in at IEC operational centre in Mafikeng on Wednesday night, there was a sense of uneasiness on my side because of the ANC percentage that was volatile.As result of my discomfort, I then asked the Provincial Secretary of the ANC in the North West, Cde Dakota Legoete – whom I was with at the time at IEC operational center – to ask if he is aware that the ANC in the North West was almost on the brink of collapse had it not been for the conscious decision taken by the ANC North West Provincial Executive Committee (PEC) to introduce Setsokotsane (Whirlwind).His response was that the current environment of media hostility towards the ANC and its attempt to bolster the opposition and its views required the PEC led by the Provincial Chairperson, Cde Supra Mahumapelo, to take a conscious decision to implement Setsokotsane through which we communicate with our members and society about the ANC’s good story. It was only through Sekotsokotsane that we were able to unmask the wolves in sheep skins in some municipalities who presented themselves as members of the ANC and the rest of the democratic movement, whereas, through their actions, they demonstrate that

they are opponents of the democratic revolution and its vanguard movement.It was perfectly clear since the start of Setsokotsane in February that some who claim to be ANC members were opposed to this revolutionary election plan would not give up their plot. Election results stand out as a concrete expression of this offensive. The 23 seats the ANC occupies at the legislature is a temporary set-back for the ANC, but must not divert the ANC from its strategic objective of ensuring a better life all.The recounting of Setsokotsane (whirlwind) in our province has been provoked by an extraordinary event that took place at IEC operation center in Mafikeng on Wednesday. I refer here to the encounter, with which many of us are now familiar, that ANC against all odds managed to get 67, 39 percent of the provincial vote.I thought we had donated the revolution to the opponents of democratic revolution. I can’t escape the memories. I recall the discomfort when we were at some point at 70 percent. This was when 50 percent of the provincial vote had been counted. The figure dropped to 67,39 percent after the IEC completed the counting.There is no doubt that Setsokotsane has brought hope to many people in our municipalities by telling a good story about the ANC and has resolved some of

All political parties that put up campaign posters during the run up to the national and provincial elections are being urged to remove them within 21 days from the date of the polls or face a heavy, unspecified daily fine. In the North West and other parts of South Africa, the elections – held on 7 May – were contested by a number of political parties. The African National Congress (ANC) – which won the majority votes – was among the first to put up campaign posters together with the Economic Freedom Fighters (EFF), Democratic Alliance (DA), Freedom Front Plus, Agang SA

and other political formations.With the elections having come and gone, parties will have until just before the end of this month to physically remove posters from municipal property such as streetlights and walls or risk failing to comply with the city by-laws. Failure to remove the posters will attract a heavy fine for each poster that remains erected. IEC provincial electoral officer for the North West, Tumeloentle Thiba, told Leseding News that the responsibility of enforcing the laws surrounding campaign posters rests of the shoulders of the respective municipalities. “The IEC’s mandate is to facilitate the elections. Afterwards, we hand over to the various municipalities to implement their by-laws on election posters,” Thiba said. Lebo Makete from the Rustenburg Local Municipality said all political parties are aware that they have to pull down all their campaign material. “Yes, they do know about this. The issue was highlighted before the elections,” Makete said.

She explained the reason behind why municipalities urge political parties to remove their posters from streetlights and poles. “With the elections now complete, there are others who would like to make use of the space for their own marketing purposes. “This means that if the political parties do not remove the posters, then they will be preventing others from making use of the space,” Makete pointed out. She could not immediately confirm the actual amount of money that parties would be forced to pay for failing to remove their posters on time. “They get fined heavily, for each day that they will be occupying the space,” she said.

With the 2014 national and provincial elections having come and gone, much of the attention is now shifting on how urgently the North West legislature will move in addressing the pertinent issues that residents continue to grapple with.The ANC won the majority stake in the North West with 67.39% of the vote followed by newcomers Economic Freedom Fighters (EFF) with 13.21%. The Democratic Alliance (DA) garnered 12.73% while Freedom Front Plus polled 1.72%.As was the case in the previous election in 2009, the ANC managed to maintain its majority – although they did not manage their previous 72.89% of the votes.A major talking point has been the ability of the EFF – which has been in existence for less than one year – to leapfrog both the DA and COPE and become the official opposition party in the North West. Simply put – in plain figures – the ANC now has 23 seats in the North West legislature, while the EFF has 5. The DA will occupy 4 seats and the FF Plus 1. To a number of the residents living in the North West province, however, these figures

may not really have as much significance as the ability of lawmakers and the political leadership to deliver on their election promises. While a lot has been achieved by the ANC-led government in the North West in areas such as housing and the provision of electricity, a lot of promises remain unfulfilled.In the Brits and Rustenburg areas, particularly, ordinary people hope those within the corridors of power will act swiftly in completing a number of projects that have been left outstanding. Before the elections, residents in the Brits staged numerous protests to push for a normal, functional municipal administration to resolve water shortages and allegations of corruption at high levels. In Tlhabane, just outside Rustenburg, residents are still waiting for the new Tlhabane Health Centre to open its doors to the public while the shelving of a project to refurbish a stadium in the area is also a major concern. In Tlhabane, close to the Rustenburg Local Municipality offices, an abandoned government building being used by young

people for alcohol and drug abuse is yet to be sealed off. Both the EFF and the DA have vowed to remain vibrant opposition parties through meaningful contribution in the North West parliament. In an interview with Leseding News, Alfred Motsi – the EFF convener in the North West – said his party would use their 5 seats to speak out against and expose corruption. This will lead to the stopping of corruption,” Motsi said. The DA, on the other hand, pointed out that it will hold the ANC accountable if it fails to

deliver on its mandate. “Over the next few years, we will focus on serving all the people of South Africa. Where we are in opposition, we will continue to hold the government to account. “Where we are in government, we will continue to govern well, stop corruption, deliver services to all, and create jobs,” the DA said in a statement.

North West Shining Stars, a local football team based in Brits, is in the running to win the South African Football Association (SAFA) Second Division League in the North West. The League is contested by 16 clubs in each of the nine provinces of the country, with the winner of each provincial league qualifying for the annual SAFA Second Division League National Play-offs. The winners of the two streams qualify automatically for the

National First Division (NFD). According to the log standings at the time of going to print, North West Shining Stars were placed second behind Polokwane City. Both teams were on 47 points but the Brits-based team were second as the log leaders had played one game less than them. The fixtures, which have produced scintillating action since they started, are set to be concluded at the end of June. The final and deciding round of matches are expected to be played at Olympia Stadium, Itsoseng Stadium, Huhudi Stadium, Holy Family Football Turf and Temba Stadium.In the upcoming round of fixtures, Impala Warriors are scheduled to play Setlagole United FC at Olympia Park Stadium on Friday. The following day, Bakubung BK United FC will play Orbit FET FC at Holy Family Football Turf while North West Shining Stars lock horns with Keleku FC

at Letlhabile Stadium. Former South African national team striker Phil Masinga, who now conducts coaching clinics in the North West, encouraged teams from the Premier Soccer League (PSL) to watch some of these matches as they could discover future stars. “The standard of football in the North West is improving and some top coaches might discover players that they might be able to work with or develop,” he said.

A couple who took part in the IMPI Challenge in Hartebeesport early this year are set to ties the knot next year. This was after Bertus Nolte chose the occasion to propose to his girlfriend, Elmarie Welthagen, after crossing the finish line of the gruelling event. The event was Elmarie’s first IMPI Challenge. She said she was shocked by the proposal. “I was very nervous on the day as it was

my first IMPI Challenge,” said Elmarie. “Although it was a lot of fun and is definitely something that I would do again, it was the last place on earth that I thought Bertus would propose. “When we crossed the finish line he handed me a champagne bottle with a letter on it. I said I’d read the letter once we’d gone for our team photograph, but he insisted that I read it immediately. “The next minute he’s on his knees ring

September next year”, she added, recalling the moment. Bertus Nolte said he had been planning the proposal for around a month. “The best thing about the IMPI Challenge is that I could do it with the love of my life. The obstacles were tough but great fun. “I thought that if Elmarie and I could make it through the IMPI Challenge together, we could do anything together. “My biggest concern on the day was that I’d drop the ring in the mud and not find it again. Elmarie and I have decided that this will be our thing and that we’ll do it together every year,” he said.
