Social and sector based e-learning enhanced by professional ODL networks RELEVANCE OF THE PROJECT TO THE MAIN THEME The S2-NET project will bring together a range of professional bodies from across Europe to form a European network with the aim of encouraging the use of Open and Distance Learning (ODL) and e-learning within vocational education and training. S2-NET wants to encourage the use of e-learning in vocational training for ODL professionals in addition to the broader community of practitioners and local policy makers, thus raising awareness of the possibilities offered through e-learning and preventing both old and new forms of social exclusion. The network will act on four separate levels; to provide stimulation to existing networks and network activities, to provide a permanent structure for social dialogue, to consider the social and equality aspects of e-learning (especially as regards prevention of social exclusion) and to combine forces with regard to permanent dissemination of the results across Europe. Expected benefits of such collaboration are the establishment of a network of knowledge and guidance centres for ODL across the field of vocational training and a virtual transnational network of practitioners from all across Europe, able to share knowledge & experience and to contribute to finding solutions to current social problems or issues. Enhanced Training in European Cardiology through the use of ICT RELEVANCE OF THE PROJECT TO THE MAIN THEME New and more effective interventions to combat cardiovascular disease are being developed at a rapid rate, which means that there is an ever increasing need for healthcare workers to keep up-to-date with the latest developments in order to provide the best possible care for patients. Thus the aim of this project is the development of Internet-based learning materials which will make it easier for healthcare workers to access such up-to-date information in cardiovascular medicine, to develop their own learning portfolio, to work on-line when it is convenient for them to do so and to provide an organised learning system that is focussed upon the most important clinical areas. Three barriers have been identified relating to healthcare workers obtaining clinically important information, these are; lack of time, out-of-date textbooks and journals too disorganised to be useful, thus to quote David Sackett (founder of the centre for Evidence Based Medicine) ‘there is simply no way that we can keep abreast of our fields of medicine using traditional approaches’. This will be the first time at a European level, that a dynamic web-based educational resource will have been developed for education in Cardiology. RELEVANCE OF THE PROJECT TO THE RELATED THEME Whilst the aim of this project is the development of Internet-based learning materials in cardiovascular medicine, there are numerous activities which further relate to the development of new training methods. In addition to developing the tool to facilitate learning for healthcare workers, there will be a process adopted for the development and definition of content, to include the definition of key areas of clinical need, assessment of existing good practice, identification of skills and learning gaps and assessment of the impact of individual educational activities – each of these contributing to a better definition of both subject matter and target audience. Teleinformatics System for Continuous Collection, Processing, Diffusion of Material for Teacher Training in Special Education RELEVANCE OF THE PROJECT TO THE MAIN THEME SPERO will develop and introduce a teleinformatics system enabling the continuous collection, processing and diffusion of material for teacher training, particularly as regards teachers of special education. An initial questionnaire will be developed for use with teaching professionals in the special education sector, to gather data on existing teacher training methods and systems of teacher training. The questionnaire will further investigate and analyse the attitudes of staff towards the use of ICT & electronic training means in teacher training and the awareness of teaching staff as regards self-evaluation, self-training and continuous or lifelong learning. The project will produce a web-based tool to act as a two-way information and communication platform within which teachers' and other education professionals will be able to review existing information and contribute to common core training data held by the tool. Results of the analyses will be submitted to the central site and summative findings produced in EN for use by all partners. The tool itself will then act as a central forum, presenting background information and analyses on teacher training across the involved partner countries. The site will further act as an advice tool, gathering and hosting information on teacher training possibilities and providing this in answer to individual enquiries from teaching staff wishing to undergo further training (information will be provided in the form of answers to an ‘intelligent’ questionnaire held within the tool). ICT learning and training - an exploration of data in the EU RELEVANCE OF THE PROJECT TO THE MAIN THEME Information & Communications Technologies (ICT) are expanding at a phenomenal pace and understanding and competence in the use of ICT is crucial. This project is designed to ascertain both policies relating to and types of quantitative/qualitative data held on ICT Learning and Training. The project will establish data availability and gather examples of good practice at both Member State and EU level as regards: ICT learning/training policies and initiatives, the acquisition of ICT skills, provision for training in ICT, perceived effectiveness of provision, impact upon employability and the extent to which ICT education & training is adequate to ensure EU competitiveness. Four primary work phases are planned: establishment of an observatory of policies, information and data (to cover a minimum of eight Member States); surveying of selected SMEs, transnational organisations and state-run bodies (to cover key sectors within a minimum of eight Member States); interviews with ICT experts in universities, institutes and companies (across a minimum of four Member States) and development of indicators and proposals for data collection in relation to ICT learning/training and proficiency. New statistical indicators (addressing ICT use, training, competence, training needs and cost) will be proposed, along with possible data collection scenarios. Data contributors will be regularly updated on project activity through the establishment of a dedicated project website able to act as a central information tool. Web Education Systems (WEB-EDU) RELEVANCE OF THE PROJECT TO THE MAIN THEME Building upon the results of the previously funded CISAER project, Web Education Systems (WEB-EDU) aims to study existing training and educational experience in the use of software able to use the web to design, tutor and administrate courses. The specific objectives of the project are: - to collect data concerning web education solutions adopted by major on-line education institutions (EUR18) - to analyse standard and non-standard web education software solutions - to evaluate good practices in order to provide traditional European universities and the field of VET with tools

for dealing with these new dimensions of training - to support the availability of the project contents through a website , in order to provide European education

and training experts with updated tools for hands on work - to produce recommendations, publish articles and edit an international publication with regard to the project

findings This project has a unique focus because, unlike other studies, it studies the satisfaction of European Institutions with the pedagogical and technical features of the Learning Management Systems (LMSs) that they have purchased or developed. WEB-EDU aims to address all those involved in education and training in Europe (at all levels) to include institutions considering migration to internet-based education and training, public administrators, regional authorities, educational managers, web producers, researchers, trainers and teachers. The project is not addressed to a particular sector of activity, as it represents a framework project aiming to develop knowledge and support internet-based training infrastructure development. European Model for Distance Education and Learning RELEVANCE OF THE PROJECT TO THE MAIN THEME EMDEL will both develop a model European Teletraining System, to promote and encourage increased use of individual educational modules (as produced by the various project partners) and further define procedures for the production of Teletraining materials. The project will develop an on-line showcase of ‘best practice’ distance-training modules and will produce and circulate a basic software programme for the assessment of customer satisfaction & individual product quality. Additional activity will allow for the exchange of actual products across the partnership and will serve to further encourage mobility within the sector through virtual cross-border training means. The EMDEL project will result in the creation of an outline, distance training, management system (or management agency) and a further outline structure for the ‘definition of procedures’ and ‘production of materials’ relating to Teletraining. Materials will be presented through the establishment of an accessible Didateca model able to host and present this range of multimedia resources. e-Learn RELEVANCE OF THE PROJECT TO THE MAIN THEME The e-Learn project will evaluate the results of previous LEONARDO projects (LEONARDO phase I and phase II with reference to projects approved in year 2000), which dealt with the dissemination of ODL in Europe or were otherwise related to promoting the use of technology-supported learning. It has been shown that there is still a credibility gap among teachers and trainers regarding the use of technology supported learning. The results and evaluations of these first generation projects will be analysed to support the new round and transfer the knowledge and innovative practice gained. Some projects were not sufficiently promoted at European level, i.e. because of their local nature, but brought significant ‘new’ ideas and contributions to the use of ODL and ICT in learning systems. The e-learn project aims to support the Leonardo da Vinci programme in the promotion of results at programme level and to further provide assistance to Leonardo project promoters in better exploiting the results of their projects, generally providing a more realistic perspective on suggestions to be made at policy level for future Leonardo programme development. HOSTEL 2000 – e-Learning Project RELEVANCE OF THE PROJECT TO THE MAIN THEME Based upon a number of previously funded Leonardo projects (Hostel 2000 Welcome Hosteller, Hostel 2000 Renewal, Hostel 2000 Safety & Security and Hostel 2000 Cascading the European Youth Qualification) the current project will develop existing training materials for use in an e-learning environment. The project will support the further development, testing, evaluation and dissemination of current training modules, for open and distance learning (ODL) and will further introduce a ‘training of trainers’ exercise in order to adapt existing training skills to meet the particular demands of e-learning. The initial training modules, to be developed as e-learning packages, will comprise an ‘introduction to work’ induction package and a package on the ‘integration of environmental concerns into youth hostel work’. Implementation of the project will further require that new support and counselling methods be developed for distance-based learning and for ‘blended’ learning (combining traditional classroom techniques with e-learning packages). End products will comprise 2 fully developed e-learning training modules available via the internet and on CD-Rom and aimed specifically at permanent and seasonal youth hostel staff (mainly managers). Additional results will be the creation of a team of trainers equipped to train using e-learning techniques and a support desk capable of providing technical assistance and monitoring individual users. ICT skills for Guidance Counsellors RELEVANCE OF THE PROJECT TO THE MAIN THEME Resume The main objective of the ICT Skills project is to research modernisation and improvement for the continuous training of guidance counsellors with a particular bias towards the use of ICT. This research project will focus upon the identification of new professional competencies for guidance counsellors using ICT tools in their daily activities (taking into account existing quality and ethical standards). Activities will include: an analysis of existing literature at national and European level; identification of ICT training needs for the sector (through use of questionnaires to a strategic sample of practising guidance counsellors); interviews with ICT and guidance specialists; development of a framework outlining required ICT skills and development of a training pathway for the introduction of these newly identified skills. The framework or model for the introduction of ICT skills to the sector will concentrate on 4 primary areas: identification of micro-categories of traditional guidance activities (advice, counselling, job-matching); identification of individual activities undertaken within the selected micro-categories; identification of appropriate ICT tools for use in supporting the identified activities and identification of new ICT competencies (considering each of the previous 3 factors). The framework/model will be produced initially in EN and further translated to ES, IT, RO & DE. A project brochure will be published early in the project to raise awareness amongst guidance specialists as regards the activities to be undertaken. A synthesis of the end results will be produced in the form of a final project report, which will be launched, along with the developed ICT in guidance framework, through workshops held in each participating partner country and through the hosting of an international, end project seminar. The observation, surveying and analysis of the dynamics of practice in the use of ICT as a tool for learning in vocational education and training and SMEs RELEVANCE OF THE PROJECT TO THE MAIN THEME The project will advance the understanding of the major issues in the use of ICT for learning, in SMEs, and of related opportunities, problems and potential solutions. It will identify and analyse innovative practice, as a basis for policy development and will provide models and guidelines for practitioners. Activities will include a survey of enterprises, literature reviews, case studies (to be published as a ‘case base’ of good and illustrative practice in the field) and a series of collaborative analyses of major issues and focus groups in each partner country (involving researchers, developers, practitioners. Social Partners and policy makers). Special attention will be paid to policy development through European funding (to include European Social Funds under objectives 1 and 2). The outcome of the project will be methodology, supported by thematic studies and best practice examples to assist in the production of effective ICT based training materials, for use by researchers, developers (software and other), Social Partners, policy makers and SMEs. Results will be published in all partner languages via a dedicated public website, through the release of policy papers and as a separate publication. RELEVANCE OF THE PROJECT TO THE RELATED THEME A major theme for the project will be to investigate skills formation in SMEs and how the use of ICT can contribute to the continuing vocational training and the development of new skills and knowledge. In particular the project will examine the synergy and relationship between the use of ICT ofr learning, new forms of work organisation and the use of ICT for business applications and e-commerce. Models and Instruments for the evaluation of e-learning and ICT supported learning(E-VAL) RELEVANCE OF THE PROJECT TO THE MAIN THEME The purpose of the E-VAL3 project is to evaluate the various environments that exist in the field of e-Learning and ICT based learning. The project will review existing research into e-learning and will collate and cross-reference these results, it will review and report on current deficiencies in this research and as a result will both establish major research questions and propose a research agenda. The project will further design and introduce a new framework, for the classification & storage of and access to existing research, with this and all e-learning evaluation and outcomes then being mapped onto the new framework. E-VAL3 will propose new models for the evaluation of e-learning able to take account of different learner groups, different learning environments, different socio-cultural contexts and different technologies. A series of tools and instruments will finally be developed to support the evaluation of e-learning in European VET, targeted at the identified market deficiencies. Etude de faisabilité d’un programme d’enseignement à distance de formation continue des acteurs intervenant dans la récupération du patrimoine architectural à l’abandon des XIXe et XXe siècles RELEVANCE OF THE PROJECT TO THE MAIN THEME Même si le projet ne correspond pas à 100% aux activités décrites par le thème 5, il nous a semblé que ce thème se rapprochait le plus des objectifs du projet, puis que celui-ci vise la création d’une formation ouverte et à distance. Le projet vise à définir et à expérimenter les éléments qui peuvent faire partie dans un premier temps d’une formation continue des acteurs/travailleurs issus de différents pays et qui ont comme rôle d’intervenir dans la récupération/réhabilitation de bâtiments industriels. Le projet s’adresse principalement aux architectes, aux urbanistes et aux responsables des pouvoirs locaux, mais aussi à l’ensemble des enseignants et acteurs du secteur. Les activités du projet se dérouleront en trois temps : une première phase de préparation qui mettra en place les sites informatiques : la banque de données issue du projet « Euromusées 2001 » qui consiste en un ensemble d’informations concernant l’archéologie industrielle et le site de formation proprement dit qui servira de base pour la formation à distance. Une deuxième phase consacrée à l’expérimentation du site lui-même et enfin une troisième phase dite de suivi, servant à enrichir voire rectifier les données sur base d’une évaluation interne et externe.
