    Neo-Neon International (HKEX, 1868) manufactures a wide range of lighting products which are used around the world. Decorating millions of homes, landmarks, buildings, workplaces, shopping cen-ters, and alike, with colorful and decorative Neo-Neon lighting.

    In 2008 Neo-Neon will celebrate its 30 year in business.

    Neo-Neon International Ltd., founded in Taiwan in 1978, now sells the majority of Christmas lights to the world as well as other decorative lighting prod-ucts to the US, Europe, and Asia. In 1989, Neo-Neon moved its production force to He Shan, Guangdong Province on the Chinese mainland. The move en-abled Neo-Neon to control production costs much more effectively by supplying parts, components and even packaging materials through its own sub-sidiaries, making the factories 90% self-reliant.

    Neo-Neon is also a major producer of hi-tech light-emitting diode (LED) decorative illumination products worldwide and has received many inter-national awards for design and quality. The com-panys owner himself, Mr. Ben Fan, won the Young Industrialist Award in Hong Kong in 1998. Mr. Ben

    Fan takes great pride in the tremendous success of Neo-Neon, the worlds largest decorative lighting manufacturer.

    In 1996, Neo-Neon began investing heavily in re-search and development, and this led to the mass production of LED decorative lights in 2002. Since then, Neo-Neon has put dozens of LED products on the market. Neo-Neon now employs over 300 engineers and spends a significant amount of its revenue on R&D each year. The company has ob-tained more than 350 patents in Mainland China, and globally to include countries such as Taiwan, Japan, Europe, the U.S.A., Hong Kong, and Austra-lia. Neo-Neon employs on average over 25,000 employees a year which encompasses labor force, sales, engineering, and administration.

    One secret to Neo-Neons success has been in the vertically integrated business model which enables the creation and mass production of affordable products. Neo-Neon is dedicated not only to pro-ducing affordable products, but products that also offer high quality and lasting value. Coupled with environmentally friendly energy savings these fac-tors will further reduce costs to consumers. Neo-Neons flexible LED neon lights LED Neon-Flex, for

    example, consume very limited power compared to traditional glass neon lights and lasts up to 10 times longer.

    LED products are being increasingly used to re-place traditional lighting systems, and as concerns over energy supplies grow worldwide, LED lighting products are more likely to gain greater popularity. Now a key focus for R&D at Neo-Neon will be fur-ther improving the brightness of high-power LEDs. Smaller and safer as well as being more energy-efficient, environmentally friendly, durable, and cooler to the touch than ordinary light bulbs, the revolutionary LEDs can theoretically produce tens of millions of colors.

    In late 2006 Neo-Neon unveiled an entire line of commercial lighting products which include HID, Compact Fluorescent, RGB LED, AWB (Amber White Blue), and the revolutionary new WLED (White LED) technologies. WLED technology is rap-idly advancing and Neo-Neon is at the forefront of utilization and implementation. As the brightness of WLED technology increases steadily the ability to deploy this technology into energy efficient di-rect replacement illumination fixtures has become a reality. This new range includes such innovative

    products as the LED Street Light Series, I-Panel (thin panel) fluorescent tube alternative solutions, exte-rior and interior recessed series, pathway, roadway, and bridge WLED solutions and much more.

    Neo-Neon has developed and is currently focusing on a new series of LED application in the Vision Series product range. Vision Series embodies all visual based LED technologies that create visual patterns or video images. This new series includes such unique products as LED Vision Flex, and LED Vision Belt, linear and screen solutions, which is a water proof flexible LED video/visual solution, LED Vision MESH, LED Vision Tube, LED Vision Screens, LED Vision Displays and much more. Neo-Neon has completed the construction of a new 100,000M and state-of-the-art factory dedicated to the pro-duction of WLED Commercial Lighting and LED Vi-sion Solutions.

    Going Public

    With the increased investment derived from the public offering and increased sales Neo-Neon has strength-en our investments into the infrastructure and future abilities of our company and subsidiaries.

    Neo-Neon has embarked on a plan to expand our customer support globally by the opening of offices in dif-ferent parts of the world. This year we have opened offices in Dubai, India, and Vietnam and our Tokyo office is underway. These support offices will further expand our market through localization and offering quality local pre-sales and after sales support to our customer base.

    In late 2007 and 2008 Neo-Neon launched a completely new range of innovative LED based products with our LED General and Commercial Lighting Series. This new series embodies the very latest designs and tech-nologies of utilizing WLED (White Light LED) technology applied to the General and Commercial Illumination Industry.

    Neo-Neon has finished the construction of a new LED factory at our main facilities which is 8 floors of production capacity covering a total of 100,000M . Additionally we are building a new Compact Fluorescent (CFL) factory, new factories for our Entertainment Lighting Division all to support our increased sales and current and future expansion.

    12 December 2006 Hong Kong) Neo-Neon Holdings Limited (Neo-Neon together with its subsidiaries, collectively the Group, SEHK Code: 1868), one of the worlds leading decora-tive lighting manufacturers, announced today impressive sub-scription results. A total of 26,969 valid applications were re-ceived pursuant to the Hong Kong Public Offer, amounting to a total of 953,083,000 shares which is equivalent to about 48 times subscription. The International Offering to institutional investors was also very significantly over-subscribed. The Of-fer Price was fixed at the top end of HK$6.9 per share.

    The encouraging over-subscription level in the Hong Kong Public Offer triggered the clawback mechanism from the In-ternational Offer. As such, the number of shares offered under the Hong Kong Public Offer increased from 20,000,000 shares (or 10% of the Global Offering), to 60,000,000 shares (or 30% of the Global Offering). The total number of shares offered under the International Offer was reduced to 140,000,000 shares, representing 70% of the Global Offering. There was an over-allocation option of up to 30,000,000 additional sale shares from Transpac Group, representing 15% of the shares initially available under the Global Offering.

    The offering was an enormous success which illustrates the markets confidence in Neo-Neon and the future of LED tech-nology.

    In 2002-2003 Neo-Neon established a fi ve story state-of-the-art LED Production factory.

    Foreseeing the bright prospects offered by the rapid advancement of LED technology, Neo-Neon set out to bring the solid-state lighting revolution to the decorative lighting industry. Just as we broke new ground with our earlier success developing and manufacturing purpose-made miniature lamps for decorative light-ing, we have successfully integrated LED and decorative lighting production.

    With our chip selection, proprietary LED encapsulation, bonding methods utilized in our Photo electricity Laboratory and incorporating our long years of applied skill in the areas of vertical integration and mass production we have successfully created a full range and ever expanding range of LED based products.

    Because we produce our own LEDs we can select the very best LEDs which we call Spec LEDs for the production of our top level products. We also then are able to sort various quality levels of LEDs which can be used for customers and markets which are more price sensitive and are less discerning. This enables our sales team to offer multiple levels of products to meet our customers specifi c needs.

    In 2007 Neo-Neon completed construction of a new 100,000M state-of-the art factory to expand the production capacity of raw LEDs and new Commercial LED and Vision Series production lines. This was driven by the markets demand for LED based products, vision of Neo-Neon, the global desire for energy conservation, and the emergence of WLED (White LED) technology. Now Neo-Neons production capacity for LEDs is unparalleled in Asia and perhaps the world.

    Neo-Neon Photoelectricity LaboratoryNeo-Neon Photoelectricity Laboratory is among the most advanced photo-electricity labs in the world, founded with the cooperation of the Electrical Lighting Source institution of Fu Dan University, P.R. China. Neo-Neon is armed with the worlds most advanced equipment and technology, such as CCD spectrum analyzing system; rotary photometer; adjustable constant current source; state of the art AC/DC power meters; and highly steady power frequency adjustable supply system. The lab has a 96 M dark room in which the illumination of less than 0.01Lux is achieved. The diameter of the integrated sphere for measuring large lighting product is 1.5m and an additional 0.3M testing sphere for single light-ing devices. All the data collected is input into industrial PCs to be analyzed stored or printed.

    The spectrum analysis system measures luminosity, chromatic coordinates (x,y or u,v), CRI value, peak wavelength, dominant wavelength, color temperature, saturation etcetera. Rotary photometers measure the light distribution of the light device. Other electronic equipment tests the conversion efficiency of electricity to light for all types of light emitting devices.

    To ensure stability and calibration of our laboratory Neo-Neon has engaged a staff of senior engineers and doctors majoring in photo-electricity. Neo-Neon has established a long-term cooperative relation-ship with professors and doctors of photoelectricity who are fellows of Fu Dan University.

    Neo-Neon utilizes this laboratory to measure our lighting devices from the R&D to production phase to ensure the best and most consistent quality of luminosity and effect. The benefits of the investment into the laboratory, its staff, advisors and equipment has been key in customer satisfaction resulting in capturing the market share with our Ultra-Bright LEDs. The Neo-Neon Photoelectricity laboratory surely will benefit our newest series of products to include the Commercial WLED (white LED), warm white, and ultra warm white technology and our Vision series products as well.

    Founded in early 2003, the Department of LED Research and Development (LED R&D Department) has now had over 300 engineers and 12 technicians with high levels of collegian degrees in electronics, optics, electronics, software, hardware, mechanical structure, and other related subjects. Neo-Neon LED R&D has one of the most advanced photoelectricity Laboratory in the world, an independent electrical function testing lab and continues to invest in the most state-of-the-art equipment. In less than two years, the LED R&D department has developed over 100 products of which include many innovations and patented products.   • A semiconductor chip consists of two parts, one is called P- type semiconductor where holes dominate the region, and the other part is N-type semiconduc-tor where is dominate by electrons. When they are sandwiched together, there is a PN junction in be-tween. And when an electric current is applied to the chip through the lead, electrons are pushed across the junction into the P-region, there, electrons and holes meet and recombine, and then release energy in the form of photons of light. That is why LED can shine. And the wavelength of the light, therefore its color, depends on the materials forming the PN junc-tion, which is, the materials used to make the LED chip.

    Generally, LED chips are made from gallium-based crystals that contain one or more additional materi-als such as phosphor to produce a distinct color.

    What is LED ?LEDs (light emitting diodes) are solid-state semicon-ductor devices that can convert electrical energy di-rectly into light. The heart of a led is a semiconductor chip of which one side is attached on the top of an anvil that is the negative power lead, and the other side is connected with a whisker to a positive power lead. it is the most important part of the LED. and it is entirely encapsulated in an epoxy resin enclosure.

    The Development of LED

    The Application of LED LEDs proprietary characteristics mentioned above determines their ideal suitability to be applied in a wide range of products and applications.

    Decorative LightingDue to the rich variety in colors, compact size, durability, energy savings, and long life LEDs are a perfect light source for decorative application. Mounted on a PCB, exible PCB, cable wire, or other electrically conductive materials LEDs are versatile and are being applied to the entire range of decorative lighting.

    General and Commercial IlluminationWith the advance of the WLED (White LED) technology applied singularly, in clusters, or arrays are now bright enough to be used for General and Commercial Illumination. Homes, Of ces, Public Buildings, Shopping Centers, and alike, all around the world are applying new WLED based illumi-nation products.

    DisplayIndoor and Outdoor Visual display systems are rapidly becoming the mainstay of the display and signage industry. The affordability of LED based screens and displays are also rapidly becoming more cost effective through a variety of designs, resolutions, and varied pixel pitch.

    LCD BacklightBecause of LEDs compact size, durability, energy savings, long life, and low power consumption, LEDs are perfect light sources for LCD backlight displays.

    Color The advancement of LED technology and color control systems have brought about a very broad spectrum of single, mixed RG, RB, GB, AWB (Amber White Blue) RGB, RGBY, Cool White, Warm White, and Ultra-Warm White. Varied combinations of varied blue wavelengths, blue green com-binations, applied with various mixtures of phosphors have brought about a true rainbow of avail-able colors.

    Intensity, Beam Angle, and Viewing AngleLED light output varies with the type of chip, encapsulation process, as well as other variables. Generally, the amount of light emitted from a LED is quanti ed by a single point, on-axis luminous intensity value (LV), and is speci ed in milli-candela (MCD). A LED with higher luminous intensity value does not mean that it has higher total light output. To measure the total light output, the viewing angle must be taken into account too. LED viewing angle is also a function of the LED chip type and the epoxy lens that distributes the light. LEDs with different chips and epoxy lens will have different viewing angles. lf two LEDs have the same luminous intensity value, the lamp with the larger viewing angle will have the higher total light output.

    Since the rst practical visible-spectrum LED was devel-oped in 1962, the development of LED has attained to such a high level that LED has been widely chosen as the best alternative to incandescent bulb, neon and uorescent light in many area. And it is predicted that with the further development of LED. the above-mentioned light sources would entirely give way to LED in the near future. And the future of the human being will be brighter since the com-mon use of LED would save us a lot of energy, money, and time.

    The development of LED can be roughly divided into three steps, which are the advent of red light lED, and then blue light Led, and white lgiht LED. Red light and green light Led have been developed for decades, but they are all monochromatic LED, if they were used as light sources, objects illuminated would all wear the color emitted from the monochromatic LED, instead of the inherent color of the objects, so their applications are limited. The ultimate aim of LED development is super-bright white light LED that can actually replace the conventional light sources. lt has been a long and hard way to go until Shuji Nakamura, a Japanese scientist, managed to make a blue light lED from gallium nitride in 1993. lt turned out to be a crucial break-through in the development of LED. Based on the technol-ogy of blue light LED, a white light LED was soon invented in 1997,From then on, LED products have been widely used in many areas, and regarded as the light source of future.

    An LED is essentially a microscopic chip once encapsulated in an epoxy resin are extremely small and lightweight.

    Rugged LEDs are rugged, solid state devices and are not susceptible to vibration such as with incandescent lament based bulbs.

    Long Lifetime When operating at speci ed voltage, current, and within speci ed environmental conditions, LEDs can enjoy a long life of up to 100,000 hours. A newer way to evaluate LED lifetime has been estab-lished and adopted by Neo-Neon which is based on lumens depreciation over time to determine the Mean Time between Failure (MTBF).

    High Luminous Effi ciency and Low Heat Emitting Due to the special materials that are used to manufacture LEDs during electrons transition, LEDs mainly emit electromagnetic energy in the visible parts of spectrum. This is unlike incandescent laments which are heated and emit large amounts of electromagnetic energy in the infrared spec-trum which cant be seen and is felt as heat. That is to say, LEDs can convert signi cantly more of the energy applied into light, and therefore LEDs have a higher luminous ef ciency with substan-tially lower amounts of heat produced.

    Environmental Protection LEDs are made from non-toxic materials, unlike uorescent lights that contain mercury which poses a danger to the environment and human health. LEDs are recyclable.

    UnbreakableThe LED semi-conductor chip is completely embedded in an epoxy resin enclosure which is much more sturdy than traditional glass bulbs and uorescent tubes. They are solid-state technology thus no loose and moving parts which makes LEDs virtually indestructible.

    Features and Bene ts of LEDThe inherent features of LED is decidedly the ability of LED to become the best alternative to conventional light sources, and provide a wider range of applications:

    Small Size

    Low power consumptionLED consume very little power, far less than standard light bulbs leading to greatly reduced energy costs and extremely enhanced global energy savings. LEDs also require far less energy to manufacture than other light sources, reducing the environmen-tal impact of arti cial lighting even further. Generally a LED is designed to operate at 2 - 3.6V, 0.02-0.03A current which means a LED typically requires no more than 0.1W to operate.

    LED High Power Street Light Series is a new series of energy saving products that utilize high power LEDs as an effective alternative to traditional illumination.

    The LED High Power Street Light Series is broken down by Single Fixture, Double Fixture, Single Fixture Solar, Double Fixture Solar, and Single Head Units. Then the LED High Power Street light Series is further delineated by the quantity of LEDs contained in each xture.

    Introduction to LED Neon Flex

    Leadership and Innovation comes at a cost. Due to the enormity of the success of our invention and our patented product, LED Neon Flex, there has been a surge of non-licensed imitations emerging in the market and infringe on our patents. These unscrupulous copies are of poor quality and are being sold at prices relative to their inferior quality level.

    The good news is this did not come as a surprise. Since we have been in this business for 27 years and have unveiled and introduced many innovative products this cycle has happened in the past. Educated by history Neo-Neon, unbeknownst to most, has been preparing to answer this challenge to protect our customers and the market we have earned the legal right to.

    Neo-Neon is now offering two levels of patented LED Neon Flex. These levels are Professional Type and Economical Type.

    Though glass neon has long been the mainstream of the outdoors linear lighting for decades and while it held a long history it still held a lot of weaknesses. The weakness on glass neon are well known and include complicated installation, fragile, potential shock hazards, high maintenance cost, high power consumption, and are typically ruined in severe weather. Manufacturers keep on seeking new alternatives but none of them have been able to solve these weaknesses. These Self Proclaimed alternatives to glass neon still suffer from one or more of the weaknesses of glass neon.

    At the beginning of this century Neo-Neon, the global leader in modern linear lighting solutions, invested in the research and development of a revolutionary product called LED Neon Flex. Utilizing advanced LED technology and materials processing techniques LED Neon Flex compares to glass Neon visually however LED Neon Flex is not ridged.     LED Neon Flex, as its name suggests is highly exible. LED Neon Flex can be bent to a minimum radius of 4cm, and can be cut to desired lengths and provided with cutting marks for accuracy. LED Neon Flex is very easy to shape various corners, curves, lettering, logos, patterns, motifs, and all other applications where tradition glass neon is applied.

    Unlike neon lights that have to run on a very high voltage of 15.000V, LED Neon Flex operates internally on 24V, LED Neon Flex is shatterproof, emits very little heat and is absolutely safe to use indoors and out.

    LED Neon Flex Plus is the latest addition to its family to achieve an ultra high lumens ef cacy. LED Neon-Flex Pluss increased lumens stemmed from the application of high quality, high brightness LEDs coupled with an enhanced PVC mixture used in the main housing extrusion process. This optical gain enhancing PVC increases homogenization of the light effect which translates the maximum amount of lumens consistently delivered to the surface of the Neon-Flex Plus. Take white color of LED Neon Flex Plus for example, it can achieve a lumens feeicacy of 36.1Lm/W and 63Lm/Ft.     Professional LED Neon Flex uses Superior Grade Ultra Bright LEDs that are strictly consistent in wavelength speci cation by +/- 5nm. The outer jacket of the LED Neon Flex (Professional) is constructed of two layers of PVC which has an effect on the optical enhancement of the LED color and light transmission ef ciency. As such LED Neon Flex (Professional) maintains the highest stability and lowest amount of lumens depreciation over time longer-life. Additionally LED Neon Flex (Professional) is structured with a white PVC base jacket that is designed to re ect shape the light that is emitting from the LED and to redirect the light upward and outward to the surface of the product thus enhancing the actual and perceived brightness. All of the factors above also contribute to the lack of Chromatic Aberrations with (Professional) type LED Neon Flex.

    LED Neon Flex (Economical) is the latest version in its family developed by Neo-Neon to meet low cost requirements for speci c market. Most of factors remain the same, such as cover material, copper wire, craftwork.     Professional LED Neon Flex uses Superior Grade Ultra Bright LEDs while the Economical offers quality Standard Brightness LEDs

    Neo-Neon uses state of the art equipment to test each LED which enables us to ensure consitency of

    color (wavelength) and to offer multi-tier grades of products based upon the ability to select chips

    according to their tolerance to our standards.

    Stability of each grade is directly corresponding to the quality of the LED applied within each Grade.

    The Professional which uses the highest quality LED would therefore have enhanced stability over

    the Economical. However the quality of the Economical LED still conforms to Neo-Neons minimum

    stability standards which are considered still higher than the general market standard.

    Lifetime is termed by the lighting industry as MTBF (Mean Time Between Failure) which is when

    50% of tradition lamps fail. For LED we use Lumens Deprecitaion as it is relative to SSL (Solid State

    Lighting)

    The consitency of the Economical can uxtuate due to the LED Spec standard of +/- 10nm and the

    single PVC layer process. The Professional offers the maximum consitency which is relative to its high

    standard.

    Chromatic Aberrations are inconsitencies in the color consitency that occur when wavelengths

    are not matched coupled with less diffusive materials such as in single layer PVC processing of the

    exterior jacket.

    Professional LED Neon-Flex has the highest percieved brightness due to all the factors listed in this

    chart. However, Economical has been engineered to provide a high brightness for the value.

    UV treatment effects cost very little and is incorporated into both to enhance both Professional and

    Economicals ability to be used in high UV areas such as areas exposed to direct sunlight.

    The cut length of Economical has been adjusted so that the quantity of LEDs per unit and the power

    consumtion matches so that the same power supplies can be used.

    In some applications it is more desirable to have the color of the jacket match the color of the light emitted so that in the daytime the LED Neon Flex applied design can be seen without the LEDs being powered on.

    Crystal LED Neon Flex (Transparent & Color Jacketed) applied to structures that are intended to be viewed from long distances such as bridges and high-rise skyscraper type structures and where the designer desires the product to appear the same color when the product is not illuminated.

    Up close the Crystal LED Neon Flex (Transparent & Color Jacketed) appears pixilated however at far eld viewing distances appears solid just like the LED Neon Flex (Professional) type.

    LED Neon Flex (Professional) type is intended for more near eld viewing thus requires the milky PVC jacket for even light distribution.

Each Pixel is IP44 rated and can be applied both indoor and outdoors.LED Vision Belt is perfect for scenery or set applications in both linear and screen applications. LED Vision Belt can be used to make complex open air screening by attaching the LED Vision Belt to wire framing to enable application to exterior building surfaces.     Installation Instructions for Linear Application Observe standard electrical safety practices before proceeding. Make sure the product is disconnected from power supply. Electrical shock or damage to the product can occur. It can be shortened if customer requires: 1. Cut to desired length as below Mark on the electrical wire at the required length, and cut; Cover the cut end of the electrical wire with end cover, then seal with silicon. Sheath with heat-shrinking tubing properly.

    2. Mounting of Video Assemble Strip: Use special fixing clips and screws for mounting. (please refer to the diagram below)

    3. Connection method: (please refer to diagram below) Serialized connection: If signal connector needs to be connected, simply connect the male signal connector and female signal connector correctly. The signal connector is typically 5-pin connector, while the power supply wire is usually a 2-pin connector. Please notice that airtight rubber ring is equipped and screws for securing tightly. Control system and lighting fixture connection: Match the output signal female connector of the controller and the signal male connector at the initial end of the lighting LED Vision Belt correctly. a. Distribution with 4 wire-out ports. Each port can connect a maximum of 384 pieces of LED Vision Belt. b. Distribution with 8 wire-out ports, each port can connect 192 pieces of LED Vision Belt. *If the amount of lighting fixtures is above limit, the lighting fixture should be connected with the output signal wire independently. Connection of power supply and lighting fixtures: Match the female connector of power supply output and the male connector of electrical wire of lighting fixture correctly. Each power supply unit has 2 output wires, each with a maximum current of 15A; under which 10m LED Vision Belts can be connected. *Add more power sullies as such: if 10-20m shall be connected, the solution can be that to add 1 power supply unit at each end of the lighting fixture.

    Quick and Easy Installation Using Double Sided Adhesive Tape 1. Choose a Double Sided Adhesive Tape Follow the instruction on the Double Sided Adhesive Tape packaging for surface preparation.2. Apply Double Sided Adhesive Tape to the Product and expose the adhesive side that will affi x to the desired mounting surface.3. Apply the product with the Double Sided Adhesive Tape sticky side onto the intended surface moving from one end to the other and apply pressure to fasten securely.

    Important Installation Tips For small scale projects, like under cabinet & stair-way we recommend the use of our 6V versions that can be cut to any length.

    For large scale projects, like building outlines & out-door decoration it is possible to apply a combination of AC line voltage versions for long runs and apply the 6V DC version for short applications or in areas that require low voltage based on local electrical regulations.

    Note: Use only quality Double Sided Adhesive Tape such as e.g. 3M. When using Double Sided Adhesive Tape apply only in dry locations or as recommended on the Double Sided Adhesive Tapes packaging.
